ABSTRAKAngka kriminalitas yang meningkat menjadi salah satu permasalahan pembangunan di kota Balikpapan. Tindakan kriminalitas seperti pencurian, penculikan anak, tindakan asusila terhadap perempuan dan sebagainya sangat meresahkan warga. Tidak terkecuali untuk warga perumahan Griya Wiyata Asri (GWA) III, RT 19, Kelurahan Karang Joang, Balikpapan. Sejauh ini, pelaksanaan Siskamling terbukti efektif dalam meminimalisir terjadinya tindak kejahatan di perumahan GWA III, terutama pada malam hari. Namun, permasalahan terjadi pada siang hari karena mayoritas warga perumahan masuk dalam kategori produktif, bekerja sehingga berada di luar perumahan, bahkan ada yang di luar kota. Suasana perumahan sangat sepi, sehingga meninggalkan celah tindakan kriminalitas bisa terjadi pada siang hari. Oleh karena itu, dibutuhkan upaya penanggulan atau pencegahan tindak kriminalitas. Untuk membantu upaya pencegahan tindak kriminalitas, dirakitlah sebuah Unmanned Aerial Vehicle (UAV). UAV ini digunakan untuk memantau kondisi di perumahan GWA III. Metode evaluasi dari pengabdian masyarakat tahap awal ini adalah sebatas melalui  observasi hasil pemantauan udara. Dari hasil foto, kejernihan foto dan kondisi perumahan yang dapat diobservasi secara jelas per bingkai foto udara, maka UAV ini berpotensi untuk digunakan sebagai penunjang siskamling dengan permasalahan kurangnya sumber daya manusia pada siang hari di perumahan GWA III ini.     Kata kunci: UAV; siskamling; keamanan. ABSTRACTBalikpapan, a city of oil. Despite this predicate, it suffer from high criminal level. This incude robbery, child kidnapping, female abuse that have been a great concern in many residential in Balikpapan. One of this residence is Griya Wiyata Asri III Residence. In this residence, a neigbourhood security system has been made. In this system, the resident of this residence have a shift to do a night watching. This system have been effective in the night, but in the daylight, because most of the people are in productive age, most of them working outside of this residential, make this residential empty, thus, making an opportunity for criminal to occur. To answer this probem, an unmanned aerial vehicle was built to monitor the condition of the neighbourhood. The evaluation of this preliminary stage of this community service was done merely from the results of the aerial view. This aerial view, it is so clear and can capture well the activity done in the neighbourhood in a one frame. So, this UAV have a potential to be used as aid to the neighbourhood security system which have a problem on lacking some human resources in the daylight. Keywords: UAV; security; neighbourhood.

This paper describes the development and implementation of a six-pointed Unmanned Aerial Vehicle [UAV] prototype, designed for finding lost people in hard to access areas, using Arduino MultiWii platform. A platform capable of performing a stable flight to identify people through an on-board camera and an image processing algorithm was developed. Although the use of UAV represents a low cost and quick response –in terms of displacement– solution, capable to prevent or reduce the number of deaths of lost people in away places, also represents a technological challenge, since the recognition of objects from an aerial view is difficult, due to the distance of the UAV to the objective, the UAV’s position and its constant movement. The solution proposed implements an aerial device that performs the image capture, wireless transmission and image processing while it is in a controlled and stable flight.

Desa Bendar dikenal sebagai desa Nelayan karena mayoritas penduduk Desa Bendar adalah nelayan dengan jumlah sebesar 55,7% atau 880 orang. Root of problem yang dihadapi oleh Desa Bendar, Kecamatan Juana, Kabupaten Pati adalah banyaknya hasil tangkapan ikan para nelayan serta sumber daya manusia yang belum terberdayakan secara maksimal, sehingga belum dapat meningkatkan kesejahteraan masyarakat baik secara kelompok maupun individu di Desa Bendar. Mitra dalam pengabdian ini adalah KUB Mina Melati. Dalam menjalankan usahanya, KUB Kerupuk Ikan Mina Melati masih menerapkan manajemen tradisional. Rendahnya pengetahuan anggota KUB Kerupuk Ikan Mina Melati menjadi salah satu penyebabnya terutama dalam hal proses produksi dan pengolahan kerupuk yang baik dan manajemen pengelolaan usaha. Kegiatan yang dilaksanakan pengabdian ini adalah pelatihan dan workshop teknik-teknik produksi kerupuk, serta praktik produksi kerupuk. Dengan adanya program pengabdian ini diharapkan masyarakat Desa Bendar dapat menghasilkan produksi kerupuk ikan yang memiliki nilai jual yang tinggi. Apabila nilai jual dari hasil pengolahan kerupuk ikan tinggi, maka penghasilan warga akan meningkat, dan selanjutnya memberi dampak kepada peningkatan kesejahteraan masyarakat Desa Bendar dan menjadikan Desa Bendar sebagai Desa Sentra Kerupuk Ikan. Kata kunci: Desa Nelayan, Kerupuk Ikan,Pemberdayaan. Abstract Bendar Village is well- known as a Fishing Village because the majority of Bendar Village residents are fishermen with a total of 55.7% or 880 people. The root of the problem faced by Bendar Village, Juana Subdistrict, Pati Regency was the number of fish catches of the fishermen and human resources that have not been maximally empowered yet, so that they have not been able to improve the welfare of the community yet both individually and in groups in Bendar Village. The partner in this service was KUB Mina Melati. In running its business, KUB Kerupuk Ikan Mina Melati still applied traditional management. The low knowledge of members of KUB Kerupuk Ikan Mina Melati was one of the causes, especially in terms of good cracker production and processing and business management. The activities carried out by this service were training and workshops on cracker production techniques, as well as cracker production practices. With this community service program, it is hoped that the people of Bendar Village can produce fish crackers that have a high selling value. If the selling value of fish cracker processing results is high, the income of citizens will increase, and subsequently, have an impact on improving the welfare of the people of Bendar Village and making Bendar Village a Center Village of Fish Crackers. Keywords: Fishing Village, Fish Crackers, empowerment.

<p><em>Buku Limau village is located at Belitung Timu</em><em>r</em><em> district. This village is one out of 18 remoted villages which located in one region of Bangka Belitung Province. Buku Limau village is also one out of three villages which are populated by the people. One of the greatest potential of this village is tourism, which have a very lovey beaches all along the coast line. However, it seems that they do not have an adequate number of human resources. The purpose of this students community service programme is to increase the awereness of Buku Limau people in several important aspects, namely: education, tourism, well-being based on local wisdom. In order to increase those several aspects, the students will held several comunnity job, namely: first aid training, training and education for tourism human resources. These several community service will helped the people of Buku Limau to increase their wealth and boost the tourism programme. </em></p>

<p>The results of research entitle the protection of consumers in buying and selling houses through developers in Denpasar is only limited on minor damages when the guarantee given by the developer, in the case of buying and selling houses through developers in Denpasar concerning the issue of consumer rights both safety, comfort and security in occupy housesthat are purchased through the Developer. As for the resolution of the problem between the developer and the<br />consumer in Article 52 of Law Number 8 of 1999 concerning Consumer Protection and the absence of a settlement in the court institution. In the empirical level, the solution is choosing a consensus and if there is no agreement between the two parties, then asking help from the Notary as the mediator is needed. The constraints faced by developers and consumers in resolving disputes of law No. 8 of 1999 concerning consumer protection, namely the constraints faced by socio-juridical namely due to the lack of understanding of consumers and developers toward the existence of the Consumer Protection Act, andthe lack of socialization in the community about the existence of the Consumer Protection Act. In this case, the non-juridical constraints due to<br />the lack of human resources, both those that are on the developer and the consumers, beside that the facilities and devices do not support it. Therefore, the efforts would be made in order to be able to resolve the problem of housing consumer dispute in Denpasar. Another obstacle is the lack of consumers’ aspirations in choosingthe resolution ofthe consumer dispute until the judicial<br />route. The efforts that is made both by developers and consumers in dealing with obstacles in the settlement of buying and selling houses through developers, namely: legal protection for the people. It is divided into 2, Preventive Efforts (Preventive) and Refressive efforts.</p>

The problem faced by the people in Permis Village is that the quality of  Human Resources (HR) is still low to be able to process the potential of the area they have, so there is a lot of potentials that has not been optimized. Therefore, it is necessary to open insights and provide additional skills for the community in order to be able to cultivate the potential of the region by Agro-based. Then the theme that was raised was "Economic Improvement Strategy Through Utilization of Agro-Tourism-Based Regional Potential". The method used is to provide socialization and training. The results of the evaluation of the activity are that the community is very open and accepts advice and knowledge from Student Community Service Students, but collaboration from various parties is still needed so the results are optimal.

Building inspection is very much required for all buildings especially those historical ones to maintain the structure condition and the safety of the people around. Visual inspection is commonly conducted using manual descriptive information carried out by the inspector personally. The problem with this technique of assessment is that the time needed to write all the defect description on site and to access difficult area can be hazardous. The aim of performing historical building inspection on Tan Swee Hoe’s historical mansion is to evaluate the overall condition of the building with Unmanned Aerial Vehicle (UAV) image assisted inspection and Condition Survey Protocol 1 (CSP1) method. From this drone assisted inspection, it shows that the time spent on site is less than half an hour and the data collected being evaluated with CSP1 method defined that the building is dilapidated. The overall building condition is in red class and require serious attention to avoid any injuries to the visitors. To prevent a possible failure of a building in the coming years, a suitable condition inspection has been carried out to identify the current existing defect so that it would be fixed before further damage to the building and visitors around it.

River administration facilities such as levees and river walls play a major role in preventing flooding due to heavy rain. The forms of such facilities must be constantly monitored for alteration due to rain and running water, and limited human resources and budgets make it necessary to efficiently maintain river administration facilities. During maintenance, inspection results are commonly recorded on paper documents. Continuous inspection and repair using information systems are an on-going challenge. This study proposes a maintenance management system for river facilities that uses three-dimensional data to solve these problems and make operation and maintenance more efficient. The system uses three-dimensional data to visualize river facility deformation and its process, and it has functions that visualize information about river management at any point in the three-dimensional data. The threedimensional data is generated by photogrammetry using a camera on an Unmanned Aerial Vehicle.

Today’s technology allows people to remotely control and monitor many systems. In these technological systems, robots or unmanned vehicles are generally used, which are controlled remotely without human interaction. Unmanned aerial vehicle (UAV), which does not have a pilot on it, is one of the unmanned vehicles capable of flying either remotely or automatically. UAVs are among the systems that are used in many fields for military, civil, and academic purposes and are constantly developing in parallel with the advancement of technology. One of the biggest problems of UAVs that are effectively used in many areas is undoubtedly flight times. To overcome this situation, charging stations are used and allow the UAV batteries to be charged without human intervention. In this article, a review study about the charging stations developed for charging batteries used in UAVs has been made. In this study, the findings obtained as a result of literature research on charging stations were analyzed and the performances of charging stations were compared. The main purpose of this review study is to guide people who will develop a charging station for rotary-wing UAVs by providing a preliminary research opportunity and to help choose one of the wired or wireless charging stations according to the needs in the applications to be developed.

Abstract - Drones as Unmanned Aerial Vehicle that are controlled using remote control are experiencing better development. The speed of the drone that cannot be accessed on the remote control can be determined through a client-server based application. The client side application, named Mydrone, is placed on the drone while on the server side, named Admin Drone, on earth. Mydrone and Admin Drone are applications made in this research based on andorid. This application on the client and server is used to monitor the speed of flying drones by using the Google Play Service library. Data sent from the client to the server in realtime by using Google Firebase. From the tests carried out it can be seen the speed of the drone when flying horisontal ly, while when flying vertically the speed is not detected. Battery capacity will also decrease when the speed of the drone gets faster, this is seen in the data when the speed is 8,741 km / h, the electricity demand taken from the battery is 31%.
