A participação social nas políticas públicas tornou-se um dos princípios organizativos diante das falhas no seu planejamento para o desenvolvimento local. Avaliou-se a atuação da comunidade local no processo de consolidação das políticas para o desenvolvimento socioeconômico e, a garantia dos padrões ambientais nas praias do Crispim (Marapanim), Atalaia (Salinópolis) e Ajuruteua (Bragança), no Estado do Pará, Brasil por meio de entrevista com membros dos órgãos federais, estaduais, municipais, associações comunitárias e de classe. Os resultados mostraram que o Projeto Orla é a principal política pública para o desenvolvimento socioeconômico e para manter os padrões ambientais. A mobilização comunitária é o principal resultado dessa atuação. O conflito e divergências de interesses dificultam a atuação dos próprios comunitários. A sazonalidade turística é a principal mudança relacionada ao tempo meteorológico. Conclui-se que a ausência da participação social causa o mau direcionamento das políticas públicas.  Local community action in the development of public policies socioeconomic and environmental A B S T R A C TSocial participation in public policy has become one of the organizing principles in the face of failures in its planning for local development. We evaluated the performance of local community in the political consolidation process for socio-economic development and ensuring environmental standards in Crispim beaches (Marapanim), Atalaia (Salinópolis) and Ajuruteua (Bragança), in the state of Pará, Brazil trough interviews with members of the federal, state, municipal, community and professional associations. The results demonstrate that the Orla Project is the main public policy for socio-economic development and to maintain environmental standards. Community mobilization is the main result of this action. The conflict and differences of interest hampers the performance of the community themselves. It was concluded that the absence of social participation causes misdirection of public policy.Keywords: Social participation; Planning; Local development.

Abstract Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014- 2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socio-economic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Local government reform in Jamaica aims (i) to refocus local authorities to providing leadership and a coordinating framework for the collective efforts of the people towards local development and (ii) to assess local service distribution modalities between central and local governments, the private sector and CSOs for more cost-effective arrangements. The institutional context in which these objectives are to be pursued is characterized by a new local governance framework populated by ‘a federated system of development committees’. Development committees are expected to work in partnership with local authorities in pursuit of economic transformation of geographic spaces. Participatory development that development committees exemplify conjures up images of ownership of local [economic] development projects and an empowered citizenry that has the capacity to direct resources in their favour. Development committees represent a differentiated method of local economic governance. But the concern is: Are development committees fit for purpose? This is the fundamental question with which this research is concerned. A survey of parish development committees (PDCs) was conducted to determine the extent to which the organizations are giving effect to their mandate. The study is exploratory in design and relies on qualitative methodologies. The results of the study will be important for assisting the local governance reform process currently underway in Jamaica but should contribute to the discourse on the alternative approaches to managing development in developing countries.

Statistical methods for comparing objects allow them to study taking into account several features simultaneously, thereby increasing the efficiency of testing. It can be concluded that the methods of multidimensional comparative data analysis can provide specific research instruments of local development. The article presents the proposal to apply to study the level of development of gminas in the Mazowieckie Voivodship two methods of multidimensional comparative analysis, ie. indicator of the relative level of development as well as a synthetic measure which takes into account the zero unitarisation method. The assessment of the development level of gminas was carried out using quantitative characteristics based on data from the official statistics for the years 2007 and 2013.

This article focuses on cultural and creative activities and the development of local communities. Several studies on North America, Europe and Latin America have shown that this type of activity may have a positive impact on the local economy and living environments, and in particular on the sense of territorial belonging and on relations between citizens. In this text, we propose a reading of the impact of neighborhood cultural initiatives in the context of local socio-economic development based on a set of indicators of the local cultural vitality of a neighborhood. The empirical research was carried out in Montreal, namely on two boroughs: Rosemont–La Petite-Patrie and Sud-Ouest.

Mazowieckie Province is a unique area of Poland. It is characterised by social and economic diversification. Located in this province, Warsaw strongly influences the development of neighbouring rural areas. On the other hand, rural municipalities whose socio-economic parameters are among the lowest in the country are located within several dozen kilometres from the centre of the capital. Such disparities show that Mazowieckie is characterised by large interregional differences in its internal structure. This is an interesting research area that requires the analysis of socio-economic development in this region to be conducted in a multidimensional way. The aim of this study is to evaluate the spatial differentiation of the level of socio-economic development of rural areas in Mazowieckie Province. Linear ordering was used to determine the level of socio-economic development. The results of the study are consistent with core-periphery theory. The large urban centres that function as the centres for the surrounding rural areas have the greatest impact on the level of rural development. The impact of smaller towns can also be noticed. They often are the local development centres for surrounding villages.

The main objective of this paper is to determine the importance of local development strategies for formulating and implementing local economic development policies by local authorities. In particular, an attempt is made to answer the question of whether local authorities properly and effectively use public management tools (i.e. a development strategy) to promote economic development in their area. Furthermore, the aim of this article is to analyse instruments for supporting economic development, which can be potentially used by local governments in Poland.

Forest areas and related resources are significant determinants of local development. Especially in regions characterized by considerable forest cover, the forest may constitute the basis and determine the pace and direction of socio-economic development. The study presents local development issues and discusses the diverse role and potential impact of the presence of forest areas on this development. The analysis of the scientific literature in this field allows us to conclude that this impact is highly significant, complex, and multifaceted and that conscious and responsible forest use planning can be the basis for the sustainable development of many territorial units.

Socio-economic development of small island fishing communities is greatly dependent on local coastal and marine resources. Illegal fishing and aggressive practices in insular ecosystems lead to overexploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents adequate monitoring of marine resources. This paper focuses on the integration of a local fishing community into decision-making processes with the aim to potentiate artisanal fishing on the Island of Tenerife (the Canary Islands). The aim is to preserve both the marine ecosystem and promote the socio-economic development of traditional Cofradías (local fisher communities).A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was implemented to identify the main obstacles impeding the sustainable development of the artisanal fishing sector on the island. Collective proposals with policy implications are also discussed.The community involved identified four main issues that are causing an unsustainable island fishery: 1) Overexploitation; 2) Poor self-management of Cofradías and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle those issues with, for instance, the creation of marine protected areas, the promotion of a common islander vision, and an increase in participatory research projects between scientists and fishers. Participants also revealed the necessity to adapt existing regulations to local specificity to reduce the gap between policy makers and local community.
