The results of a questionnaire survey of 87 drivers of motor transport enterprises, conducted in order to identify factors affecting traffic safety in terms of perception of the road by the driver, are presented. In the list, which included 11 factors, it was necessary to put down points as their impact on traffic safety decreased. A 10 point scale was applied. The score averaged over the number of questionnaires was calculated for each factor, according to which the factors were ranked in decreasing average score. The most dangerous factors were those associated with potholes, cracks and uneven surfaces. The least significant are the factors associated with stagnation of water on the roads, the formation of erosion on the roadsides and slopes of the roads and dust cover.

The article presents the results of a sociological study reflecting the problems of individual safety in the road traffic system. The assessment of the road safety of socio-economic factors is given. A sociological model of accidents and the stability of drivers is proposed.

The purpose of this study  is to know the Road Safety Partnership Action Program Police Goes To School at SMAN 6 and SMK Pembangunan in Bogor City.The theory used in this research is by using policy evaluation from William N. Dunn which stating that to measure the success of an evaluation of the program can be measured through six variables: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The method used is descriptive analysis using quantitative approach. Data analysis technique used is by using the calculation of Weight Mean Score (WMS). Data collection techniques used are literature studies and field studies. The study population are 1,857 students from two schools. While the sampling technique used is proportionate stratified random sampling (stratified proportional). The samples using Yamane formula thus obtained sample are 180 respondents.The results of Program Evaluation Research Road Safety Partnership Action Police Goes To School in SMA 6 and SMK Pembangunan Bogor City obtained a score of 3.64 (in scale of 5) which, according to the interpretation of the criteria that are in “good” categories, although it is still the number of violations that occurred among students. This happens due to the lack of awareness of students in traffic, do not care about the safety and ignore the socialization conducted by the police about the ethics of a good drive to support traffic safety and reduce the number of traffic violations or accidents. Efforts are being made to address the problem is by imposing preventive methods (prevention) and applying repressive methods (in applying force). Keywords: Evaluation, Program, Violation

Increase of the road safety is the main goal in the sphere of transport management. Authors state that the decision-making process should be based on the analysis of statistical data on the violations, traffic reasons of accidents and problem areas. Official statistics of the State Traffic Safety Inspectorate is used as an initial information. As a method to determine factors influencing the traffic safety, the so-called Haddon matrix was used. Efficiency of the proposed recommendations is analyzed from the viewpoint of their role in the process of ensuring safety and sustainability of the city transport system.

The internal structure of the road safety system is extremely complex and it is affected by a lot of factors, each factor weights can not be fully established. In this article, we expressed the attribute value with a fuzzy interval number, the comprehensive appraise to the impact of traffic safety with emphasis on "people", "car" "road" in the "road". First of all, establishing evaluation index system, and form the judging matrix by AHP; then, it can be acquired a method of traffic safety evaluation by using the comprehensive evaluation model of the fuzzy interval.

Traffic safety situation in Lithuania, despite the progress made in 2008, is still not good enough compared to the other European Union countries. Therefore, Lithuania implements the traffic safety improvement measures affecting all the elements of the traffic safety system “Road user‐road‐vehicle”. In 2008 Lithuania started implementing the road safety audit procedure which substantially contributes to the improvement of safety situation on Lithuanian roads. This article gives the analysis of road safety audits of special plans and technical designs for road construction and reconstruction in Lithuania, makes the analysis of the main deficiencies of plans and designs and gives recommendations for their elimination. Santrauka Eismo saugumo situacija Lietuvoje, nepaisant 2008 m. pasiektos pažangos, vis dar yra nepakankamai gera, palyginti su kitomis Europos Sąjungos šalimis. Atsižvelgiant į tai, Lietuvoje įgyvendinamos eismo saugumo gerinimo priemonės, darančios įtaką visiems eismo saugumo sistemos „Eismo dalyvis–kelias–transporto priemonė“ elementams. Lietuvoje 2008 m. buvo pradėta taikyti kelių saugumo audito procedūra, kuri prisideda prie eismo saugumo gerinimo Lietuvos automobilių keliuose. Straipsnyje pateikta Lietuvoje atliktų specialiųjų planų ir automobilių kelių tiesimo bei rekonstrukcijos techninių projektų kelių saugumo auditų analizė, išanalizuoti pagrindiniai planų ir projektų trūkumai, pateiktos rekomendacijos jiems šalinti.

The article reveals the question of achieving security for people on the streets at night with the help of artificial lighting. The author analyzed the factors affecting traffic safety and the possibility of creating the necessary visual conditions for this by means of street lighting. In addition, the article raised an important question regarding the characteristics of the roadway. It is noted that the modern pavement is not standardized on the lighting characteristics. Knowing the spectral characteristics of the applied light sources, these data could be applied in the development of new types of canvases that would allow achieving a new level of illumination in terms of both improving the quality and its efficiency and economy. Without this, it is impossible to talk about the maximum efficiency of the use of the luminous flux as a whole. For existing lighting systems, the brightness calculation is performed by measuring the illumination and reflectivity of the road surface. The obtained brightness values are entered into the mesopic photometric system in order to determine the parameters of the complete system, which provides equivalent visual perception of the illuminated objects and is intended to replace the existing installation. To determine the required lamp power when replacing existing luminaires, it is recommended to use a mesopic photometric system, which allows you to perform calculations taking into account the S/P ratios. In this regard, it is necessary to thoroughly review the computer programs used in the creation of the lighting project, as well as to ensure active participation in international cooperation in the formation of modern lighting standards.

The article is devoted to the author's concept development of the short-term road safety management on the federal roads in Russia. The results of development the rule for calculating hazard level depending on the road accidents risk are presented. The mathematical basis of the research is fuzzy modeling. The main stages of modeling are performed using the FisPro software. The concept of acceptable risk has been implemented based on the target values of state programs to improve traffic safety. The developed rule base is the basis for determining the hazard level, which can be the basis for calculating the main parameter of short-term road safety management – the hazard level.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

Currently improving road safety is the priority task in the field of transport management. In our opinion, making management decisions to reduce the road accidents number and injuries rate should be based on a systematic approach to identifying the accidents’ causes and severity. This can be achieved using, among other things, the analysis of statistical data on violations and accidents in dynamics. A model so-called the Haddon Matrix was used as a method of preliminary identification of influencing factors and possible measures for their elimination. The statistical analysis results are presented a particular settlement. It was revealed that the city specifics, namely the residents’ number, motorization rate and the road network and infrastructure characteristics, are reflected in the factors affecting the level of accidents rate and, as a consequence, on the measures necessary to reduce it.

The article was further developed by a topical issue, namely road safety. The concept of information and analytical system of road safety is developed. It is argued that information technology can reduce the distance between government and society through the principle of "feedback" and affect road safety. The paper proves that: first, the information-analytical system of road safety is designed to carry out information-analytical activities in order to obtain the information necessary to ensure the road safety. In particular, the inclusion of information and communication technologies with the potential to implement the principle of "feedback" is mandatory; secondly, the information and analytical system of road safety is planned to perform the following tasks: monitoring of road safety in the transport process, formation and optimization of a safe route network in the transport process, implementation of traffic control in the transport process, analyze data from road safety, acceptance of administrative decisions concerning traffic safety, etc. As a result - through the joint use of the collected information to increase the effectiveness of interagency cooperation on road safety in the transport process; thirdly, in order to perform the planned tasks of the information-analytical system, the road safety system must have the ability to interact and function with other systems without any restrictions, ie to have the property of interoperability. That is why the information and analytical system of road safety should include not only information and analytical units of all branches of government involved in the implementation of the concept of road safety, but also research organizations that analyze road safety. The interaction between them should be carried out by forming a single database of road safety. This will provide comprehensive support to public authorities in developing and adopting effective decisions governing road safety.
