The article deals with definition and national security of Ukraine at the present stage of formation of the state as one of the vectors of the Sustainable Development Strategy. The authors have identified and substantiated new views on the methodology of national security and ways to ensure under the Strategy of Sustainable Development of the country. On the basis of the conducted researches the conclusions concerning definition of national security of Ukraine and ways of its maintenance have been made. According to the authors’ approach, national security has been defined as a dynamic component of the strategic development of the state, the purpose of which is to ensure the security of the state, business and citizens, security of investment and private property, peace and border protection. The main structural elements of security are: institutional security, security of the regulatory subsystem, security of the functional-communicative subsystem and spiritual and ideological security. The interests or goals that need to be achieved on the path of development are considered as a constant value, and the threats are dynamic and change depending on the way of choosing to achieve interests. The basis of Ukraine's national security is the national interest, which is a set of internal and external needs of the state in ensuring the security and progressive development of the individual, society and the state. The bearer of the national interests of the state is the Ukrainian people. National interests are achieved through the execution of public administration in the security process.

A comprehensive theoretical and legal study of the transformation of ideas about the nature of national security reform in domestic jurisprudence has been carried out. The author has defined the priorities and directions of the reform in the field of national security and, more importantly, its theoretical and methodological basis. It has been determined that the main object of the reform in the field of national security is the whole complex of public relations, which is subject to special protection by the system of entities of ensuring national security. The system of such social relations is centered around the defining national interests, which usually include the vital interests of a man, society and the state and the implementation of which ensures the state sovereignty, its progressive development, and safe living conditions and welfare of citizens. It has been noted that the main purpose of national security reform is to improve legislation and governance in the national security sector, which can provide qualitative strengthening in accordance with current and future needs of society to protect key national interests from external and internal real and potential threats. It has been concluded that national security is not considered in modern, both domestic and international science, exclusively as an “acquisition” and a sphere of monopoly responsibility of the state; we cannot eliminate the active participation of civil society structures, which should exercise public control over the course of such a reform and, if necessary, should have the tools of close communication with state authorities at the stage of initiating the reform, constructing its goals and objectives, directions and perspectives and at the stages of its implementation. Restriction of the capacity of the state, especially in times of economic crisis, highlights the need to optimize the participation of non-government actors in ensuring national security. Obviously, such activity of the non-governmental sector should be strongly encouraged by legislative instruments, legitimizing measures for national security reform through its close involvement and providing them with additional public support.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

The article deals with the issues related to the definition of the essence, role and meaning of legal definitions in the regulatory legal regulation of national security. The author emphasizes the uniqueness of the phenomenon of national security, which acts as a guarantor of ensuring the national interests of the state, society, and the individual and as a basis for the unhindered implementation of the strategic national priorities of the state. It is possible to ensure these interests and implement strategic priorities by creating an effective legal regulation that includes various legal means, as well as regulatory requirements. An important role in the regulatory legal regulation is played by legal definitions, which contain definitions of concepts that act as integral elements of the legal basis for ensuring national security. It is indicated that legal definitions of concepts are generally binding and contribute to the formation of a single legal space. It is stated that the current Federal Law «On Security» does not contain a legislative definition of key concepts in the field of national security. The article raises the problem of unification of the conceptual and categorical apparatus in the field of ensuring national security, through the adoption of fundamental documents of strategic planning. The author attempts to evaluate the legal definitions in the field under consideration in terms of their universality and industry affiliation, the problems of the completeness of their textual expression, as well as the state policy implemented in the field of national security. The author proposes the formulation of the concept «national security», which could become the basis for adjusting the legal definitions of certain types of national security, enshrined in legislative acts and strategic planning documents. The functions of legal definitions in the regulatory legal regulation of national security are identified and disclosed.

The article deals with the issue of national security of the state through the allocation and consideration of the basic conditions for its provision. In particular, the authors identified the main components of national security of the country (state security, public security, technogenic security, environmental security, etc.) and identified the priority tasks of the state policy to ensure them. In particular, the main components of the conditions for ensuring public safety (state of orderly public legal relations, in which each person, state body, local self-government bodies and their officials adhere to legal and moral and ethical norms, social norms and rules, fulfill all recommendations, are identified in order to achieve public safety and well-being). The authors have determined the basic list of factors of state policy formation of national security. The components of sustainable development of the state have been identified and characterized. The content of the basic principles that determine the order of state policy making in the fields of national security and defense is explained, namely: accountability is defined as a system of measures by which equilibrium (balance) of authority of the authority and its responsibility is achieved; legality is defined as a kind of foundation of a civilized society, ensuring the equality of all persons before the law; transparency of government is defined as the publication or dissemination of information about a public authority, the principle of activity of public authorities, in which all decisions are open and public. The authors place special emphasis on ensuring the fundamental national interests of Ukraine, which proclaimed: state sovereignty and territorial integrity, democratic constitutional order, preventing interference in the internal affairs of Ukraine; sustainable development of the national economy, transparency of power.

Ensuring public administration of national security is currently gaining extreme significance as seen from the perspective of geopolitical transformations. The addressed issue is particularly relevant and calls for a thorough and systematic research, in view of the global economic crisis, the fight against the COVID-19 pandemic and the global geopolitical transformations and threats that have swept over the world during the recent decade. Despite the sound regulatory framework for public administration in the field of national security and the existing mechanisms of state regulation therein, the effectiveness of public administration in protecting national interests and ensuring the security of individuals, society and the state from external and internal threats requires further enquiry. That said, public administration of national security encompasses the mechanisms to ensure the safeguarding of vital interests of man and citizen, society and the state, and accordingly the sustainable development of society, prompt detection, prevention and neutralization of real and potential threats to national interests. Relevance of the topic. The most important part of the overall national security system is economic security, which affects almost all aspects of the life of the state, society and economy. There is a close relationship between economic security and the system of national public interests. Consideration of the designated topic as the most important unit in the system of national security is primarily due to the fact that the economy is the basis of the life of society, the state, the individual, the sustainable development of the country as a whole. Purpose: to Consider approaches to the concepts of "national security" and "economic security" and to determine the place of economic security within the framework of national security. Objectives: to explain the concept of "economic security" and national security", to consider the relationship between these definitions, to study the "Strategy of economic security of the Russian Federation." Methodology. Empirical and theoretical methods of knowledge of the surrounding economic reality. Methods of scientific abstraction, ascent from abstract to concrete, economic analysis and synthesis, inductive and deductive methods were used in the work. Results. The strategy of economic security of the Russian Federation until 2030 is considered. For any country, the most important component of national security is economic security. In the works of domestic scientists, the term "national security" and "economic security" are often removed from the category of "security". The variety of interpretations of this term can be explained by the fact that the category of "security" is defined ambiguously, allows for different interpretations. Summary. In modern conditions, the relationship of economic security within the framework of national security has not lost its relevance, while their importance increases due to the aggravation of contradictions, as well as in connection with the crisis phenomena in the world economy.

Topicality. The effect of modern globalization processes leading to escalating competition make it actual and necessary to learn historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation provided by highly developed countries of the world. Therefore, the present day the key issue of Ukraine resolving which has the theoretical and practical importance is the issue of the institutional modernization with defining the role and placing of the state on course of implementing and supporting the innovative and sustainable development. Aim and tasks: to prove, on the basis of learning the historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation, that at the present stage of human development it is the state that is in a role of the main institutional strategic subject of the innovative and sustainable development strategy that has the practical importance for defining the direction of the further social and economic transformation in Ukraine. Research results. The article is focused on that the market system in its classical form is past the point of the historical development. Gradually, in view of objective reasons, the placing and functions of the state have been changing in the direction of consolidation of its role, direct dealing with resolving fateful issues. Nowadays in successful and developed countries it is the main institutional and strategic subject of mixed economic system, one of its organization components. The overview of historical experience of the reform implement in countries that have achieved substantial gains proves that these gains are connected with the institutional reformations with the state being in the heart of them. On the other hand, dogmatical proclamation of private property privileges under any circumstances and at the same time the removal of the state from resolving fateful issues, the glamorization of the market of Ukraine and as a result � system error while choosing and implementing the model of economic development, have led to the formation of oligarchic capitalism with the objective traits peculiar to it. Therefore, the present day the issue must be not the reforms modernization and intensification but the change of their rates, the economy management philosophy in general. Conclusion. The research that had been made gave an opportunity to substantiate the attitude of the authors being that without the complex system support of the real sector of economy with the focus on innovation, without consolidation of state property and its institutes including those on the backs of reprivatizing the strategically important enterprises as the fundamental principle of the future economy of Ukraine the fateful issues would be impossible to resolve.

The purpose of the article - the detection range of issues of accounting and analytical support sustainable development and scientific substantiation of theoretical and methodological guidelines for their decision management in the agricultural business. Research methodology. The methodological basis of the study is the historical-logical method used in the study of the essence of the strategy of sustainable development. The dialectical method has been used in the study of the information management of the strategy of sustainable development of the enterprise. When analyzing the performance of the financial condition of agricultural enterprises for the 2013-2017 biennium. Methods used functional and statistical analysis. The method of comparison is used to study and compare the domestic and foreign experience of carrying out the accounting estimation of sustainable development. To clarify the content of accounting and analytical support sustainable development strategy used methods of abstraction, synthesis, induction and deduction, specification and other methods of scientific knowledge. The results of the research. Based on the substantiation of the importance of developing and implementing the strategy of sustainable development of the enterprise in the conditions of the modern business environment, the structure of the information management of the strategy of sustainable development management, which includes information resources generated by the external and internal environment of the enterprise, was investigated. It was established that the basis of internal information management of the strategy of sustainable development of the enterprise is the accounting and analytical system of the enterprise. To form a qualitative accounting and analytical support for management of the sustainable development strategy, a clarified understanding of the accounting and analytical support of the strategy of sustainable development, taking into account the specifics of the activities of agrarian enterprises, is substantiated, and the necessity of improving normative support in collecting information about the state of social and ecological capital according to typical reporting forms is substantiated. Elements of scientific novelty. A clarified understanding of the accounting and analytical support of the sustainable development strategy is proposed, taking into account the specifics of the activities of agrarian enterprises, the need to improve regulatory support in collecting information on the state of social and ecological capital by typical reporting forms. Practical significance. The proposals outlined in the article will help solve the problems of accounting and analytical support for the formation of a strategy for sustainable development of the industry and agribusiness. To ensure the national interests of Ukraine in the sustainable development of the economy, civil society and the state; in order to achieve growth in the standard and quality of life of the population, respect for the constitutional rights and freedoms of the individual and citizen, on September 30, 2019, the President of Ukraine signed the Decree «On the Sustainable Development Goals of Ukraine for the Period up to 2030». One of the seventeen goals of Ukraine’s sustainable development for the period up to 2030 was «ensuring access to affordable, reliable, sustainable and modern energy sources for all». The stated goal of sustainable development of Ukraine for the period until 2030 should be a benchmark for determining the directions of improvement of the state energy policy of Ukraine in the context of the development of relevant draft forecast and program documents, draft legislative and regulatory acts in order to ensure a balanced sustainable development of the energy sector of Ukraine. The purpose of the study is to determine the directions of improvement of mechanisms of realization of the state energy policy of Ukraine in the current conditions. In order to improve the efficiency and effectiveness of the state energy policy, it is advisable to:- increase of natural gas, oil, shale gas, coal (methane) gas production;- creation of minimum reserves of oil and petroleum products, taking into account the requirements of the European Union for the creation and maintenance of such reserves;- protection of national interests, ensuring equal opportunities for the use of subsoil, open auctions for the sale of special permits for the use of subsoil, transparency of the state monitoring system for the use and protection of subsoil, strengthening control and accountability for violations of requirements in the field of subsoil use;- ensuring energy sustainability of Ukraine;- annual approval of Ukraine’s forecast fuel and energy balance;- introduction of mechanisms to promote energy efficiency and economical use of energy resources by all categories of energy consumers;- regulation of the issue of determining the volume of creation of the natural gas insurance reserve for 2020;- transition to natural gas payments for energy;- preserving the transit of natural gas and increasing its volumes through the gas transmission system of Ukraine;- repayment of arrears and payment of salaries to employees of state-owned coal-mining enterprises, preventing such arrears in the future;- diversification of sources and routes of supply of oil, petroleum products, natural and liquefied gas, coal of anthracite grades, providing for supply from one source not more than 30 percent of total volumes of supply;- Antimonopoly Committee of Ukraine to investigate, in accordance with the established procedure, violations of the requirements of the legislation on protection of economic competition by economic entities operating in the energy markets, and take appropriate response measures.To form a competitive electricity market on a long-term basis, the following strategic steps should be implemented:- raise tariffs for the population to an economically sound level and eliminate the cross-subsidy system;- to conduct auctions for the construction of RES and high maneuver sources to balance the grid;- launch a fully competitive electricity market in Ukraine with minimal administrative interference in pricing processes;- to integrate the Ukrainian grid with the European ENTSO-E and to ensure the possibility of export-import flows.Conclusions from this research and perspectives of future development in current area. Thus, the study of the efficiency and effectiveness of the state energy policy and the level of development of the energy sector of the country in modern conditions testifies to the need for its further comprehensive reform. It is advisable to implement the improvement of the state energy policy of Ukraine by separate mechanisms: political-administrative, legislative-regulatory, financial-economic, social-communication. Within these mechanisms, it is necessary to develop and implement tools for solving these problems and contradictions in the processes of reforming the energy sector, taking into account the processes of European integration of Ukraine.
