From Bodhisattva Earth to Man-Made Meat Essence: Famine Foods in Late Qing, Nationalist and Maoist China

This article examines change and continuity in the selection, conceptualisation and state-sponsorship of 'famine foods' in late Qing, Nationalist and Maoist China. It employs as case studies the following severe famines that struck North China under three markedly different regimes: the North China Famine of 1876-79, the Henan Famine of 1942/43 and the Great Leap Famine of 1958-62. Continuities that cut across the three periods include the particular non-grain foods - beginning with tree bark and wild plants and extending to Bodhisattva earth (Guanyin tu) - consumed at the local level, and a tradition of elite involvement in identifying and endorsing items that could relieve starvation. The terms used to describe survival foods changed significantly, however, as did the rationale for promoting such foods. Moreover, as twentieth-century Chinese modernisers joined their Western counterparts in championing the use of science and technology to address food crises and other disasters, state-run health and scientific agencies played an increasingly active role in testing and promoting recipes for non-grain foods. This trend reached its zenith during the Great Leap Famine, when the government launched a 'food substitute' (daishipin) campaign that aimed to address food shortages without reducing grain quotas by encouraging the mass-production of food substitutes such as chlorella and artificial meat. This campaign can be understood as a sharp departure from Qing China's grain-centred famine relief policies, a radical extension of rhetoric and priorities laid out during the Nationalist period and a case of high modernism gone badly awry.

This research paper is the part of Research Project entitled “Impact of Elected Women Representatives in the Life and Livelihood of the Women in Rural Areas: With Special Reference to Tiruvannamalai District, Tamil Nadu” funded by University of Madras under UGC-UPE Scheme.The 73rd and 74th amendments of the Constitution of India were made by the government to strengthen the position of women and to create a local-level legal foundation for direct democracy for women in both rural and urban areas. The representation for women in local bodies through reservation policies amendment in Constitution of India has stimulated the political participation of women in rural areas. However, when it’s comes to the argument of whether the women reservation in Panchayati Raj helps or benefits to the life and livelihood development of women as a group? The answer is hypothetical because the studies related to the impact of women representatives of Panchayati Raj in the life and livelihood development of women was very less. Therefore, to fill the gap in existing literature, the present study was conducted among the rural women of Tiruvannamalai district to assess the impact of elected women representatives in the physical and financial and business development of the women in rural areas. The findings revealed that during the last five years because of the women representation in their village Panjayati Raj, the Physical Asset of the rural women were increased or developed moderately (55.8%) and Highly (23.4%) and the Financial and Business Asset of the rural women were increased or developed moderately (60.4%) and Highly (18.7%).

The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.

THE PORTUGUESE PARLIAMENTARY ELECTIONS OF 19 JULY 1987 initiated a profound change in the Portuguese party system and in the system of government. From 1974 onwards, Portugal had moved peacefully towards a democratic political system, enshrined in the 1976 Constitution. This evolution lasted about eight years and culminated in the revision of the Constitution in 1982. From 1982 onwards the present political regime has been a democratic one, coexisting with a capitalist economic regime attenuated by state monopoly in key sectors and by public companies which were nationalized between 1974 and 1976. It is also since 1982 that the system of government has been semi-presidential. There is pure representativeness as referendums do not exist at national level and have never been regulated at local level. But the government is semi-presidential in the sense that, owing to French influence, it attempts to balance Parliament with the election of the President of the Republic by direct and universal suffrage.

The purpose of this article is to identify the areas of environmental vulnerability by flooding in urban areas of the municipalities of Barra dos Garças - MT, Pontal do Araguaia - MT and Aragarças - GO; and demarcate the occupations in permanent preservation areas (PPAs) in the study area. The methodology uses variables such as time series of maximum quotas of the Araguaia River, from 1968 to 2014, the frequency of those floods, as well as the local level curves. From the junction of these data, it was stipulated the levels of environmental vulnerability by floods in five levels: very high, high, medium, low and very low. The results indicate that areas with very high vulnerability correspond to approximately 1,58 square kilometers which equals to 0.5% of the total area studied; the high vulnerability areas, have only 3.19 square kilometers, corresponding to 1% of the area; the medium vulnerability areas have 7.66 square kilometers, which corresponds to 2.41% of the area; low vulnerability areas, have 11.18 square kilometers of extension relating to 3.52% of the area; and finally the remainder of the study area was characterized as very low vulnerability. After this mapping, it was found by satellite imaging from Google earth software dated 2014, the main occupations in PPAs. The main uses and occupations refer to human activities related to tourism, as well as commercial, residential and industrial buildings. It was found that it is of salutary importance that the Government enforces the fulfillment of the restrictions set out in the Forest Code, preventing that more occupations occur in PPAs and areas subject to flooding. Moreover, the mapping of areas of flooding is also a tool for future public policies that aim to guide the recommended areas to urban expansion, as well as ordering the use and occupation of land by developing zoning.

Introduction. Pucioasa is one of the greater and sadly, almost forgotten balneological resort of Romania. Known since the 18th century, where it was discovered a record of this area on the Austrian map in 1791 with sulphurous streams, the healing waters of the “Pe Pucioasa” hill enters the therapeutic balneological circle when the first water analysis occurred – 1821-1828 by Dr. Trangot von Schobel. In 1878, Ion Ghica, a prominent figure in Romania at that time initiated the exploitation of 14 wells from the 30 known streams of sulphurous and ferruginous waters, thus obtaining enough healing mineral water for a capacity of 60 beds of the balneological establishment. Since 1841, the Resort developed, transformed into a Rehabilitation Clinic (1969) and the number of patients treated there increased from 20 in the beginning to 1000 patient per day. Many of the patients included foreign elite society members who came regularly to benefit from the waters’ healing properties, both external and internal cures, setting Pucioasa on a high level of not only balneology treatment, but also of balneological tourism. Matherials and methods: Studying local industrializations and water analysis, we concluded that there were many factors that contributed to the decline of this great and international renowned balneological resort. The first wrong step in this direction was made when building and extending de gypsum carrier, the peek being between 1970 and 1975, when the industrial forging process made the sulphurous streams to migrate, and the waters from the wells diminished in its sulphur and iron concentration. Another possible factor for the decline can be the modernisation of the medical world, development of anti-inflammatory drugs and modern medical equipment which reduced the need for the elite society to come a long distance for the balneological treatment. Results: Whichever of the reasons, the once prosperous Balneological Resort of Pucioasa fell into an unknown, unimpressive place, known and frequented only by the locals. The Rehabilitation Clinic still has 60 beds, which are occupied to the maximum each month, it still prospers on a local level, but lost its glory from almost a century ago. Conclusions: The Romanian general population and the government must take an interest to one of the many once prosperous balneological resorts in order to revive the national treasure of Romania which is balneology, which many of the developed European countries only wish that they can possess. The relation between performance measurement and accountability is already shown empirically and conceptually in literatures and researches. In 1999, The Government of Indonesia implemented performance accountability system as a periodic government institution accountability mechanism to give their responsibility on resources management, policy implementation based on their authority. The research consist four variables, Performance Measurement Mechanism, Instrument Quality, Organization capacity and Organization Accountability. Quantitative method used as research method with regression analysis which conducted at 28 local organizations at Bandung city, covered 161 respondents. This research conducted by conceptual framework of performance measurement by Moran (2013), Instrument quality by Van Dooren et al (2010) , organization capacity from Ingraham (2003) and Accountability concept by Koppel (2005.  Research result shows that organization accountability can be achieved if the performance measurement implemented correctly. Research conclusion is Performance Measurement Mechanism, Instrument Quality and Organization capacity are influence the Organization Accountability. The research recommendation is strengthening performance measurement implementation at local level through knowledge transfer and taking consideration on organization capacity to create compatible perofrmance measurement model based on characteristic organization.   Key Words: Performance Measurement, Mechanism, Quality, Capacity, Accountability, Public Sector

Pakistan is exposed to various natural calamities due to its geophysical condition and climatic changes. In addition, man-made disasters also pose a threat to human lives and properties which includes industrial and transport disasters including oil spills, civil unrest, wars and conflicts. Although it is not possible to stop or prevent natural disasters, but the negative impacts of natural disasters can be minimized through human efforts. The government of Pakistan has adopted participatory approach as part of its policy for disaster management. This research paper is based on the analysis of secondary data for reviewing the existing policies with emphasis on disaster risk reduction in pre and post disaster period. The paper concludes that participation of target community is indispensable for disaster risk reduction on sustainable basis. The article suggests that community should be meaningfully involved in disaster risk reduction efforts at the local level. In this connection the role of social workers is indispensable for disaster risk reduction on sustainable basis.

This paper studies the effect of digitalization on the perception of corruption and trust in tax officials in Africa. Using individual-level data from Afrobarometer surveys and several indices of digitalization, we find that an increase in digital adoption is associated with a reduction in the perception of corruption and an increase in trust in tax officials. Exploiting the exogeneous deployment of submarine cables at the local level, the paper provides evidence of a negative impact of the use of Internet on the perception of corruption. Yet, the paper shows that the dampening effect of digitalization on corruption is hindered in countries where the government has a pattern of intentionally shutting down the Internet, while countries that successfully promote information and communication technology (ICT) enjoy a more amplified effect.

The Australian Broadcasting Corporation is in the midst of significant change as a result of budgetary pressures from the government and the challenge of the oncoming digital age. Lack of funding and dwindling resources have forced the ABC to shut down many of its regional services and to outsource many of its formerly in-house productions. However, there do appear some ways in which the ABC might meet, as the rhetoric goes, "the challenge of the digital era". Traditionally, the role of the ABC has included the provision of comprehensive coverage of, and service for, the whole of Australia, including regions that would be economically unfeasible for commercial operations to penetrate. Recently, however, budgetary cuts have eroded this role substantially, with the axing of state based current affairs and the cessation of Radio Triple J's planned expansion into regional Australia. The Internet has provided a potential, if problematic, stop-gap solution, through the launch of the ABC's online news service. Internet based news solutions have few of the production-end overheads of the television service. There are no expensive studio set ups, no presenters, no cameras, just text that can be quickly keyed into the system and formatted for instantaneous, non-linear delivery. I should note at this point that currently, this "delivery" is in the passive sense of the word: users must search out the content and download it onto their machines. In Internet jargon, this is called "pull" technology. New technologies being developed promise to "push" the content automatically and directly to a user's computer. The ABC's implementation, taking advantage of all these benefits, is text-based, comprehensive, updated constantly, and easy to use. Currently, however, delivery of Internet-based content is tied to the existing phone network, and with most Internet service providers based in state capitals, regional Internet access is hindered by the cost of long-distance calls. The potential exists, nonetheless, for the ABC to achieve truly national coverage by methods that bypass existing structures. The planned shift by Australian TV networks to digital transmission has the potential to enable new possibilities for public broadcasting. A digital infrastructure could allow information and programming to be cheaply produced at the local level, then recompiled centrally and redistributed across the country. The convergence of computer and television will enable a greater variety of content to be sent to the home -- and, possibly, sent back out again in an altered form. Such a transformation of the way we experience television may well alter the concept of public broadcasting beyond recognition, if not render it obsolete. However, these possibilities, although reasonable given projected advances in technology, so far largely remain fantasy due to the debate over regulation between the Federal government and the commercial networks. This chapter identifies conditions and contexts that are conducive to wartime collective crimes. It shows how the context in which the perpetrators believe that their actions are not going to be penalized and that their actions are acceptable is created on the local level in some communities. It is a context in which moderates, or those who wish to prevent such crimes, are excluded for putting their desire to protect all civilians—regardless of their identity or political orientation—ahead of the security related needs that are presented by their leaders as more pressing concerns in time of war. This is the context that can be conceptualized as amoral communities. Instead of punishing the perpetrators of criminal acts so that civilians and prisoners of war are protected under all circumstances, the leaders in power place more emphasis on resolving a political crisis, winning a war, or eliminating those defined as enemies. In amoral communities, violence against civilians not only is tolerated by the authorities but also may be covered up or presented as a necessary sacrifice or the result of random accidents, given the need to respond urgently to a security crisis or a war. Moreover, in such communities, it is not necessary for the government to send its own armies because the local population is disposed to take part in the violence.
