Digitalization and digital platform in the economic development of the agricultural sector

The purpose of the article is to reveal the modern significance of digitalization and digital platforms for the economic development of the subjects of the agricultural sector of the economy. Research methods. The following methods were used in the research process, in particular: abstract-logical method (when studying the theoretical foundations of digitalization of the economy), monographic (to clarify the essence of the relevant categories), comparative analysis (when studying the level of digitalization of agricultural holdings «Dream» and «Svarog West Group») economic-statistical (in identifying trends and patterns of development of the state economy), illustrative (for a visual representation of the digital platform of agriculture), as well as methods of systematic approach, grouping and generalization, other methods in the field of economic research. Research results. The need to use a digital platform, especially for small and medium-sized agricultural enterprises, has been identified. In particular, this system will allow: public authorities (to make a plan of visits and yields; to report on the allocation of subsidies, as well as their use; to conduct a financial audit for each enterprise; to assess the competitive advantages of each enterprise; enterprises (to analyze data from weather stations; to study information on the condition of soils; choose crops for sowing; assess the risks of crop loss; obtain data on climatic risks). Scientific novelty. Theoretical provisions on the impact of digitalization of the economy on agricultural production and the need for digitalization of production and economic processes have been further developed. Practical significance. As a result of the implementation of the proposed digital platform in agriculture, the following benefits will be obtained: increased crop yields; the field planning system will improve; reduce production costs based on efficient use of resources and science-based approaches Figs.: 1. The focus on the simultaneous solution of social, economic and environmental problems allows to form programs of sustainable and inclusive development, which should be based on innovative projects that provide more efficient use of resources with higher returns, increase productivity, increase the level of intellectualization of production. A special feature of innovative projects is their high level of risk. This has a decisive influence on management decisions regarding their implementation. That is why risk assessment of innovative projects occupies a special place in the field of economic research. The purpose of the article is to substantiate the theoretical and methodological principles of selection of innovative projects by the subjects of the agricultural sector of the economy on the basis of the proposed methods of assessing their risk. It has been established that one of the key aspects of comparing projects and portfolios is risk consideration. The list of risk groups of innovative projects is established. It is proposed to use evaluation by quantitative methods (statistical, analytical, cost-effectiveness method, normative method) and qualitative (impact analysis, probability of loss analysis, expert method). As a result of evaluation, data sets are formed for each individual project, which include the values of quantitative indicators of the effects of agroinnovation, ranking values for qualitative parameters of achieving benefits, quantitative values of risks and integral value for qualitative risk assessment determined using fuzzy sets. The process of assessing the impact of risks on the qualitative parameters of the effects of the implementation of agro-innovative projects and the procedure for assessing the generalized impact of risks on all qualitative parameters on the project using the fuzzy set method are detailed. The implementation of the developed algorithm allows to ensure a synergistic effect from the interaction of agro-innovative projects in the process of ensuring the innovative development of the agricultural sector of Ukraine’s economy.

The goal of the research is the specification of the effect of international mobility of labor resources on the social-economic development of a country, as well as the impact on the GDP volume. The main purpose set in the investigation is the study of international experience of the problem solution. Another goal of the research work is the international mobility of labor resources in conditions of national economy. The methods of analysis, grouping and analogy were used in the investigation. In the research work carried out by the author, the properties of international mobility of labor resources were commented, the factors and reasons of their occurrence specified as well. The analysis has been conducted and the system of effect mobility of labor resources on GDP growth in some countries and their impact on the state of labor market developed. Due to the research surveys, the reasons for development of international mobility of labor resources and direction of labor migration streams in Azerbaijan have been identified. The impact of international mobility of labor resources on social-economic development has been evaluated. Positive and negative impact of international mobility of labor resources on social-economic development of Azerbaijan, as well as setting measures on migrant admission as contributing country in case of negative effect have been specified in the innovation of research. Practical significance of the investigation lies in the regulation of international mobility of labor resources, introduction with experience of difference countries by the system of statistical figures and formation of their resources, grouping and using the data for problem solution in our country.

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

Economic development is an important phenomenon that can positively impact societal problems such as poverty, lack of education, and insufficient infrastructure, among other ills. In this regard, technological advances are essential to making better use of resources. The agricultural sector is no exception. With the passage of time, advances in agriculture have allowed processes to be optimized, improving production practices and minimizing risks, by using innovative technologies (Schenkel, Finley, & Chumney, 2012). For this reason, the adoption and use of approaches to protected agricultural production grew steadily in the State of Sinaloa, Mexico during the last century and until today. Such technology assisted significantly in the economic development of the region. This inquiry sought to understand factors and forces that augmented expansion of protected agriculture, especially regarding tomato production, and its advantages compared to traditional systems, as experienced by producers in Sinaloa. Understanding such a phenomenon may provide important implications for improving the economies of similar contexts in need of economic development where agriculture is a viable sector. Climate change may affect the use of pesticides and their associated environmental and human health impacts. This study employs and modifies a partial equilibrium model of the US agricultural sector to examine the effects of alternative regulations of the pesticide and greenhouse gas emission externality. Simulation results indicate that without pesticide externality regulations and low greenhouse gas emission mitigation strategy, climate change benefits from increased agricultural production in the US are more than offset by increased environmental costs. Although the combined regulation of pesticide and greenhouse gas emission externalities increases farmers' production costs, their net income effects are positive because of price adjustments and associated welfare shifts from consumers to producers. The results also show heterogeneous impacts on preferred pest management intensities across major crops. While pesticide externality regulations lead to substantial increases in total water use, climate policies induce the opposite effect.

Fisherman are a group of people who are highly dependent on the fisheries resources in their efforts to fulfill their basic needs and to be a prosper. The outbreak of the Covid-19 not only threatens people’s lives and safety, but also has a significant impact on economic development both of which are  macro and micro to be weakened. This research aims to determine the impacts of the Covid-19 Pandemic on Fishing activities, incomes, and marketing activities of purse seiner. The research was conducted on October 2020 in the Banabungi Village, Kadatua Subdistrict, South Buton Regency, Southeast Sulawesi Province. The results show that the impact of the Covid-19 has affected purse seiner’s fishing activities where production costs have increased by 4,62%, The of crews (ABK) have increased by 19,69%, and marketing at channel I (Producer-Wholesale)stopped. Consequently, where the change in fish price at fishemen level by 79,75%. The margin of marketing at channel II at wholesale level is IDR 5.556/kg. Meanwhile, at retail level is IDR 8.267/kg. Production was decreased by 79,93%, revenue decreased by 64,06% and profit decreased by 68,26% with value of R/C ratio 3.70 >1. The fishing location of fishermen has not change as in the previous year. Marketing volume during the peak fishing season is 14.809kg/month.

In the context of countries integration into the world economic space, agricultural sector is one of the priorities and strategically important sectors of the national economy. Development of instruments aimed to increase investment potential of this sector is therefore an important component of the country’s economy growth. The article proposes a science-based model of the impact of the agricultural sector on the economic development level of countries trying to move towards European integration.It was found that the employment rate (+58.4) has the largest influence on the rate of GDP change in the studied group of countries (Ukraine, Moldova, Georgia, Armenia). The impact of the gross value added of the manufacturing sector on its economic growth is positive (+44.6). The negative foreign direct investment ratio in the model (–40.3) may be due to the fact that the indicator in the studied countries is still largely influenced by the intervention of the state mechanism, significant uncertainty and risk, which is a deterrent to the overall economic development. An important result of the study was that foreign direct investment had a negative impact on economic growth in developing countries. Further development of the investment potential of a country’s agricultural sector provides for a radical acceleration of scientific and technological progress and, on this basis, a reduction in the cost of a unit of agricultural products and food and an increase in their competitiveness in the domestic and world markets.

Suppose the agricultural sector is supported by a comprehensive and sustainable planning system and balanced with an adequate budget (such as capital). In that case, the role of the agricultural sector will be optimal. Farmers face the problem of funding; although many farmers can increase their yields, they cannot develop their own farming business if they do not have sufficient funds. Therefore, farmers will apply for loans from formal and informal financial institutions to overcome the lack of funds. However, credit growth has increased, especially in the agricultural sector, which is the agricultural sector where the government plans to improve the rural economy. Agricultural credit plays a crucial role in developing agriculture to obtain higher yields. If output increases, farmers' income will also increase, which will benefit farmers. The research method used was quantitative, with a sample of 100 people. This study used a population of 187 farmers in Kedung Lengkong Village, Dlangu District, Mojokerto Regency. The analysis used in this study was simple regression to understand the impact of credit availability on farmers' welfare. The hypothesis test results were that credit has a positive effect on welfare, with a regression coefficient value of 0.291. Credit helped farmers purchase fertilizers, seeds, and other things related to the need for farming so that the agricultural production process could run according to planning so that production results were in line with farmers' expectations to increase profits. These profits, in the end, became a source to meet the costs of meeting basic needs. The ability to meet these needs raised the standard of living and the community's welfare so that people could have a better quality of life.

The article discusses the impact of the formation of a digital platform in the public administration system on the nature of the management tasks of strategic planning. The mainaspects of the assessment of changes in the spectrum and content of strategic planning tasks due to the digitalization of management technologies are formulated. The composition of the tasks of strategic planning is described taking into account the state of the current institutional base. The possibilities of using formalized methods for solving them within the framework of a digital platform for supporting public administration are identified.Purpose: the formation of the information society is associated with the development and implementation of a wide range of end-to-end digital technologies in various areas of public life and business. Modernization of information technology along with a general change in the conditions for the development of socio-economic systems determines the corresponding changes in methods and mechanisms of public administration. In this regard, the main goal of the work is to study aspects of the impact of digital transformation on the composition and characteristics of strategic planning tasks.Methods: the study was carried out based on a systematic approach to the study of socio-economic systems and processes using the methods of logical and comparative analysis, methods of statistical analysis of indicators of the functioning of the strategic planning system in the Russian Federation, providing the necessary depth of consideration of scientific problems.Results: the author presented an analysis of scientific and practical publications on the research topic, as well as the composition, functional and substantive capabilities of an automated information system for supporting strategic planning. The results of data processing of official statistical and management reporting in the field of development and implementation of strategic planning documents are presented. This made it possible to determine approaches to assessing the composition and characteristics of strategic planning tasks in the context of the formation of a digital public administration platform, to propose a compositional scheme for describing the relationship between the composition and content of planning tasks with a system of strategic planning documents.Conclusions and Relevance: the materials presented in the article make it possible to identify the current problems of implementing the strategic management methodology into the regulatory practice of public administration bodies, to substantiate the directions for improving the methodology and strategic planning tools, including through the correction of specifications and formalization of planning tasks in the context of the formation of a digital public administration platform.

Objectives of the study: to analyze the share of state and local budgets in the structure of the consolidated budget and Ukraine’s GDP, determine the impact of the expenditures of the consolidated budget of Ukraine on the economic development of the country, consider the features of using the program-targeted method as a tool to achieve the established financial priorities of the state. The article identifies the importance of effective planning of budget expenditures as a tool for economic development of the country, substantiates the impact of budget expenditures on socio-economic processes, identifies features of using the program-target method in achieving the established financial priorities of the state. The field of application of results. The results of this study can be applied in the budget expenditure planning process. Conclusions according to the article. Budget expenditures are an effective instrument of financial regulation, have a significant impact on structural transformations in sectors of the economy and the social sphere. It is important to ensure the optimal allocation of a limited amount of budgetary funds in the areas of socio-economic development, to ensure compliance of the budget expenditure structure with certain strategic goals of the country. In the formation of budget targets, it is important to consider the performance of the implementation of state targeted and budget programs for the previous period.
