Pusdatin of the Ministry of Public Works and Public Housing is an institution that manages data and information to support management within the ministry of public works. This research was conducted to evaluate the maturity of agencies prior to conducting an external audit of ISO 27001: 2013 certification. The method used in this research is PDCA (Plan-Do-Check-Act) using our index and ISO 27001, the technicality of this research starts from a check for analysis of current conditions, Act is carried out for assessment of the WE index, Plan compares our index results with ISO 27001, and Do control recommendations for improvement. The results of this evaluation show that PUSDATIN stopped at level I + in yellow area and overall PUSDATIN stated, "Needs improvement". In conclusion, Pusdatin is not ready for an external audit of ISO 27001: 2013 certification. The aforementioned results form the basis for the recommendations made from the findings of the WE index and compared with the ISO 27001 control.   Index Terms—audit keamanan informasi; indeks KAMI; ISO 27001:2013; tingkat kematangan SMKI

The study was conducted at the Ministry of Public Works and Public Housing Snvt Provision of Housing in Riau Province. The aim is to find out the direct effect of educational background and selection, on the competence and performance of field workers with supervision as a moderating variable. This study took a sample of 128 people. The variables used are educational background, selection, competence and performance and supervision. Data were analyzed using multiple linear regression analysis methods operated through the SPSS program. The results showed that there was an influence of educational background and selection on the competence of field workers. And simultaneously there is an influence of educational background and selection on competence. And there is an effect of competence on performance which is moderated by supervision. The better the supervision, the competence of field staff will increase.

Developer as seller and/or marketing agency often promising everything to buyers related to the flats settlement process, can be regulated in Sale and Purchase Engagement Agreement (hereinafter referred as “PPJB”) accordance with Article 43 of Law Number 20 of 2011 concerning Flats (hereinafter referred as “Flat Law”) and Regulation of Minister of Public Works and Public Housing Number 11/PRT/M/2019 concerning the Preliminary House Sale and Purchase Agreement System (hereinafter referred as “Ministerial Regulation of PUPR No. 11/PRT/M/2019”). The purpose of this research is to analyse the basis of validity of the Akta Pemberian Hak Tanggungan (Security Title Provision Deed, hereinafter referred as “APHT”) on the Building Rights Certificate of the Flats (hereinafter referred as “HGB”) after the PPJB has been implemented, and to analyse legal protection for buyers when the certificate of HGB is guaranteed after PPJB is carried out. The research has been determined that PPJB has classified as a conditional engagement because it has regulated the points of the agreement and has a legal consequences. The seller/developer who will enact the object of PPJB as a guarantee, basis of validity an APHT at certificate of HGB’s Flats after regulated a PPJB have to qualify Article 11 of UUHT and pay attention to the provisions of Article 10 paragraph (3) alphabet d of Ministerial Regulation of PUPR No. 11/PRT/M/2019. Legal protection for buyers is a preventive legal protection and repressive legal protection.Keywords: Validity an APHT; Certificate of HGB’s Flat; PPJB; Legal Protection for Buyers.Developer sebagai penjual dan/atau agen pemasaran sering kali menjanjikan segala sesuatu kepada pembeli terkait proses penyelesaian rumah susun, dituangkan dalam perjanjian pengikatan jual beli (PPJB) sesuai Pasal 43 Undang-Undang Nomor 20 Tahun 2011 tentang Rumah Susun (UU Rumah Susun) dan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 11/PRT/M/2019 tentang Sistem Perjanjian Pendahuluan Jual Beli Rumah (Permen PUPR No. 11/PRT/M/2019). Penelitian ini bertujuan untuk menganalisis dasar keabsahan akta pemberian hak tanggungan (APHT) atas sertipikat hak guna bangunan (HGB) pada rumah susun yang telah dilakukan PPJB dan menganalisis bentuk perlindungan hukum bagi pembeli apabila sertipikat HGB pada rumah susun dijaminkan setelah dilakukan PPJB. Dalam penelitian ini ditemukan bahwa PPJB digolongkan sebagai perjanjian bersyarat karena sudah menyentuh pokok-pokok perjanjian dan telah menimbulkan akibat hukum. Penjual/developer yang akan menjadikan objek PPJB sebagai jaminan, dasar keabsahan pembuatan APHT atas sertipikat HGB pada rumah susun yang telah dilakukan PPJB harus memenuhi ketentuan Pasal 11 UUHT dan memperhatikan ketentuan Pasal 10 ayat (3) huruf d Permen PUPR No. 11/PRT/M/2019. Bentuk perlindungan hukum bagi pembeli satuan rumah susun dapat berupa perlindungan hukum preventif dan perlindungan hukum represif.Kata Kunci: Keabsahan APHT; Sertipikat HGB Pada Rumah Susun; PPJB; Perlindungan Hukum Pembeli.


In recent year with the intensive use of the information technologies, data security has been turned into a critical and important issue in organizational management. Various Standard and rules are there for the security of Information, for example, ISO/IEC 27001, ISO/IEC 27002. However, organization face different challenges for implementing the standard. In this paper, we present the status of the ISO/IEC 27001 execution process in a Small and Medium Sized Enterprise. By executing ISO 27001, organization got the chance to prove authenticity and show the clients that the organization is working according to recognized best practices. It helped the organization "IKSC Knowledge Bridge Pvt Ltd." in reducing cost, risks, and increases the brand value. The outcomes obtained conclude not just the need to think about the technical, legal aspects of organization but also those related to people like training, knowledge, create awareness, to achieve a successful management of information security

One of the efforts to support the management of archives in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra is to create an archival application system that can be operated via a computer network, with the aim of increasing the acceleration of the search service process for an archive. This research is: 1) To find out what are the obstacles faced in the archive management system in the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 2) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 3) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra. This type of research is qualitative research. Qualitative research is research that intends to understand the phenomena experienced by research subjects (such as behavior, perception, action, etc.), holistically, and by means of descriptions in the form of words and language, in a specific natural and natural context. by utilizing various natural methods (Moleong, 2012;: 87). Informants are people who are used to provide information about the situation and conditions of the research background. So he continues to have a lot of experience in the research setting. As a team member with kindness, volunteering can provide views of values, attitudes and culture, which are the background for local research (Moleong; 2012: 90). The types of data are primary data and secondary data collected through interviews, observation and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: recording or distribution of archives in the General Bureau of the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province uses several types, namely the Electronic Service Manuscript System (TNDE) and the outgoing mail agenda book. The conclusion that can be drawn is the dynamic archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province in the aspects of creating and receiving archives, storing, maintaining, and shrinking, namely: in terms of creating and receiving archives, they have followed the existing archival provisions The most frequently created and received dynamic archives are correspondence records (letters). The archive storage system used at the General Bureau is the Electronic Service Manuscript Administration (TNDE) system. This TNDE system is so that letter data will be stored in a centralized database management system, making it easy to maintain data. The search for the TNDE system cannot be done automatically in the access feature in the system. For archival maintenance, the implementation of fumigation is carried out twice every year. In the context of shrinking the archives, there is an alternating dynamic archive assessment team. Archive shrinkage is in accordance with the Archive Retention Schedule (JRA), archives that have passed JRA will be immediately destroyed by burning. Suggestions include the implementation of a good archive management system at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra, it should be equipped with supporting facilities and infrastructure.

This study discusses the implementation of murabahah contracts on mortgage financing in the Parepare Islamic state savings bank. That the BTN Syariah bank is a unit of conventional Bank BTN which raises doubts about mortgage financing, whether or not it has implemented murabahah contracts in mortgage financing or not. As recommended by the DSN fatwa and Indonesian banks. This study aims to determine the implementation of the murabahah contract on mortgage financing at the Parepare Syariah State Savings Bank. The results of this study indicate that: (1) the financing mechanism for mortgages at Bank BTN Syariah Parepare is in accordance with the rules of banks and government, the rules governed by the government are the rules regarding subsidized mortgages stipulated in PermenPUPR Number 21 / PRT / M / 2016 concerning convenience and or assistance in obtaining houses for low income people. PermenPUPR Number 26 / PRT / M / 2016 concerning changes to the ministerial regulations on public works and public housing number 21 / PRT / M / 2016 and PermenPUPR Republic of Indonesia Number 425 / KPTS / M / 2015 concerning limits on house selling prices that can be obtained through credit or financing of prosperous home ownership. (2) Implementation of murabahah contract at BTN Syariah Parepare bank, terms and conditions are in accordance with the principle of murabahah contract, murabahah contract has not implemented well on mortgage products at BTN Syariah Parepare bank due to the existence of murabahah contract elements which are not in accordance with the fatwa of the board national sharia-MUI. The element of the murabahah contract that is not in accordance with the DSN-MUI fatwa is the down payment and rescheduling. The elements of the murabahah contract are in accordance with the DSN-MUI fatwa, namely discounts, settlement of accounts receivable, fines and accelerated repayments.

The Ministry of PUPR is the Ministry in charge of public works and public housing through the Housing and Settlements program, which is an obligation that must be held by the Central, Provincial and Regency / City Governments, related to basic services. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. The conclusion of the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Padang Laweh District in 2019, first, information is very important for the community, secondly there must be human resources, third there must be knowledge in policy making and fourth there must be a Standard Operating Procedure (SOP) in implementation.

The main purpose of information security is maintaining information assets that are owned by an organization, such as confidentiality, integrity, and availability (known as CIA). In maintaining information assets, a company usually manages information security by making and implementing an Information Security Management System (ISMS) policy. A widely used and applied ISMS policy in Indonesia is ISO/IEC 27001 (International Organization for Standardization/International Electrotechnical Commission). Indonesian telecommunications company PT ABC has implemented the ISO/IEC 27001:2013 standards and procedures. The company conducts an audit once a year to maintain the level of compliance with ISO/IEC 27001:2013. However, only a few people are involved in conducting audits, and it is still unknown how many employees are aware of the company’s information security. This research focused on assessing how much information security awareness exists within PT ABC. Questionnaires were distributed in two departments of the company: supply chain management and service delivery of the Jakarta operations network. This research also examined company documents and surveillance audits in 2018. The employees were grouped based on their length of employment. The results of the questionnaires, with an error margin of 6%, were further compared with the results of the surveillance audit. Our data show that most employees who have worked at the company for more than six years understood and implemented ISO 27001 controls. Meanwhile, companies still need to socialize ISO to employees who have worked at the company for just one to two years.

Good asset management will contribute greatly to local governments, on the contrary if the management is bad it will also have a negative impact on the local government. Based on the background above, the researcher is interested in further analyzing the "Analysis of Optimizing the Management of Assets / Goods (State Property) in the Office of the Provincial Public Works Office of 2017-2018". Data were analyzed using validity and reliability tests for questionnaire data and Multiple Linear Regression analysis. From the results of the analysis of the results of the analysis and discussion of research on the optimality of asset management (State Property) at the Office of Public Works and Public Housing in Jambi Province which includes planning, implementation, as well as guidance, supervision, control, it can be concluded that the first hypothesis states that there is no influence significant between the planning of the optimal level of management of assets / goods (State Property) in the office of the Public Works and Housing Agency of Jambi Province in this study proved, because it does not have a positive and insignificant effect. The second hypothesis states that it has a significant influence between implementation of the optimal level of management of assets / goods (State Property) in the office of the Public Works and Public Housing Office of Jambi Province in this study is proven, because it has a positive and significant effect. The third hypothesis which states that has a positive and significant influence between the Development, supervision and control of the optimal level of management of assets / goods (State Property) at the Office of Public Works and Public Housing in the Province of Jambi in this study is proven, because it has a positive influence and significant.

Several articles of various legal provisions outside Statutory of Cultural Heritage No. 11/2010 concerning cultural heritage have mentioned the issue of incentives and compensation. The incentives and compensation here is given by the government when the public has an cultural heritage objects. The government provides relief by not imposing tax status to the communities that have cultural heritage in the form of sites or buildings. The purpose of this conceptual framework is to identify and recognize how the government seeks to pay attention to aspects of participating communities to protect and preserved cultural heritage. The approached adopted in this study is literature review, using Statutory of land and bulding tax No.12/1994 and the regulation of Public Works and Public Housing Republic of Indonesia No.1/PRT/M/2015 as the main source and some articles related to cultural heritage. The results of the discussion provide an illustration that the government is pursuing a legal product related to incentives and compensation to people who have ancient relics as an effort for the preservation of cultural heritage pertaining to the community.Beberapa pasal dari berbagai ketetapan hukum di luar Undang-undang Nomor 11 Tahun 2010 mengenai cagar budaya, telah menyebutkan dan mencantumkan perihal pemberian insentif dan kompensasi. Insentif dan kompensasi di sini diberikan oleh pemerintah ketika masyarakat memiliki suatu peninggalan purbakala. Pemerintah memberikan keringanan dengan tidak mengenakan status pajak kepada masyarakat yang memiliki warisan budaya/cagar budaya berupa situs atau bangunan. Tujuan dari kerangka konseptual ini adalah untuk mengenali bagaimana pemerintah berusaha memperhatikan aspek masyarakat yang berpartisipasi untuk melindungi dan menjaga cagar budaya. Pengumpulan data dilakukan melalui telaah pustaka, dengan menggunakan Undang-undang Pajak Bumi Bangunan Nomor 12 Tahun 1994 serta Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat RI Nomor 1/PRT/M/2015 sebagai sumber utama dan beberapa tulisan yang berkaitan dengan cagar budaya. Hasil pembahasan memberikan gambaran bahwa pemerintah mengupayakan sebuah produk hukum yang berkenaan dengan insentif dan kompensasi kepada masyarakat yang memiliki peninggalan purbakala sebagai usaha untuk pelestarian cagar budaya yang bersinggungan dengan masyarakat.

During its development, a house sale and purchase agreement made by the parties by a notary public creates rights and obligations as well as risks for the parties later. Before the agreement is agreed upon, the parties express their wishes or wishes so that the objectives of the house sale and purchase agreement are achieved, so that when the agreement is implemented, all of these rights and obligations must be fulfilled by the parties to fulfill each other's wishes. The House Sale and Purchase Agreement when viewed from the latest legal rules, namely, the Regulation of the Minister of Public Works and Public Housing (PUPR) of the Republic of Indonesia, issued a Ministerial Regulation (Permen) PUPR Number 11 / PRT / M / 2019 concerning the Preliminary House Buying Agreement System. This regulation was signed by the Minister of PUPR, M. Basuki Hadimuljono, on July 12, 2019. This regulation regulates the sale of houses or flats by developers to the community. The issues raised in this paper are how the legal protection for home buyers is based on the Ministerial Regulation (Permen) PUPR Number 11 / PRT / M / 2019 and what are the legal requirements that home developers must have in selling their products based on Ministerial Regulation (Permen) PUPR Number 11 / PRT / M / 2019. The type of research used is juridical normative, which is research conducted based on legal materials and by collecting data, studying books in the library and the laws and regulations related to this research. The results of research by developers or housing developers that are legal entities who sell single houses, row houses and flats that are sold to the community by means of cash or credit, in terms of credit, there are many problems caused in terms of payments, broken promises, and inadequacy of development.
