Abstrak: Pasar sangatlah identik dengan pusat keramaian, karena pasar merupakan pusat perdagangan yang terletak di pusat kota yang sering disebut juga dengan kawasan Central Bussiness District (CBD). Karena pasar merupakan pusat keramaian sehingga mengundang banyak masyarakat untuk datang ke kawasan tersebut sehingga menimbulkan kemacetan arus lalu lintas, akibat tidak terkendalinya arus lalu lintas di sekitar pasar. Kemacetan arus lalu lintas salah satunya akibat dari tidak terkendalinya parkir sehingga membuat kondisi parkir di sekitar daerah tersebut menjadi semakin semrawut. Pasar Aceh merupakan salah satu pusat perdagangan terbesar dan yang paling berkembang di kota Banda Aceh. Semakin berkembangnya kawasan Pasar Aceh membuat aktivitas pergerakan masyarakat semakin meningkat, sehingga membuat menurunnya tingkat pelayanan jalan di kawasan tersebut,  yang diakibatkan oleh kendaraan yang berjalan lambat, parkir, pejalan kaki dan pedagang kaki lima. Pasar Aceh memiliki fasilitas ruang parkirnya. Setelah disediakan ruang parkir pada gedung Pasar Aceh (off-street parking) yang baru ini ternyata masih banyak masyarakat yang lebih memilih parkir dibadan jalan (on-street parking), sementara pelataran parkir pada gedung Pasar Aceh belum habis terisi penuh, sehingga masih terjadi kemacetan dan kesemrawutan lalu lintas yang diakibatkan oleh banyaknya pengguna jalan yang menggunakan badan jalan sebagai tempat parkir. Tujuan penelitian ini adalah : (1) mengevaluasi kinerja jalan yang terbebani oleh kendaraan yang melintasi jalan di kawasan Pasar Aceh, (2) mengevaluasi kebutuhan ruang parkir yang optimal untuk melayani para pengunjung Pasar Aceh dan (3) mengidentifikasi permasalahan-permasalahan yang timbul akibat on-street parking berdasarkan persepsi masyarakat. Sehingga diharapkan dapat direncanakan manajemen parkir yang baik untuk masa yang akan datang.Kata kunci : tingkat pelayanan jalan, permasalahan parkir, persepsi masyarakat, manajemen parkirAbstract: The market is very synonymous with the center of the crowd, because the market is a trading center located in the city center which is often referred to as the Central Bussiness District (CBD). Because the market is a center of crowds that invites many people to come to the area, causing traffic congestion, due to uncontrolled traffic flow around the market. One of the traffic jams is due to uncontrolled parking, making parking conditions around the area increasingly chaotic. Aceh Market is one of the largest and most developed trade centers in the city of Banda Aceh. The increasing development of the Aceh Market area has made community movement activities increasingly increasing, which has caused a decline in the level of road services in the area, which is caused by vehicles that run slowly, parked, pedestrians and street vendors. Aceh Market has its parking facilities. Having provided parking space on the new Pasar Aceh (off-street parking) building it turns out that there are still many people who prefer on-street parking, while the parking lot on the Aceh Market building has not been fully filled, so traffic jams still occur and the chaos of traffic caused by many road users who use the road as a parking lot. The objectives of this study are: (1) evaluating road performance burdened by vehicles crossing the road in the Aceh Market area, (2) evaluating optimal parking space requirements to serve Aceh Market visitors and (3) identifying problems arising from -street parking based on people's perception. In the management of parking during this run visible indicators that can be used as abenchmark as the low contribution of parking service on revenue of Makassar and still lessprofessional and optimal management of parking. This study aims to determine the level ofoptimization of the application of the parking management system by operators of parkingbased on public perception and analyze the level of service and high availability of parkingfacilities in the city of Makassar. This research was conducted by direct interview to thecommunity and the spread of random questionnaires to determine public perceptions ofparking management that are run during this and subsequent analysis of the level of serviceand availability of parking infrastructure by taking samples of the two locations in the cityof Makassar. From the results of research in getting that parking geometric arrangementresulted in the design markings on the road Bougainville Makassar park consists of 26markers and 20 markers of motor cars, while road markings Pengayoman consists of 146cars and 54 motorcycles markers. Overall capacity of the car park on the streetBougainville 104 vehicles/h, the capacity of the car park on the street Pengayoman thewest as much as 584 vehicles/hour. Capacity motorcycle parking on the street Bougainvilleas many as 80 vehicles/hour, capacity bike parking on the street Pengayoman the west asmuch as 216 vehicles / hour. For availability of parking facilities in addition to markingproblems of parking, availability of infrastructure such as parking signs, SRP and parkingattendants in Bougainville and western aegis not ideal should be added and equipped.Potential revenue (PAD), which can be generated at the study site from the calculation ofthe accumulation of cars and motorcycles parked vehicles every 15 minutes in the span of13 hours every day for a week total daily average of Rp. 1,657,346. The respondent'sperception of the overall entry in the medium category. For the highest score obtained ata frequency of parking of vehicles in the parking lot was not authorized by a score of 1054.While the lowest score in the delivery of tickets, with a score of 716. Overall it can beconcluded that the availability of parking infrastructures is lacking and parkingmanagement systems are still considered less than optimal.

Broadband highways are being built in major cities around the world to combat traffic congestion. At the same time, existing buildings are demolished or powerful overpasses are raised above them. However, it often turns out that newly created highways quickly exhaust their capacity, and traffic jams are formed on them again. This situation indicates that increasing the capacity of the highway does not solve the problem of traffic jams, but often aggravates it, since as a result of this increase, even more cars are drawn to the highway from adjacent territories, often exceeding their current capacity. At the same time, the streets in the surrounding areas are empty and their potential is not used to the full extent. This situation has arisen due to the disruption of the city road network by lengthy obstacles in the form of ravines, rivers, floodplains of small rivers, and railways. This situation can be corrected by "stitching" the streets over the gaps by building bridges and overpasses with a capacity corresponding to the capacity of the "stitched" streets. Most of the gaps fall on relatively small streets, which approach the banks of fairly wide floodplains of small rivers and streams, and this makes it advisable to build mainly small (with a span of 20-25 m) and relatively inexpensive bridges, with the number of spans sufficient to cover the floodplain and reach the levels of road surfaces of connected streets. There will be several hundred such bridges over the river barriers in a large city, for example, Moscow, and several hundred more, taking into account the required number of them over the railways, and in the end, about a thousand. It is proposed to erect bridge buildings instead of simple road bridges. Such structures combine two city functions; the first of them is transport, the second is public, residential, or economic, depending on the needs of the city and the environmental situation at the construction site. An important requirement for the second function is a quick return on the financial assets invested in the construction and income from the operation of the building acceptable to the investor. The bridge part of a bridge building should become the property of the city.

Parkir merupakan tempat pemberhentian kendaraan di suatu kawasan atau bangunan, dimana masyarakat melakukan berbagai aktivitas. Pusat aktivitas untuk masyarakat agar bisa melakukan berbagai aktivitas dapat berupa kawasan pusat perbelanjaan. Daya tarik kawasan dengan tingkat mobilitas barang dan manusia, menciptakan pergerakan lalu lintas yang padat di kawasan tersebut. Peningkatan kebutuhan ruang parkir yang tidak diikuti oleh peningkatan ketersediaan kapasitas ruang parkir di pusat perbelanjaan, berpotensi menyebabkan permasalahan seperti kemacetan arus lalu lintas  karena adanya kendaraan yang parkir di fasilitas umum seperti trotoar dan bahu jalan, kerawa-nan kecelakaan lalu lintas, penurunan kualitas pelayanan jalan, dan lain-lain. Pemaha-man tentang ruang parkir di pusat perbelanjaan diperlukan semua stakeholders yang berfungsi sebagai referensi perencanaaan ruang parkir yang baik di kawasan dan bangunan. Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan ruang parkir di suatu pusat perbelanjaan. Metode penelitian yang digunakan adalah analisis non-statistik dan statistik dengan menganalisis karakteristik parkir, pola parkir, kapasitas jalan, dan tingkat pelayanan jalan. Lokasi penelitian berada di pusat perbelanjaan yang terletak di Jalan Tanjungpura, Kota Pontianak. Dari penelitian ini ditemukan hasil bahwa karakteristik ruang  parkir  pada  kawasan pusat perbelanjaan  dipengaruhi  oleh  pola aktivitas kegiatan bongkar muat barang dan durasi parkir kendaraan pengangkut barang serta  pola aktivitas kegiatan berbelanja pengunjung  yang menggunakan  mobil penumpang. Penataan menggunakan pola parkir dengan sudut 0 di badan jalan akan meningkatkan kapasitas jalan. Pusat perbelanjaan dengan model shopping street akan menarik jumlah pergerakan kendaraan  lebih kecil jika dibandingkan dengan  model department store. Jenis parkir on street di pusat perbelanjaan (shopping street) memiliki tingkat efektivitas pergantian kendaraan yang parkir lebih baik jika dibandingkan dengan jenis parkir off street di pusat perbelanjaan seperti department store. Parking lot is a place where vehicle stop in an area or a building, where people perform various activities. The center of activity for people may form into several kinds; one of them is shopping center. Mobility level of goods and people in the shopping center, creating a heavy traffic movement in/out of area/building. The increased needs for parking spaces that are not followed by the availability of parking space in shopping center will potentially cause problems. The problems are: traffic congestion as the consequence of parking at public facilities (sidewalks and paving), accidents, the quality reduction of service roads, etc. Knowledge about “parking spaces” in the shopping center is needed by stakeholders as a reference to planning a good parking space for building/area. The purpose of this study is to investigate and explain the parking space at shopping center. The methods of this research is non-statistical and statistical analysis, used to analyze the characteristics of parking, patterns, road capacity and level of service. The research location is in the shopping center located at Jalan Tanjungpura Pontianak. The results of this study discover that the characteristic of parking lot in shopping center of Tanjungpura street are influenced by the activities pattern ofloading/unloading goods and the durations of cargo car parks, and the visitor’s shopping activities with passenger car. On-street parking will increase the road capacity by arrange it with 0° parking pattern. Shopping center with shopping street model attract more smaller vehicles movement if compared to department store model. On-street parking in shopping street has a better turnovers effectiveness rate rather than off-street parking in the department store

In the overview, the ways to minimize traffic congestion in the form of a more dense analysis of the existing urban development are highlighted.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. In order to better understand how commuters decide departure time considering parking space shortage and commuters’ bounded rationality, the reference point hypothesis of prospect theory is applied in the departure time decision-making. Commuter personal perception differences, the road congestion situation, destination parking status, and other factors were also analysed in the influence of commuter departure time choice. Based on prospect theory, an experiment was designed to investigate the intention of the commuter departure time choice. The experiment results show that the commuter’s travel satisfaction and the departure time choice of the next trip are related to the parking space residual status after the commuter arrives at the destination. The satisfaction degree of the commuter is reduced, with the decrease of the remaining parking spaces. If the commuter is satisfied with the travel result, the commuter’s departure time of next trip tends to be later. In the case of illegal parking, different penalty measures may lead to different decisions of next departure time choice. A commuter tends to depart earlier when more severe punishment for illegal parking is enforced. The research results can reveal to some degree the travellers’ departure time choice behaviour when they face the risk of no parking spaces and provide a theoretical and practical support for parking management and car travelling decision.

The importance of vacant parking space detection systems is increasing dramatically as the avoidance of traffic congestion and the time-consuming process of searching an empty parking space is a crucial problem for drivers in urban centers. However, the existing parking space occupancy detection systems are either hardware expensive or not well-generalized for varying images captured from different camera views. As a solution, we take advantage of an affordable visual detection method that is made possible by the fact that camera monitoring is already available in the majority of parking areas. However, the current problem is a challenging vision task because of outdoor lighting variation, perspective distortion, occlusions, different camera viewpoints, and the changes due to the various seasons of the year. To overcome these obstacles, we propose an approach based on Dilated Convolutional Neural Network specifically designed for detecting parking space occupancy in a parking lot, given only an image of a single parking spot as input. To evaluate our method and allow its comparison with previous strategies, we trained and tested it on well-known publicly available datasets, PKLot and CNRPark + EXT. In these datasets, the parking lot images are already labeled, and therefore, we did not need to label them manually. The proposed method shows more reliability than prior works especially when we test it on a completely different subset of images. Considering that in previous studies the performance of the methods was compared with well-known architecture—AlexNet, which shows a highly promising achievement, we also assessed our model in comparison with AlexNet. Our investigations showed that, in comparison with previous approaches, for the task of classifying given parking spaces as vacant or occupied, the proposed approach is more robust, stable, and well-generalized for unseen images captured from completely different camera viewpoints, which has strong indications that it would generalize effectively to other parking lots.

Abstract Traffic congestion in the City of Surakarta gave rise to a phenomenal figure among motor vehicle drivers, called the Traffic Control Volunteers or abbreviated as Supeltas. This Supeltas is present on the road to help organize the movement of traffic, as happened at the Surakarta Ganesha Unsignalized Intersection. This study aims to determine the influence of the existence of Supeltas on capacity, degree of saturation, delay, and queuing opportunities that occur at the intersection. The analysis was carried out using the 1997 Indonesian Highway Capacity Manual. The results showed that the intersection without Supeltas had a capacity of 3,114.03 pcu/hour and a degree of saturation of 1.47, while the same intersection but with Supeltas had a capacity of 3,136.81 pcu/hour and a degree of saturation of 1.51. These results indicate that Supeltas has a positive influence on the performance of the intersection. Nevertheless, the degree of saturation in the location increased due to the increase in traffic volume as well as increased capacity. Keywords: unsignalized intersection, intersection performance, intersection capacity, degree of saturation  Abstrak Kemacetan lalu lintas di Kota Surakarta memunculkan sosok fenomenal di kalangan pengendara kendaraan bermotor, yang disebut Sukarelawan Pengatur Lalu Lintas atau disingkat Supeltas. Supeltas ini hadir di jalan untuk membantu mengatur pergerakan lalu lintas, seperti yang terjadi di Simpang Tak Bersinyal Ganesha Surakarta. Penelitian ini bertujuan untuk menentukan pengaruh keberadaan Supeltas terhadap kapasitas, derajat kejenuhan, tundaan, dan peluang antrian yang terjadi di simpang tersebut. Analisis dilakukan dengan menggu-nakan Manual Kapasitas Jalan Indonesia 1997. Hasil analisis menunjukkan bahwa simpang tanpa Supeltas memiliki kapasitas sebesar 3.114,03 smp/jam dan derajat kejenuhan 1,47, sedangkan simpang yang sama tetapi dengan Supeltas memiliki kapasitas sebesar 3.136,81 smp/jam dan derajat kejenuhan 1,51. Hasil tersebut menunjukkan bahwa Supeltas mempunyai pengaruh positif terhadap kinerja simpang. Meskipun demikian, derajat kejenuhan di lokasi tersebut meningkat karena bertambahnya volume lalu lintas di samping kapasitas yang juga meningkat. Kata-kata kunci: simpang tak bersinyal, kinerja simpang, kapasitas simpang, derajat kejenuhan

Hospital Dr. R. Soedarsono is the only government-owned hospital and first in the city of Pasuruan, so this hospital is indirectly the main reference for residents. Parking space needs for hospital visitors motorcycle users are influenced by 2 things, among others: 1) Parking land users are indeed hospital visitors aiming for the needs of the hospital, 2) Parking land users are indeed non hospital visitors who deliberately leave their vehicles for purposes other than the hospital. Other needs such as entrusting vehicles to get out of the city, to the office and work in companies outside the city of Pasuruan, etc. This happens because the location of the strategic hospital is on the inter-city public transportation lane, triggering non-hospital visitors to leave their motorbikes. The purpose of this study was to determine the condition of motorcycle user parking and to determine the characteristics of motorcycle users in the hospital. The research data collection method is by recording the number of motorcycle plates that enter and exit complete with time, as well as directly asking the needs of parking visitors. The research was carried out for 7 days / 1 week, whereas in 24 hours of sampling throughout the day starting at 06.00-06.00 WIB. The results of this study show: (1) 3353 vehicles entering parking conditions, there are 2917 visitors parking visitors and 436 non-hospital parking users, (2) the highest volume on Thursday 613 vehicles, (3) the highest accumulation of parking on Thursday at 19.00 - 20.00 as many as 340 vehicles and the average maximum accumulation value of 287 vehicles while there are 267 SRP, it is concluded that the accumulation of parking exceeds the area of the parking space unit, (4) the highest parking duration is vulnerable time 120-180 minutes, (5) the number of parking changes an average 1.79 vehicle / parking lot means that for one parking lot serving more than one vehicle, (6) the parking index is an average of 107.54%, so parking facilities are said to be problematic because ip> 100%. for that it is necessary to increase the area of parking or the creation of new parking spaces with vertical parking (multi-storey parking).

This article discusses one of the possible ways to combat the congestion of city roads in the form of intercepting parking lots. The reasons for the appearance of traffic jams in the city are considered. The principle of operation of intercepting parking lots in St. Petersburg and Moscow is presented, as well as a comparative analysis of the experience of using these projects between the two cities. Shown are the projected data regarding the development of the project of intercepting parking lots in St. Petersburg. The main ways of placing cars in the parking lot are presented.
