Open Government emerged in 2009 as a new paradigm of public administration and a new way of dealing with public affairs, based on the pillars, Transparency, Participation, Collaboration, Innovation and Accountability. Local governments have also joined in this effort; however little is known about what is happening in the municipalities of Indigenous Normative Systems. This paper analyzes the creation of the Lachibaa Community Museum, in Magdalena Apasco, Oaxaca, as a Collaborative process (pillar) of the current Open Government approach. It is explored how Open Government can be present in indigenous municipalities, which have a special legal regime that recognizes and respects their uses and customs.

<p>The article analyzes the potential based on the methodology and instruments of the public administration paradigm in the development the institution of public-private partnership at various levels. The need to integrate public administration tools into the existing practice public private partnership is proved to increase its effectiveness and effectiveness. The study establishes correspondence between the main provisions of the public administration theory and the tasks of the public-private partnership development. It singles out the main modern practice development of public-private partnership, defining the need for the introduction of public administration. The research has revealed concrete directions of the implementation in public-private partnership on the basis of the public administration concept and methods. A mechanism of public-private partnership management based on modern tools is proposed. The article outlines some prospects for the transformation the traditional system of public-private partnership into a new paradigm public-private partnership. The results can be used by the authorities of the constituent entities of the Russian Federation and local governments when developing and implementing publicprivate partnership projects, or by commercial organizations when justifying participation in public-private and municipal-private partnership projects.</p>

The 21st century is a historical milestone for new ways of managing public affairs, as a result of the political, social and economic transformations that were generated in various countries in South America, in which Venezuela is the protagonist with the approval of the Constitution of the Bolivarian Republic in December 1999; based on the organization of society for participation in decision-making on matters of collective interest. In this perspective, the Community Councils arise. Therefore, they constitute the interest of the investigation to characterize the applicable legal regime in Venezuela, according to the theoretical contributions and the institutional devices that comprise them. It is a descriptive investigation, with a documentary design. The findings reveal: since the constitutional precepts, regulations for community organization and participation were created, referring to the Communal Councils, which have been the subject of discussion about the nature of their actions, based on the legal nature; it is evident that its praxis responds to features of a mixed legal nature, that is, constitutional and community. It is concluded that the Communal Councils must advance in the legal recognition of the actions related to certain competences of the public administration, to build the administrative and legal bases for an innovative community development community management.

This paper explores recent notions in public administration, which are intertwined and addressed to the administration of public affairs. On this basis it demonstrates that content of legal system is filled through the static legal principles and rules, but they receive their real content through the informal practices and conditions of the human mind. The paper concludes that discussed notions could have only one name, because they all are the synonyms of reciprocal relation between the human dignity and efficient administration.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

Since the early ’80s the adjective "intercultural" in language learning and teaching has seemed to acquire a remarkable importance, although its meaning is strongly debated. As a matter of fact, despite the existence of a vast literature on this topic, difficulties arise when applying it in the classroom. The aim of this work is to analyze the elements we consider to be the central pillars in this methodology, i.e. a renewed language-and culture relation, the Intercultural Communicative Competence, the intercultural speaker. These factors allow us to consider this as a new paradigm in language education; furthermore, they foster the creation of new potentialities and configure the classroom as a significant learning environment towards the discovery of Otherness.

The existing approaches to quality assessment, based on ranking and rating, perform a control function but do not give government bodies at various levels, local governments, and public sector organizations the necessary tools to improve their performance. The article is devoted to one of the modern models of quality management in the field of public administration – the European model for improving the activities of public sector organizations through the self-assessment – the Common Assessment Framework (CAF model) and the possibilities of its implementation in Russia.

Some are born to computer literacy, while others have literacy thrust upon them! Students who comprise the next generation of political scientists and public administrators will, in many cases, fall into the latter category. This article concerns the role of university training programs in meeting the increasing demands for microcomputer skills.The January, 1984 issue of Public Administration Review included five articles concerning microcomputers in local government. These articles anticipate “major changes in the way local governments organize and the means by which they carry out operations,” as a result of microcomputer technology. Predicting a significant impact of microcomputers in local government, the International City Management Association has also published a major monograph on microcomputer use (Griesemer, 1984).

Municipal authorities increasingly view environmental protection as one of the goals of city management. The pro-environmental orientation of cities can, therefore, foster the creation of new management methods and instruments and promote reorganization of determining material flows in a municipal system. Activities of this kind should result not only in the reduction of generated waste but also in the creation of closed material cycles. Considering the tasks of Polish local governments, municipalities should pay the most attention to municipal waste. Accordingly, the goal of this study was to identify the problem of mixed municipal waste in cities and assess the influence of investments into fixed assets for environmental protection in the scope of waste management on the quantity of mixed municipal waste in cities. This article also identifies activities for circular resource management that need to be realized by Polish municipalities. The analysis was performed using the panel model, dynamic indexes, and critical analysis of city documents. The conducted research revealed positive trends in cities with respect to the amount of waste collected non-selectively that is conducive to circular resource management. The fact that municipal waste quantity is on the increase should encourage urban authorities to promote pro-environmental waste management behaviors among city dwellers.
