The article discusses the design and technology of using multi-stage cases in the process of implementing educational programs of higher education in the Economics areas of training. The author describes the possibilities of multistage case studies to increase the level of systematic nature of the generated knowledge and skills, accelerate their transformation into skills, obtain multiplicative educational effects, and prepare the student to perform a specific labor function. Multi-stage cases allow students to set larger tasks and formulate more complex tasks. The article describes characteristic of the content and organization of the multistage case study in the discipline "Accounting and Management Accounting" as well as the educational results in accordance with the norms of the Federal State Educational Standard and Labor Standard.

The article analyzes the resources of the modern higher education system in the direction of improving the quality of student training for professional activities, including the railway transport. Gaps in educational programs between professional disciplines (technological) module and general subjects modules of the basic professional educational programs of Federal State Educational Standard of higher education. The identity of the structure of professional and any other (cognitive, household, socio-cultural, etc.) human activity is determined. The connection between rational activity and technological thinking is established. The author substantiates the proposals for the development of educational disciplines of the professional module and the module of humanitarian disciplines, based on the formation of rational technological thinking on the design and implementation of activities, which can be based on the orientation of students’ individual work to finding solutions to problems for life-sustaining activities.

The article discusses the actual task of digital transformation of a university that is the automation of the processes of developing Basic Professional Educational Programs of Higher Education. It is these processes that largely determine and characterize the degree and depth of such a transformation, since they reorganize the activities of the main staff of the university. The experience of automation of the development processes of Basic Professional Educational Programs of Higher Education in the Belgorod State Agrarian University is analyzed. The necessity of using automation tools for the development and updating of the documentation support of the Basic Professional Educational Programs of Higher Education is shown.An approach is proposed for the automated formation of the content of the Basic Professional Educational Programs of Higher Education based on the Professional Standards according to the requirements of the Federal State Educational Standard 3++. The possibility of using for these purposes the new software product “Intellect Info: Educational Programs” (an extension of 1C:University PROF) is shown. The principles for the automated inclusion of the content of Professional Standards in the content of the Basic Professional Educational Programs of Higher Education are proposed, including the principles of taking into account the requirements of employers (labor market), formulating indicators of achieving professional competencies, automated preparation of work programs for disciplines, practice programs, programs of state final certification.The proposed approach to the formation of the content of Basic Professional Educational Programs of Higher Education based on the Professional Standards according to the requirements of the Federal State Educational Standard 3++ can be used by any university operating the 1C:University PROF system.

The article describes the results of testing new modules of basic educational master programs at the Moscow City Teacher Training University. The authors present quantitative and qualitative test characteristics of the modules of research master program, the formation of competencies as units of meaningful activities. The additions to working curricula of disciplines, practices and research were lit in the form of specified learning outcomes in four groups of competencies developed in the framework in the research master’s. The changes in the Federal State Educational Standard for Higher Education of the training direction # 44.04.01 «Pedagogical education» and «Order of organization and implementation of educational activity on bachelor, specialty, and master educational programs of higher education» are proposed. According to the testing results authors carried out correction of new modules of the research master's and a number of the measures directed on increase of efficiency educational programs implemented in the research master’s.

The article gives the information on the modern state of education in the group 20.00.00 — «Technospheric Security and Environmental Management». The attention is paid to the contribution of educational and methodological associations in the formation of the structure of modern multilevel education in Russia. The contribution of educational and methodological association to the creation of specialties and directions in the field of safety, protection of the environment and rational nature management and the creation of new state educational standards is indicated. The problems of the application of updated educational standards of the third generation are analyzed and ways of solving them by creating exemplary basic educational programs with compulsory sections for universities are suggested. The combination of federal state educational standards and exemplary basic educational programs forms the normative and recommendatory base for the further development of higher education, which ensures the unity of the educational space and the variability of education. The project of the updated federal state educational standard of the bachelor degree in the direction of «Technospheric security», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. This publication opens a series of publications of updated educational standards and approximate basic educational programs for the enlarged group of specialties and areas 20.00.00 — «Technospheric security and environmental management» with comments and methodological recommendations for their implementation and information on the practice of their implementation.

Purpose. The article analyzes the normative documents of the Ministry of Education and Science and the Ministry of Labor, which underlie the development of the basic educational curriculum for the new Federal State Educational Standard 3 ++ majoring in 20.05.01 “Fire safety”. The types of professional activity in the specified specialty are considered, the range of tasks is outlined when introducing an independent assessment of qualifications into the institute system of specialists training. The principle has been determined, which, if not observed, will result in the unbalancing of specialist program. Methods. Theoretical level methods were used within the framework of the research, in particular, analysis, as well as methods of the empirical level – description, comparison and testing. Findings. The research resulted in the development of a scheme for a two-stage education system in the implementation of the Federal State Educational Standard of Higher Education 3 ++, and the direction of specialization for a specialist program has been determined as well. Research application field. The results obtained will help to further develop the main professional educational curricula of a specialist program in two areas, in which graduates will be equally in demand. Conclusions. Taking into account the above said, the study will progress in developing a separate specialist program, aimed at the needs of the labor market in the field of fire safety (engineering, preventive and managerial personnel of the services providing fire safety in an organization).

The expansion of Russian education is now recognized as one of the newest challenges facing the modern system of Russian higher education in the framework of the implementation of the strategies “National Innovation System” and “Priority 2030”. In this regard, the experience of MGIMO, which established its first foreign branch in Tashkent, the Republic of Uzbekistan, in 2018, is interesting. The purpose of this research is to study the effectiveness of the introduction of CLIL elements in ESP training within the framework of spreading the influence of Russian education on the example of MGIMO-Tashkent. We consider the key requirements of the Federal State Educational Standard of Higher Education currently being implemented in domestic universities in the field of training 40.03.01 “Law”, furthermore, since we are dealing with an international education, we rely on the concept of European competencies, initially adopted in 2001 by the European Union (with subsequent amendments). We consider such concepts as: CLIL, ESP, EMI, cultural approach and conducted a brief analysis of their content. The accumulated experience of using CLIL and cultural approaches as the most progressive approaches to the implementation of education within the framework of the expansion of Russian higher education and the subsequent transition to EMI is analyzed. We present the English Language Department experience in the field of teaching ESP at MGIMO on the application of the CLIL approach as part of the expansion of Russian education (2nd semester of 2020/2021 of academic year).

The paper presents the concept, structure and features ofITMOUniversity’s independently established educational standard of a new generation. The standard has been developed on the basis of Federal State Educational Standard of Higher Education 3++, professional and international standards of engineering education, foresight forecasts of world scientific and technological development. The harmonious intellectual, cultural and moral development, as well as the formation of a professionally competitive personality is ensured by the implementation in the educational programs of the ITMO Code. TheITMOUniversityhas created mechanisms for the formation of actual requirements for the preparation of competitive professionals demanded at an international level. The authors propose the design and implementation system of the educational programs based on integration of the fundamental classical technical education, enhanced development of the universal, common and professional competencies, and extended implementation of the modern theoretical and applied practice-oriented researches, which are supported an active participation of industrial companies and research organizations in educational activities. An interdisciplinary content of educational programs together with orientation to individualization of education and introduction of advanced educational technologies including design, digital, network etc. provides a stable technology platform to achieve the standard requirements for learning outcomes.

The base of the quality improvement of higher education in the Russian Federation is in modern approaches to the education and upbringing of student youth. This provision also applies to physical education and sports. The modern requirements of the federal standard for the training process in the discipline “Physical Education and Sports” do not specify the means and methods of their implementation. This poses the problem for the teacher of a higher school to find accessible and effective means and methods of physical education of student youth, as well as to improve the elective environment of physical education. Purpose . Consideration and identification of distinctive features of elective disciplines in the field of physical education and sports, mechanisms for their organization and implementation at the modern stage of the development of higher education. Materials and methods . We analyzed the mandatory requirements for the implementation of educational programs of higher education, presented in the federal state educational standard of the third generation. Main results . We presented the pedagogical model of sports-oriented physical education in the organization of higher education and indicated the basic vectors of implementation of elective disciplines and the process of monitoring and accounting of student performance in elective disciplines. Conclusions . The elective environment of physical education is a set of subject-spatial, information-technological and socio-interactive conditions and opportunities created by the organization of higher education for the implementation of the student's individual educational route and its self-realization through physical education and sports. A necessary part of the process of physical training in the organization of higher education is the monitoring and accounting of student performance in elective disciplines.
