The article touches upon the issues of urban planning transformations, which is due to economic realities and the state of the spaceplanning frame of the city. The territorial growth of cities in the 60s of the last century led to the creation of suburban areas, most of them are monofunctional residential areas with “moderate” urban centers and typical green areas. However, modern society requires the creation of new territories with multilayered public and business zones, residential units, educational institutions, needs to form an understandable and acceptable environment for all social and age groups. Reconstruction of territories is currently carried out mainly according to individual projects developed on the basis of plans for the development of urban areas in general and in strict accordance with zoning plans. How to organize this process for the city painlessly, what functions are needed to be foreseen and how to determine all pros and cons of the planned changes – the issues that city authorities, urban planners and developers face today everywhere, including all over the post-Soviet space and the Republic of Armenia in particular. For reveal the topic of transformation of functional zones, the article gives the examples of the urban planning experience of the USA, Germany and France.

Recently, more and more often urban abandoned and depressed spaces that were previously used as industrial facilities or temporarily used are becoming the sphere of architectural and landscape transformations. These territories can occupy a significant part of the city. This paper examines the features of the formation of urban planning systems, as well as the impact of depressed spaces on the quality of the urban environment. This paper studies such depressed spaces as abandoned industrial areas and objects of unfinished construction. The paper assesses the impact of depressed spaces, identifies criteria that reflect the nature, scale and features of their impact on the environment, on the safety and quality of the urban environment, as well as their role in the structure of the city as a whole. The principles and features of the formation of such urban depressed spaces, as well as the patterns of their development are revealed. The features of the formation of open public space of urban systems, as well as ways of transforming depressed spaces, aimed at increasing their social significance, integrating them into the general urban development, and improving the ecological and social situation are considered. The paper concludes that the problem of restoration of depressed spaces is very important and urgent today. The creation of a continuous urban tissue is impossible without the reorganization of such spaces, as well as the creation of an integral compositional, functional and communication urban planning system.

At present, the environment of a large modern city is technologically saturated to the limit, urbanized, and the most important task is a competent system of improvement and greening of urban areas. The article discusses the key projects of the city of Rostov-on-don to improve the quality of the urban environment from 2007 to the present. Existing projects included in the system of Federal projects operate only on small sections of the city territory, and do not solve the entire set of tasks within the entire city budget. This study shows that in urban planning there is no unified system of improvement and landscaping, implemented throughout the city according to a single plan. The article points out that modern systems and technologies are not used in the city, and if they are used, they are not used in a complex way, but only in fragments. The article focuses on the prospects for the integrated application of modern systems. The final part contains conclusions based on research materials. A comprehensive solution based on the collaboration of science and technology, all existing problems in the city territory will improve the main indicators of comfort and investment attractiveness of Rostov-on-don.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

W wielu obszarach miejskich widoczna jest skrajna segregacja przestrzeni publicznej oraz fakt, że wiele dzielnic mieszkaniowych jest przestrzennie odizolowanych od miasta jako całości. Ponieważ tradycyjne metody analiz urbanistycznych dają słabe wytyczne w tym kontekście, podjęta zostanie próba ujęcia problemu i odmiennego podejścia do segregacji w projektowaniu urbanistycznym. Niniejszy artykuł bada, w jaki sposób teorie i metody analizy Space Syntax mogą przyczynić się do stworzenia bardziej dopracowanych opisów relacji przestrzennych w różnych dzielnicach i całym mieście. Przyjęto metodę badawczą: analizę literatury fachowej (krajowej i zagranicznej) oraz dostępnych publikacji. Analiza urbanistyczna oparta na teorii Space Syntax umożliwia wykazanie zasadniczych różnic strukturalnych między dzielnicami i określenie wpływu form urbanistycznych na zalety przestrzenne różnych obszarów miasta. Otwiera to nowe możliwości rozwiązania problemu segregacji w zakresie projektowania urbanistycznego oraz sformułowanie bardziej skutecznych interwencji antysegregacyjnych. Space Syntax analysis in the Face of the Phenomenon of Social Segregation and Spatial Isolation of Residential Areas In many urban areas there is an observable extreme segregation of public space, in addition to the fact that many housing districts are spatially isolated from the city as a whole. As traditional methods of urban analysis provide poor guidelines in this context, an attempt to investigate this problem and present a different approach to segregation in urban design was made. This paper presents an investigation about how Space Syntax theories and methods can contribute to creating more detailed descriptions of spatial relationships in different districts and in the entire city. The research method employed was an analysis of the literature (both domestic and trade). Space-Syntax-based urban analysis enables demonstrating significant structural differences between districts and to determine the impact of urban forms on the spatial advantages of different areas of the city. It provides new opportunities to address segregation in urban design and formulate more effective anti-segregation interventions.

Recently, housing construction in cities has been carried out at a high rate. Increasingly, urban abandoned and flooded depressive spaces near water bodies (often rivers), which were previously used as industrial facilities or temporarily used, are becoming the sphere of architectural and landscape transformations. The restoration of such territories helps to improve the quality of urban space and improve its ecological properties. Correct development of territories near rivers and various water bodies has a great health-improving effect on the urban environment, improves its natural and climatic conditions. In addition, social and economic factors play an important role in this process, since such transformed territories and territories adjacent to them significantly increase investment attractiveness. This paper examines modern approaches to the development of urban public spaces, based on the formation of architectural environments that ensure the relationship of urban development with water bodies and adjacent territories. The paper notes that water bodies are not only an important component of the natural-ecological framework, but are also the basis for the framework of urban-planning natural-technogenic systems as a whole. And the creation of a continuous urban fabric is impossible without the organization of a ‘water’ line of development, provision of compositional, functional and communication interconnection of open urban and water spaces, which is actively being introduced today in architectural and urban planning practice. The paper examines the role of water bodies in the ecological system of the city, as well as in its structure as a whole. The aim of the study is to identify the features of the formation of a public urban space, to determine the patterns of its development, to identify criteria that reflect the nature, scale and features of the impact of urbanization on a water body. Some principles of revitalization of coastal areas, as well as the creation of a system of publicly accessible, compositionally expressive spaces are considered. The principles of space transformation aimed at the formation of a holistic image of the city, as well as the impact of such a spatial arrangement of urban and water bodies on the safety and quality of the urban environment are considered.

Abstract Analyses of the changes in the presence of persons in different central and residential parts of urban areas are subject to evaluation in this paper. Case studies of the cities of Brno, Ostrava and Zlín during the day and night are highlighted. Data from a provider of mobile phone services were used for the analyses. It appears that the data can be important for the comparison of different urban structures. The results demonstrate that the organisation of urban structure affects the number of visitors and thus the area attractiveness. It was confirmed that the number of mobile phone users in the city cores is higher than the number of permanent residents. The greatest differences between the day and night in the city cores were found in Brno, a concentric city with the most important central functions among the cities studied. Differences between the day and night in residential areas were not as large as expected. City neighbourhoods in Brno showed some specific rhythmicity.

<p>The paper investigates the level of water user participation in water conservation and demand management in Gweru. Data was solicited from a combination of user opinion and key informants selected from the local authority and citizen representative groups. A household survey including 489 residents was carried out in the different categories of residential areas in the city. Several water conservation and demand management measures were identified. However compliance with the measures was poor. The majority of respondents (98%) were never consulted and did not participate in water decisions. Only a few respondents (2%) participated in water conservation and demand management consultation meetings, an indicator that decision-making was the sole prerogative of the local authority. Awareness in water conservation across residential suburbs was incredibly low irrespective of the socio-economic status of high literacy level recorded in the city. To explain the anomaly, respondents reported low participation (p = 0.078) in water conservation trainings which may have translated into limited conservation literacy. The findings also revealed poor communication channels between the local authority and residents such that water users felt disrespected and disregarded. Unfortunately no initiatives were in place to encourage and enable water user participation in water management. Water conservation and demand management will remain a problem in Gweru as long as there is no point of participation for various stakeholders, especially water users. Active participation channels must be opened in order to create water conservation awareness and good relations for effective participation and sustainable water service delivery.</p>

The article demonstrates financial instructions and ring degassing structures decoded by the author's technique in the northeast and southeast of Kazan. The structures of various types were identified in areas of the territories of the Volga and Soviet districts of the city and mapped on the functional zones of Kazan of these areas. Residential areas Nagorny, Aki, Quarry of the Sovetsky district, and Mirny, Ferma-2 of the Volga district of Kazan were selected as the research territories. This matter overly helps visually identify areas of the city that are in potential jeopardy of non-human impact. The article indicates the hypothesis about the need to consider the active structures of hydrogen degassing during the development of the territory from analyzing the functional zoning scheme of the studied territory, and provides a detailed comparative analysis of the distribution of ring structures in residential and green functional zones.

Air pollution is a critical urban environmental issue in China; however, the relationships between air pollutants and ecological functional zones in urban areas are poorly understood. Therefore, we analyzed the spatiotemporal characteristics of four major air pollutants (particulate matter less than or equal to 2.5 µm (PM2.5) and 10 µm (PM10) in diameter, SO2, and NO2) concentrations over five ecological functional zones in Shenyang, Liaoning Province, at hourly, seasonal, and annual scales using data collected from 11 monitoring stations over 2 years. We further assessed the relationships between these pollutants and meteorological conditions and land-use types at the local scale. Peaks in PM, SO2, and NO2 concentrations occurred at 08:00–09:00 and 23:00 in all five zones. Daytime PM concentrations were highest in the industrial zone, and those of SO2 and NO2 were highest in residential areas. All four air pollutants reached their highest concentrations in winter and lowest in summer. The highest mean seasonal PM concentrations were found in the industrial zone, and the highest SO2 and NO2 concentrations were found in residential areas. The mean annual PM and SO2 concentrations decreased in 2017 in all zones, while that of NO2 increased in all zones excluding the cultural zone. The natural reserve zone had the lowest concentrations of all pollutants at all temporal scales. Pollutant concentrations of PM2.5, PM10, SO2, and NO2 were correlated with visibility, and their correlation coefficients are 0.675, 0.579, 0.475, and 0.477. Land coverage with buildings and natural vegetation negatively and positively influence air pollutant concentrations, respectively.

Since the first attempts by states to use law to regulate armed conflict, legal constraints have often failed to protect civilians from the adverse effects of war. Advances in military technology have usually not improved this situation and have instead made law even more distant and less relevant to the suffering of civilians in wartime. The massive, indiscriminate incendiary bombing campaigns against major urban areas in World War II spoke volumes about the irrelevance of fundamental legal principles and rules designed to protect civilian populations in wartime. Law and lawyers were in fact far removed, physically and operationally, from the cockpits of the United States bombers flying over Tokyo, whose aircrews were focused on surviving their missions. They struggled with limited information about their assigned targets and conducted their operations with rudimentary preflight instructions that directed them, for example, to avoid destroying the palace of the Japanese emperor but left them free to submerge entire residential areas of the city in a sea of flames.
