Purpose of the Article. Represent innovative tools and approaches in the interaction of libraries with readers during lockdowns, which, in turn, has a positive effect on their reputation. Methodology. The application of such general scientific methods as analysis and synthesis, generalization and abstraction, description and comparison made it possible to identify relevant tools for the interaction of libraries with readers during lockdowns. The main approaches to scientific knowledge to achieve this goal were descriptive, systematic and modeling. The scientific novelty of the work is that based on the empirical method of observation, five years of practical experience of the author in the implementation of online marketing of the profile organization, with the help of professional materials, official blogs and, in fact, directly library resources. users even during the lockdown. Conclusions. Building a reputation and increasing the prestige of the library in the online environment and modern conditions in which humanity is - is a process that can increase the competitiveness of the library, the prestige of the library profession, and attract additional audience attention. Libraries also need to improve and modernize their image, join the current trends and popular and fashionable online resources and services, thus guaranteeing their users a decent quality of services and ensuring constant support of relations with them. Current trends in attracting audiences to libraries are changing along with technology (Zoom, Google tools, social networks, messengers), media formats (podcasts) and more. This article substantiates the need for the development and application of the additional instruments for combating shadow economy in the Russian Federation. The object of this research is the measures for combating shadow economy, while the subject is the related punitive and preventive instruments. The research methodology employs the general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy); systemic and comprehensive approach; official statistical data, normative legal acts, works of the leading researchers dedicated to the problems of expansion of shadow economy, computer-based legal research systems Garant and ConsultantPlus. The study of the normative legal framework and scientific writings of the leading scholars, as well as the analysis of practical experience of the Russian Federation in combating shadow economy allowed making the following conclusions: the effective system of combating shadow economic processes should be built on all levels of governance: micro, meso and macro; at the same time, each of these levels should be able to apply both punitive and preventive instruments that encourage the actors to engage in legal activity. In recent years, Russia largely implements preventive methods for combating shadow economy. However, the rate of shadow economy in the country remains high (33% of GDP), which thwarts the economic development.

Introduction. Understanding of the historical stages of the formation of project management methods is necessary to determine its key characteristics and peculiarities. This approach makes it possible to identify the laws of development of society in connection with the distribution of the principles of project management, to identify areas that are not considered in scientific works in sufficient quantities, as well as to identify the main trends in the development of project management methodology. Purpose. The article aims to study the development of the methodology of project management, to implement its periodization with the identification of major events that have influenced management practices, as well as the formation of the own view as for the current trends in project management. Method (methodology). In order to achieve the goal, such common scientific methods as method of analysis and synthesis, method of system approach, graphical method have been used in the research. Results. The periodization of approaches and methods of project management have been substantiated. Its main concepts have been systematized. These concepts have been developed in scientific works during the 1960-2000s. The results of successful projects over the last 20 years have been analysed. The main tendencies of project management development have been grounded.

The article is devoted to the substantiation of messenger marketing as an independent direction and a specific tool in the management of the company’s online reputation (Online Reputation Management – ORM). On the basis of the empirical method of the included observation (five-year author’ experience of practical activity on online marketing), the analysis of professional materials on a research subject, studying of the content of official messengers’ blogs and features of messengers’ functioning, the expediency of messenger marketing separation has been justified, the concepts of “Messenger Reputation Management – MRM” and “Instant Messaging Reputation Management – IMRM” have been proposed. The basic possibilities and features of using messenger marketing as a practical tool to support and control the positive online reputation of the company, which in the context of the COVID-19 pandemic and the rapid development of social networks and messengers acquire new qualitative value in achieving performance, have been revealed. It was found out that the tools of the messenger marketing that can be used to monitor the situation, as well as to broadcast and moderate messages, including Hidden Marketing (HM), include working with voice rooms, with comments and feedback in channels, groups, and chats, use bots and chatbots, newsletters and even targeted advertising. It has been noticed that at present it is difficult to identify the optimal tools for solving the problems of marketing messenger in ORM, which necessitates additional research. At the same time, effective messenger marketing requires an appropriate corporate culture, built on the highest degree of freedom, trust, and responsibility, which allows the employee to independently and quickly make tactical decisions and respond to changes in the information field within the established competence.

Subject. The article addresses modernization of lending facilities under concession agreements. It is important for evaluating the terms of credit transactions, effectiveness of credit projects, and the concessionaire's ability to repay the loan. Objectives. The purpose is to review the current financing mechanism and underpin approaches to improving the credit facilities within concession agreements. Methods. The study rests on general scientific methods, like the systems and logical analysis and synthesis, principles of induction and deduction, financial calculation techniques. The analytical part employs the balance method, methods of financial coefficients and the method of technical and economic estimates. Results. I analyzed the financial structure and special characteristics of concession agreements, parameters of concessionaires’ activities; considered the types of risks inherent in bank lending under concession agreements, methods for their identification and mitigation; offered a mechanism of lending, including the structure of credit transactions, restrictions for the financial condition of concessionaires, additional requirements and penalties for their non-fulfillment. The findings can help banks define lending parameters for concession agreements. The provided recommendations may be useful for consideration by the authorities of the constituent entities of the Russian Federation. Conclusions. It is possible to reduce the risks of lending under concession contracts, if their terms and conditions are stable, and if the lost income of concessionaires is compensated in the event of early termination. Reasonable tariffs for works and services and increased revenue collection will promote this type of lending.

Subject. The article addresses the specifics of shadow economic activities in reformed Russia in the context of systemic transformations. Objectives. We focus on determining the role of shadow economy in the reproductive process, identifying and understanding the specifics of underground economic activity of the Russian economy. Methods. The study rests on general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy) and special methods of cognition (monetary methods). We employ the systems and integrated approach. The official statistics, regulations, works of leading researchers on shadow economy expansion, resources of reference and legal systems like Garant and ConsultantPlus serve as the study's information base. Results. We present a retrospective rapid analysis of the extent of shadow economic activity in the domestic economy, establishing the relationships with the processes that take place at different stages of the country's development. We also reveal the specifics of shadow economy relations in Russia, factors that play a key role in expansion for a particular period, a shift to another form of shadow economy. The study characterizes the current period of development, assesses the impact of external shocks on shadow economy expansion. Conclusions. The current period is characterized by the digitization of shadow relations, the shift of corruption to the upper echelons of power, the continued outflow of capital abroad, and increased penalties for underground activities.

Subject. The article reviews the way strategic threats to energy security influence the quality of people's life. Objectives. The study unfolds the theory of analyzing strategic threats to energy security by covering the matter of quality of people's life. Methods. To analyze the way strategic threats to energy security spread across cross-sectoral commodity and production chains and influences quality of people's living, I applied the factor analysis and general scientific methods of analysis and synthesis. Results. I suggest interpreting strategic threats to energy security as risks of people's quality of life due to a reduction in the volume of energy supply. I identified mechanisms reflecting how the fuel and energy complex and its development influence the quality of people's life. The article sets out the method to assess such quality-of-life risks arising from strategic threats to energy security. Conclusions and Relevance. In the current geopolitical situation, strategic threats to energy security cause long-standing adverse consequences for the quality of people's life. If strategic threats to energy security are further construed as risk of quality of people's life, this will facilitate the preparation and performance of a more effective governmental policy on energy, which will subsequently raise the economic well-being of people.

Since the Republic of Croatia is one of the most popular European and world tourist destinations, the aim of this paper is, from the user’s (n = 596) point of view, to research the importance of stationary traffic in tourist destinations. The purpose of this paper is to point out the possibilities of improving the tourist destination quality and sustainability through an adequate parking service. In order to corroborate constructed scientific hypotheses, a larger number of scientific methods were used from which a polling method, analysis and synthesis method, descriptive statistics method, t-test, and analysis of variance (ANOVA) should be singled out. The major finding of this paper indicates a relatively big importance of stationary traffic (M = 6.51; SD = 2.21) as an element of tourist destination quality. Moreover, regarding the quality of tourist destination, the results of this paper suggest that the parking space availability is more important than the way parking or parking payment are organized. Between the experienced parking problem in a tourist destination and age on one side and evaluation of the importance of stationary traffic as an element of tourist destination quality on the other side, a statistically important connection was established. Gained knowledge can be particularly helpful to hotel industry managers but also to traffic managers whose duty is to provide an adequate number of parking spaces in tourist destinations.

The design of mechanisms for use in practical machinery applications is often of a trial-and-error nature based on traditional practice. Much emphasis has been given to the theory of mechanisms in recent years but this has yet to find wide practical application. This paper is a case study of how a basic idea, conceived by University-based inventors and intended to improve a slow method of making a textile pile fabric, became a reality in the form of a completely new type of high-speed textile machine for making an improved textile product, all within a time scale of four years. It also shows how recent University researches are further advancing its potential from both the machinery manufacturing and textile technology aspects. Step-by-step from the early experimental stages, it illustrates how the challenges of developing the novel mechanisms required for this unconventional machine and process were met by combining practical experience of traditional machinery design with theoretical investigations based on the new techniques of mechanism analysis and synthesis.

PurposeThis study aims to examine if differences exist in undergraduate students' library use, perceptions and grade point average (GPA) among science, technology, engineering and mathematics (STEM) and non-STEM disciplines.Design/methodology/approachThe current study used data from the 2018 student survey. Among 2,277 students who completed the survey (response rate = 8%), only undergraduate students (n = 1,265) were selected for this study because the current study aims to examine the differences between STEM and non-STEM undergraduate students.FindingsThe findings from a Mann–Whitney U test revealed that STEM respondents perceived specific library resources (subject and course guide, library instructions and library workshops) as slightly less than non-STEM respondents. The results from ANOVA demonstrated that the mean scores in GPA for STEM respondents who never used online library, journals and databases were lower than respondents who used those library resources, regardless of STEM and non-STEM disciplines.Originality/valueRevisiting the data collected and analyzing specific user groups will be valuable to academic libraries because this study will provide academic librarians with a deeper understanding of specific user needs and perceptions of library resources and services.

The article examines the problematic issues of applying measures to protect the rights and legitimate interests of entrepreneurs in cases of crimes in the field of economic activity. The material-legal and criminal-procedural mechanisms used in the course of proceedings in this category of cases are examined. Special attention is paid to the analysis of the legal positions of the Supreme Court of the Russian Federation, reflected in the decisions of the Plenum of November 15, 2016 № 48 and October 3, 2017 № 33. The purpose of this study is to identify the most acceptable areas of activity of judicial and law enforcement agencies to protect the rights and legitimate interests of entrepreneurs involved in criminal proceedings. The objectives of the study are: a) to determine the specifics of criminal and criminal procedure legislation containing humane mechanisms for the category of cases under consideration; b) to highlight the positions of scientists who conduct research in this field of activity; с) substantiation of recommendations for the further development of criminal policy in the direction of liberalizing the current structure of crimes in conjunction with the improvement of criminal procedural forms of criminal proceedings. The methodological basis of the research was the dialectical method of cognition, General scientific methods of abstraction, analysis and synthesis, as well as special legal methods. Promising ways of development of criminal policy in the field of formation of legislation that allows the most effective protection of the rights and legitimate interests of entrepreneurs are proposed. The conclusion is made about the need for further scientific study of the system of material-legal and criminal-procedural mechanisms used in the proceedings on crimes committed in the sphere of business and other economic activities.
