The appearanced of the peoples called “Supeltas" (Sukarelawan Pengatur lalulintas=Traffic Regulatory Volunteers) occurs along with the increasing number of queue vehicles that will turn towards the road. Supeltas itself is persons (not official from the government) who manage traffic flow expecting voluntari giffts from people passing through the road. Often, these activities broke the road rules and exacerbate existing congestion. The purpose of this study was to compare the performance of unsignalizes intersections between the existing and non-existent of "Supeltas" it self.             The requirement data needed are the primary data in the form of geometric data, traffic conditions, traffic and environmental conditions data, and secondary data in the form of population and location map. Traffic data collection is done using manual calculation for 2 periods on Tuesday, Wednesday and Thursday at 06.30-08.00 in the morning, noon 12.00-14.00 and afternoon at 16.30-18.30 WITA for each condition of rush hours. The calculation refers to MKJI 1997.             The calculation results obtained by the degree of saturation (DS) without the "Supeltas" amounting to 1,816 and with the provision "Supeltas" of 1,525, this DS value exceeds the IHMC ( Indonesian Highway Manual Capacity) previsions 0,75. It can be concluded that the existence of "Supeltas" made a positive impact to reduce the number of DS where it decreased 16.02%.

The unsignalized intersection which is located in Cileungsi District, precisely on Jalan Cileungsi Setu and Jalan Raya Narogong, is a commercial area with dense economic activity and densely populated settlements. As a result of the dense activity, congestion occurs due to the large number of vehicles passing the road, especially during peak hours, namely the morning and evening. Seeing this problem, an analysis is needed that aims to determine the volume, performance of roads, and unmarked intersections as measured by capacity, degree of saturation, and level of service.  In analyzing this study using the Indonesian Road Capacity Manual (MKJI) 1997 method which will determine the performance of roads and intersections without signs. The data needed in this research are primary data in the form of geometric road data, traffic volume, vehicle speed data, and side friction. As well as secondary data in the form of location maps, land use, and population data. From the results of data analysis and processing, the busiest traffic flow at the intersection occurred on Sunday, November 15, 2020 at 17.30 - 18.30 WIB, the saturation degree value was 1.17 with LOS F. By doing an alternative solution, the saturation degree value was 0.68 and LOS B with placing signs are prohibited from stopping around intersections, and prohibiting the flow of traffic turning right either from the main road D to the Minor C road or from the Minor C road to the main road B. On Jalan Raya Narogong, the degree of saturation is 0.74 LOS C service, this shows that the road sections do not exceed the figure required by MKJI 1997, namely ≤ 0.75.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

Traffic volume in Semarang City has increased every year due to the increasing number of vehicles. Congestion that occurs at the T-junction intersection Jl. Brigjen Sudiarto - Jl. Majapahit is one of the impacts of high traffic growth and the traffic system is not functioning properly. By considering the geometric conditions of the road, traffic volume, side obstacles and the intersection environment which is a commercial area, it is necessary to analyze the cause of the congestion at the intersection. The research conducted was to conduct a field survey to obtain primary and secondary data which are then processed using intersection management. Planning uses the 1997 Indonesian Road Capacity Manual (MKJI) and uses the Excel 2013 program to process traffic data. Traffic data is obtained from recording the number of vehicles in the field for 3 days (April 29, 01 and May 4, 2019) during peak hours and presented in the form of a vehicle data table, then the behavior of the intersection can be analyzed. From the analysis results obtained value of the degree of saturation (DS) at the intersection of Jl. Brigjen Sudiarto - Jl. Majapahit 0.991. This value has exceeded the required value by the 1997 MKJI, DS ≤ 0.85. The analysis shows that the average traffic delay is 141,320 sec / pcu, so this intersection has a Service Level (LOS) F (> 60).

  Ekonomi kreatif merupakan salah satu sektor yang diharapkan mampu menjadi kekuatan nasional dan provinsi Banten dengan kontribusi terhadap PDB meningkat dari tahun ke tahun. Diperlukan pemetaan terhadap potensi dan prioritas sektor industri kreatif di provinsi Banten untuk menentukan rencana aksi dan strategi pengembangan. Penelitian ini bertujuan untuk menganalisis potensi dan prioritas industri kreatif skala kecil dan menengah di Provinsi Banten melalui indikator indikator yang bersifat kualitatif. Penelitian menggunakan metode diskriptif kualitatif dengan melakukan survei terhadap pelaku industri kreatif di provinsi Banten. Data primer diperoleh dengan metode wawancara, dan kuisioner sedangkan data sekunder diperoleh dari data yang relevan dari sumber lain seperti BPS, Disperindag dan studi literature. Analisa data menggunakan Analytical Hyrachy Process (AHP) merupakan pendekatan pengambilan keputusan yang dirancang untuk memberikan solusi dari permasalahan yang menyangkut kriteria yang bersifat komplek, menentukan prioritas pilihan-pilihan dengan banyak kriteria, dan menentukan model alternatif untuk menyelesaikan bermacam-macam masalah. Hasil perhitungan AHP dengan penyilangan Kriteria Prioroitas dengan Prioritas Subsektor Ekraf, didapatkan angka 0,496243386 pada posisi pertama untuk Kriya, 0,404603175 untuk subsektor Fesyen pada posisi kedua dan 0,099153439 untuk Subsektor Kuliner pada posisi ketiga. Ketiga Subsektor Ekoomi kreatif ini menjadi Sub sektor yang paling dominan dipilih oleh responden dan posisi peringkat diatas menjadi gambaran bagi pemerintah untuk memberikan stimulus lebih pada subsektor yang ada dan menjadi kekuatan utama sektor industri kreatif skala kecil dan menengah di Banten.   The research objective is to mapping the potential and priority of small and medium the creative industry in Banten Province through indicators with qualitative approach.  Research used qualitative descriptive methods by conducting a survey of creative industry actors in Banten province. Primary data was obtained by interview method, and questionnaire while secondary data was obtained from relevant data from other sources such as BPS, Disperindag and literature study. Data analysis using the Analytical Hyrachy Process (AHP) is a decision-making approach designed to provide solutions to problems involving complex criteria, determine priorities with multiple criteria, and determine alternative models to solve various problems. AHP calculation results by crossing the Priority Criteria with the Subsector's Priority Ekraf, obtained the number 0, 496243386 in the first position for Kriya, 0.404603175 for the Fashion sub-sector in the second position and 0.099153439 for the Culinary Subsector in the third position. The three subsectors of this creative economy become the most dominant subsector chosen by the respondents and the ranking position above becomes a picture for the government to provide more stimulus to the existing sub-sector micro, small and medium creative Industry sector in Banten Province.

The intersection of Jl. Perjuangan – Jl. Veteran is located in Martapura City, Banjar Regency, South Kalimantan Province. At this intersection there are only cautionary street lights or yellow lights, then the Intersection condition which is the road to residential areas, schools, shops, and traditional markets to support the occurrence of traffic jams and accidents            Primary data or data taken from the field include geometric conditions, environmental conditions, side barriers, traffic volume at the Intersection of Jalan Perjuangan - Jalan Veteran Martapura City. Secondary data includes the number of residents in Martapura City and data on the growth of the number of vehicles. Furthermore, the data samples were analyzed using the Indonesian Road Capacity Manual (MKJI, 1997) to find out whether Intersection performance is still feasible or not. If the results of the analysis show that the Intersection performance is no longer feasible, it is necessary to solve the problem.               At the intersection, Jl. Perjuangan - Jl. Veteran, Martapura City, Banjar Regency, on a unsignal condition, obtained a degree of saturation (DS) of 0.76 and delay (D) of all intersections of 12.7 seconds / smp with the Service Level Index at B, which indicates that at the intersection still has good conditions. After forecasting analysis, it is found that in the 6th year the degree of saturation (DS) is 1.11 and the whole delay is 26.21 seconds / smp with the Service Level Index in class D where the intersection has reached a bad condition or must be done intersection management analysis. By analyzing the form of intersection management when applied with a signalized intersection, the alternative 2 phase proposal is the best which is seen from the degree of saturation and delay with the value of Degree Saturation (DS) 0.74 and Delay (D) 18,33 seconds / smp with the intersection service level becomes C.

Surabaya is the capital of the province of East Java and is the second largest city in Indonesia after Jakarta. As a city that will continue to develop, the mobility of the people is getting higher, as well as the progress of the current means of transportation which is increasing, causing traffic problems, one of which occurs at intersections. One of the intersections that will be reviewed is the Raya Manukan intersection. This study uses the MKJI 1997 guideline, with primary data collection by means of traffic conditions survey and secondary collection, namely data on the number of vehicle growth from the Department of Population and Civil Registry of Surabaya City. This study aims to determine the performance of the unsigned intersection at the Raya Manukan intersection. With this research data, as well as from the results of traffic analysis at the Raya Manukan intersection with the boundary from the Amd Street Intersection to the Buntaran Street Intersection. From the calculation results, it is obtained that the intersection capacity is 3750.9 pcu / hour, with a degree of saturation value of 0.8254. From the results of the analysis, the calculations that have been carried out have not been able to reach the desired degree of saturation value, which is as suggested by MKJI 1997.Therefore then an alternative is made with road widening engineering and produces a saturation degree value of 0.7493, so that the road widening on Raya Manukan Kulon is the best alternative in solving the capacity problem of Intersection Manukan.

The road that is located in the City of Satui is a road that connects cities that are large in the South Kalimantan, the road is often used by mining trucks. From these conditions, there will be a high movement of people, goods, and services. For this reason, it is necessary to conduct a review to determine the performance of the road.The location in this study is on A.Yani Street, City of Satui, South Kalimantan. On this road, there is a part of the road that has a median and does not have a median. Data collected from the results of traffic surveys are primary data which includes geometric data, traffic volume data, and traffic speed data. Secondary data which includes an overview of the study area. The data obtained are then grouped according to the composition of the vehicle. Then the data is made into hourly traffic data to get volume, speed, and density. The data obtained was analyzed to obtain capacity, the appropriate relationship model, and performance changes between roads.The results of data analysis on A.Yani Street, City of Satui are the maximum volumes obtained on the road with a median of 468,75 amp/hour while those on the road without the median are 421,51 amp/hour. The maximum density obtained on the road with a median of 133,67 SMP/km while on the road without a median of 55,86 SMP/km. The maximum speed obtained on the road without the median is 129,2 km/hour while the road with the median maximum speed is 60,87 km/hour. The corresponding equation for A.Yani Street, the City of Satui on the road with the median is the Underwood model, y =   61,161e-0,048x with the R-value of 0,90675 while the road without the median is the Greenberg model, y = -20,41ln(x) + 82,208 with an R-value of 0,90161.

Law No. 32 of 2004 on Villages that gives villagers the opportunity to organize and take care of their own households, which is organized by promoting the principles of democracy, participatory, equalization, justice and paying attention to the potential diversity of the region is the starting point of the development change from the periphery. And strengthened by government policy in 2015 the government issued the Village Fund policy, which was marked by the publication of PMK No.49 in 2016. The reforms are a form of seriousness from the government in trying to build the country through the village. But the goodwill is certainly not all can run in accordance with expectations given the competency conditions of human resources and various conditions. Therefore, in this study will evaluate the success of the use of village funds that have been given by the government, whether it has a positive impact on the community economy. This research will be conducted in Pelepat Ilir sub-district with case studies in Maju Jaya Village and Tirta Mulya using quantitative and qualitative descriptive methods. While the data used is primary data and secondary data obtained from interviews, questionnaires and literature from the village. The analytical tools used in this study are models of effectiveness, average difference testing and SWOT analysis. With the ultimate goal of wanting to get the results of the evaluation of the successful use of the Village Fund. The results showed that judged to be successful in the management of village funds, this was shown with an effectiveness rate reaching 100 percent (very effective). Furthermore, the use of Village Funds also has an impact on improving public services and health services but has not had an impact on improving the community economy.

Lhokseumawe City has several roads, including: Medeka Street, Trade Street, Suka Ramai Street and others. This road is one of the local roads with a length of 0.56 km which has an important role in supporting the development of the trade and services sector in the region. However, improper use of parking spaces and street vendors causes traffic jams along most of the road. This research was conducted to find out how much the influence of side obstacles that cause disruption of road traffic flow so that the performance of the road is not in accordance with the requirements. This road performance analysis uses the Indonesian Road Capacity Manual (MKJI) method, Permen PU No. 19 of 2011 and Permen No. 34 of 2006 concerning roads. There are two data needed in this research, primary data and secondary data, primary data needed are side barriers, data recorded on observations are pedestrians (PK), vehicle parking (PK), In and out of vehicles (KM) and vehicles running slow (TOS). While for secondary data the data needed is a location map, Qanun number 1 of 2014 concerning the Regional Spatial Planning (RT / RW) of Lhokseumawe City. From data collection and processing for three days, namely Sunday, Monday and Thursday, the highest data was obtained on Monday, 10 September 2018 at 17:30 - 18:30 West Indonesia Time, namely the side barriers on all observation days were very high.

Jalan Martapura Lama is an alternative road connecting Banjarmasin, Martapura and Banjarbaru city and it is under the administration of Banjar Regency. The existence of Sungai Lulut Market in Kilometer 05 consistently causing congestion to the area, especially during peak hours. The purpose of this study is to determine the impact of market activities on the performance of Jalan Martapura Lama KM 05 indicated by the degree of saturation (DS) and the value of the level of road service. The method of primary data collection was by conducting traffic surveys and measuring geometric conditions in the site manually on Tuesday to Thursday, 06-08 February 2018 during the morning rush hour (07.00-08.00 a.m), the noon hour (12.00-14.00 p.m) and afternoon rush hour (16.00 to 18.00 p.m) while the secondary data was obtained from the internet. The calculation refers to Indonesian Highway Capacity Manual (MKJI) 1997. From the calculation results it can be concluded that the impact of market activities on the performance of Jalan Martapura Lama KM 05 indicated by the degree of saturation (DS) and the value of road level of service with the optimum DS is 0,68 with the value of level of road service is C on Thursday’s afternoon rush hour and the minimum DS is 1.34 with the value of level of road service is F on Wednesday’s morning rush hour. With a total frequency of occurrences and side friction class of 571 frequencies, the maksimum friction is incoming and outgoing vehicles on area alongside roads (EEVs) of 446 occurrences on Tuesday in the morning rush hour.
