The article focuses on the criteria of pedagogical innovation. Along with such criteria as an obvious novelty and effectiveness, the author dwells on the adequacy of the considered pedagogical experience to ensure the advanced scientific and technological challenges of the time, as well as the solution of priority social problems. This implies that the tasks are reflected primarily in the conceptual documents of the country’s development. This criterion corresponds to a narrow understanding of innovation, which is associated with the system of «scientific novelty – technological (social) project – development – implementation». The broad understanding of the category «innovation» is determined by the development and preservation of the anthropological potential of society and education in particular. The relevance of the proposed basic criterion is revealed as a result of a critical analysis of a scientific publication devoted to the pedagogical experience within the system of military education. The article justifies the real anti-innovative systemic effects of the so called «Innovative approach». In the context of the growing pace of the scientific and technological revolution, the concept of «Asymmetric response» to the innovative challenges of the time is introduced. As a result of the analysis of the achievements of domestic and foreign scientists, a set of «Asymmetric measures» is proposed. They stemmed from the development of universal basic information, creative competencies, and polytechnic skills, as well as humanitarian and economic orientation of training, the development of primarily STEM-areas in school education, simulation and distance learning tools, innovative pedagogical technologies.

The article deals with specific principles for creating and using e-learning tools presented in the modern pedagogical literature. The author has analyzed which of these principles could be applied to electronic textbooks (in particular, the validity of such principles as individualization, interactivity, structurization was proved). Based on critical analysis of psychological and pedagogical sources the mechanical spread of completeness (integrity) and continuity of the didactic cycle principle to all electronic educational editions has been stated. The invalidation of absolute and imperative application of this principle to the electronic textbooks was proved. New specific principles of electronic textbooks development — functional determination and complementarity – are proposed and theoretically grounded.

Introduction. The process of publication is influenced by a pressure on researchers to demonstrate their competence and productivity by publishing large numbers of articles in indexed journals. But there is a great deal of ignorance regarding the ethical obligations in scientific publication; worse, ethical considerations are often seen as mere formalities in the process of publishing an article. Objective. This article discusses the ethical practices related to the publication of a scientific article. It encompasses those defined by forms of external regulation and those that might be identified as forms of self-regulation, and it argues for the greater effectiveness of the latter in scientific publication. Method. We performed a literature review and a critical analysis of the information. Results. There are negative factors that range from plagiarism and the duplication of articles to the fabrication and falsification of data. Researchers look for convenient solutions, taking refuge in practices condoned, paradoxically, by the very scientific community that condemns them. Rather than avoiding these forms of misconduct, the scientific community even justifies them at times, which means that the practices continue. Discussion and conclusion. Self-regulation in scientific publication is a preferable goal: it allows participants in the process to assume their obligations freely and with a greater sense of responsibility.

The questionnaire for the assessment of risk for those sentenced to imprisonment for up to three years is the main instrument of assessment used in penitentiary institutions in Serbia. The results obtained with this instrument create the basis of categorization, re-categorization of persons within penal institutions, as well as an argument in deciding in various criminal matters such as the procedure on the petition for conditional release. Because objective assessment is a necessity of forensic and educational work, the validity and reliability of the results obtained by these instruments is of great importance. In this sense, this paper carries basic information about the structure and content of the relevant Questionnaire, clarification on the method of scoring, as well as critical analysis in relation to its elements. Finally, with regard to perceived opportunities to improve national practices, this paper offers some suggestions of correction assessment procedures of convicts.

The article is devoted to the critical analysis of K. Rybak and Yu. Izbachkovs article The Image of Natalia Rokotova as the Key to Understanding the Creative Method of Helena Ivanovna Roerich published in the journal The Heritage of Centuries (2019, Is. 2). It is indicated that Rybak and Izbachkov are trying to use incorrect psychopathological data for the devaluation of the religiousphilosophical doctrine and the personality of Helena Roerich. The authors of this article criticize the attempt to present the Agni Yoga teachings only as a consequence of Helenas mental disorder. In their opinion, such an approach reflects the tendency of psychiatric stigmatization and is not acceptable in a scientific publication.

Open educational resources (OER) and massive open online courses (MOOC) are new and emerging issues in the international higher education context. Under the exponential growth of the supply of courses and related publications, the purpose of this chapter is to foster scientific discussion on the socio-cultural and economic impacts, as well as its technological and pedagogical implications. Supported by the methodological typology of bibliographical studies, systematized interpretative-critical analysis based on review of the concepts, and principles guiding OER and MOOC, the authors' reflections show that the enlargement terminologies without epistemological delimitation have provoked theoretical and practical mistakes. In the final considerations, the authors systematize broader problematizations around the open educational practices in universities aimed to five dimensions: spatio-time-content, theoretical models, principles of pedagogical innovation, economic aspects, and fundamentals of collaborative culture.
