Analysis of the participation of military units of the Armed Forces, law enforcement agencies and military formations of Ukraine in the fighting showed that more effective use of the combat capabilities of units and military formations in modern conditions, the decisive value is used as a factor a control. One of the main tasks of managerial activity is decision making. In many spheres of life of any person, whether a Manager at work or the commander (chief) of military unit, the decision-making process is the basis of management activity. The purpose of this article is a study by theoretical analysis of the procedure for adoption of administrative decisions of the commander (chief) at the court of military forensic examination. The analysis of scientific works of modern Ukrainian and foreign scientists who were engaged in the study of the theoretical and practical aspects of the process of decision-making has shown that these works contain provisions that are different from each other. For the result of the analysis was reviewed and revealed the contents of the concepts "decision", "management decision", "management activities of the commander (chief)". It should be noted that the main activity of an officer (chief) at any level is the management activity, which determines the form, content and direction of the entire military team, because the commander's decision is the basis of the process of managing the military team. It was also revealed the main aspects and factors that affect the decisions of the commander (chief) of military unit with the participation in the fighting. After all, in the course of his professional activity there are tasks that are different in meaning and that are constantly changing over time. Conducted by forensic experts, the content and sequence of the commander's work in the execution of the combat mission provided opportunities for optimization of research methods, in determining the effectiveness of managerial decisions that were made by the commander using the study algorithm. The attention is focused on the existence of a deficit of scientific and methodological support of judicial expertise of the military.

This study reveals the research principles of the results of the management of the Ukrainian military administration of the strategic (operative) level in the course of organizational issues evaluation during state defense system forming as well as building and development security and defense components, particularly the Armed Forces of the Ukraine. This principles structure defines the subject, the object and the parties, the basic tasks of the military legal expertise, guidelines for legal expert (board of legal experts) in the course of evaluation of the military administration management activity in the course of reforming and development of the Armed Forces, as well as during the course of planning and conducting military operations (battle actions) of the military units (forces). Developed principles also refer to the following researches: cause and effect relationship of the breach of legislation of the Armed Forces of the Ukraine and other legal military and law enforcement units administrations officials, which led to negative consequences such as people deaths, loss of weapons and military equipment in the course of military operation. The relevance of this work is due to the fact that at present the problem of suicide among persons engaged in their professional activities in an extreme environment, which include the military and law enforcement officials, is of great concern to the public and the leadership, the Armed forces and law enforcement agencies in different countries. Most of the previous studies have shown that suicide among the considered category of persons adversely affects the combat readiness of the unit and may even lead to a negative attitude in General to the service in the army or law enforcement. In this regard, the authors attempted to analyze the positive experience associated with the prevention of suicidal behavior in the US Armed forces. In the course of the research General scientific and special methods were applied, which allowed to draw reasoned conclusions. Studying the positive experience of suicide prevention in American servicemen, the authors came to the conclusion that the military and political leadership of the us Armed forces not only realized the importance of countering suicidal behavior, but also takes the necessary measures to minimize the phenomenon under consideration. The authors also note that currently in the Armed forces and law enforcement agencies should focus on the need for commanders and direct managers of mental health of soldiers and personnel, including to mitigate the effects of combat stress. The practical significance of the study is expressed in the possibility of using in our country the positive foreign experience in the prevention of mental disorders and suicidal behavior among specialists of dangerous professions. Due to the urgent need to reduce the psychotraumatic impact of negative factors on the group under consideration.

To form the management culture of future officers in the process of practical training in higher military educational institutions, we highlight the general didactic pedagogical principles: science; systematicity and consistent; accessibility, feasibility of teaching; visibility; strength of knowledge, skills and abilities; consciousness and active approach.Taking into account the specifics of the professional activity of an officer of the armed forces in the process of forming a management culture, it is necessary to use the specific professional pedagogical principles lying in the the formation of high responsibility for the result and the implementation of the commander's management decision in the extreme conditions of the professional activity of the serviceman. These specific principles for the formation of a management culture of future officers in conditions of increased combat readiness include: the combination of theoretical basic training with the practice of professional management activity of an officer; democratization in the educational process; purposefulness and unity of the strategy of development of military culture management; differentiation and optimization of the educational process; innovative learning system.Key words: administrative culture, military education, pedagogical principles.

The author's classification of management decision-making methods, including twenty-five classes of methods, is presented for the first time. As part of the general classification of management decision-making methods, the role and place of a group of methods for making managerial decisions based on the optimization of performance indicators was demonstrated. In the group of methods for making managerial decisions based on the optimization of performance indicators, a subgroup of programming methods (linear, nonlinear and dynamic) is considered in detail. The features of use and application are shown when making managerial decisions of a subgroup of programming methods.

What are the political consequences of militarizing law enforcement? Across the world, law enforcement has become increasingly militarized over the last three decades, with civilian police operating more like armed forces and soldiers replacing civilian police in law enforcement tasks. Scholarly, policy, and journalistic attention has mostly focused on the first type, but has neglected the study of three main areas toward which we seek to contribute: 1) the constabularization of the military—i.e., when the armed forces take on the responsibilities of civilian law enforcement agencies, 2) the extent to which this process has taken place outside of the United States, and 3) its political consequences. Toward this end, we unpack the concept of militarized law enforcement, develop theoretical expectations about its political consequences, take stock of militarization in Latin America, and evaluate whether expectations have played out in the region. We show that the distinction between civilian and military law enforcement typical of democratic regimes has been severely blurred in the region. Further, we argue that the constabularization of the military has had important consequences for the quality of democracy in the region by undermining citizen security, human rights, police reform, and the legal order.

Deriving true priority vectors from intuitive pairwise comparison matrices (PCMs) and consistency measurement of decision makers judgments about their genuine weights are crucial issues within the multicriteria decision making support methodology called Analytic Hierarchy Process (AHP). The most popular procedure in the ranking process, constitutes the Right Eigenvector Method (REV). The inventor of the AHP convinces that as long as inconsistent PCMs are allowed in the AHP none of the other existing procedures qualify and the REV provides the only right solution in this process. The objective of this scientific paper is to examine if the former opinion can be considered as experimentally confirmed. For this purpose it was decided to apply Monte Carlo methodology. However, rather than simulate and analyze simulations results for a single PCM, as it has been done so far by many other authors, we decided to design and analyze computer simulations results for a singular model of the AHP framework. Our findings lead to inevitable conclusion that the REV cannot longer be perceived as a dominant procedure within the AHP methodology, especially when nonreciprocal PCMs are considered. It was verified empirically in our research that in the situation when nonreciprocal PCMs are considered the REV impoverishes the entire AHP methodology by its lack of PCMs inconsistency measure in such cases. Moreover, it provides less accurate rankings for a particular decision in comparison to other presented methods. It was also unequivocally verified that the enforced reciprocity of PCM leads directly to worse estimates of priorities weights. Altogether, it seems very important from the perspective of methodology supporting multicriteria decision making, the crucial process embedded in most of management activity. In the consequence, because the REV recedes other prioritization procedures available for the AHP methodology, it is advised to consider them instead, especially under some circumstances of an important and very tight managerial decisions.

When carrying out professional activities, officers of the VNG of the Russian Federation are often in difficult, stressful, emotionally stressful situations associated with the use of weapons as a particularly dangerous means of destruction. The right to use a weapon by an officer makes him responsible for its use. And therefore requires the officer to make a balanced optimal decision, which is associated with the risk and transience of events, and in which no mistake can be made, since the price of it can be someone's life. It is at such a moment that it is important that the officer has stable skills in making a decision on the use of weapons, and this requires skills not only in managing subordinates or the situation,but in managing himself. The complication of the military-professional activity, manifested in the need to develop the ability to quickly and accurately make command decisions, exacerbating the problem of social responsibility of an officer who has the management of unit that leads to an understanding of his singular personal and professional responsibility, as the ability to govern themselves makes it possible to achieve a positive result of the Department for the DBA. This characterizes the need for a commander to have the ability to manage himself, as a "system" that manages others. Forming skills of self-control, patience, compassion, having mastered algorithms of making managerial decisions, the cycle of implementing managerial functions, etc., a person comes to the belief: "before effectively managing others, it is necessary to learn how to manage yourself." The required level of personal and professional maturity can be formed in a person as a result of purposeful self-management, which determines the special role of professional and personal self-management in the training of future officers.

The professional profile of an officer-psychologist of the Armed Forces of Ukraine clearly defines the activities of specialist, the dominate type of activities in his work, and qualities that ensure the successful performing of duties. The professional profile of an officer-psychologist of the Armed Forces of Ukraine generally answers the following questions: what activity is analyzed and what is the subject and purpose of this activity, what are the criteria for assessing the effectiveness of professional activities; what are the factors that affect the psyche of military specialist; what are the special requirements for soldiers. According to the results of the questionnaire survey of experts the professionally important qualities of readiness of the officer-psychologist for professional activity in the Armed Forces were determined on the basis of the obtained and mathematically processed results of the questionnaire. The indicators of professionally important (necessary) qualities were determined, namely moral-volitional and emotional traits of an officer-psychologist of the Armed Forces of Ukraine. The competencies, that are acquired during the formation of the readiness of future psychologists for professional activity in the Armed Forces and should be formed as a result of professional training, have been developed on the basis of scientific and practical analysis. They are the following: the navigate in difficult combat situations, the ability to take optimal decisions and set tasks to subordinate units in a combat situation based on the analysis of received information, the assessment of the situation and ability to provide tactical calculations, the ability to develop and maintain combat documents and records. The professional profile of the officer-psychologist of the Armed Forces of Ukraine clearly defines the activities of specialist, the dominate type of activities in his work, and qualities that ensure the successful performing of duties. The training of a modern officer-psychologist of the Armed Forces of Ukraine is aimed at ensuring the harmonious development of the personality of an officer of the Armed Forces of Ukraine, that implies the development of all potential opportunities inherent in a specialist. The military psychologist should be prepared for the practical activities as a result of mastering of professional knowledge, skills and abilities (planned result of education), theoretical competence, the formation of professional competencies of a soldier.

The purpose of the article is to substantiate the structure of the professional readiness of future lawyers to work in law enforcement agencies, as well as to substantiate the conditions for its formation in the educational environment of the university: the social and personal significance of legal education and its relevance; students' awareness of legal education as a necessary component of their professional competency; integration, unity and complementarity of state and regional interests in the content and structure of legal education; educational and methodological support of the educational process in relation to the spheres of professional activity of subjects of legal practice; monitoring, which allows diagnosing the formation of general cultural and professional competencies of students, modelling and predicting the pedagogic process, making managerial decisions on its correction based on the obtained objective information. The structure of professional readiness of future lawyers is presented as a multifunctional system education, which includes motivational and value, cognitive, operational-activity, evaluative-reflexive components. Our research complements research on this issue, defines the essence of professional readiness and its structure. The study expands the range of ideas about the professional training of students at university as a whole; complements the theoretical understanding of training of future lawyers for law enforcement.

The article deals with issues related to the study of the problem space of the phenomenon of «professional adaptation of young offi cers», the study of the possibilities of pedagogic support for military specialists in the adaptation process in the conditions of its organisation in the military unit. Topicality of this direction is determined by the high social signifi cance of military work, the special nature of its organisation and implementation, which requires increasing the effi ciency of the process and the result of professional adaptation of young military specialists who are able to quickly «enter» a new professional environment, updating their personal and professional competences and qualities necessary to ensure the success of professional activities in the military environment in the framework of the implementation of functions for offi cial purpose in accordance with the requirements. Theoretical analysis of scientifi c works devoted to the problem of professional adaptation of the individual is carried out, the content and procedural characteristics of this phenomenon are determined, and its signifi cance for increasing the effi ciency of professional activity of military specialists is updated. On the basis of the conducted research, the spectrum of diffi culties that arise in young offi cers during the adaptation period, located within the boundaries of the problem fi elds of service-organisational, psychophysiological, communicative, social and household components of professional work, is revealed. It is established that increasing the effectiveness of professional adaptation of young offi cers and minimising the diffi culties that arise is possible with the use of mechanisms of pedagogic support of the individual in the adaptation process, implemented at various levels of management of the military unit with the involvement of its resource potential. A set of conditions aimed at providing pedagogic support to young offi cers during the adaptation period, which contribute to improving its effectiveness, is identifi ed. The results of the study established that the organisation of systematic work on the pedagogic support of professional adaptation of young military specialists, implemented at various levels of military control in the framework of the indicated conditions is an important factor in achieving personal and professional success of young offi cers, their development in space military environment.
