The purpose of writing this scientific article is to determine the features of mentoring in the National Police of Ukraine on the basis of distinguishing this concept from related concepts. In order to achieve this goal, the author defines a range of concepts related to mentoring in the National Police, which will analyze in the work: training, coaching, consulting, mentoring, supervision. The paper emphasizes the need to adapt mentoring in the National Police of Ukraine to the modern realities of Ukrainian society and to modernize it to European standards. An example of an attempt to implement this thesis is the introduction of the institute of mentors in the patrol police of Ukraine in 2019. Mentoring in the patrol police is the first step towards overcoming urgent problems with the young potential of the police. In the future, it is proposed to determine the legal basis for the implementation of this and similar institutions in the police. According to the author, the method of supervision can be introduced into the internal activities of the National Police of Ukraine after careful preparation and definition of the main methodological goals, objectives and methods of application. However, the institution of supervision is not identical to mentoring, as it has a number of differences: their subjects and objects, as well as the relationship between them. Emphasis is placed on the mandatory use of training in the process of professional training of police officers: initial training; training in higher educational institutions with specific learning conditions; postgraduate education; job training. But the key difference between training and mentoring is the acquisition of knowledge in artificially created conditions or in real life situations during the performance of police duties. The author considers coaching a necessary element for mentoring in the National Police of Ukraine. The mentor should not indicate the algorithm of actions for the police officer, not solve work tasks by his own example, but give the police officer the opportunity to make decisions independently, perform actions under the strict supervision of the mentor with prior and subsequent analysis of the work situation. The paper focuses on the inappropriateness of the use of consulting in the activities of the National Police of Ukraine, as the police officer has no opportunity not to follow the recommendations, instructions, orders, etc.

The article reveals the features of the tactical and psychological context of communication between police officers and offenders. Сommunication processes play an important role in the activities of the National Police of Ukraine. In this regard, it is expedient to impose certain requirements on the communicative competence of the personnel of the National Police of Ukraine. The essence of the problem of professional communication of a police officer, modern approaches to the definition of «tactical and psychological context of communication» are revealed. The principles of professional training levels are characterized. Tactical and psychological context of communication is the implementation in a particular situation of a communication strategy based on mastery of techniques and knowledge of the rules of communication. Communication technique is a set of specific communication skills: speaking and listening. The essential characteristics of communication causes of conflicts are presented. However, officers spend much more time talking to complainants, witnesses, suspects, and the public at large than they do engaging in tactical encounters, although all police contacts involve some degree of proper tactics. Clearly, the relationship between the two must be understood. Emphasis is placed on the indicative and predicative process of communication. It is proved that the effective interaction of police officers with citizens is the key to ensuring an appropriate level of public safety in society. The complex of issues of content, organization and provision of ways of psychological training includes issues of its management, planning, determining the content of psychological training, organization and methods of conducting psychological training, accounting and evaluation of results achieved in psychological training, personnel, logistics and scientific providing psychological training.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.

Professional work of police officers focuses on a variety of tasks, including patrolling the city and expediting on-call challenges, reaction to traffic violations, prevention of offenses, their detection and response to them, etc. Permanent interaction with the population in the course of performing professional duties requires the police to develop a certain level of communication skills. Interaction with representatives of different layers of society can often be accompanied by conflicts and manipulations in communication. Police officers point to insufficient formation of their communicative competencies, as well as to their professional vulnerability in performing tasks in certain situations of interpersonal interaction. The objective of the paper is to empirically study the features of social intelligence for future police officers with different levels of communicative tolerance. The authors used the questionnaire "General communicative tolerance" (V. Boiko) and the "Social intelligence" test (G. Gilford in the adaptation of O. Mikhailova) as a psycho-diagnostic tool. The sample consisted of 132 trainees from the institute of postgraduate education of Kharkiv National University of Internal Affairs. It is theoretically justified that communication in the professional activity of a police officer plays an important role, communicative tolerance is a necessary internal regulator of communication and behaviour within the police activity, and social intelligence in the professional activity of a police officer is a kind of psychological resource for professional development and self-development in the context of his communicative competence. It is noted that the professional activity of a police officer should be regulated not only exclusively by professional standards, standards of conduct contained in laws, orders and instructions, but also by ethical norms, customs and traditions, public opinion and social expectations in society, in turn, it requires a special professionally oriented social intelligence of the future police officers. The authors have empirically established differences in the manifestations of social intelligence among trainees with different levels of communicative tolerance, which is to determine the deficiency of ability to predict the consequences of the behaviour of other people, to understand the logic of development of interaction situations and the ability to highlight key features in a variety of human non-verbal responses in subjects with low levels. The obtained results actualize the need to develop and implement practical recommendations on the formation of communicative competence among future police officers at the stage of their professional training.

The article deals with the definition of a female police officer position in Ukrainian society. The position of women who serve in the bodies of the national police of Ukraine and the observance of female police officers’ rights have been investigated. It was clarified that equality is the foundation of a democratic society that strives for social justice and respect human rights. But, unfortunately, for some reasons, women are discriminated almost in all spheres of life. It was noted that our state, being at the stage of formation of a gender society and law in general, has the goal of the European choice, and many steps have already been done for achieving this goal. Ukraine has pledged to fulfill general international duties to ensure gender equality. Having chosen the European vector of development, our state has ratified a number of international documents, one of which was the order of the cabinet of ministers of Ukraine «on the approval of the national plan for the implementation of un security council resolution no. 1325 Women, Peace, Security for the period up to 2020». Аn resolution 1325 is dedicated to those states where armed conflicts take place, therefore this document is relevant for Ukraine. Thus, gender equality is one of the conditions for ensuring social development. For example, the United Nations provides gender-sensitive policing throughout the United Nations police work as an urgent need to address the differentiated security needs of women, men, girls and boys. A positive moment, testifying to the improvement in the field of gender equality, is the constant increase in the number of women in the ranks of the national police of Ukraine. We consider that this fact improves the image and the attitude of citizens towards the police, because women are more trusted than men in some issues. We state that achieving gender equality ensures preventing violence, protecting the rights of all people and the opportunity to make a meaningful contribution to public life. All mentioned above aspects are impossible without women. Therefore, in the future we plan to study this issue in more detail.

The essence of legal liability in labor law has been clarified. Scientific approaches to the definition of “disciplinary liability” have been studied. The purpose of disciplinary liability of employees has been defined. The author has studied the norms of the Law of Ukraine “On the Disciplinary Statute of the National Police of Ukraine” regarding the procedure for applying disciplinary liability to police officers. Features of disciplinary liability of police officers have been determined. First of all, disciplinary liability of police officers is a type of special disciplinary liability. Secondly, only a police officer is subject to disciplinary action. Thirdly, disciplinary sanctions are applied by managers at various levels to the relevant regulatory defined range of police officers. Fourth, the purpose of disciplinary liability of police officers is to ensure the compliance with police service discipline, to prevent from committing disciplinary offenses by police officers, to educate police officers’ conscious attitude to the service, to create the necessary conditions for effective operation of police units. Fifth, disciplinary offense is the basis for applying disciplinary liability to police officers. Sixth, the occurrence of negative consequences, which are manifested in the imposition of disciplinary sanctions provided by the Law of Ukraine “On the Disciplinary Statute of the National Police of Ukraine”. The author has suggested own definition of the term of “disciplinary liability of police officers”, which means the application of disciplinary sanctions under the Law of Ukraine “On the Disciplinary Statute of the National Police of Ukraine” to a police officer who has committed a disciplinary offense.

. From the standpoint of a system approach to the methodology of the research of legal phenomena, the theoretical foundations of the formation of highly qualified leading staff of the National Police are considered. The successful formation of a highly qualified police staff reserve requires the introduction of staff planning in the system of the Ministry of Internal Affairs of Ukraine and the National Police. The purposes of staff planning are determined: formation of police staff taking into account the current and future needs for personnel, the level of professional training of police officers, effective use of the potential of the available staff. The formation of a highly qualified leading staff of the National Police should be carried out based on the creation of a staff reserve. Staff reserve is a group of middle-ranking police officers in territorial bodies, institutions and organizations of the National Police. The group is formed in accordance with the established procedure based on individual selection and objective comprehensive assessment. Police officers who have passed the certification procedure, according to their personal and professional qualities, level of education are able to replace higher positions in the National Police of Ukraine. In order to increase the motivation of police officers to perform their duties (as one of the elements of career growth) successfully and conscientiously, it is advisable to introduce the indicator “rating of official and personal competence of a police officer”. The rating of official and personal competence is an indicator expressed in the quantitative calculation of mastering a set of competencies necessary for the implementation of daily practical activities and further career growth of a police officer. The rating includes professional motivation; general training and professional skills; the level of physiological readiness of the organism associated with the possibility of using physical force, special means and firearms in the performance of official tasks; level of psychological stability.


The article analyzes different approaches to the definition of «social networks» as technological complexes of organization and management of electronic information exchange among the subjects of social relations, united by common interests, information needs and skills. Based on the analysis of the scientific literature the essential characteristics of social networks that affect the formation and development of the adolescent's personality are revealed. Role of social networks at the present stage of development of society, which is manifested in the representation of interests not only of social groups but also of entire social groups, is defined in the article. The negative impact of social networks on the personality of the adolescent, which is manifested in the expansion of adolescents in cyberspace, the desire for independence and adulthood, selfexperimentation, which leads to risky activities both on the Internet and in real life are revealed. Concept of safe behavior in social networks as a set of actions of the individual when using the Internet, helping to meet the needs and at the same time prevent the possibility of causing damage to physical, mental, social well-being and property of man and others is analyzed. The basic rules of safe behavior in social Internet communities are highlighted. The structural components of safe behavior of adolescents in social networks are singled out: cognitive, motivational and actionreflexive; the concept of «professional training of future social professionals for the formation of safe behavior of adolescents in social networks» is revealed. Readiness is revealed as a result of the process of training future social specialists for professional activity on the formation of safe behavior of adolescents in social networks; the author's definition of the concept «readiness of future social professionals to form safe behavior of adolescents in social networks» is given. Components of readiness of future social workers to form safe behavior of teenagers in social networks, such as cognitive, motivational-personal and activity, are described.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.
