Abstract This article discusses the management of external validation exercises (academic audit). Such exercises are now seen as providing an important means for assessing the quality of education in self-funded Post Secondary Education Institutions in Hong Kong, and therefore careful preparation for them is essential. Relevant individual's implicit/tacit knowledge has been converted to explicit knowledge for organizational formal transfer. Ten implementation strategies for the achievement of key performance results are proposed, and a check list of twenty tasks is formulated, against which institutions might assess their level of achievement and evaluate their readiness for external validation.

The purpose of the study was to determine the level of understanding and implementation of Education Management Standards by Primary and Secondary Education Units, especially in Madrasah Ibtidaiyah. The research method uses descriptive qualitative, with data sources from the head of the madrasa, teachers, and the Madrasah Ibtidaiyah committee, Bogor Regency. The sampling technique used proportional cluster random sampling, with data collection methods using questionnaires and documentation studies. Data analysis used descriptive statistics. The results showed. First, the level of respondents' understanding of the regulation of Education Management Standards by the Primary and Secondary Education Units, namely the madrasah principal and Madrasah Ibtidaiyah teachers have sufficient understanding, while the Madrasah Ibtidaiyah committee has an understanding in the category of lack of understanding. The two respondents' assessments of the implementation of the Education Management Standards by the Primary and Secondary Education Units in Madrasah Ibtidaiyah, namely the head of Madrasah, teachers, and the Madrasah Ibtidaiyah committee generally considered that Madrasah Ibtidaiyah had not implemented governance according to the Education Management Standards by the Primary and Secondary Education Units. The implication of the results of this study is that the general understanding of respondents is only in the sufficient category, so the implementation of Madrasah Ibtidaiyah governance does not fully refer to the standards of education management by the Primary and Secondary Education Units. This shows that the level of achievement of educational management standards in Madrasah Ibtidaiyah is classified as not being achieved as a whole.

In the article, the author explored that teenagers differ from adults in that it differs not only in older adults but also in biological development (puberty, etc.). In general, teenagers have different characters. In fact, some teenagers are kind and courteous in dealing with older people during this period, and at times they are more arrogant, that is, more disciplined. This is especially true for students in grades 7, 8 and 9. Teenagers realize that they are no longer children, but are no longer adults. Imitating adults, repeating their behavior, others indulge in harmful habits. Teenagers do not like wisdom. After all, they feel smart. They are against their parents 'warnings, their parents' counsel and their advice and ideas. Teenagers start to grow up, especially when the girls are mature. They pretend to neglect of their short classmates, and as a result, they pay more attention to high school peers. In this regard, the author proposes innovative teaching methods for students in grades 5 through 9. Keywords: teenager, communication, class, adult, habit, teacher.

The relevance of the article is related to the need to modernize school education in Ukraine in the context of reform on the basis of the best world standards and models. The purpose of the article is to reveal the essence of Kaizen technology in secondary education, to substantiate the content of the regional educational program of teachers’ professional development on this basis. The research methods are theoretical analysis, synthesis, modeling, systematization, generalization and survey. The results of the research are following: the essence of the possibilities of Kaizen technology in secondary education is revealed, the complex of approaches to the program content development is determined and its content is substantiated. There are three modules such as “The essence and origins of Kaizen technology”, “Lean-education”, “Management in education based on Kaizen technology”. Conclusions: Kaizen technology is a long-term strategy of personal development, based on the creativity of the teacher; mastery of Kaizen is carried out in three stages; the updated content of teacher advanced training is based on a set of scientific approaches; the criterion for the effectiveness of Kaizen technology and its purpose is the professional readiness of teachers for creative and constructive professional activity and continuous self-development.

Education is the constitutional right of every citizen, as mandated in the 1945 Constitution of the Republic of Indonesia, so that that good education management will support the progress of a nation. The tug of war on government affairs in education carried out by the central government to local governments from districts to provinces has further distanced public services. The type of research used in compiling this research is empirical legal research. The results showed that education management had implications for the ineffective management of senior secondary education in the North Kolaka district, from budget management, management of facilities and infrastructure, and management of human resources, no longer running effectively. This situation forced the provincial government to establish a branch office in the North Kolaka district to support administrative arrangements in the North Kolaka district.Keywords: Education; Transfer of Authority; Regency and Province.

The directions of the change of economic mechanism of secondary education in Russia, some results of modern economics and the outcomes of school reforms in a number of foreign countries oriented at increasing competition among schools are considered in the paper. It is shown that expectations of better schooling quality due to economic mechanism change are to a large extent unsound: both theoretical arguments and international experience give evidence of serious risks that schooling quality will decrease as a result of competition among schools.

<p>The main problem in this research is how the model of secondary education management in Central Java Province. Issues divided into a) what are the expectations of various parties regarding the transfer of secondary education management, b) how are the challenges of various parties related to the transfer of secondary education management, and c) which management model is most effective for managing secondary education in Central Java Province. This research is descriptive qualitative. Data collection through FGD was recorded with video and government policies related to secondary education. The number of informants is nine people. Research data is processed using qualitative research software, NVivo 11 Plus for Windows. The study was conducted over three months from October to December 2016. The results were a) some expectations: improving the quality of education, improving access and equity of education, improving teacher welfare and promoting professionalism. teacher; b) some of the challenges faced: the province will ignore the welfare of non-civil servant teachers and reduce the free education of secondary education; c) the most effective model is co-administration. It is recommended that the government immediately make government regulations on the management of secondary education. At the provincial level was directly made education policy. East Java provincial government has now chosen alternative "based region" in six regions of former residency in Central Java. This alternative needs to be tested for its effectiveness, if it is not effective then it is advisable to use co-administration.</p>

Introduction. The entry of our country into the world economic space necessitates consideration of the experience of foreign countries in financing general secondary education. We believe that the analysis of educational reforms in industrialized countries will avoid many mistakes, adopt a positive experience in the development of educational services. In order to solve the main problems of financing education in Ukraine, it is necessary to diagnose the system of functioning of the financial support of general secondary education in the developed countries of the world. Methods. The theoretical and methodological basis for the implementation of foreign experience in financing general secondary education was the work of domestic and foreign scholars on the use of certain methods of financing general secondary education in Ukraine, the results of research in the form of proposals and recommendations can be used by our state in the field of secondary education, management of financial resources allocated from local budgets in this area. The article uses such research methods as general and special methods, in particular: general scientific and special research methods to ensure the achievement of this goal; abstract and logical and dialectical methods of analysis to substantiate theoretical positions and conclusions. Results. The article investigates the methods of financing general secondary education in industrialized countries. For example, countries such as the United States, Great Britain, Poland, Spain and Italy are considered. The foreign experience of management and financing of secondary education in these countries is generalized. The use of certain methods of financing general secondary education in Ukraine is proposed. The scientific novelty of the obtained results lies in the theoretical substantiation and practical solution of a set of issues concerning the implementation of foreign models of financing general secondary education in domestic practice. Discussion. Further research will focus on studying the positive aspects of foreign experience in regulatory and legal support in the field of secondary education financing.
