Autonomy and control: Danish university reform in the context of modern governance

In 2003 the Danish government reformed universities to 'set them free' from the state. Yet ministers are actively trying to shape universities and even set research agendas. How does the government's notion of 'freedom' reconcile independence with control? We identify three discourses of freedom: freedom to use academic judgement over what to research, teach, publish and say publicly; a free trade discourse where universities are free to pursue profit; and a modernising state discourse where government steers universities to contribute to the knowledge economy. Danish universities were reformed as part of the modernisation of the welfare state. We explore the assemblage of administrative and funding mechanisms through which the government now steers independent organisations: a chain of contracts for outsourced services, newly appointed managers, output payments and accrual accounting. While responsibility for achieving government policy is passed downwards through the independent organisation, formal lines of accountability run back up to the government. University leaders and academics are set free to manoeuvre within the system, but their economic survival is firmly dependent on responsiveness to centralised steering mechanisms

Purpose This study aims to examine Hong Kong’s responses to COVID-19, arguing that Hong Kong’s relatively low infection rate is due to self-discipline of citizens together with the enforcement measures introduced by the government. Design/methodology/approach This study reviewed the government policy announcements and the prevailing scholarly analyses on Hong Kong society during COVID-19. Findings It starts by examining the partial lockdown and control measures since mid-January, and the roles of different government units in enforcement were examined and assessed. Suppression of viral outbreak in Hong Kong should primarily be attributed to the appropriate lockdown and quarantine actions of the government. Originality/value However, outperformance of the frontline professionals and the highly aware, self-disciplined and mutually aided citizens in the community are also the key to the “interim success” by June 2020 in the highly accessible and densely populated city.

This study aims to analyze the concept of diversion as an instrument to realize restorative justice, applied in the Decree of the Minister of Law and Human Rights of the Republic of Indonesia Number M. HH-19. PK.01.04.04 of 2020 Regarding Release and Acquittal of Prisoners and Children Through Assimilation and Integration to Prevent and Control the Spread of Covid-19. The research method used in this research is normative juridical using secondary legal data. Based on the results of the research, it is known that the handling of juvenile criminal cases through the concept of diversion based on restorative justice is carried out to guarantee and respect the dignity of the child, carried out in the best interests of the child and by considering justice for the victim. The government, which is represented by The Minister of Law and Human Rights, has made a very responsive policy through the Decree of the Minister of Law and Human Rights of the Republic of Indonesia Number M. HH-19. PK.01.04.04 of 2020 Regarding Release and Acquittal of Prisoners and Children Through Assimilation and Integration to Prevent and Control the Spread of Covid-19.

Al-Azhar, traditionally Egypt's most respected and influential center for Islamic study, adopted an increasingly bold platform opposing Egyptian government policy throughout the mid-1990s. Al-Azhar defied government policy on a variety of sensitive issues, including population control, the practice of clitoridectomy, and censorship rights. Moreover, al-Azhar directly challenged the government in high-profile forums such as the United Nations International Conference on Population and Development, held in Cairo in September of 1994. This open opposition was remarkable in light of the tremendous capacity that the Egyptian government has shown in the past to manipulate and control al-Azhar. Over the past century, and particularly since the 1952 Free Officers' coup, the Egyptian government virtually incorporated al-Azhar as an arm of the state through purges and control over Azhar finances, and by gaining the power to appoint al-Azhar's key leadership. Presidents Gamal Abdel Nasser, Anwar Sadat, and Husni Mubarak all benefited from this dominance over al-Azhar by securing fatwas legitimating their policies. Given this overwhelming leverage, what can explain al-Azhar's increased opposition to the government throughout the mid-1990s?

Currently, nutritional problems in Indonesia are still in the spotlight, one of which is the problem of stunting in toddlers. The government shows its commitment to tackling stunting by making regulations regarding the acceleration of stunting reduction as stated in Presidential Regulation No. 72 of 2021. The health financing system is an effort to fund the health sector to support the implementation of health with the aim of achieving the highest health status. This study aims to provide an overview of the Bekasi City government's policy in financing stunting prevention in Bekasi City. The research method used is normative juridical, with a statutory approach. The policies issued by the Bekasi City Government regarding the Prevention and Control of Stunting are contained in the Bekasi Mayor's Instruction No: 440/1914/Bappeda and the establishment of the Task Force for the Acceleration of Stunting Prevention and Control is contained in Decree Number: 440/Kep.277-Bappelitbangda/V/ 2020. The results of this study show that the participation of the Bekasi City government has been very good from issuing policies related to stunting reduction efforts, forming and implementing 8 integration actions by involving multi-sectoral roles in government which is an effort to prevent stunting. The financing used in the stunting prevention process is funded by the Bekasi City Government from the Regional Revenue and Expenditure Budget (APBD) and or other funds that can be utilized by the relevant government sector to be in charge of 8 integration actions.

AbstractHealth insurance to the community has been manifested in the constitution of the Indonesian state. With this guarantee, the Indonesian people can have the same rights before the law for the welfare of their people. In responding to the existence of the COVID-19 pandemic that has surrounded the world, one of them is Indonesia. Besides, the problem that occurs due to COVID-19 is that the coordination between the central and regional levels is not optimal which results in the spread of the COVID-19 virus in Indonesia. The foundation of the theory that I use is the theory of justice and the welfare state. Then the method used is juridical normative namely the method with the positivist legist approach with the law approach and comparative approach. AbstractProstitution is a negative thing. For those who undergo these activities are considered scum of society. But in a certain sense, the existence of prostitution is considered a positive thing. Because the presence of prostitution is able to impact on the prevention of rape. In addition, prostitution activities are also tolerated for reasons of economic factors, whether it is the fulfillment of the economic needs of the family, or other people whose work by utilizing the existence of the prostitution practice. In Banyuwangi Regency, there are 14 locations of prostitution localization. Yet, undetected places as the impact of pathological behavior. By the proliferation of activities just precisely open the door of the most vital and deadly diseases, namely HIV / AIDS. Therefore, in order to handle the HAV / AIDS, the Government of Banyuwangi Regency makes a policy in the form of Regent Regulation of Banyuwangi Number: 45 / 2015, About: The Prevention and Control procedure of HIV / AIDS. This study aims to determine the emotional intelligence of female students who wear the full face veil. This research uses a quantitative approach with descriptive methods. The sampling technique was carried out with a total sampling of 38 students who wore the veil from several universities in Indonesia. The research instrument uses a Likert-shaped Emotional Intelligence Scale owned by Dika Sahputra. Questionnaires are distributed online through the Google Forms application from November 2019 to January 2020. The results showed that in general the emotional intelligence of students who wore the full face veil was in the high category. These results can be used as a basis for making programs for guidance and counseling services in tertiary institutions, as well as being the basis for policy making for university leaders and the government towards female students and women who use the full face veil

Governments all over the world are paying great attention to economic innovation and the development of design in modern society. They are spending more and more recourses on making rules for Industrial Design Policy and measuring its implementation. As a method to make macroeconomic regulation and control by the government, the effectiveness and importance of design policy has already been widely admitted. In a macro-background of the three turns of Chinese design policy, taking the design policy of Guangdong province as an example, this article will analyze how local/regional government should respond to the national design policy. Based on the investigation and analysis of the winners of the "Guangdong Governor Cup Industrial Design Competition", this paper discusses how industrial design competition as a part of the design policy to support the development of industrial design. After making a comparison with the design policy of the Yangtze River Delta area, this article tries to enhance and perfect the current policy path.

The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.
