This report aims to review the implementation of bureaucracy reform in realizing good governance and the target mdgs the city government yogyakarta .This research is considered as policy research associated with bureaucracy reform based on the minister of utilization state apparatus and bureaucratic reform no. 11 years 2011 .The research is municipal yogyakarta that is city administration reward challenged the highest in the management of governance se-indonesia given by the indonesian government index ( igi ) since 2012-2014 with with get a rata-rata 6,8 index governance .The data in this research consisting of primary and secondary data .The method of analysis that used in this research is descriptive analytical , analysis techniques use also content analysis. The research results showed that the implementation of good governance of the Government of the city were in accordance with the regulations of the Minister for Administrative Reform and the bureaucratic State apparatus No. 11 in 2011. This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

Bandung became the center of urbanization in Indonesia, from 43 million people in West Java urbanization centered in the capital of West Java, namely the city of Bandung. The high level of urbanization becomes the main problem in Bandung; Problems arises, how to improve the service of Bandung City Government in managing and solving the issues arising from the impact of urbanization. Smart City is a solution to improve the function of Bandung City Government, especially in the field of Smart Governance to the Government of Bandung City Good Governance. To measure whether the city of Bandung has implemented Smart Governance required identification of dimensions and indicators that determine whether Bandung has implemented Smart Governance. Smart Governance dimensions and indicators are obtained from literature studies and then confirmed to respondents who have the expertise and having experience in the field of Smart City. The interview and focus group discussions conducted to the respondents, and the researcher will grasp the main variables and indicators which is coming up to determine whether Bandung City is implementing Smart Governance in proper ways. The new proposed model will come up from the interview and focus group discussion result. Also, there will be statements in measuring the readiness of Smart Governance implementation in Bandung or other cities.

The City of Pekalongan is one of economic growth hubs in Central Java. Pekalongan possesses a classic issue like an overweight and inefficient bureaucracy, lack of innovation, dissatisfaction of public service, and so on. The government then proceeds digital-based budget so that it succeeds to push public spending. This paper aims to provide an overview of Pekalongan City Government Performance Management in implementing Management Information Systems (MIS) for Public Services. The analysis uses various theoretical perspectives on public sector performance management, public services and public service performance innovation. This research is a descriptive study with data collection techniques using non-reactive content analysis through secondary data and documents that already exist. The analysis shows that the application of technology to the Pekalongan City government innovation performance can save energy, time and budget. Performance monitored through the system from planning to implementation can be monitored through information technology innovation. Thus, an efficient, fair, responsive, accountable public service system can be more easily achieved.

The city of Surabaya is becoming a global model model in the problem of tackling waste. Risma program with Sustainable Development Goals policy is able to solve the problem of waste waste in Surabaya. Furthermore, this study will explain how Tri Rismaharini's leadership as Mayor of Surabaya in driving public participation and bureaucracy in tackling the garbage problem. This research method uses descriptive skin. Research data obtained from primary data through informants surabaya city government apparatus and the community is quite representative. Secondary data by quoting books, journals, documents and online media. Data analysis techniques in this study through data reduction, data display and drawing conclusions. The results showed that Tri Rismaharini's leadership has a disciplined and assertive leadership style, both in serving the community. Although Risma is known as a leader who cannot accept criticism, nor advice. But tend to participating, because it is more concerned with the process and implementation in the field and tends to tell, where demanding to be firm and disciplined against waste management in the city of Surabaya.

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

ABSTRAK Yayasan pendidikan merupakan lembaga yang berada di luar pemerintahan dan bersifat non profit oriented, turut terlibat aktif dalam upaya pengembangan pendidikan di Indonesia. UU PDRD memberi kesempatan bagi yayasan pendidikan untuk mendapatkan pengecualian pembayaran Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2). Permasalahan muncul di Kota Bandung setelah adanya kebijakan pengalihan pajak pusat ke daerah dengan pemungutan PBB-P2 terhadap yayasan pendidikan. Metode pendekatan dalam penelitian ini adalah metode yuridis normatif. Data dalam penelitian ini merupakan kombinasi data primer melalui wawancara dan data sekunder melalui studi kepustakaan yang dianalisis secara deskriptif-analisis. Hasil penelitian menunjukkan bahwa tidak adanya kriteria baku dan jelas terkait yayasan pendidikan yang dapat dikenakan pemungutan PBB-P2 dan Implementasi pemungutan PBB-P2 terhadap yayasan pendidikan di Kota Bandung dinilai belum maksimal karena pelaksanaan pemutakhiran data yang dilakukan pemerintah Kota Bandung belum menyeluruh serta minimnya sosialisasi dan komunikasi terkait pemungutan PBB-P2 terhadap yayasan pendidikan dalam kerangka pengembangan pendidikan nasional.              Kata kunci: PBB-P2; penerapan; yayasan.   ABSTRACT Educational foundations are institutions that are outside the government and are non-profit oriented, actively involved in efforts to develop education in Indonesia. The PDRD Law provides an opportunity for educational foundations to get exemptions from paying the Rural and Urban Land and Building Tax (PBB-P2). Problems arise in the city of Bandung after the policy of transferring the central tax to the regions by collecting PBB-P2 on educational foundations. The approach method in this research is a normative juridical method. The data in this study are a combination of primary data through interviews and secondary data through literature studies that are analyzed descriptively-analysis. The results showed that there were no clear and standard criteria related to educational foundations that could be subject to PBB-P2 collection and the implementation of PBB-P2 collection of educational foundations in Bandung was considered not optimal because the implementation of updating the data by the Bandung city government was not comprehensive and lack of socialization and communication related to PBB-P2 collection towards educational foundations within the framework of developing national education.
