Modern sources of danger make new demands on the system of advanced training of managerial staff of government agencies and medical professionals whose activities are related to the organization and implementation of measures for civil protection. Improving their skills is aimed at forming readiness to perform complex tasks in a single state system of civil and its component – medical protection and involves the development of new general theoretical and special-technological and medical knowledge, expanding the range of skills and practical skills. The paper, based on logical analysis, reveals the features of professional development of government officials and medical professionals on civil protection in modern conditions, substantiated proposals to improve the process of their training. As a result of the study, the state of affairs was studied and it was argued that the optimization of improvement and professional development of government and medical specialists of the system of emergency care and disaster medicine on civil and medical protection as a functional subsystem in a single state civil protection system provides an organic combination different forms, methods and content of education, depending on the capabilities of the educational institution and the needs of the person. The above is not possible without the introduction of a rational construction of universal design during the educational process in a higher education institution, a civil defense institution. The urgency of these issues is confirmed by the course of our country for integration into the European Union, and this requires, in modern conditions, systematic improvement of the educational process and optimization of the level of professional development of these categories of personnel using the experience of developed countries. that meet world standards and requirements of today. The culture of an educational institution is a set of individual values and norms, attitudes, beliefs, rituals, expectations, and actions of its members. Without changing the basic assumptions (implicit theories) of individuals working in an institution, there are no fundamental changes in the quality of the educational process. Professional development is understood as continually testing the quality of our own educational interventions, and redefining and modifying them based on the feedback from practice. In this chapter, the authors will focus on the results of preschool teachers' attitudes towards the different aspects of the educational process and the results of the frequency of using modern forms of professional development, obtained by survey method. There is a positive correlation between the modern educational paradigm of the preschool teacher and her participation in the contemporary forms of professional development, which testifies of the mutuality and interdependence of these two dimensions of the culture of the institution of early education.

The article examines the issues of students’ reflexivity, the impact of the reflexivity on the educational process and psychological health, the importance of its development. The purpose of the article is the theoretical and empirical study of students’ reflexivity through its expression in various linguistic markers, the importance of reflexivity in the personal and potential professional development of students. The research methodology and its algorithm were selected due to the purpose of the study. Experimental work included a complex psychological and pedagogical experiment, diagnosing the stated parameters and their subsequent statistical analysis. The study of students’ reflexivity was carried out on the basis of the Institute of Foreign Languages of the Federal State Autonomous Educational Institution of Higher Education “The Peoples’ Friendship University of Russia ”(RUDN). Research sampling: reports (essays) of the 1-4 year students. The target group consisted of 98 students, divided into seven subgroups. The results of the study allowed us to conclude that there is a significant interdependence between linguistic markers and students’ reflexivity. Psychological health is a necessary and important condition for the full development of a personality. On the one hand, it ensures the adequate fulfillment of social roles, on the other hand, it creates the possibility of continuous personal and professional development throughout life. Supporting psychological health is one of the urgent tasks in the young age, the most important stage in the formation of a personality. Reflexivity of students, appearing in the process of consulting or training work, manifests itself, first of all, in speech processes. Group reflexivity, in turn, is the main method of psychological training, since it helps to comprehend and integrate the ongoing experience.

The concept of reforming general secondary education «New Ukrainian School» defines a number of components that focus on the activities of a contemporary teacher, namely: a motivated teacher who has freedom for creativity and professional development. This component draws attention to the need for the teachers to constantly improve their professional level. This involves improving the competencies acquired during professional higher / pre-higher education and obtaining new competencies, required due to the development of society and modernization of education. Thus, society currently expects teachers to understand the four components of the educational process: what to teach; whom to teach; how to teach and how those who are taught learn. Society’s expectations become reality through the changes caused by the reform of the general secondary education, namely in relation to postgraduate pedagogical education of teachers. The article considers the definition of «postgraduate pedagogical education» and the transformation of approaches to its implementation in regulations, for example, the Procedure for in-service training states that the teacher can choose at their discretion the types and areas of in-service training and service providers for advanced training. To investigate how the teachers use the opportunities provided by the state to improve their professional level, the SSI «Institute of Educational Analytics» has been monitoring the process of implementing the reform of the New Ukrainian School for three years in a row. The group of questions in the questionnaires for teachers participating in the framework of the NUS reform concerned their professional development. The survey was conducted in May-June 2021 among a representative sample of teachers, involving 2217 respondents. The obtained statistics gave grounds to say that primary school teachers use the opportunities provided to them to improve their professional level, which indirectly indicates their desire to successfully implement the reform of the New Ukrainian School.

The monograph examines the main theoretical and practice-oriented aspects of pedagogical monitoring from a modern perspective. The paper presents an analysis of monitoring components as one of the management tools for the system of advanced training of teaching staff. The modern problems of organizing and implementing the technology for monitoring the effectiveness of the advanced training process are identified, and the prospects for its use are analyzed. In the course of using monitoring as a tool for assessing the effectiveness of the process of professional development of teaching staff, problems of various directions arise. Monitoring, in this case, is not a universal tool, however, its organization, adequate to existing conditions, as well as the correct use of its results can significantly improve the quality of the educational process and its results. The monograph includes methodological materials that allow for monitoring research. A model and tools for monitoring the process of professional development, tested in the course of research in the institutes of advanced training in the city of Tashkent, are proposed. The study may be of interest to a wide range of readers interested in this problem, as well as to specialists in the field of management.

It is substantiated that one of the effective ways to improve the quality of education is interdisciplinary integration. The interdisciplinary approach based on the new educational standards presupposes, first of all, the ability of the medical education seeker to solve problems and take responsibility; act in an unstable context; motivation of students to study a certain discipline, thorough understanding and comparison; application of the acquired knowledge in practice; broadening the horizons, increasing the independence and creativity of future medical professionals; integration of the acquired knowledge, skills and abilities into one whole and perception of the material mastered during all training as inseparable unity. Methodological aspects of training a future medical specialist in the system of higher professional education in the conditions of interdisciplinary integration are considered. The main directions of improving the professional training of medical students on the basis of integration of different approaches are identified. The importance of applying interdisciplinary integration in the training of future medical professionals on the example of a combination of clinical, bioethical and legal knowledge is substantiated. The issue of application of interdisciplinary integration in the training of medical students is covered. The factors of optimization of the process of training future medical specialists on the basis of interdisciplinary connections are considered. It is shown that the application of interdisciplinary integrative technologies provides grounds for the formation and development of future medical professionals in the field of analytical and critical thinking, which is the key to improving the quality of medical education. It is proved that the professional training of future specialists in the medical field is in dynamic development, which is due to the priority of improving the quality of medical education. It was found that the effectiveness of the integration approach in the training of future medical professionals, in order to improve the quality of their education, requires improvement of the methodological concept in the development of educational and methodological complex of professional training on the basis of interdisciplinary integration. This can be ensured by taking into account the following factors: social demands for professional activity; the specifics of training at clinical departments and the peculiarities of mastering non-core disciplines; providing scientific, informational and methodological support of the educational process; formation and development of future medical professionals of analytical and critical types of thinking. The proposed will ensure high-quality readiness of future medical professionals for their professional activities.

Introduction. The leading approaches to the phenomenon of the civil protection specialists’ readiness for professional activities are considered. It was revealed that the problem of the socio-psychological impact of the emergency situations on specialists who provide assistance under special conditions remains poorly investigated. Purpose. In this context, our goal is a systematic study of the civil protection specialist’s readiness to work under special conditions (in emergency situations). Methods. The basic structural components of the investigated concept are characterized and their generalized characteristics are given. A review of scientific publications in the interdisciplinary problem field, including the study of the psychological parameters of professional work under special conditions was conducted. The multifaceted pedagogical modeling allowed to identify causal relationships and factors, to predict the benefits and possible disadvantages of introducing innovations, and to increase the productivity of the work of the scientific and pedagogical team. Results. Pedagogical model of formation of civil protection specialists’ readiness for professional activities is created; normative preconditions, structure, components and operating conditions of the model are considered; its emergent properties are revealed. The model includes target, conceptual and theoretical, organizational and projecting, content, procedural and technological, result-evaluation components. In order to prepare the readiness of civil defense specialists for professional activity, it is appropriate to foresee: the establishment of a favorable atmosphere in which students and students feel free and comfortable; to intensify them, directing active collaboration with all participants in the educational process; to stimulate the interests of future specialists, to develop the need to study, contributing to success in vocational training; touch all aspects of the personality, involving emotions, feelings and feelings in the learning process; to stimulate cognitive, creative abilities, correlating them with real needs and opportunities; to promote awareness of each student and student that the learning outcomes are related to their personal interests; apply different forms of work (individual, group, collective), use methods that increase the activity of cadets and students, their independence, individuality, etc. A holistic analysis of the results of the implementation of the proposed model gives grounds for arguing that its application contributes to better preparedness, optimal adaptation of personnel to extreme, risky situations under special conditions of service activity, reduction of the level of mental losses among the personnel of the State Emergency Service of Ukraine and successful overcoming of the negative consequences of crisis and extraordinary circumstances and situations. Conclusion. The research of the system of formation of professional readiness of civil protection specialists for professional activities in the dynamics of their professional genesis, including activities in extreme situations, was carried out, which made it possible to optimize the training of employees of various services of the State Emergency Service of Ukraine in order to improve the measures and mechanisms of prevention and liquidation of the consequences of emergencies. A model was developed that reflects the main principles of forming the readiness of civil defense specialists for professional activity, pedagogical goals, tasks, priorities, peculiarities and conditions for the organization and implementation of this process. We recommend to use the developed model as a tool through which the leadership and professors of specialized higher education institutions will optimize the educational process in order to improve the quality of training of civil defense specialists.

The article examines the main historical stages of the formation and reform of the system of additional professional education of middle-level medical workers in Russia, identifies the main trends in its development, analyzes normative legal acts, program and strategic documents regulating the training and advanced training of secondary medical personnel, continuing medical education and professional development. The effectiveness of measures taken to integrate medical specialists into the system of continuing medical education in the context of a new coronavirus pandemic is evaluated.

The proposed article analyzes the peculiarities of the basic structural elements of the training systems of teachers of natural and mathematical subjects in postgraduate education of Ukraine and the Republic of Poland. The notion of professional development of specialists in the educational space of the countries is defined — intentional, planned and continuous process, which results in the expansion of teachers’ professional competences, improvement of their professional level, re-qualification of specialists, and development of universal personality. The principles on which the systems of professional development of specialists of Ukraine and Poland are built and developed are considered: humanization, differentiation, interactivity, unity of socialization and professionalization of personality, modularity and continuity of training. Also it is recognized among the principles of educational activities that are taken into account in the process of training of the Polish colleagues there are such as: the interrelation of theory and practice, variability, diversity of forms, continuity, multidimensionality, multilevelness, and openness. Important functions (socio-cultural, developmental, educational, compensatory and adaptive) that the systems of teacher training fulfill as for continuous professional development and improvement of specialists are analyzed. The author pays special attention to the analysis of functioning of the training systems of teachers of natural and mathematical subjects as multidimensional entities in postgraduate pedagogical education of the countries which are characterized by socio-state character, variability, flexibility, and construction considering different needs of teachers in their professional development. The article analyzes the level structures of advanced training systems of postgraduate education of teachers of natural and mathematical subjects of Ukraine and the Republic of Poland, which have their own subjects at each level of regulation (national, regional, local, and institutional), and use certain principles, tools and institutions for achievement of the overall goal. It is noted that the systems of advanced training of teachers of natural and mathematical subjects in the postgraduate education of Ukraine and the Republic of Poland have a lot in common at the stage of formation of goals and tasks, defining principles and functions, choosing the directions of development of educational activity. Differences are observed in the structure of education systems and teacher training financing. A detailed study of the quality criteria for the improvement of specialists in accordance with the international standards is proposed for further research, which will improve the evaluation of the results of the educational process and enhance the motivation of teachers for their personal and professional development and self-improvement.

Objective : to determine the features of the changes of perimeter body sizes of male cadets in the conditions of the pedagogical process at a higher educational institution of I level of accreditation. Material and methods . We have conducted longitudinal (I, II, III years of study) determination of perimeter body sizes of 87 male cadets and analyzed the features of the changes in these parameters in the conditions of the pedagogical process during a three-year period. The analysis of the indicators was conducted using «Statistica», 6.1 (StatSoft) by parametric methods of assessment. Results. Based on the obtained data we have defined the characteristic features of the annual changes of the perimeter body parameters during the three-year period of study in conditions of the pedagogical process of a civil defense college. We have determined the increase dynamics of most of the average indicators throughout the period of study at the civil defense college, except for the perimeters of the neck, pelvis and abdomen, where the decrease of the sizes has been found. Conclusions. We have revealed reliable differences when comparing the annual changes of the perimeters of the pelvis, abdomen, thorax (during a breathing pause, inhale, exhale), the shoulder, forearm, hand, thigh, upper third of the leg, the instep of the foot. The annual changes of perimeter sizes of the neck, pelvis and abdomen in the male cadets during the second year of training were bigger than during the first one. The perimeter increase parameters of the chest (during a breathing pause, inhale, exhale), shoulder, forearm, wrist, hand, hip, upper and lower third of the leg, foot, the instep of foot in the male cadets dominated when they were in the first year of study.

Purpose The purpose of this paper is to investigate continuing pedagogical education from a new perspective that is especially relevant during the development of an information society. Design/methodology/approach The methodological framework of the study builds on the concept of teacher’s personality establishment in the system of pedagogical education. Main stages of professional development were studied on the basis of educational institutions of the Baikal region. Thus, experiments were conducted at the Pedagogical Institute, Buryat State University Continuing Education Institute, Buryat Republic Institute of Educational Policy and the Buryat Republic Pedagogical College. The study used internship platforms of the above educational institutions. Findings The study shows how the open online pedagogical space, which includes internship and innovative platforms, specialized departments, governing agencies on education, certificate centers, scientific and cultural institutions, higher educational institutions, and schools, reveals the model of continuing pedagogical education in regions. Practical implications Individual forms of advanced training are proposed. Optimal ways to create a competitive environment in the system of professional development were identified by the authors. Originality/value The reformation of the regional system of advanced training and its transition to a new level of quality allows organizing continuing improvement of teachers’ professional competencies effectively. This paper can improve the professional competence of teachers, which will have a positive effect on the educational process and academic performance of students in general. The next stage in the improvement of teachers’ competence can involve an exchange of experience at international conferences and participation in joint international educational programs.
