The article focuses on increasing the role of the technological factor in increasing the efficiency of public administration. The results of research of a problem of technological maintenance of the organization of administrative activity are resulted. It is noted that, despite the intensive development and growth of information and computer technology in management, they are still considered as a tool, rather than as an independent effective factor in improving the quality and effectiveness of management influences on managed objects. It is shown that in the conditions of continuous transformational changes in a society activation of processes of technologization of administrative activity essentially influences results of activity of the managed systems and to a large extent depends on speed and quality of administrative decisions. Based on the generalization of the existing experience of management processes and modern scientific developments in this direction, it is proposed to create an independent system technological unit to ensure the organization and implementation of management tasks to achieve development goals and functions of their implementation. The architecture of the technological platform of management is developed and substantiated, the list and structure of information-computer models in the decision of administrative problems with application of principles of science of cybernetics and smart technologies is defined. The initial methodological prerequisites for the formation of technological foundations of innovative management influences are based on a combination of components of public administration theory, organizational theory, cybernetic theory, economic and mathematical theory and the developed concept of optimization and technological development of public administration. The model of a technological platform is offered. The structure and schemes of interrelations of models of the technological platform, built using system process and design approaches, differ in the typicality of algorithms and methods for solving management problems, they can be used in management systems in any field of activity.

Purpose In light of the emphasis on “inclusion” in the sustainable development goals (SDGs), the notion of social inclusion encompasses the goal of granting opportunities for disabled people, integrate them and make them participate in the new environment. Referring to the capability theory, the purpose of this study is to examine the role of information and communication technology (ICT) in the social inclusion of disabled young people in Lebanon. Design/methodology/approach This paper uses a qualitative approach based on a series of focused semi-structured interviews with 11 participants occupying key positions in aid associations for disabled people. Findings The findings suggest that smart technologies can enhance social inclusion through three key factors: the nature of impairment and other personal characteristics of disabled people, the resources available to them and the environmental aspects provided by government policies and society’s cultural practices. In the contemporary society characterized by an increasing role of ICTs, the findings of this research could contribute to lead the developing countries to a sustainable and inclusive world through social inclusion of their youth. Research limitations/implications This study has some limitations that should be mentioned. First, it was conducted only on a small sample size (with 11 interviewees). Further empirical research must be conducted on larger sample to build and elaborate on the findings. Second, the results are mainly based on the points of view of people working in aid associations for disabled people. In future research, semi-structured interviews can be carried out with the disabled people themselves or with members of their family to ask them about their personal experience with smart technologies and the impact of this on their social inclusion. It was also suggested that the future research should explore the challenges of inclusion for different categories of disabled people separately because they are not all facing the same issues and the same challenges. Furthermore, as this paper focuses on the role of smart technologies in the development of social inclusion of disabled people, future research could take place with other groups, for example, Palestinian and Syrian refugees, to identify whether these groups are experiencing similar challenges and barriers when trying to use smart technologies as a way to enhance their social inclusion. Practical implications Related to a larger and broader approach, social inclusion of disabled or marginalized people or refugees in developing countries could be a way to commit to a sustainable and inclusive world, in alignment with the eight goals of the Millennium Development Goals. he article presents the characteristic of the scientific genesis of public risk management in construction in Ukraine, in global and local dimen- sions. The essence of the working organization of risk management in the con- struction and operation of buildings, taking into account the transformational processes in society, is disclosed. On the basis of the analysis of risks in construc- tion and taking into account the current realities, scientifically grounded ap- proaches to the formation of the risk system in the construction and operation of facilities in the system of public administration. It is noted that the risks and crisis phenomena in the construction complex gave a powerful impetus to un- derstanding the causes of the problems of decentralization and finding mecha- nisms for their elimination, in general. The trilateral mission of the state in the conditions of decentralization is the regulation of the macroeconomic role of the construction complex, the mechanism of economic relations of its participants, and ensuring the effectiveness of design decisions in the construction sector, by extending their competences on prevention and risk reduction in the construction industry by the local self-government bodies. To form a state decentraliza- tion policy for construction is required on the basis of knowledge of objective regional macro- and microeconomic investment-construction processes in ci- ties, economic mechanism and indicators of development of investment-build- ing complex and dynamics of social and economic development of regions. The mechanism of the construction complex needs to be improved, using new sources and forms of financing, achieving the balance of the goals of decentralization and its financial support. In addition, taking into account the European integration course of the announced reforms, the European understanding of the essence of risk management in construction during decentralization becomes of paramount importance. Therefore, further research requires the study of the experience of European countries in the implementation of risk management processes in con- struction during the decentralization of power and the analysis of foreign systems of management mechanisms, in the context of their implementation in the na- tional practice of public administration.

Among the answers to the new challenges of contemporary environment, cooperation between those who implement development in public administration at state, local and regional levels is increasingly highlighted. Surprisingly, the role of cooperation in developing projects and the maturity of public administrations’ project management organizations for accelerating the development of municipalities have not been researched until now. This study confirms that project cooperation between Slovenian municipalities promotes the municipalities’ orientation for achieving development through projects, and their management awareness of the importance of fundamental managerial functions and other project management concepts and techniques for the successful achievement of development goals.

tendencies of development of the branch were described, and also the big public and social role of physical culture and sports was separately allocated. The direct connection between the development of physical culture and sports and the economic development of the country was determined. The author provides an analysis of the functions of the public administration system in the formation of state policy in the field of physical culture and sports. By analyzing the legal support for the development of physical culture and sports, it was determined that insufficient attention is paid to organizational issues and standardization of sports development processes, which will be issues of further research along with finding ways to implement public administration mechanisms in physical culture and sports.

The article presents a comprehensive analysis of the regulatory framework and features of constructing systems and structures for executive authorities in the constituent entities of the Russian Federation. It also examines the systematization of region-wide trends and approaches, identifying best practices, distortions, and drawbacks in the institutional framework of the regional executive authorities. In the course of the research, the author found an excessive spread of the typology of regional executive authorities in the constituent entities of the Russian Federation, significant variability of regional systems of executive power, a disparate understanding of the essence and role of certain types of executive authorities in the mechanism of public administration. It is noted that the current federal legislation does not provide prerequisites for developing unified systems and structures of regional bodies of executive power, which, in turn, leads to the complication of management processes within the developing unified system of public administration. The author concludes that it is required to establish common approaches to the typology of executive authorities of the constituent entities of the Russian Federation, the standards of their organization, as well as to develop a general list of regional executive powers.

Discussions about the role of the state in steering the development path of countries have post-World War II roots, when the field of public administration was already established. The links between public administration and development processes have emerged from three main traditions: the development administration (mostly from public administration scholars), developmental states (political scientists and economists), and international development (development studies). Those three traditions have tended to merge in the 21st century as the discussions are less about theories and more about practice and themes around the role of public administration to foster the achievement of the Sustainable Development Goals (SDGs) of the United Nations 2030 Development Agenda. This vibrant field has been reinvigorated by the emergence of the Asian success stories, which are not explained by the existing theories developed in the West. The future looks promising for those interested in developing new paradigms of public administration based on organizational and societal contexts that are not fully understood.

The article deals with the features of conducting a functional analysis of the activities of state bodies in some countries. Over the past decade, functional analysis has been tested and applied as a tool for public administration reform in many foreign countries. The authors have studied various aspects of functional analysis, their historical development, including modern attempts to implement and reform them. Economic problems in many countries in the mid-and late-1990s led to a growing awareness of the link between weak economic activity and weak government systems. The change in the perception of the role of public administration in reform processes occurred at a time when many countries were operating "ascetic" programs. One of the elements of such programs was to reduce the number and role of management structures. Carrying out functional analysis in state bodies is one of the ways to optimize the quantitative and qualitative composition of civil servants, to increase the efficiency of the activities of state bodies. This is a research activity that studies the goals and activities of a public authority, strategy, management structure, and management processes. The authors conducted a functional analysis as a tool for public administration reform. The most important factors that should be taken into account when developing a functional analysis are examined: what goals should be achieved through functional analysis, what type of analysis can be performed, how the analysis process can be managed, and finally, what steps should be taken immediately after the analysis. The article examines and analyzes the international experience of conducting a functional analysis of the activities of a public authority in such countries as Latvia, Moldova, and Singapore.

A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.

The development and expansion of knowledge management as an important management philosophy has a significant impact on human resources management as well as on organization as a whole. In this context, knowledge management processes have been used as a strategic tool within human resources management.Therefore, functions of human resources management must adapt itself to this change. The purpose of this study is to determine the role of human resources management in the management of knowledge and to reveal the effects of knowledge management practices on the functions of human resources byexamining the relationship between human resources and knowledge management. In this context, a theoretical investigation was conducted. It has been determined that significant changes occurred on the functions of human resources management such as selection and recruitment, performance management, remuneration and reward, training and development within the framework of the knowledge management strategies.
