This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

This study aims to find the economic development strategies of converts in the city of Padang. The research approach was conducted using a descriptive qualitative method by collecting data through interviews, documentation and focus group discussions. The research explains that the economic problems of converts to cities in the city are caused by the severance of family relations, lack of ability, lack of converts, lack of assistance and lack of community awareness. The strategy in the economic development of converts in the city of Padang is happy with four processes. First, the making of converts as a means of gathering converts and becomes problem solving for all converts in the city of Padang. Second, capacity building is carried out by conducting trainings that provide theability of converts so that converts have the opportunity to make a business. Third, the provision of financial assistance aims to enable the ability of entrepreneurs who have been trained to be implemented in the form of business through financial assistance from both the government and the private sector. Fourth, supervision and assistance to the business carried out by converts in order to survive and be developed so that they can help other converts. To see the effects of the concept of this strategy it is necessary to implement all of these strategies so that they can be assessed and evaluated in an effort to improve the economy of converts.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. Model yang dilakukan cukup sederhana, maka pengelolaan pengaduan yang dilakukan oleh kota Bekasi dapat ditiru/ direplikasi didaerah lain.Kata Kunci: pengelolaan pengaduan, Kota Bekasi, situs web, sms center, harapan masyarakat

Many areas in Indonesia region still have social problems such as poverty, education, and health. The problem requires the local government to conduct communication strategies by increasing regional revenues through tourism. One of the regional efforts is to attract tourists visiting, through the city branding program. This article seeks to analyze the slogan Impressive Probolinggo is related to the tourism communication strategy of the Probolinggo City Government. The data was collected through interviews with City Government institutions, community leaders, and tourist visitors in 2018. The data was analyzed using an interactive qualitative method from Miles Huberman. The results showed that the slogan Impressive Probolinggo City became a city branding the Probolinggo City Government to attract tourists. The slogan is executed through a communication strategy that includes core and field communicators, worth of mouth-based messages, diverse media platforms, and involves community engagement. The government needs to improve socialization and design a more creative and innovative communication strategy so that the tourism potential in Probolinggo city develops sustainably.

For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Increasing the competence of the apparatus to improve the quality of work is a determining factor in local government activities' success. The result of local government officials towards quality performance leads to the development of education, competence, and abilities because of the times' face. The competence that local government officials are expected to have is analyzing and addressing issues within the city under a realistic framework of local government.

Structuring of local government has been through various regulations and dynamics in its implementation, since the era of independence until the reform era. Public Policy is whatevergovernments choose to do or not todo. The principle of public service is to provide a service with agood quality to the community which embodies the obligation of the government apparatus as a publicservant . Regional autonomy gives authority to local government in this case the city government toexplore potential areas to improve the quality of service to the community. In providing good serviceto the community, Denpasar government adopt local wisdom that philosophy Sewaka Dharma. SewakaDharma can be defined as "Serving is the obligation."

This report aims to review the implementation of bureaucracy reform in realizing good governance and the target mdgs the city government yogyakarta .This research is considered as policy research associated with bureaucracy reform based on the minister of utilization state apparatus and bureaucratic reform no. 11 years 2011 .The research is municipal yogyakarta that is city administration reward challenged the highest in the management of governance se-indonesia given by the indonesian government index ( igi ) since 2012-2014 with with get a rata-rata 6,8 index governance .The data in this research consisting of primary and secondary data .The method of analysis that used in this research is descriptive analytical , analysis techniques use also content analysis. The research results showed that the implementation of good governance of the Government of the city were in accordance with the regulations of the Minister for Administrative Reform and the bureaucratic State apparatus No. 11 in 2011. Bandung became the center of urbanization in Indonesia, from 43 million people in West Java urbanization centered in the capital of West Java, namely the city of Bandung. The high level of urbanization becomes the main problem in Bandung; Problems arises, how to improve the service of Bandung City Government in managing and solving the issues arising from the impact of urbanization. Smart City is a solution to improve the function of Bandung City Government, especially in the field of Smart Governance to the Government of Bandung City Good Governance. To measure whether the city of Bandung has implemented Smart Governance required identification of dimensions and indicators that determine whether Bandung has implemented Smart Governance. Smart Governance dimensions and indicators are obtained from literature studies and then confirmed to respondents who have the expertise and having experience in the field of Smart City. The interview and focus group discussions conducted to the respondents, and the researcher will grasp the main variables and indicators which is coming up to determine whether Bandung City is implementing Smart Governance in proper ways. The new proposed model will come up from the interview and focus group discussion result. Also, there will be statements in measuring the readiness of Smart Governance implementation in Bandung or other cities.

Governance implementation of good government in a country is an inevitable requirement. The Government shall apply the rules of good in running the Government, including the rules in the field of financial management. governments need to have an accounting system that not only serves as a means of controlling financial transactions, but the financial accounting system should support the achievement of the performance. Because the assessment Good governance can be seen from the achievement of the Government's own performance, measuring the achievement of performance is critical to assess the accountability of organizations and managers to produce better public services. (Sukmana and Anggasari, 2009). The purpose of this study was to determine the effect of implementation Accounting System, Financial Management and Internal Controls have a significant impact on the Kotamobagu City  Local Government Performancent. The object of this research is Kotamobagu City Government. Instruments in this study was a questionnaire with Likert scale 1-5 and processed using SPSS 19. The analytical method used is multiple linear regression analysis. The conclusion of this study are implementation Accounting System, Regional Financial Management and internal controls  jointly significant effect on the performance of Local Government with a contribution of 50.5%, whereas only partially Accounting System and Regional Financial Management that significantly influence the Local Government Performance , Suggestions from this study is that the government that Kotamobagu further enhance the system of reward and punishment and the Kotamobagu Government Performance  should also be maintained or improved further in terms of internal oversight.Keywords: Systems, accounting, management, monitoring, performance
