Hydrological data is the data that became the basis of planning activities Water Resources Management (SDA) in the river area, such as irrigation building planning, water building, river management, flood control and others. Therefore, hydrological data needs to be managed into a geographic information system to provide accurate, true and timely SDA information for all interested parties. By knowing the position of climate observation post and rain station along with the climatic and rainy data, which can be observed by the public, it is expected that the control over the implementation of development can be done more openly. The results obtained from this research are digital map position of observation post along with climate data, water level and rainfall along with South Sulawesi Province that can be used by public, government, and educational institution that need location of station position and data recording climate observations, water levels and rainfall in South Sulawesi.

Floods can occur due to rising water levels due to above-normal rainfall, changes in temperature, broken embankments/dams, rapid snowmelt, obstruction of water flow in other places, and putting people at risk of annual disasters due to flooding. The purpose of this study was to obtain a more detailed description of hydrological conditions so that flooding in the Bandar Lampung urban area can be optimally managed or controlled. The method used in flood control research is the analysis of the calculation of the average rainfall in the watershed, and the calculation of the planned discharge. The results of the analysis show that the existing drainage channels that have been carried out for each channel point have dimensions that are not large enough so that they are not sufficient to accommodate water runoff. so that for a 5-year discharge of 28.058 m3/s, the dimensions of the channel are 3 m wide and 2.6 m deep and for a 10-year discharge of 30.609 m3/s, the channel dimensions are 3.1 m wide and 2.7 m deep.

In the era of globalization, adopting the concept of business marketing to face competition among educational institutions is something that cannot be avoided. The public demand for high-quality education, satisfactory customer service, and school’s resources become the basis of consideration for the educational institution in determining its marketing strategy. Optimal educational resources management and institution’s ability to communicate with customers and communities are the keys to effectively implement educational marketing strategies. The purpose of this literature review is to obtain a thorough understanding of resource optimization in education marketing strategies as an effort to increase customer and maintain customer loyalty.

The development of sustainable model of aquaculture by applying Sato Umi concept within coastal area of Indonesia has expanded from the center of first experiment in the northern coastal area of west Java to central Java (western Indonesia) and Bantaeng in the South Sulawesi of central Indonesia. The similar program has also been proposed for Maluku Province in the eastern part of Indonesia. In the next 5 years, Indonesia is developing the Techno Parks Program in some areas, in which aquaculture and fisheries activities development on the base of Sato Umi concept in the coastal area are involves in this program. The development of Techno Parks are directed as a center application of technology to stimulate the economy in the regency, and a place of training, apprenticeship, technology dissemination center, and center business advocacy for the public. Hopely, Sato Umi concept that has a similar spirit with Techno Park can be applied to support the implementation of Techno Park program in Indonesia

Abstract The current worldwide water resources issue is one of the crucial matters to overcome obstacles to sustainable development. This problem, formerly tackled in a sectored manner, is now pointing towards an analysis directed to treating the watershed as a management unit, with regards to all dimensions of knowledge and, especially, to the public participation in the decision-making processes. As an alternative to measure its performance, it has been sought out to develop indexes aimed to measure its sustainability, but there is still a lack of the use of composed efficient methodologies that also enable public participation in decision-making. This research presents a methodology comprising 15 indexes for the calculation of the Watershed Sustainability Index (WSI), followed by the application of the PROMETHEE multi-criteria analysis method and the COPELAND multi-decision-maker method. The methodology was applied to evaluate the performance of subwatersheds of the Piranhas-Açu watershed, located in the Brazilian northeast semi-arid region. The performance ordering, obtained through the application of the methods, emphasizes that subwatersheds' performances are uneven. It can be noticed that the subwatersheds' performances are still far from ideal in relation to water resources management, even in the ones that displayed satisfactory index levels.

In order to meet the demand of emergency water supply in the northern region without affecting normal water transfer, considering the use of the existing South-to-North Water Transfer eastern route project to explore the potential of floodwater resource utilization in the flood season of Hongze Lake and Luoma Lake in Jiangsu Province, this paper carried out relevant optimal operating research. First, the hydraulic linkages between the lakes were generalized, then the water resources allocation mode and the scale of existing projects were clarified. After that, the actual available amount of flood resources in the lakes was evaluated. The average annual available floodwater resources in 2003–2017 was 1.49 billion m3, and the maximum available capacity was 30.84 billion m3. Then, using the floodwater resource utilization method of multi period flood limited water levels, the research period was divided into the main flood season (15 July to 15 August) and the later flood season (16 August to 10 September, 11 September to 30 September) by the Systematic Clustering Analysis method. After the flood control calculation, the limited water level of Hongze Lake in the later flood season can be raised from 12.5 m to 13.0 m, and the capacity of reservoir storage can increase to 696 million m3. The limited water level of Luoma Lake can be raised from 22.5 m to 23.0 m (16 August to 10 September), 23.5 m (11 September to 30 September), and the capacity of reservoir storage can increase from 150 to 300 million m3. Finally, establishing the floodwater resource optimization model of the lake group with the goals of maximizing the floodwater transfer amount and minimizing the flood control risk rate, the optimal water allocation scheme is obtained through the optimization algorithm.

In Canada, flooding due to the rise in water levels upstream of an ice jam, or the temporary exceedance of the flow and ice-carrying capacity of a channel upon release of an ice jam, has resulted in the loss of human life and extensive economic losses. Ice jam mitigation is a component of river ice management which includes all activities carried out to prevent or remove ice jams, or to reduce the damages that may result from an ice jam event. This paper presents a brief overview of measures to mitigate the damaging effects of ice jams and contains a discussion on their application to Canadian rivers. Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.
