Organization and Interaction of the State, Business and Science in the Context of Intensification of Innovation and Investment Activities of Food Industry Enterprises

The article is devoted to analysing of the current organization and interaction of the state, business and science in the context of intensification of processes of innovation and investment activities of food industry enterprises, as well as substantiation of existing problems on the way of intensification of innovation and investment transformations and development of directions to improvement of such interaction in the context of innovation and investment policy of the state. The author proves the need to improve and supplement existing forms and methods of organization and interaction of the state, business and science, in particular to establish links between Ukrainian innovators in the food industry with all stakeholders (business and government) potentially interested in commercializing their innovations and expansion of markets. The article proposes various forms of budgetary and extra-budgetary financing of innovative activity of food industry enterprises. The introduction of monitoring the business demand for innovative solutions to existing problems, launching startups to create elements of innovation infrastructure and their dissemination to all regions of Ukraine, as well as promoting awareness of scientists and entrepreneurs about the various stages and participants in the innovation process. The obtained results can be used in further research in substantiating effective forms of interaction between government, business and science, expanding the horizons of their impact in the context of innovation and investment activities of food industry, in developing recommendations for state, regional and local authorities, food industry enterprises.

The article describes the essence and basic approaches to the concept of "innovation", formed the author's concept of innovative development of the enterprise; in the process of studying the specifics of the aeronautical sector of Ukraine considered and analyzed the components of innovative development of the aircraft industry, identified the main negative trends that characterize the state of innovative development of the aircraft industry of Ukraine caused by economic crises and the problem of import substitution; analyzed the dynamics of enterprises engaged in the production of aircraft and spacecraft and related equipment, and in particular those that are innovative, based on which it was concluded that the level of development of innovation in the domestic aviation industry is quite low and has a declining trend. confirmed by the low level of implementation of technological innovations and the reduction in the number of aircraft companies engaged in innovative activities; It is established that the innovative development of domestic aircraft industry is currently extensive, as the increase in innovation is more than 80% through the purchase of machinery, equipment and software from third parties at a constant level of the existing technical basis of production and almost no own research and development; a system of measures aimed at forming an updated paradigm of development of innovative activity of the aviation industry of Ukraine is proposed, which provide for: integration of higher educational institutions, scientific institutions, international scientific organizations into the innovation process; development of the system of financial and credit support for the implementation of scientific, technical and innovative programs; technological re-equipment and structural restructuring of production; improving the organizational structure of business entities; technology transfer; development and stimulation of scientific and inventive potential of enterprises; introduction of effective mechanisms of state support of innovative activity of enterprises.

Problem setting. Effective innovative development of the state is impossible without ensuring the proper functioning of innovation infrastructure and innovation processes. In turn, the innovation infrastructure must be accessible to users and have the ability to meet both logistical and information needs. In this aspect, an important issue that will be considered in this article is to ensure free access of participants in the innovation process to the established network of information and communication interaction and assistance. Analysis of recent researches and publications. V.V. Maloyvan, T.V. Pisarenko, T.K. Kvasha, N.V. Bereznyak, O.V. Prudka, S.V. Glibko, O.V. Rozgon, Yu. V. Georgievsky, Yu. V. Pasmor and O.M. Petukhova studied the issue of information support for access to innovation infrastructure. Target of research is to analyze the legal regulation of information support for access to innovation infrastructure; identification of existing problems and possible ways to solve them in order to increase the efficiency of the national innovation infrastructure. Article’s main body. The article discusses the state of information support of the National Innovation Infrastructure. The current legislation and powers of state authorities and other subjects of the innovation process in the field of information support are analyzed. Examples of information and communication provision of innovative infrastructure are considered. Conclusions are drawn regarding possible ways to increase the efficiency of the national innovation infrastructure. It is expedient to recognize the information and communication support of the innovation infrastructure as a necessary precondition for increasing the economic and scientific potential of the state. Innovation and investment actors seeking to increase their productivity need to navigate large amounts of information to make the most appropriate and justified decisions. This increases the importance of information and communication centers, platforms and other entities that can offer customers structured, relevant, verified and accessible information gathered in one place. Conclusions and prospects for the development. Particular attention should be paid to the need for the state to encourage the exchange of information at the regional and sectoral levels, which can be achieved by strengthening the role of local governments in providing local and regional innovation infrastructures (both by changing legislation and by conducting information campaigns and communication platforms); as well as by encouraging universities to more actively interact with society and business.

The main purpose of the research is to determine the role of innovation of agrarian enterprises for their effective management, as well as analysis of the internal and external environment of innovation activity of agrarian enterprises, their threats and opportunities with the help of SWOT-analysis. The systematization of literary sources and approaches to innovative activity of agrarian enterprises made it possible to generalize that the fundamental questions related to the interpretation of the essence of innovations, innovation activity and innovative processes of enterprises, with the specifics of their manifestation in agrarian enterprises, were investigated by domestic and foreign scientists as well as regulated by normative- legal acts. The urgency of solving this scientific problem lies in the fact that the determining factor of the efficiency of economic activity of the enterprise is their innovative development, which is based on the introduction and implementation of innovations, which determine the improvement of its activities, affect the strengthening of its market positions and produce suitable conditions for its development. One of the promising areas for innovations is the agrarian sector. Introduction of innovations in practice in all spheres of agrarian enterprises contributes to: the increase of labor productivity, decrease of expenses and cost of production, saving of various kinds of resources, increase of volumes and improvement of efficiency of agrarian production. The article analyzes the main directions of IT innovations in agrarian business, innovative solutions (products) and opportunities. It is determined, that any agrarian enterprise has its own peculiarities and specificity and requires individual innovative solutions. The management of the company often can easily identify, what is needed to increase the efficiency. And sometimes the services of analysts and IT consultants, who are professionals of their business, and can unmistakably determine the individual needs and decisions, can be useful. The peculiarities of formation and development of innovation process in agriculture were analyzed. A SWOT analysis of innovative activity of agrarian enterprises was conducted, which allowed to identify their strengths (weaknesses) sides, opportunities and threats. The results of the research can be useful for scientists, specialists and heads of agrarian enterprises, teachers of higher educational establishments, postgraduates, students and all those, who are interested in problems of development and efficiency of innovation activity.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Aim and tasks. The purpose of the articleis to study the process of commercialization in the market of objects of intellectual property as a component of the market of innovations. Research results. The article deals with the main issues of commercialization process in the market of intellectual property objects, as one of the important components of the Ukrainian innovation market. The stages of transformation of scientifick nowledge intoinnovation are defined. The structure of the main stages of the innovation process and their connection with the market of intellectual property objects are proposed. In this work the concept of commercialization, it stypes, means and features on the market of objects of intellectual property isstudied. The main indicators of innovation activity of Ukrainian enterprises, namely, enterprises of the food industry, are analyzed. The main problems of the sector of formation and realization of intellectual property in Ukraine are revealed. Conclusion. The objects of innovation and the process of commercialization can be there sults of any stage of the innovation process, attheen dofe achofits stages, there sults may have a finished appearance and act on the market commodity that has value. All the time itisnecessary to in crease the demand of industrial enterprises and business for theresults of intellectual work and research and development, and to build a system of cooperation between educational, scientific, scientific and technical, research and development institutions and representatives of the real sector of the economy, which in the future willin crease the innovative activity of Ukrainian enterprises. In the country little attentionis paid to the development and financing of science, the formation of the market of intellectual products, the necessary cooperation between the state and entre preneur ship, should create a favor able economic and legal environment for the development of thein tellectual property market, support for the development of innovative entrepreneur ship by the state, improvement of the system of commercialization of the results of intellectual activity at all stages of the innovation process.

This paper analyzes the modern trends in the development of innovation infrastructure (II) in Russia and abroad. An intensive way of development of foreign technology parks is shown, which, acquiring new qualitative features, become centers of innovation at the international level, i.e. they transform to Innovation Centers (IC). The specific features of IC as an institute of innovative economy are marked. The main trend of the development of the Russian innovation infrastructure is shown as an extensive one, relying mainly on a quantitative increase and a partial modernization of the old elements. This is the path generated by contradictions, shortcomings and mistakes in the actions of the state and business. Some paradoxes of the development of the Russian innovation infrastructure are considered: the lack of reliable information about the quantitative configuration of innovation infrastructure, the lack of unified conceptual tools for the system of II elements, effective mechanisms for their interaction, and the innovation’s demand. The main reasons for the emergence of these paradoxes are associated with the lack of a unified (systemic) approach for solving a problems accumulated in the innovation sphere are analyzed. It is shown that the state attempts directed to the development of innovation policy and its financial support, to introduce various mechanisms of interaction between the participants of the innovation process, revive some II elements, as well as the creation of principal new elements, do not bring the expected results. We propose a number of ways for overcoming the existing paradoxes. They include: developing and implementing a single conceptual framework of innovation policy, the state monitoring and reporting system, and linking innovation infrastructure development plans with Federal Strategies and Programs.

The article summarizes and systematizes the features of innovative activity of food industry enterprises in Ukraine. The dynamics of the volume and structure of expenditures of food industry enterprises on innovations is analyzed. The importance of implementing marketing innovations, which are a priority for EU companies, has been clarified. In Ukraine, preference is given to technological and product innovations that give the fastest results. It is proved that the level of innovative activity of Ukrainian food industry enterprises is insufficient to ensure the development of the industry on the basis of an innovative model and effective modernization. Sources of financing of innovative activity of food industry enterprises in Ukraine are characterized. It is established that the key source of funding for innovative development is the own funds of enterprises, which account for more than 80% of all resources. The problems of innovation development in Ukraine are identified: political instability, lack of rule of law, difficulties in obtaining financial resources, low rates of introduction of information and communication technologies. The advantages of introducing innovations in the food industry are clarified: increase of labor productivity due to automation of production; improving product quality; expansion of product markets; increasing the competitiveness of products. The main results of innovation implementation are clarified: increase of assortment; improving product quality; preservation and expansion of traditional markets; growth of production capacities, reduction of expenses. The priority tasks of the state regulation of innovative development for the near future are determined: stimulation of innovative activity; improving the system of protection of intellectual property rights; development of the state strategy of innovative development of the food industry; preservation and development of human resources.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.
