The COVID-19 pandemic has forced learning activities to be carried out online. This raises concerns about the quality of the competencies achieved. Many previous studies on online learning have been done. However, the focus of attention on the strategic role and the contribution of interaction to the learning outcomes is still very limited. This article aims to discuss two things. First, the strategic role of learning interactions in online learning, including the interaction of educators and students, the interaction of students with students, and interactions of students with digital learning content. Second, the theoretical implication of the learning interaction variable on efforts to optimize the quality of competency attainment in online learning. Based on the results of the literature review, it shows that learning interaction is a very essential variable in determining student competency achievement through active engagement in constructing knowledge and skills, as well as the meaning of online learning perceived by students. AbstrakPandemi COVID-19 menyebabkan aktivitas pembelajaran terpaksa harus dilaksanakan secara daring. Itu menyebabkan timbulnya kekhawatiran terhadap kualitas kompetensi yang dicapai. Penelitian-penelitian terdahulu pada pembelajaran daring sudah cukup banyak dilakukan. Meskipun demikian, fokus perhatian terhadap peran strategis dan kontribusi interaksi terhadap capaian hasil pembelajaran masih sangat terbatas. Artikel ini bertujuan untuk mendiskusikan dua hal. Pertama, peran strategis interaksi pembelajaran dalam pembelajaran daring, meliputi interaksi pendidik dan peserta didik, interaksi peserta didik dengan peserta didik dan interaksi peserta didik dengan konten pembelajaran. Kedua, implikasi teoritis variabel interaksi pembelajaran terhadap usaha optimalisasi kualitas capaian kompetensi pada pembelajaran daring. Berdasarkan hasil kajian pustaka menunjukkan bahwa interaksi pembelajaran merupakan variabel yang sangat esensial dalam menentukan capaian kompetensi pembelajaran melalui partisipasi aktif peserta didik dalam mengkonstruksi pengetahuan dan keterampilan, serta kebermaknaaan dan capaian pembelajaran  daring.

Penelitian ini dilatarbelakangi oleh fenomena minat baca siswa dan pengaruh minat baca terhadap pertumbuhan kemampuan belajar siswa pada jenjang-jenjang pendidikan selanjutnya. Kepala sekolah sebagai lokomotif perkembangan mutu pendidikan memiliki peran strategi bagi pengumbuhan dan pengembangan minat baca peserta didik. Penelitian ini bertujuan untuk mengetahui peran kepala madrasah sebagai edukator, manajer, dan innovator dalam pengembangan minat baca peserta didik di MIT Nurul Islam Kota Semarang. Penelitian ini merupakan penelitian kualitatif lapangan, data dikumpulkan melalui observasi, wawancara, dokumentasi dan triangulasi, serta dianalisis dengan teknik analisis deskriptif. Hasil penelitian ini menunjukkan bahwa: 1) Peran kepala madrasah sebagai edukator dalam pengembangan minat baca peserta didik meliputi meliputi tiga pembinaan, yakni pembinaan mental dan moral, serta pembinaan artistik. 2) Peran kepala madrasah sebagai manajer dalam pengembangan minat baca peserta didik di MIT Nurul Islam meliputi penerapan fungsi-fungsi manajemen dengan didasarkan pada pada kerjasama dengan USAID dan UIN Walisongo Semarang. 3) Peran kepala madrasah sebagai innovator dalam pengembangan minat baca peserta didik di MIT Nurul Islam Kota Semarang meliputi inovasi strategi, pola pikir (mindset) dan struktur. Abstract This research is motivated by the phenomenon of reading interest of students and the influence of reading interest on the growth of students' learning ability in the next level of education. The principal as a locomotive of the development of the quality of education has a strategic role for the growth and development of reading interest of learners. This study aims to determine the role of principal as an educator, manager, and innovator in the development of reading interest of learners in MIT Nurul Islam Semarang City. This research is a qualitative field research, data collected through observation, interview, documentation and triangulation, and analyzed by descriptive analysis technique. The results of this study indicate that: 1) The role of principal as an educator in the development of reading interest of learners includes three activities are coaching, namely mental and moral coaching, and artistic coaching. 2) The role of principal as manager in the development of reading interest of learners at MIT Nurul Islam covers the application of management functions based on cooperation with USAID and UIN Walisongo Semarang. 3) The role of principal as innovator in the development of reading interest of learners at MIT Nurul Islam Semarang City includes innovation strategy, mindset, and structure.

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

EVALUATION OF THE REACTION TO THE IMPLEMENTATION OF STRENGTHENING SCHOOL PRINCIPAL IN BPSDM DKI JAKARTA PROVINCE. The strategic role of the headmaster in education requires the implementation of the school principal strengthening. This study aims to see the results of the reaction evaluation of the participants of the strengthening school principal, held by the BPSDM DKI Jakarta province with the evaluation model of Kirkpatrick Level 1. The method used is a descriptive evaluative with the survey method. The instruments used are questionnaires. Sampling with a random sampling purpose technique and selected 90 participants from the total population of 900 people. The results showed an average of the participants’ overall response to the faculty evaluation element of 3.61, so it could be stated that the Participants had a very good perception of the whole teacher. The average is obtained because the quality of module and quality of organizers have been good, while the quality of facilities and infrastructure is very good. The conclusion of this research is the response of participants in the implementation of the school's strengthening training (MCC) is very good towards the teacher evaluation element. So also the participants ' response to the quality of the modules and organizers is good, and the response is excellent to the facilities and infrastructure.

Dalam mengoptimalkan penerimaan pajak, pemerintah selayaknya mendesain sistem perpajakan yang berpegang prinsip efisiensi dengan tetap memperhatikan aspek keadil-an dan kesederhana. Dalam sistem perpajakan, hukum formal mempunyai peranan penting dalam mengejawantahkan hukum material, karena itu Undang-undang Ketentu-an Umum dan Tata Cara Perpajakan (KUP) menjadi salah satu kunci keberhasilan implementasi kebijakan pajak. Mengingat strategisnya peran UU KUP, perlu untuk mereview kembali UU KUP yang saat ini berlaku serta perlu dilakukan suatu penyempurnaan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data kualitatif yang terdiri dari studi literatur dan focus group discussion. Penelitian bertujuan memberikan masukan atas KUP yang saat ini masih dalam proses pembahasan dengan menekankan pada aspek kemudahan (ease of administration), keadilan (equity) dan kepastian hukum (law enforcement). Hasil penelitian ini menekan-kan pada hal-hal terkait (i) perlunya meningkatkan basis data perpajakan, (ii) perlunya menjalankan kemudahan administrasi yang berdasarkan ketentuan yang tegas, jelas, dan sederhana, (iii) penegakan hukum yang tegas, (iv) adanya sanksi yang sebanding dengan pelanggaran yang dilakukan oleh wajib pajak, dan (v) peningkatan kualitas layanan dan profesionalisme petugas pajak. Kajian ini diharapkan mampu mendorong terwujudnya regulasi perpajakan pro terhadap optimalisasi penerimaan tanpa mencede-rai hak-hak wajib pajak. Proposal for Amendment of Formal Law on Taxation Procedure  In optimizing tax revenue, the government should design a taxation system that adheres to the principle of efficiency, justice and simplicity. In the taxation system, formal law has an important role in manifesting laws, therefore laws and taxation procedures (KUP) are one of the keys to the successful implementation of tax policies. Considering the strategic role of the KUP Law, it is necessary to review the KUP Law which is currently in force and needs to be improved. This study uses a qualitative approach with qualitative data collection techniques consisting of literature studies and focus group discussions. The research aims to provide input on KUP which is currently still in the process of discussion by emphasizing aspects of ease (ease of administration), justice (equity) and legal certainty (law enforcement). The results emphasize issues related to (i) the need to increase the taxation database, (ii) the need to carry out administrative facilities based on firm, clear and simple provisions, (iii) strict law enforcement, (iv) comparable sanctions with violations committed by taxpayers and (v) improving the quality of service and professionalism of tax officials. This study is expected to be able to encourage the realization of tax regulations that are pro to the optimization of revenue without harming the rights of taxpayers.

Abstract Purpose Oro-facial manifestations of acromegaly are among the earliest signs of the disease and are reported by a significant number of patients at diagnosis. Despite this high prevalence of acromegaly oral manifestation, dentists do not play a pivotal role in acromegaly identification and diagnosis. The aim of our study was to evaluate the ability of dentists and orthodontists in the early recognition of the oro-facial manifestations of acromegaly. Methods A telematic questionnaire was administered to dentists and orthodontists. The questionnaire included photos with facial and oral-dental details and lateral teleradiography of acromegaly patients (ACRO). Results The study included 426 participants: 220 dentists and 206 orthodontists. Upon reviewing the photos, dentists most often observed mandibular prognathism and lips projection, while orthodontists also reported the impairment of relative soft tissue. Orthodontists, who usually use photos to document patients’ oral-facial characteristics, paid more attention to oral-facial impairment than dentists. During dental assessment, 90% of the participants usually evaluated tongue size and appearance, diastemas presence, and signs of sleep impairment (mainly orthodontists). Orthodontists were also more able to identify sella turcica enlargement at teleradiography. A total of 10.8% of the participants had ACRO as patients and 11.3% referred at least one patient for acromegaly suspicion. Conclusion The study highlighted dentists’ strategic role in identifying ACRO. Increasing dentists’ awareness about acromegaly clinical issues may improve early diagnosis, potentially resulting in an increased quality of life and decreased mortality among ACRO.

This paper is aimed at discussing the strategic role of school (madrasah) in the country. Madrasah is one of the Islamic educational institutions that have an important role for the development of Islamic education in Indonesia. Madrasah is a place to galvanize the mental, moral, and spiritual of the young generation to educate students to be useful beings for the religion, state, and nation. Private Madrasahs as one of the Islamic Education Institutions in Indonesia have a strategic role in the participation of the nation's intellectuals. In the next developments, private madrasahs face complex issues. In one hand, there is a demand to improve the quality in order to compete with state Islamic education institutions and public schools, but on the other hand, the attention of the government, both central and local, to Islamic educational institutions is still low, even they are still placed not as the main class, but the second class of education institutions. The Ministry of Religious Affairs, which became the central policy, began to formulate serious efforts to improve the quality of madrasahs, such as through the Ministry's Strategic Plan.

This article investigates the efficacy of Digital Learning implementation in SFH policy from teachers' viewpoints. The outbreak of the COVID-19 pandemic in Indonesia in mid-March 2020 required the Government to take a decisive step in the form of Study from Home (SFH). The policy was aimed at preserving the quality of students' mental and psychological learning while socially and physically distancing. In this descriptive qualitative study, the interviews were conducted online with four teachers in various high schools in Bulukumba Regency, Indonesia. It was also supported by documents. This research found that teachers prefer to use WhatsApp and Google Classroom as the platforms to organize D-Learning. These applications are more comfortable to use, easy to access, and more familiar in their environment. Teachers perceive that D-Learning modifies the learning process so that it becomes more flexible. It also results in more autonomous learners. However, teachers are aware they are not yet ready to provide good technology-based material. They face difficulties in assessing students' progress from home. Students were also found to lack enthusiasm in responding to the learning content. Besides, inadequate facilities and infrastructure limit the students' access to D-Learning. As a result, D-Learning in SFH policy has not been effective for the students' cognitive and affective development and learning goals cannot be maximally achieved. Thus, it is suggested that the government support all efforts to adjust quickly to the D-Learning system's practice, such as by broadcasting more educational content through electronic media and publishing materials of pedagogical specialists for working in D-Learning environments.

Abstrak Dalam proses belajar mengajar peran supervisi kepala madrasah memiliki peran strategis dalam meningkatkan mutu pendidikan, di mana para guru didalam melaksanakan tugasnya merupakan ujung tombak dalam mensukseskan tujuan pendidikan nasional. Di dalam pelaksanaan proses belaajar mengajar para guru seringkali mendapat kesulitan,dan kesulitan itu akan terjadi kemandegan dan kegagalan sekaligus berdampak pada mutu pendidikan, peran supervisi atau supervisor memiliki peran strategis dalam memberikan layanan terhadap guru yang mendapatkan kesulitan atau terjadi penurunan dalam kompetensinya. Tulisan ini berfokus pada kepemimpinan kepala madrasah dalam peningkatan kinerja. Tulisan ini menggunakan metode penelitian kualitatif. Data-data yang sudah didapatkan kemudian dianalisa dengan menggunakan analisis data deskriptif. Kepemimpinan kepala madrasah dalam peningkatan kinerja guru menggunakan dua teknik yakni supervisi akademik berbasis pada individu dan kelompok. Pelaksanaan supervisi akademik teknik individu untuk meningkatkan kinerja guru di Madrasah Ibtidaiyah Sirajul Ulum Jatiurip Krejengan Probolinggo yaitu menggunakan teknik orientasi bagi guru baru, classroom observation dan individual converence, sedangkan pelaksanaan supervisi akademik teknik kelompok untuk meningkatkan kinerja guru di Madrasah Ibtidaiyah Jatiurip Krejengan Probolinggo yaitu menggunakan teknik rapat dewan guru, workshop/ lokakarya, bacaan terpimpin, buletin board dan karyawisata. Kata Kunci: kepala madrasah, supervisi akademik, kinerja guru, madrasah ibtidaiyah   Abstract In the teaching and learning process, the supervisory role of madrasah headmaster comprises a strategic role in improving educational quality, while the teachers in doing their tasks are seen as the lead in the efforts of achieving national education goals. In the implementation of teaching and learning process, most of the time teachers experience difficulties in which it causes stagnation and failure in improving as well as directly affecting the quality of the education itself. The role of supervision, or supervisor, possess a strategic role in providing services to teachers who experience difficulties or those who suffer declining competence. This paper focuses on the performance improvement of the leadership of the headmaster at madrasah. This paper used qualitative research methods. The data that has been obtained is analyzed by using descriptive data analysis. The leadership of Head master at Madrasah in improving teacher’s performance is done by using academic supervision techniques based on individuals and groups. The implementation of academic supervision technique within individual in improving teacher’s performance at Madrasah Ibtidaiyah (Islamic Primary School) Sirajul Ulum Jatiurip Krejengan Probolinggo is carried out by using orientation techniques for new teachers, classroom observations and individual conversions. Meanwhile, the implementation of academic supervision techniques within groups in improving teacher’s performance in Madrasah Ibtidaiyah Sirajul Ulum Jatiurip Krejengan Probolinggo is carried out by using teacher council meetings technique, workshops, guided reading, bulletin boards and field trips. As online learning resources increase exponentially on the World Wide Web, online students have difficulty choosing the most suitable and relevant learning material that meets their learning needs due to information overload. Online learning recommendation system is used to predict the preferences or ranking of learners' targets on learning objects for the purpose of generating recommendations. However, the Recommendation system is considered to lack the ability to resolve semantic interoperability issues with heterogeneous sources of information. The purpose of this study is to discuss the role of ontology in the development of recommendation systems in the online learning domain. There are four electronic journal databases selected as references, namely IEEE, Science Direct, Springer Link, and ACM Digital Library. This study obtained 9 articles that were synthesized to answer research questions. This study shows that the involvement of ontology for knowledge representation in the recommendation process can improve the accuracy and quality of recommendations and at the same time help to overcome the weaknesses associated with conventional recommendations.
