Introduction. The leading approaches to the phenomenon of the civil protection specialists’ readiness for professional activities are considered. It was revealed that the problem of the socio-psychological impact of the emergency situations on specialists who provide assistance under special conditions remains poorly investigated. Purpose. In this context, our goal is a systematic study of the civil protection specialist’s readiness to work under special conditions (in emergency situations). Methods. The basic structural components of the investigated concept are characterized and their generalized characteristics are given. A review of scientific publications in the interdisciplinary problem field, including the study of the psychological parameters of professional work under special conditions was conducted. The multifaceted pedagogical modeling allowed to identify causal relationships and factors, to predict the benefits and possible disadvantages of introducing innovations, and to increase the productivity of the work of the scientific and pedagogical team. Results. Pedagogical model of formation of civil protection specialists’ readiness for professional activities is created; normative preconditions, structure, components and operating conditions of the model are considered; its emergent properties are revealed. The model includes target, conceptual and theoretical, organizational and projecting, content, procedural and technological, result-evaluation components. In order to prepare the readiness of civil defense specialists for professional activity, it is appropriate to foresee: the establishment of a favorable atmosphere in which students and students feel free and comfortable; to intensify them, directing active collaboration with all participants in the educational process; to stimulate the interests of future specialists, to develop the need to study, contributing to success in vocational training; touch all aspects of the personality, involving emotions, feelings and feelings in the learning process; to stimulate cognitive, creative abilities, correlating them with real needs and opportunities; to promote awareness of each student and student that the learning outcomes are related to their personal interests; apply different forms of work (individual, group, collective), use methods that increase the activity of cadets and students, their independence, individuality, etc. A holistic analysis of the results of the implementation of the proposed model gives grounds for arguing that its application contributes to better preparedness, optimal adaptation of personnel to extreme, risky situations under special conditions of service activity, reduction of the level of mental losses among the personnel of the State Emergency Service of Ukraine and successful overcoming of the negative consequences of crisis and extraordinary circumstances and situations. Conclusion. The research of the system of formation of professional readiness of civil protection specialists for professional activities in the dynamics of their professional genesis, including activities in extreme situations, was carried out, which made it possible to optimize the training of employees of various services of the State Emergency Service of Ukraine in order to improve the measures and mechanisms of prevention and liquidation of the consequences of emergencies. A model was developed that reflects the main principles of forming the readiness of civil defense specialists for professional activity, pedagogical goals, tasks, priorities, peculiarities and conditions for the organization and implementation of this process. We recommend to use the developed model as a tool through which the leadership and professors of specialized higher education institutions will optimize the educational process in order to improve the quality of training of civil defense specialists.

Social and political transformations in the Ukrainian society cause significant changes in the nature of service and combat activities of units, rescue and search formations of State Emergency Service of Ukraine, and, hence, the process of training professionals able to protect and ensure the safety of every citizen, society in general and the state as a whole needs modernization. The quality of the relevant tasks performance largely depends on the level of professional competence and psychological readiness of specialists of State Emergency Service of Ukraine to work in the conditions of danger and risk. The specificity of the professional activity of rescuers lies primarily in the fact that in terms of its intensity and duration it goes beyond the optimal parameters and makes increased demands on their mental and physiological capabilities. At the same time, the operational and tactical tasks performed are implemented due to actions associated with a certain risk. The daily work of SES specialists is classified as «the one with special conditions,» i.e. as extreme, harmful to health, and risky. Taking it into account, the process of training the cadets at SES higher schools ought to cultivate their readiness to come to the aid of people in risky circumstances, to save lives, overcoming the unpredictable consequences of emergency situations. The essence of psychological readiness of future civil defense specialists to work in risky circumstances in the context of the specifics of their professional activity is considered. Its successful implementation requires from specialists not only the formation of specific professional knowledge, skills, and abilities to apply them quickly and accurately (competence), but also constant and extreme concentration, mobilization, vigilance, efficiency of thinking and of responding to events, confidence in the correctness of decisions, in the success of their own actions (professionally important qualities), as well as the state of emotional and volitional stability and actualization of their intellectual and personal potential in decisionmaking and direct activities in extreme situations, reflecting the connection with various aspects of personal regulation, including rationality (psychological readiness). The authors give grounds for the necessity of introducing into the educational process of higher educational institutions of the State Emergency Service the pedagogical system of formation of cadets’ readiness for professional activity and the expediency of creating appropriate psychological and pedagogical conditions for increasing the effectiveness of this process (continuous improvement of the pedagogical skills of the teaching staff; active use of innovative service and combat experience of fire and rescue formations; improving psychological training by modeling stressors that affect personnel in hazardous circumstances and extreme situations; taking into account the individual psychological characteristics of cadets; moral and material stimulation of cadets ‘activity in ordinary and, especially, in extreme situations related to risk to life), aimed at ensuring their optimal preparedness to work in risky (extreme) circumstances.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions. Literature review was conducted to gather evidence-based materials that address strategies to promote readiness for professionally oriented activities. The purpose of the article is to emphasize the importance of communicative training in departmental educational institutions and to determine factors which affect readiness for communication and increase its effectiveness. The overall study objective is to theoretically substantiate and experimentally test the author’s model of the system of professionally oriented communicative training of future civil protection service officers in the institutions of higher education of the State Emergency Service of Ukraine. To achieve the purpose of research the following methods have been applied: theoretical; method of theoretical modeling; empirical. Research was carried out on the basis of departmental higher educational institutions of the State Emergency Service of Ukraine. 422 cadets, 163 teachers and officers were involved at various stages of the research. The author’s structural-functional model of professionally oriented communicative training of cadets in departmental institutions is introduced. The model has an appropriate structure of interconnected structural components, content and characteristics of which are described. The author distinguishes and substantiates the following subsystems of the model: target, conceptual-strategic, organizational-designing, procedural-technological, control-evaluation and resultative. The contributing factors to effective communicative training of future officers have been summarized: formation of a value attitude to future profession; introduction of interactive teaching methods; improvement of teaching and methodical provision; optimization of the subject-subjective interaction of participants in the educational process during simulated situations of professional communication. The study confirmed validity of the author's model.

Based on the analysis of the regulatory support of the operation of the strip of psychological preparation in the territorial divisions of the State Emergency Service of Ukraine, the place of the strip in the training of fire-rescuers and rescuers was established and a change in its name was proposed. The experience of using by the territorial divisions of the State Emergency Service of Ukraine, educational institutions of civil protection, the Ukrainian Civil Protection Research Institute the strip of psychological preparation in the system of service training of fire-rescuers and rescuers is given, the composition parts of the strips of psychological preparation available in the divisions are analyzed. The absence of a unified approach to the structure of a typical strip of psychological preparation and the expediency of developing technical and regulatory documentation of the strip of preparation (modules). Taking into account the proposals of the territorial divisions of the State Emergency Service of Ukraine, educational institutions of civil protection, the Ukrainian Civil Protection Research Institute on the using the strip of psychological preparation in the system of official training of fire-rescuers and rescuers, programmed the main components of the modules (simulators). The statistical data on fires during 2013-2017 are analyzed, the conditions were determined in which fire extinguishing was carried out by the State Emergency Service workers in living rooms, in production facilities, in trade and storage facilities. Conditions, which complicated the fire extinguishing, the general characteristics of the objects of fires and obstacles, which fire-rescuers were overcoming during performing the tasks for the intended purpose were given. To determine the main obstacles through which rescuers moved, and the conditions in which the rescuers worked during carrying out tasks for their purpose, the analysis of statistical data on the quantitative indicators of classified emergency situations, the characteristics of emergency situations and examples of participation of the personnel of the Operational-Rescuer Services of Civil Protection in the liquidation of emergency situations was conducted. The main obstacles that must be overcome and the conditions necessary to create on the strip of preparation for fire-rescuers and rescuers during working out skills of work in difficult and extreme conditions. Taking into account the foreign experience of fire divisions, it was proposed to form a strip from separate functional modules.

Modern sources of danger make new demands on the system of advanced training of managerial staff of government agencies and medical professionals whose activities are related to the organization and implementation of measures for civil protection. Improving their skills is aimed at forming readiness to perform complex tasks in a single state system of civil and its component – medical protection and involves the development of new general theoretical and special-technological and medical knowledge, expanding the range of skills and practical skills. The paper, based on logical analysis, reveals the features of professional development of government officials and medical professionals on civil protection in modern conditions, substantiated proposals to improve the process of their training. As a result of the study, the state of affairs was studied and it was argued that the optimization of improvement and professional development of government and medical specialists of the system of emergency care and disaster medicine on civil and medical protection as a functional subsystem in a single state civil protection system provides an organic combination different forms, methods and content of education, depending on the capabilities of the educational institution and the needs of the person. The above is not possible without the introduction of a rational construction of universal design during the educational process in a higher education institution, a civil defense institution. The urgency of these issues is confirmed by the course of our country for integration into the European Union, and this requires, in modern conditions, systematic improvement of the educational process and optimization of the level of professional development of these categories of personnel using the experience of developed countries. that meet world standards and requirements of today. Представлены результаты исследования, затронувшего актуальную проблему системы профессионального юридического образования, – степень соответствия специалиста требованиям рынка труда, а также повышение качества их практической подготовки. Научно обоснована эффективность применения практико-ориентированных технологий в образовательном процессе колледжа с целью успешной адаптации будущих юристов в профессиональной деятельности. В качестве основного метода исследования выступил педагогический эксперимент, целью которого стала апробация практико-ориентированных технологий в процессе обучения. В исследовании использованы методы анализа и обобщения, опрос, тестирование, педагогическое наблюдение и методы математической статистики. Представленные практико-ориентированные технологии направлены на овладение обучающимися профессиональных компетенций и предусматривают поэтапное прохождение студентом трех модулей: целеполагание дидактических циклов, отбор оптимальных средств с учетом особенностей этапа обучения, реализация образовательной деятельности, характеризуемой интеграцией проектной и проблемной технологий при соблюдении условия дифференцированного обучения. Введение в образовательный процесс практико-ориентированных технологий обучения студентов колледжа – будущих юристов, предусматривающих поэтапное освоение знаний и умений, позволяет на достоверном уровне сформировать основные профессиональные компетенции у обучающихся с целью их успешной адаптации в будущей профессии юриста. Применение в процессе обучения деятельностных и интерактивных методов, введение имитационного моделирования и проектирования, а также технологии решения ситуационных задач можно рассматривать в качестве эффективного инструмента формирования у студентов профессионально-ориентированных умений и навыков. The article presents the results of the study that touched upon the actual problem of the system of professional legal education – the degree of specialist’s compliance with the requirements of the labor market as well as the improvement of the quality of their practical training. The aim of the study is to scientifically substantiate the effectiveness of practiceoriented technologies in the educational process of the college in order to successfully adapt future lawyers in professional activities. The main method of research is a pedagogical experiment, the purpose of which is approbation of the developed author’s methodology. Also, the study used methods of analysis and generalization, questioning, testing, pedagogical observation and methods of mathematical statistics. The presented practice-oriented technologies are aimed at mastering students’ professional competencies and provide for the gradual passage of three modules by the student: goal-setting of didactic cycles, selection of optimal means taking into account peculiarities of the training stage, implementation of educational activity characterized by integration of project and problem-based technologies while observing conditions of differentiated training. According to the results obtained during the implementation of the pedagogical experiment, the introduction of practice-oriented technologies in the educational process of training college students of future lawyers, providing for the gradual development of knowledge and skills, allowed to form the basic professional competencies of students at a reliable level. Thus, the use of activity and interactive methods in the learning process, the introduction of simulation modeling and design, as well as technology for solving situational tasks can be considered as an effective tool for shaping students’ professional-oriented skills and abilities.

In the article, the impact of digitalization of education on the transformation of the professional competence of a social educators is analyzed; the need of the formation of digital competence of social educators in the context of the widespread implementation of information and communication technologies in the educational process is substantiated; the state of using educational Internet resources in the professional activities of social educators is analyzed; the importance of improving the level of digital competence as a component of the professional competence of social educators is substantiated; the use of digital tools as a practical toolkit for social educators is proposed; a brief overview of digital tools that will be useful in the work of a social educator is provided; a training course "Using Internet resources in the work of a social educator" developed by authors is presented; the course consists of four modules in accordance with the main directions of the social educator's activities, in particular, diagnostic, developmental, educational and preventive work; the course has a practical focus, for the implementation of practical tasks, adapted to the professional activity of a social educator, instructional and methodological materials are developed that make it possible to conduct the course both offline and online; the course is developed on the principles of accessibility, comprehensibility, professional orientation and motivation; to implement the developed course, it is recommended to use the Google Classroom platform, which makes it possible to combine traditional and innovative forms and methods of teaching, which is especially important in the context of the introduction of distance and blended learning; the results of approbation of the developed course, which was conducted for social educators of the Nadvirnyansky district of Ivano-Frankivsk region are presented; taking into account the results of approbation, the conclusion is given about the advisability of using the course for the professional growth of social educators, including for the formation of the readiness of a social educator for the implementation of digital tools into professional activities.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.

The article deals with theoretical aspects of a problem of the formation of the readiness of cadets of specialized higher educational establishments of the State Emergency Service of Ukraine for a managerial activity. On the basis of studied literature it was found out by the author that readiness for a managerial activity is considered as a complex, stable personal formation, expressing the aspirations of a specialist, on the basis of available professional knowledge, skills, professional orientation and personal qualities to successfully solve the tasks of management of personnel and a unit as a whole; it provides for the special organization of the educational process of future officers; the awareness of cadets and students about their reflection in the system of training for future activities. It was determined that a managerial activity is a complex socio-psychological phenomenon. The components of the readiness of future specialists of the State Emergency Service of Ukraine for the management activity are determined as: a discipline, a self-organization and punctuality, a possession of an effective management style, an ability to clearly formulate tasks and goals, a possession of etiquette rules, an ability to conduct educational work, a communicative competence. It is also proved that technical, professional, psychological and pedagogical training of students influences the improvement of readiness for a managerial activity. It is theorized that graduates of specialized institutions of the State Emergency Service of Ukraine should be able to quickly take their bearings in emergencies and adapt to them, take initiative, be selfless and persistent in fulfilling their tasks, improve their professional skills, be able to assess the situation correctly and adequately, take managerial decisions and to be psychologically ready for extreme situations while carrying out operational activities and extinguishing fires. It is determined that the cadets of specialized higher educational institutions of State Emergency Service of Ukraine strive for a self-improvement and a self-development, possess executive and communicative skills, and can confidently, timely and faithfully apply functions of planning, organization, motivation, control and coordination.
