The dynamic development of market relations in Ukraine causes increased requirements for the staffing system of enterprises. Personnel management acquires special importance in enterprises belonging to the sphere of trade. Whereas in this sector there are specific labor relations, which are formed in accordance with a large number of types of trade; personnel in this area cannot be replaced by automated work; the human qualities of the employees are important. The conditions in which commercial enterprises operate today require a clear awareness of management that personnel management is one of the components of effective enterprise management. Modern conditions require changes in the basic requirements for employees; increasing attention is paid to the search for new approaches to building a personnel management system; Ukrainian companies adapt the experience of foreign companies. The activity of any enterprise is directly dependent on how competent the personnel policy is. Therefore, there is a need to find modern concepts of personnel management and approaches to improving personnel policy. The research of theoretical and methodical approaches to formation of concepts of personnel management is generalized, the tasks and the basic principles of their realization are specified. The preconditions for increasing the efficiency of the personnel of a trade enterprise are determined, the ways of applying effective motivation in increasing labor productivity are specified. The principles of formation of rational personnel policy of trade enterprises in modern conditions are investigated.

The article highlights the features of the management system of social and labor relations of the enterprise. For this purpose, a characteristic is given and the transformation of objects of management of social and labor relations of an enterprise is shown. The work also provides a brief overview of the key concepts of the theory of the firm, management of social and labor relations and the direct implementation of various enterprise management systems. The comparative characteristic of the system change is given: from the management of labor (human) resources to the management of the enterprise's human capital. It is shown that it is the management of the human capital of an enterprise that demonstrates its greatest efficiency in the transition to a knowledge economy.

Economic security of the enterprise is designed to ensure stable and continuous functioning of the economic entity. The study of the state of economic security is one of the key factors for enterprises, as the level of its security depends on the financial condition. The purpose of personnel management in the system of economic security of the enterprise is to find ways to minimize risks and threats to employees. Ensuring economic security is one of the most important problems faced by enterprises. The overall system of integrated enterprise management is closely related to security and personnel management. The article examines the main threats and factors affecting economic security, as well as measures to improve the system of protection of the organization, the factors affecting the external and internal environment, measures for the organization of economic security in the enterprise, developed a methodology for assessing the personnel management system to make effective management decisions.

The article analyzes the social and labor processes occurring in the hospitality industry. The general algorithm of transition to the new personnel management system of innovative type for the company in the field of hospitality is investigated. Regularities of innovative development of personnel management systems at a typical enterprise in the field of hospitality and their characteristics are revealed. The following steps for the transition to a system of "human resource management" are proposed: the formation of the principles of social partnership; creation of differentiated subsystems that are focused on individual social groups; decentralization of personnel management and transformation of the relevant specialized service into a consulting and methodological one with some integration into other enterprise management systems; development of forms of relations that allow investing in staff development; development of motivational bases of management, formation of collectives focused on creativity and self-organization.

The article analyzes the current HR of the local healthcare organization. There was carried a SWOT-analysis of personnel management has been out, disclosed the main problems of the management system of a medical institution. Development strategies and an algorithm for improving personnel policy are formulated in order to increase the efficiency of management and the quality of medical care to the population.Purpose of the study. Is to analyze the current personnel policy, SWOT-analysis of personnel management, develop a strategies and set of practical recommendations for improving the management system of a public health institution while ensuring high quality medical services to the population.Materials and methods. An analysis of the personnel policy in a phthisiatric institution (Makeevka Municipal TB Dispensary, Donetsk region) was carried out, the heads of the main structural divisions were questioned. The analysis results are structured using the SWOT scale.Results. Based on the results of the sociological survey, the main advantages and disadvantages of personnel policy were identified, a SWOT analysis matrix was drawn up, and strategies for the development of a budgetary healthcare institution were developed. The breakthrough strategy is based on improving the material and technical base, attracting funding and investment, increasing the speed and quality of TB care at the regional level using information technology, while the survival strategy is based on increasing the income of health workers, social protection, improving working conditions and developing personnel motivation systems. The main recommendations include increasing the number of employees, creating a strategy for the formation of qualified personnel, improving the quality of the working environment, creating a favorable psycho-emotional climate, and developing an effective system of incentive payments.Conclusion. The medical industry is in dire need of modernization in order to improve personnel processes, financial, economic and regulatory support. The conducted research and developed recommendations will have a beneficial effect on the achievement of the main strategic goal - improving the health and quality of life of the population of the state.

The article considers the approaches of modern researchers to the study of personnel management system. It is difficult to disagree with the fact that in many organizations the system of work with personnel, namely the structure of professional and job promotion of employees in accordance with their business and personal merits, qualitative composition and level of wages of employees do not meet the objectives of the formation of personnel policy. Correctly developed strategy of personnel management will help to eliminate the problem.

Introduction. The transition to the digital economy and rapid development of information technologies actualize the task of companies to find new models of business management. The formation and development of the digital strategy integrated with business and HR strategies becomes prerequisite for ensuring the stable competitive position of enterprise in the market due to its transformation into the technological one. Personnel management is a dynamic subsystem of any enterprise, and qualitative rethinking of human resources management methods and technologies entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitization on this area of management. The purpose of the paper is to study the features of personnel management of enterprises on the basis of digitalization. Results. Important aspects of digitization impact on enterprise personnel management are shown. It is focused the attention on the transformation of the most important subsystem of enterprise management – the system of personnel management under the influence of the digital economy. At the junction of digitalization and personnel management, a new form of management arises – digitalized personnel management. The main theoretical provisions of digitalized personnel management are considered, its principles, influence on the internal environment and the labor market as a whole are indicated. Conclusion. Personnel management is the most dynamic subsystem of the enterprise, and a qualitative rethinking of methods and technologies of personnel management entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitalization on this area of management. Transformation of personnel management processes under the influence of digitalization is inevitable due to the evolution of enterprise management in general and it is a positive event, because entails increasing efficiency and shifting staff employment to more creative professions, which require unique knowledge, skills and abilities. Undoubtedly, such qualitative transformations will affect not only the internal environment of the enterprise, but also the labor market as a whole and in connection with it the education system. To achieve the positive effect of such transformations, comprehensive work is needed to implement them both at the level of individual enterprises and at the level of the national economic system. Modernization of personnel management methods may require significant investment in technology and communication, but the consequences of non-compliance with consumer experience can be significant not only for the reputation, brand, involvement and retention of employees, but also to achieve the key purpose of the enterprise.

The management conditions of enterprises during the years of independence are marked by a high level of turbulence, which requires leadership to form and implement in the management system of modern methods and approaches that will ensure flexibility, innovation and efficiency of all business processes of any enterprise. Modern market relations require, first of all, to pay attention to such issues as the competitiveness of the enterprise, its goods or services, which gives the ability to gain and maintain market share.. Under such conditions, one of the key areas of survival and further success of the enterprise is its positioning for the consumer, creating its own customer base, which will provide the necessary sales volumes. Thus, the role of effective marketing is gaining importance every day, although what shapes the effectiveness of marketing is constantly changing under the influence of the external environment. That is why, the article examines the theoretical and methodological aspects of the organization and implementation of marketing management in enterprises. The specifics of the concepts of "marketing governance" and "marketing management" are studied. The components of marketing management systems of modern enterprises with their functional content are revealed. Based on previous research, the principles of forming a marketing management system of modern enterprises, found on a systematic approach using adaptive levels of implementation of "marketing management in enterprises". Also, a number of key concepts concerning the researched process were defined: the basic directions of realization of modern marketing management at the enterprises are revealed. The general set of basic principles of organization and implementation of "marketing management" at modern enterprises is given and the basic approaches concerning the organization of marketing management at the enterprises are defined. To sum up, the application of the marketing approach in the management of enterprises allows to determine the needs of consumers and ways to meet them, and to coordinate the work on enterprises in such way as to meet the identified needs as well as possible, forming a positive dynamics of modern enterprises.

The purpose of the article is to analyze the system of personnel evaluation and management at the agricultural enterprise, as well as to improve the evaluation of the personnel management system of the researched enterprise. The subject of the research is the process of improving the system of personnel evaluation at the enterprise and the development of recommendations on methods of selection and retention of personnel at the researched enterprise. The method of analysis, synthesis, generalization, systematization is used in the article. The analysis and assessment of the existing personnel management system at the agricultural enterprise is carried out, namely the management system is studied; the analysis of economic indicators of efficiency of activity of the organization is carried out; personnel policy is analyzed; the composition of personnel efficiency at the enterprise is estimated; Personnel policy is analyzed and problems in the personnel management system are revealed (the main problems are the lack of personnel reserve and material and intangible incentives for employees of the enterprise). It was also proposed the most effective measures to improve the evaluation system of personnel management, to eliminate problems in this system through the introduction of the method of 360o certification. The analysis revealed a number of problems in the system of organization, selection, evaluation and management of personnel, which proves the need for innovation. The introduction of this change is profitable and justified.
