GENESIS OF SCIENTIFIC CONCEPTS ABOUT PUBLIC ADMINISTRATION OF RISKS IN CONSTRUCTION

he article presents the characteristic of the scientific genesis of public risk management in construction in Ukraine, in global and local dimen- sions. The essence of the working organization of risk management in the con- struction and operation of buildings, taking into account the transformational processes in society, is disclosed. On the basis of the analysis of risks in construc- tion and taking into account the current realities, scientifically grounded ap- proaches to the formation of the risk system in the construction and operation of facilities in the system of public administration. It is noted that the risks and crisis phenomena in the construction complex gave a powerful impetus to un- derstanding the causes of the problems of decentralization and finding mecha- nisms for their elimination, in general. The trilateral mission of the state in the conditions of decentralization is the regulation of the macroeconomic role of the construction complex, the mechanism of economic relations of its participants, and ensuring the effectiveness of design decisions in the construction sector, by extending their competences on prevention and risk reduction in the construction industry by the local self-government bodies. To form a state decentraliza- tion policy for construction is required on the basis of knowledge of objective regional macro- and microeconomic investment-construction processes in ci- ties, economic mechanism and indicators of development of investment-build- ing complex and dynamics of social and economic development of regions. The mechanism of the construction complex needs to be improved, using new sources and forms of financing, achieving the balance of the goals of decentralization and its financial support. In addition, taking into account the European integration course of the announced reforms, the European understanding of the essence of risk management in construction during decentralization becomes of paramount importance. Therefore, further research requires the study of the experience of European countries in the implementation of risk management processes in con- struction during the decentralization of power and the analysis of foreign systems of management mechanisms, in the context of their implementation in the na- tional practice of public administration.

The need to improve the investment climate and form a new efficient system of economic relations requires the use of new economic mechanisms, among which leasing is one of the most effective for the development of the real economy. The paper deals with the risk management problems of leasing companies and leasing projects. It discusses the activities of specialized leasing companies and methods of risk management of leasing transactions based on basic risk management processes in project management, analyzes various types of risks associated with lessors, discusses methodological approaches to managing risks of leasing companies in general, and economic and mathematical methods for assessing risks of default for lessees. An econometric model has been created that allows predicting confidence in the payment of lease payments or the default of the lessee. The obtained model excludes the subjective methods for assessing the potential client's solvency and is less labor-intensive in comparison with the scoring model and the method of expert assessment.

This study aims to investigate the relationship between Scrum framework and risk management processes in Malaysia. Companies discuss the management based on a concerned business scale and the influence risk management in Malaysia Information technology projects success. This research is targeting Information technology firms and technology projects. Were researched through guarantee inside and out comprehension of the postulation foundation. In the outcome segment, the author influences a few proposals for the case to small-scale organizations to actualize ventures and to develop risk management successfully. The phases of risk management, in particular the step of risk detection, have a detrimental impact on project performance. Furthermore, risk control has its own risks as a mechanism. This makes it impossible to know if risk management is an appropriate approach in the IT production process for managing and minimizing risks. The study shows the effect of risk management in IT businesses is utilized in the Scrum

The purpose of the article is to reveal the content of the transformation of the concept of "competition", which synthesizes and reflects the objective reality, showing heuristic potential in the context of public policy research and public administration. The author showed that the evolution of conceptual views on competition is evidenced by the transformation of the concept of "competition" and related concepts (subject, object of competition, economic relations, and state economic policy). The influence of various factors on the conceptualization of experience at different levels (personal, state-public relations, interstate) is substantiated. The author considered the transformation of the concept of "competition" in scientific thought in the context of social development from the era of antiquity to our day. The author proposed a methodology that allows deeper analysis of the role of subjects of socio-political and statemanagement relations in the context of the study of state policy and public administration. The research on the transformation of the concept of "competition" in the context of social development in the most common and influential theories provides additional opportunities for analyzing the role of socio-political and state-managerial relations in the context of studying public policy as a mechanism of public administration .

The article focuses on increasing the role of the technological factor in increasing the efficiency of public administration. The results of research of a problem of technological maintenance of the organization of administrative activity are resulted. It is noted that, despite the intensive development and growth of information and computer technology in management, they are still considered as a tool, rather than as an independent effective factor in improving the quality and effectiveness of management influences on managed objects. It is shown that in the conditions of continuous transformational changes in a society activation of processes of technologization of administrative activity essentially influences results of activity of the managed systems and to a large extent depends on speed and quality of administrative decisions. Based on the generalization of the existing experience of management processes and modern scientific developments in this direction, it is proposed to create an independent system technological unit to ensure the organization and implementation of management tasks to achieve development goals and functions of their implementation. The architecture of the technological platform of management is developed and substantiated, the list and structure of information-computer models in the decision of administrative problems with application of principles of science of cybernetics and smart technologies is defined. The initial methodological prerequisites for the formation of technological foundations of innovative management influences are based on a combination of components of public administration theory, organizational theory, cybernetic theory, economic and mathematical theory and the developed concept of optimization and technological development of public administration. The model of a technological platform is offered. The structure and schemes of interrelations of models of the technological platform, built using system process and design approaches, differ in the typicality of algorithms and methods for solving management problems, they can be used in management systems in any field of activity.

Decentralization of public administration of national economy led to strengthening of the role of regional authorities in economic processes regulation. Distinctions in social and economic development of each region dictate need of formation of the balanced regional investment policy. Regional bodies should stimulate and regulate investment processes, form favorable conditions for attraction of necessary volume of investments into the region industry.

Within the brain, the interplay between connectivity patterns of neurons and their spatiotemporal dynamics is believed to be intricately linked to the bases of behavior, such as the process of storing, consolidating, and retrieving memory traces. Memory is believed to be stored in the synaptic patterns of anatomical circuitry in the form of increased connectivity densities within subpopulations of neurons. At the same time, memory recall is thought to correspond to activation of discrete areas of the brain corresponding to those memories. Such regional subpopulations can selectively activate during memory recall or retrieval, signifying the process of accessing a single memory or concept. It has been shown previously that recovery of single memory activity patterns is mediated by global neuromodulation signifying transition into different cognitive states such as sleep or awake exploration. We examine how underlying topology can affect memory awake activation and sleep reactivation when such memories share increasing proportions of neurons. The results show that while single memory activation is diminished with increased overlap, pattern separation can be recovered by offsetting excitatory associations between two memories with targeted and heterogeneous inhibitory feedback. Such findings point to the importance of excitatory-to-inhibitory current balance at both the global and local levels in the context of memory retrieval and replay, and highlight the role of network topology in memory management processes.

Extant literature suggests that organizations struggle with risk evaluation as part of their project portfolio selection. The lack of intentional intervention on the part of portfolio leadership, risk management processes, and practices executed by individual projects may not support optimal risk management at the portfolio level. As a result, portfolio managers are tasked with the identification of common risks and opportunities across projects and are required to respond with strategies that are beyond the scope of a project manager's authority. To address the problem, this study identifies the gaps in the extant literature in portfolio approaches to project risk management, recommends techniques for managing common project risks collectively at the portfolio level, and emphasizes the role of the organization in fostering effective risk management at the project level, particularly in the realm of data governance.

In the framework of the European Union’s Sustainable Development Policy, the promotion of sustainable consumption and production patterns has been a key issue. The explanation is given by their capacity to address social and economic development within the carrying capacity of ecosystems and decoupling economic growth from environmental degradation. The EU has established an extensive range of proposals on sustainable consumption and production (SCP), which include an energy- and resource-efficient economy, circular economy, waste prevention and recycling, among others. This paper contributes, by using both factorial and regression analysis, to the identification of fundamental constructs that define SCP in the EU-28, their links with resource productivity and the role of governments and enterprises in its improvement by means of investment in research, development and innovation over the period 2001–2018. Some recommendations to policy-makers are proposed in the paper in order to take actions directly on SCP, such as promoting the use of recycled raw materials in public works, or imposing the need for Ecolabel certification to contract with public administration.

tendencies of development of the branch were described, and also the big public and social role of physical culture and sports was separately allocated. The direct connection between the development of physical culture and sports and the economic development of the country was determined. The author provides an analysis of the functions of the public administration system in the formation of state policy in the field of physical culture and sports. By analyzing the legal support for the development of physical culture and sports, it was determined that insufficient attention is paid to organizational issues and standardization of sports development processes, which will be issues of further research along with finding ways to implement public administration mechanisms in physical culture and sports.
