Parking lot allocation model considering conversion between dynamic and static traffic

Nowadays, parking spaces are scarce resources in urban cities. Travelers often spend too much time looking for available parking spaces, which increases travel time of travelers and results in additional traffic congestion. With the innovation and application of intelligent parking technology, parking spaces can be booked in the system in advance through mobile phone, which will greatly reduce the time for drivers to cruise and search for parking spaces. Targeted at the serious waste of parking resources, traffic congestion caused by too intensive parking demand in time and space, a parking allocation model considering the ability of dynamic and static traffic conversion is established with the goal of minimizing the total travel time of the travelers. Based on the dynamic traffic distribution model, considering the constraints of capacity of the road link, parking lot entrance and the number of the parking spaces in parking lot, the dynamic and static traffic is combined by considering the parking lot connection section as a conversion link to be added into the traffic network. And the solution method based on particle swarm optimization is proposed. Experimental results on a case (Beijing Chaoyang Joy City and surrounding parking lots) show that our parking allocation model works satisfactorily by effectively reducing the travel time of travelers and increase customer arrivals in shopping centers. From the point of view of traffic managers, the model can make the parking occupancy of all parking lots more balanced, which indicates that the model can help to better coordinate the available parking resources. In summary, the model proposed in this paper can not only divert the flow beyond the capacity of the road facilities at the connection of the parking lot, but also balance the utilization rate of the surrounding parking resources and reduce the dynamic traffic pressure, it is a proper way to develop the sustainable transportation.

Abstrak: Pasar sangatlah identik dengan pusat keramaian, karena pasar merupakan pusat perdagangan yang terletak di pusat kota yang sering disebut juga dengan kawasan Central Bussiness District (CBD). Karena pasar merupakan pusat keramaian sehingga mengundang banyak masyarakat untuk datang ke kawasan tersebut sehingga menimbulkan kemacetan arus lalu lintas, akibat tidak terkendalinya arus lalu lintas di sekitar pasar. Kemacetan arus lalu lintas salah satunya akibat dari tidak terkendalinya parkir sehingga membuat kondisi parkir di sekitar daerah tersebut menjadi semakin semrawut. Pasar Aceh merupakan salah satu pusat perdagangan terbesar dan yang paling berkembang di kota Banda Aceh. Semakin berkembangnya kawasan Pasar Aceh membuat aktivitas pergerakan masyarakat semakin meningkat, sehingga membuat menurunnya tingkat pelayanan jalan di kawasan tersebut,  yang diakibatkan oleh kendaraan yang berjalan lambat, parkir, pejalan kaki dan pedagang kaki lima. Pasar Aceh memiliki fasilitas ruang parkirnya. Setelah disediakan ruang parkir pada gedung Pasar Aceh (off-street parking) yang baru ini ternyata masih banyak masyarakat yang lebih memilih parkir dibadan jalan (on-street parking), sementara pelataran parkir pada gedung Pasar Aceh belum habis terisi penuh, sehingga masih terjadi kemacetan dan kesemrawutan lalu lintas yang diakibatkan oleh banyaknya pengguna jalan yang menggunakan badan jalan sebagai tempat parkir. Tujuan penelitian ini adalah : (1) mengevaluasi kinerja jalan yang terbebani oleh kendaraan yang melintasi jalan di kawasan Pasar Aceh, (2) mengevaluasi kebutuhan ruang parkir yang optimal untuk melayani para pengunjung Pasar Aceh dan (3) mengidentifikasi permasalahan-permasalahan yang timbul akibat on-street parking berdasarkan persepsi masyarakat. Because the market is a center of crowds that invites many people to come to the area, causing traffic congestion, due to uncontrolled traffic flow around the market. One of the traffic jams is due to uncontrolled parking, making parking conditions around the area increasingly chaotic. Aceh Market is one of the largest and most developed trade centers in the city of Banda Aceh. The increasing development of the Aceh Market area has made community movement activities increasingly increasing, which has caused a decline in the level of road services in the area, which is caused by vehicles that run slowly, parked, pedestrians and street vendors. Aceh Market has its parking facilities. Having provided parking space on the new Pasar Aceh (off-street parking) building it turns out that there are still many people who prefer on-street parking, while the parking lot on the Aceh Market building has not been fully filled, so traffic jams still occur and the chaos of traffic caused by many road users who use the road as a parking lot. The objectives of this study are: (1) evaluating road performance burdened by vehicles crossing the road in the Aceh Market area, (2) evaluating optimal parking space requirements to serve Aceh Market visitors and (3) identifying problems arising from -street parking based on people's perception. In urban areas, the parking area was a problem that was quite complicated, especially in areas that become activities like industry centres, economy, tourism and others. In term of this, it was due to the fairly large urbanization which causes increasing population in urban areas. In addition, the level of private vehicle ownership was high enough so that it would directly add to the traffic flow. The problem that arose then was the traffic congestion caused by traffic flow exceeds the road capacity, the traffic processing system that is not good, nor because the road does not operate as it should. The one implication was the road not functioning properly was the parking of vehicles using the road (on-street parking). Therefore, this study was conducted to determine the park characteristics, in order to know the parking spaces capacity, as well as providing alternative solutions when capacity did not meet the parking space. This study was only conducted on the parking lot of the capacity market delinquent parking spaces as well as the park characteristics that included the accumulated parking, parking volume, parking average length, parking turnover rate, index parking of which was the object of this research was cars passenger and two-wheelers. In regarding this research could be used as input and consideration in determining or take wisdom in dealing with the parking problem in Pasar Badung (traditional market).

Vehicle parking is not only an important problem in urban traffic, but also an important factor affecting the relationship between cities and within cities. In this paper, by investigating the parking conditions of Jiaozuo Wanda Plaza in 2018, important parameters such as average parking time on weekdays and holidays, berth turnover rate, parking utilization rate and centralized parking index were obtained. Based on the obtained parameters, multi-angle optimization analysis was conducted on the parking lot. In order to reduce the congestion of the entrance and exit of parking lots and improve parking efficiency, this paper adopts the method of increasing the entrance and exit of parking lots and optimizing the route. It has great reference value in practical application.

To conduct experimental research in this area, it is possible to use a mesoscopic system for simulating traffic with calibration and taking into account the characteristics of the road. As a sustainable transportation system, car-sharing schemes have been attracting increasing attention. A large amount of research and practice has proved that the application and promotion of car sharing can help reduce the number of private cars purchased, increase the utilization rate of automobiles, effectively alleviate traffic congestion, save energy, and reduce emissions. Therefore, research on car sharing is imperative. The logit model is widely used in studies on car sharing and is an effective tool for analyzing traffic problems. This study first introduces the status of research into car sharing and analyzes the potential users and market prospects for shared cars. The study then provides the results from a questionnaire survey in Nanjing, China, to obtain sample data. Finally, a mixed logit model is established to analyze the influencing factors of car-sharing selection behavior. The results show that factors such as an individual’s housing situation and income significantly affect car-sharing decisions and that respondents who choose to use shared cars are relatively similar to commuters. The main contribution of this study is to use empirical analysis to determine the key influencing factors of car-sharing behavior in China and to provide practical insights for commercial practitioners and traffic planners.

Parkir merupakan tempat pemberhentian kendaraan di suatu kawasan atau bangunan, dimana masyarakat melakukan berbagai aktivitas. Pusat aktivitas untuk masyarakat agar bisa melakukan berbagai aktivitas dapat berupa kawasan pusat perbelanjaan. Daya tarik kawasan dengan tingkat mobilitas barang dan manusia, menciptakan pergerakan lalu lintas yang padat di kawasan tersebut. Peningkatan kebutuhan ruang parkir yang tidak diikuti oleh peningkatan ketersediaan kapasitas ruang parkir di pusat perbelanjaan, berpotensi menyebabkan permasalahan seperti kemacetan arus lalu lintas  karena adanya kendaraan yang parkir di fasilitas umum seperti trotoar dan bahu jalan, kerawa-nan kecelakaan lalu lintas, penurunan kualitas pelayanan jalan, dan lain-lain. Pemaha-man tentang ruang parkir di pusat perbelanjaan diperlukan semua stakeholders yang berfungsi sebagai referensi perencanaaan ruang parkir yang baik di kawasan dan bangunan. Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan ruang parkir di suatu pusat perbelanjaan. Metode penelitian yang digunakan adalah analisis non-statistik dan statistik dengan menganalisis karakteristik parkir, pola parkir, kapasitas jalan, dan tingkat pelayanan jalan. Lokasi penelitian berada di pusat perbelanjaan yang terletak di Jalan Tanjungpura, Kota Pontianak. Dari penelitian ini ditemukan hasil bahwa karakteristik ruang  parkir  pada  kawasan pusat perbelanjaan  dipengaruhi  oleh  pola aktivitas kegiatan bongkar muat barang dan durasi parkir kendaraan pengangkut barang serta  pola aktivitas kegiatan berbelanja pengunjung  yang menggunakan  mobil penumpang. Penataan menggunakan pola parkir dengan sudut 0 di badan jalan akan meningkatkan kapasitas jalan. Pusat perbelanjaan dengan model shopping street akan menarik jumlah pergerakan kendaraan  lebih kecil jika dibandingkan dengan  model department store. Jenis parkir on street di pusat perbelanjaan (shopping street) memiliki tingkat efektivitas pergantian kendaraan yang parkir lebih baik jika dibandingkan dengan jenis parkir off street di pusat perbelanjaan seperti department store. Parking lot is a place where vehicle stop in an area or a building, where people perform various activities. The center of activity for people may form into several kinds; one of them is shopping center. Mobility level of goods and people in the shopping center, creating a heavy traffic movement in/out of area/building. The increased needs for parking spaces that are not followed by the availability of parking space in shopping center will potentially cause problems. The problems are: traffic congestion as the consequence of parking at public facilities (sidewalks and paving), accidents, the quality reduction of service roads, etc. Knowledge about “parking spaces” in the shopping center is needed by stakeholders as a reference to planning a good parking space for building/area. The purpose of this study is to investigate and explain the parking space at shopping center. The methods of this research is non-statistical and statistical analysis, used to analyze the characteristics of parking, patterns, road capacity and level of service. The research location is in the shopping center located at Jalan Tanjungpura Pontianak. The results of this study discover that the characteristic of parking lot in shopping center of Tanjungpura street are influenced by the activities pattern ofloading/unloading goods and the durations of cargo car parks, and the visitor’s shopping activities with passenger car. On-street parking will increase the road capacity by arrange it with 0° parking pattern. Shopping center with shopping street model attract more smaller vehicles movement if compared to department store model. On-street parking in shopping street has a better turnovers effectiveness rate rather than off-street parking in the department store

In the contemporary world, due to the rapid growth of cities and the population as a whole, the number of personal vehicles is increasing. But at the same time, the infrastructure, especially in the old areas of towns, is not being modernized, and in such areas parking is not provided at all or is not designed for an ever-increasing number of cars. Due to the lack of parking spaces, drivers often leave their cars on the edge of the roadway, thereby reducing even more the already small capacity of the road. Also, especially in large cities, a common reason for such parking is the high cost of parking, low level of service and security, and the long time of the vehicle parking process itself. This article examines the experience of foreign countries in solving the problem of parking along the roadway: what technologies are used to create parking lots, what tasks are set by designers to achieve the best result and improve the urban environment. The authors cite the works of Russian companies engaged in the design of parking lots, and note what tasks Russian companies set themselves. The differences between the approaches of Russian designers and their foreign colleagues to the problem of parking are also presented. The article analyzes the locations of objects that Russian design companies have worked on, the situation with parking in large cities and in smaller ones. Taking into account the peculiarities of parking design in Russia, the article suggests a way to improve the situation with spontaneous parking – the introduction of automated control systems. The advantages of implementing automated systems both on the part of the car owner and on the part of the parking lot owner are described.

With the development of wireless communication and artificial intelligence technology, online parking reservation system can effectively save drivers’ searching time for vacant spaces. However, in the environment with multiple candidate parking lots around the destination, how to coordinate and maximize parking space resources to reduce the travel time is still a practical issue for urban drivers. In order to solve this problem, a collaborative reservation mechanism based on dynamic vehicle path planning is proposed in this paper. By the aid of the dedicated backbone network with a clear division of work responsibilities, the information of traffic and parking lots is collected in real time, based on which the travel time prediction and empty spaces evaluation are executed separately, and then the optimal decision of path planning and parking lot selection can be made and adjusted dynamically by a step-by-step acknowledgement mechanism. The simulation results show that, based on collaborative working and overall planning, our proposed reservation mechanism can effectively raise the utilization rate of the parking lots resources and significantly reduce the travel time for drivers under different traffic environments. Compared to current mechanisms, the collaborative parking reservation mechanism reveals higher feasibility and applicability. It can assist in design and operation of urban traffic management and space resource utilization.

Efficient parking tends to be challenging in most large cities in China. Drivers often spend substantial amounts of time looking for parking lots while driving at low speeds, thereby resulting in interference with road traffic. This paper focuses on efficiently allocating parking spaces to the demanders. A double-objective model is proposed that considers both the utilizing rate and the walking distance. First, managers want to utilize parking resources fully. Therefore, they tend to prioritize the efficient distribution of parking spaces in response to parking demands. However, demanders typically choose parking spaces according to convenience. The second objective is the acceptable walking distance from the parking space to the destination. The particle swarm optimization (PSO) algorithm is used to solve this model. We collected parking demand and supply data in a central business district (CBD) of Harbin in China and evaluated the feasibility of the model. The results demonstrate that the proposed model increases the occupying rates of parking lots in residential zones while decreasing the walking distance. The shared use of parking spaces maximizes the utility and alleviates the shortage of parking spaces in downtown.

Parking in heavily populated areas has been considered one of the main challenges in the transportation systems for the past two decades given the limited parking resources, especially in city centres. Drivers often waste long periods of time hunting for an empty parking spot, which causes congestion and consumes energy during the process. Thus, finding an optimal parking spot depends on several factors such as street traffic congestion, trip distance/time, the availability of a parking spot, the waiting time on the lot gate, and the parking fees. Designing a parking spot allocation algorithm that takes those factors into account is crucial for an efficient and high-availability parking service. We propose a smart routing and parking algorithm to allocate an optimal parking space given the aforementioned limiting factors. This algorithm supports choosing the appropriate travel route and parking lot while considering the real-time street traffic and candidate parking lots. A multi-objective function is introduced, with varying weights of the five factors to produce the optimal parking spot with the least congested route while achieving a balanced utilization for candidate parking lots and a balanced traffic distribution. A queueing model is also developed to investigate the availability rate in candidate parking lots while considering the arrival rate, departure rate, and the lot capacity. To evaluate the performance of the proposed algorithm, simulation scenarios have been performed for different cases of high and low traffic intensity rates. We have tested the algorithm on in-city parking facility in the city of Al Madinah as a case study. The results show that the proposed algorithm is effective in achieving a balanced utilization of the parking lots, reducing traffic congestion rates on all routes to candidate parking lots, and minimizing the driving time to the assigned parking spot. Additionally, the proposed algorithm outperforms the MADM algorithm in terms of the selected three metrics for the five periods.
