The article discusses the impact of the formation of a digital platform in the public administration system on the nature of the management tasks of strategic planning. The mainaspects of the assessment of changes in the spectrum and content of strategic planning tasks due to the digitalization of management technologies are formulated. The composition of the tasks of strategic planning is described taking into account the state of the current institutional base. The possibilities of using formalized methods for solving them within the framework of a digital platform for supporting public administration are identified.Purpose: the formation of the information society is associated with the development and implementation of a wide range of end-to-end digital technologies in various areas of public life and business. Modernization of information technology along with a general change in the conditions for the development of socio-economic systems determines the corresponding changes in methods and mechanisms of public administration. In this regard, the main goal of the work is to study aspects of the impact of digital transformation on the composition and characteristics of strategic planning tasks.Methods: the study was carried out based on a systematic approach to the study of socio-economic systems and processes using the methods of logical and comparative analysis, methods of statistical analysis of indicators of the functioning of the strategic planning system in the Russian Federation, providing the necessary depth of consideration of scientific problems.Results: the author presented an analysis of scientific and practical publications on the research topic, as well as the composition, functional and substantive capabilities of an automated information system for supporting strategic planning. The results of data processing of official statistical and management reporting in the field of development and implementation of strategic planning documents are presented. This made it possible to determine approaches to assessing the composition and characteristics of strategic planning tasks in the context of the formation of a digital public administration platform, to propose a compositional scheme for describing the relationship between the composition and content of planning tasks with a system of strategic planning documents.Conclusions and Relevance: the materials presented in the article make it possible to identify the current problems of implementing the strategic management methodology into the regulatory practice of public administration bodies, to substantiate the directions for improving the methodology and strategic planning tools, including through the correction of specifications and formalization of planning tasks in the context of the formation of a digital public administration platform.

В работе рассматриваются проблемы государственного управления социально-экономическими системами типа «регион», связанные с целым рядом трудно решаемых задач: оценкой состояния управляемой системы, оценкой эффективности управляющих воздействий, определением границ управляемого объекта и пр. Высказывается гипотеза о том, что причиной появления таких проблем является неадекватность существующих управленческих подходов сложной природе объекта «регион», представляющего собой естественно-искусственную систему. The paper considers the issues of the public administration of the "region" type socio-economic systems, related to a wide range of hard to solve issues, such as assessing the state of the controlled system, assessing the efficiency of the controlling actions, identifying the boundaries of the controlled object and others. The hypothesis is proposed that the reason for such issues occurring is the inadequacy of the existing administrative approaches to the complicated nature of the “region” object, which is a natural - artificial system. According to the results of the investigation, it was found that the failures in the process of managing the regional socio-economic systems functioning and developing could be explained not only by the money scarcity allocated for these purposes, but also by the lack of the adequate knowledge concerning the controlled object in the management system. To solve this issue it is essential to set the task of creating a reliable and operational idea of the controlled object for the controlling subsystem.

The article deals with theoretical aspects to the issue of strategic planning of territories development. It is noted that the planning strategy includes goals, objectives, principles, elements and implementation mechanisms. The models of strategic planning are characterized. It is concluded that for the effective achievement of the result, a multilevel planning system is required that includes three levels: strategic, tactical and operational, accompanied by monitoring. It is indicated that the task of public administration is to create favorable conditions for regional development in the context of national interests.

The purpose of the article is to reveal the modern significance of digitalization and digital platforms for the economic development of the subjects of the agricultural sector of the economy. Research methods. The following methods were used in the research process, in particular: abstract-logical method (when studying the theoretical foundations of digitalization of the economy), monographic (to clarify the essence of the relevant categories), comparative analysis (when studying the level of digitalization of agricultural holdings «Dream» and «Svarog West Group») economic-statistical (in identifying trends and patterns of development of the state economy), illustrative (for a visual representation of the digital platform of agriculture), as well as methods of systematic approach, grouping and generalization, other methods in the field of economic research. Research results. The need to use a digital platform, especially for small and medium-sized agricultural enterprises, has been identified. In particular, this system will allow: public authorities (to make a plan of visits and yields; to report on the allocation of subsidies, as well as their use; to conduct a financial audit for each enterprise; to assess the competitive advantages of each enterprise; enterprises (to analyze data from weather stations; to study information on the condition of soils; choose crops for sowing; assess the risks of crop loss; obtain data on climatic risks). Scientific novelty. Theoretical provisions on the impact of digitalization of the economy on agricultural production and the need for digitalization of production and economic processes have been further developed. Practical significance. As a result of the implementation of the proposed digital platform in agriculture, the following benefits will be obtained: increased crop yields; the field planning system will improve; reduce production costs based on efficient use of resources and science-based approaches Figs.: 1. The purpose of this article is to check Russia’s strategic planning system and anti-crisis measures against the United Nations 2030 Agenda for Sustainable Development by monitoring the documents for policy objectives directly or indirectly corresponding to the targets of the sustainable development goals (SDG); comparing the indicators present in the Russian documents with those in the 2030 Agenda; assessing the impact of anti-crisis measures on the sustainable development outlook in the country; and tracing the changes present in the latest socio-economic development initiatives of the Russian government. The scope of the study in terms of the number of documents analyzed was determined in accordance with the provisions of Article 11 of the Federal Law No. 172-FZ On Strategic Planning in the Russian Federation, and includes a vast array of federal strategies, sectoral strategic planning documents, national and federal projects, state programmes, the 2020 Presidential Decree No. 474 On the National Development Goals of the Russian Federation for the Period Until 2030 and its auxiliary documents, as well as other ad hoc anti-crisis planning instruments, such as the 2020 Nationwide Action Plan. The results of the analysis make it possible to trace the paradigm shift in Russia’s decision-making toward incorporating more elements of the sustainability discourse characteristic of the 2030 Agenda and other multilateral arrangements, particularly in regard to climate change and environment, taking place in 2020–21.

This article discusses the principles of construction and prospects for the development of digital public administration in modern Russia, the goals and objectives pursued by public authorities in realizing this digital transformation of their performing functions, planned results and assessing the impact on the socio-economic development of the state. The urgency of the problem of developing mechanisms of digital public administration in Russia is due to the need to optimize and improve the quality of public administration through the implementation of new forms of interaction between citizens and government at various levels and on a wide range of issues. Possible options and directions for the implementation of new digital solutions in the system of regional and municipal government, including in the system of interagency cooperation and the formation of personnel reserves, are described.

The evolution and structural aspects of strategic management are considered. The role of strategic management in managing changes in the economy of transition countries, where economic structures have been disintegrated, is revealed. The most significant relationships between strategic forecasting and strategic planning, as well as between strategic management and specific types of management are analyzed. The general algorithm of strategic planning and strategic management in economic systems, and also terminology in the researched field of knowledge is defined. The problems of strategic management arising from the narrowing of the structure of the economy of transition countries are studied. The relationship between the functional diversity of strategic management and structural diversification of the national economy is revealed. Emphasis is placed on new directions of economic science development that will influence the theory of strategic management. The main types of strategy of economic systems operating in the conditions of open economy and globalization are substantiated. The necessity of applying the principles of hierarchy and iterative approach in the process of strategic management is proved. Classified typical features of strategic management that distinguish it from current management by the nature of the impact. The author's model of strategic planning on the example of optimization of the innovative program of the enterprise by means of methods of linear programming is given. Substantiated recommendations on strategic priorities and institutional mechanisms that will help increase the effectiveness of strategic management based on the structural diversification of the economy of Ukraine, its regions and enterprises. Among the strategic priorities, the main attention is paid to the following priorities: modernization of the real sector of the economy; state support of enterprises that reinvest profits in innovation; equalization of regional disparities on the basis of strategy of specialization and interregional cooperation; formation of national and transnational clusters; involvement of Ukraine in the European policy of specialization and digitalization; implementation of international communication projects and long-term logistics strategy.

Research background: The priorities of informatization cover a wide range of areas that need to be constantly addressed in the business sphere in the period of globalization. Optimization and automation of public administration processes together with the priority of categorization of services according to life situations ensures a qualitative change in the provision of public administration services. The paper deals with the influence of strategic management on the development of the Integrated Service Point to support the competitiveness of the national postal operator as a strategic partner of e-Government in the conditions of globalization. Purpose of the article: It is the implementation of primary research, which is focused on finding out the impact of strategic management on the development of ISP. The research is focused on potential new services that would be welcomed by customers - citizens of the Žilina self-governing region at the ISP workplace operated by Slovak Post. As part of the development of strategic management at Slovak Post, the acceptance of new services at the ISP workplace may lead to higher customer satisfaction and the acquisition of new potential customers and thus to the promotion of competitiveness in the conditions of globalization. Methods: The article uses methods such as excerpting, analysis of the current state, statistical methods, primary research, induction, deduction, etc. Findings & Value added: The output of the research is the creation of a proposal for a technological process that customers would welcome as a new ISP service of Slovak Post to support competitiveness in the development of e-Government in the conditions of globalization.

The administrative reform in Russia, the main declared directions of which were to reduce excessive state regulation and to improve the quality of public services as well as transparency and efficiency of public authorities, has been going on for more than 13 years. In some of these areas, considerable progress has been achieved in this period. However, the positions of Russia in international rankings of government effectiveness have remained unchanged - or even decreased - since the beginning of the administrative reform. According to the authors, one possible explanation for this could be the significant shortcomings of the strategic planning system and its gap with the budget planning, which makes it difficult to achieve the goals set in the country’s key strategic documents. The authors consider the main ways to overcome the shortcomings of the strategic planning system in Russia to be related to its significant simplification through a radical reduction in the number of documents included in it, which would reduce the threat of contradictions between them, as well as to bridging the gap between strategic and budgetary planning, which implies that the socio-economic development strategy (SEDR) contains development goals in all spheres of public administration, but does not contain any assessment of the resources needed to achieve these goals, the forecast of their availability, or the priorities of their distribution in case of lack of resources. In order to link strategic planning to budget planning, SEDR should operate with the projected amount of budget resources not connected with the existing obligations, which, even with a favorable forecast, is unlikely to exceed 10-15% of the current budget expenditure. Using such means in the medium term, it is impossible to achieve progress in all areas at the same time. Therefore, it seems appropriate to abandon the setting of strategic goals in all spheres of public administration for the sake of concentrating funds and efforts on 5-7 priority areas. The article proposes specific measures necessary for the implementation of these principles in strategic planning.

The article examines the impact of various socio-economic and financial indicators on the resilience of Russian regions. For each region, the integral index of resilience is calculated, and its correlation dependence with the selected indicators is revealed. The study confirms the relationship between fiscal resilience and socio-economic resilience of the regions. The analysis of panel data for 75 regions from 2007 to 2016 shows that there are significant differences in the dynamics of indicators in different periods. In particular, the degree of exposure to the negative effects of the crises of 2008—2009 and 2014—2015 in non-resilient regions is higher than in resilient ones.
