On Some Paradoxes of the Russian Innovation Infrastruct

This paper analyzes the modern trends in the development of innovation infrastructure (II) in Russia and abroad. An intensive way of development of foreign technology parks is shown, which, acquiring new qualitative features, become centers of innovation at the international level, i.e. they transform to Innovation Centers (IC). The specific features of IC as an institute of innovative economy are marked. The main trend of the development of the Russian innovation infrastructure is shown as an extensive one, relying mainly on a quantitative increase and a partial modernization of the old elements. This is the path generated by contradictions, shortcomings and mistakes in the actions of the state and business. Some paradoxes of the development of the Russian innovation infrastructure are considered: the lack of reliable information about the quantitative configuration of innovation infrastructure, the lack of unified conceptual tools for the system of II elements, effective mechanisms for their interaction, and the innovation’s demand. The main reasons for the emergence of these paradoxes are associated with the lack of a unified (systemic) approach for solving a problems accumulated in the innovation sphere are analyzed. It is shown that the state attempts directed to the development of innovation policy and its financial support, to introduce various mechanisms of interaction between the participants of the innovation process, revive some II elements, as well as the creation of principal new elements, do not bring the expected results. We propose a number of ways for overcoming the existing paradoxes. They include: developing and implementing a single conceptual framework of innovation policy, the state monitoring and reporting system, and linking innovation infrastructure development plans with Federal Strategies and Programs.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

Purpose: the main purpose of this article is to present and develop a cyclic approach in the theory of innovation. This section of economic theory is based on the understanding of the innovation process as a dynamic system that develops (depending on the type of innovation) within the medium or long-term cycle. The cyclic approach has an insufficiently studied subject of research. In theoretical and practical aspects, this approach is very poorly developed, despite its prospects for this method. The application of the cyclic approach in the practical sphere will increase the effectiveness of activities planning in the field of the state innovation policy, as well as increase the efficiency of the state resources using.Methods: a set of methods of theoretical research is used, including: logical, system and abstract methods, as well as specific scientific (special) research methods. Based on the study of a wide range of scientific literature, as well as statistical and factual information on innovative issues, models (modeling method) were drawn up, which were graphically fixed in the figures illustrating the main provisions of the article.Results: this article develops the cyclic approach to the innovations study, proposed in the works of foreign and domestic scientists. The article describes and presents a scientific method of innovative processes management, called "triad of innovative and transformative activity". The article also contains a brief overview of the cyclic method development in the works of domestic and foreign researchers, giving a general idea of the elaboration degree of the scientific question.Conclusions and Relevance: the analysis of the main theories and concepts in the field of innovation, gives reason to argue that scientific views on the implementation of the innovation process contain a serious omission. It consists in the fact that it does not take into account the influence of cyclical conditions of various medium-term cycle phases or long-term cycle stages. In practice, this leads to asynchronous processes that prevent the effective innovation activities.

Subject. This article discusses the role of information in ensuring the innovation process in the region’s economy. Objectives. The article aims to explore the areas of implementation of the State innovation policy, considering the Southern Federal District as a case study. Methods. For the study, I used the methods of systems analysis, modeling, generalization, grouping, and forecasting. Results. The article presents a theoretical generalization and outlines a new solution to an important scientific problem concerning the development of theoretical and methodological provisions and practical recommendations regarding the State innovation policy. Conclusions. The current national system of scientific and technical information should become a framework of innovation policy at the regional level.

The article is devoted to analysing of the current organization and interaction of the state, business and science in the context of intensification of processes of innovation and investment activities of food industry enterprises, as well as substantiation of existing problems on the way of intensification of innovation and investment transformations and development of directions to improvement of such interaction in the context of innovation and investment policy of the state. The author proves the need to improve and supplement existing forms and methods of organization and interaction of the state, business and science, in particular to establish links between Ukrainian innovators in the food industry with all stakeholders (business and government) potentially interested in commercializing their innovations and expansion of markets. The article proposes various forms of budgetary and extra-budgetary financing of innovative activity of food industry enterprises. The introduction of monitoring the business demand for innovative solutions to existing problems, launching startups to create elements of innovation infrastructure and their dissemination to all regions of Ukraine, as well as promoting awareness of scientists and entrepreneurs about the various stages and participants in the innovation process. The obtained results can be used in further research in substantiating effective forms of interaction between government, business and science, expanding the horizons of their impact in the context of innovation and investment activities of food industry, in developing recommendations for state, regional and local authorities, food industry enterprises.

Problem setting. Effective innovative development of the state is impossible without ensuring the proper functioning of innovation infrastructure and innovation processes. In turn, the innovation infrastructure must be accessible to users and have the ability to meet both logistical and information needs. In this aspect, an important issue that will be considered in this article is to ensure free access of participants in the innovation process to the established network of information and communication interaction and assistance. Analysis of recent researches and publications. V.V. Maloyvan, T.V. Pisarenko, T.K. Kvasha, N.V. Bereznyak, O.V. Prudka, S.V. Glibko, O.V. Rozgon, Yu. V. Georgievsky, Yu. V. Pasmor and O.M. Petukhova studied the issue of information support for access to innovation infrastructure. Target of research is to analyze the legal regulation of information support for access to innovation infrastructure; identification of existing problems and possible ways to solve them in order to increase the efficiency of the national innovation infrastructure. Article’s main body. The article discusses the state of information support of the National Innovation Infrastructure. The current legislation and powers of state authorities and other subjects of the innovation process in the field of information support are analyzed. Examples of information and communication provision of innovative infrastructure are considered. Conclusions are drawn regarding possible ways to increase the efficiency of the national innovation infrastructure. It is expedient to recognize the information and communication support of the innovation infrastructure as a necessary precondition for increasing the economic and scientific potential of the state. Innovation and investment actors seeking to increase their productivity need to navigate large amounts of information to make the most appropriate and justified decisions. This increases the importance of information and communication centers, platforms and other entities that can offer customers structured, relevant, verified and accessible information gathered in one place. Conclusions and prospects for the development. Particular attention should be paid to the need for the state to encourage the exchange of information at the regional and sectoral levels, which can be achieved by strengthening the role of local governments in providing local and regional innovation infrastructures (both by changing legislation and by conducting information campaigns and communication platforms); as well as by encouraging universities to more actively interact with society and business.

The ultimate goal of innovative entrepreneurship is the development of enterprises that are able to quickly respond to the current market situation, create competitive high-tech products of the new generation and increase demand at the level of world standards. Support for the development of innovative entrepreneurship is provided at the state level. Support programs are aimed at implementing three tasks: supporting new business initiatives, improving the business sector, and supporting export-oriented industries. All areas solve the complex tasks of ensuring sustainable and balanced growth of regional entrepreneurship in non-resource sectors of the economy, creating existing and new jobs. The transition to an innovative economy requires systemic reforms in the field of training, scientific and applied research, support for startups, the transfer of advanced technologies, and the creation of a venture ecosystem. The industrial and innovation policy of the state is implemented in partnership with business. Support measures are provided by the fulfillment of their mutual obligations. Financing of innovative activities of enterprises is carried out at the expense of internal and external sources. Internal financing includes the use of part of the company's profits for innovative purposes. This type of financing is not suitable for small and medium-sized businesses due to limited own resources. The most common external sources of financing for enterprises in Kazakhstan are credit resources, funds allocated directly from the state budget for the implementation of innovative projects.

The article by analyzing the history of the formation of the state innovation policy of the Russian Federation, substantiated the idea that at the present stage of development of the state plays a leading role as a source of demand for innovation, and the chief mediator of innovative processes. It is argued that in times of crisis, it is the state first is interested in the fact that the products of domestic producers-telya was competitive and that it is the state has the best cart-mozhnosti to stimulate innovation processes, both in terms of financing innovation, and the organization of infrastructure, economic environment favorable to the development of innovation, which today are an indicator of the country´s development. In modern conditions, taking into account the priorities of socio-economic development in Russia achieved some positive results towards the formation and implementation of state management of innovation processes at both the federal and regional levels. The state innovative policy in Russia is generated to reflect the changes in the global high-tech markets, changing vectors of scientific, technological and industrial devel-opment of the world´s leading countries in the innovation process. In 2013, the Russian Federation has changed the direction of the state innovation policy: the beginning of the translation of scientific and technical sector of the "traditional" model on the principles of the "new" model of NIS; there was a correction of the "new" model of NIS. The main document defining the state policy in the field of innovation, is the strategy of innovative development of the Russian Federation for the period until 2020. The implementation of a policy document recognized qualitatively change the structure of Russia´s economy and quality of life. However, much remains to be implemented, taking into account the experience of foreign countries and the need to move away from commodity mo-Delhi economy, as well as the current process to date - importozamesche-tion. The main mechanism for achieving targets in the direction indicated by Innova-tional development programs are state of the Russian Federation.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

<p><strong>Purpose:</strong> The development of an innovative economy is constrained by the problems of science funding, modernization of scientific institutions and innovative training of specialists. This article focuses on the problem of evaluating the effectiveness of the innovation infrastructure of the Republic of Kazakhstan using a systematized set of performance indicators.</p><p><strong>Methodology/Approach:</strong> Approaches to assessing innovation infrastructure have been analysed. Based on the analysis, correlation and regression assessment model has been developed.</p><p><strong>Findings:</strong> A forecast has been made for innovative infrastructure development based on the obtained performance indicators. This forecast is of high practical significance, as it allows predicting the outcomes of innovation.</p><p><strong>Research Limitation/implication:</strong> In the light of globalization, it is extremely urgent to develop an innovative economy along with regional innovation systems. If combined, these systems can accelerate the innovation processes in the regions, ensure competitiveness and expedite the socio-economic development. The formation of an innovative economy should be in line with the productive forces and production relations.</p><strong>Originality/Value of the paper:</strong> Through categorization, this study establishes a set of underlying indicators, which are used to measure the performance of the innovation infrastructure. A model of correlation and regression analysis is built, which allows evaluating the effectiveness of the innovation infrastructure of Kazakhstan.
