Budgetary Reform in Russia: the First Results and Possible Prospects

The Russian government’s approval in May 2004 of the Concept of the Budget Process Reform started the budget reform that aims to refocus the budget process from cost to performance management. In the article the authors analyze different aspects of introduction of performance based budgeting methods in Russian practice as well as bottlenecks the budget reform faced at the first stage of its implementation: financing and management of federal target programs of social and economic development; assessment and control of the efficiency of budget outlays, etc.

Risk-oriented economic control and supervisory activity (CSA) consists in the fact that the objects of the economy under the supervision and control of the state are differentiated by the degree of probability of causing harm to human life and health, as well as material damage to the environment. The reform of the legislation affected the existing system of the CSA, including the procedure for implementing the CSA. Thus, the priority in conducting the CSA is directed towards measures to prevent violations and provide guarantees to economic entities in interaction with employees of executive authorities. The existing methodology for assessing the efficiency of the activities of executive authorities, to assess efficiency activities of executive authorities in terms of the efficiency of budget spending, trends in indicators of living standards, social and economic development of the region, as well as the degree of implementation of methods and principles of management at on level. At the moment, there is a need to develop indicators that characterize the efficiency of a particular executive authority, including the field of ensuring technosphere security. To select the indicators that characterize the efficiency of the activity, first of all, it is necessary to select the goals that the activities of the executive authority are aimed at.

The article is devoted to issues of reforming the system of national civil service. This problem is considered in conjunction with the budget process. A new methodology is presented, which allows determine the share of the costs for the maintenance of public service in terms of changes of budget classification. The connection between the costs of financing of public service and other groups of budgetary expenditures in 1991-2014 has been traced. The hypothesis of relationship between the course of the civil service reforming and the general direction of social and economic development of the country has been tested by comparing the dynamics of budget expenditures for the maintenance of the public service with the dynamics of a number of macroeconomic indicators. The ways to enhance the validity of planning budget expenditures have been offered.

Subject. This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia. Objectives. The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature. Results. The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai. Conclusions. The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.

В статье рассматривается влияние бюджетного мониторинга на политику страны в части наиболее эффективного экономического развития. Анализируются тенденции изменения основных макроэкономических показателей с учетом влияния системы бюджетного мониторинга. Сделаны выводы и даны практические рекомендации относительно эффективного формирования системы бюджетного мониторинга. Бюджетная система страны является фундаментом для эффективной деятельности государственных органов власти, органов местного самоуправления в области социального и экономического развития соответствующих территорий. Современная бюджетная система Российской Федерации неизбежно требует тщательного контроля и непрерывного надзора над соблюдением всех необходимых законодательных норм на всех стадиях бюджетного процесса. Контроль над расходованием бюджетных средств является наиболее актуальной и острой проблемой на сегодняшний день. The article examines the impact of budget monitoring on the country's policy in terms of the most effective economic development. Trends in changes in the main macroeconomic indicators are analyzed, taking into account the impact of the budget monitoring system. Conclusions are made and practical recommendations are given regarding the effective formation of a budget monitoring system. The budgetary system of the country is the foundation for the effective activity of state authorities, local authorities in the field of social and economic development of the respective territories. The modern budgetary system of the Russian Federation inevitably requires careful control and continuous supervision over the observance of all necessary legislative norms at all stages of the budget process. Control over the spending of budget funds is the most pressing and acute problem today.

Mechanisms of developing tourism on the regional level are numerous and they can be systematized by different characteristics. However, it is better to give a general view of the system of such mechanisms through classical management functions that include analysis, planning, organization, realization and control. Management of tourism development on the regional level is carried out within the frames of the mentioned classical functions of management theory. At the same time management of tourism development on the regional level is characterized by special features of each function due to the fact that actually all these functions are performed by structural divisions of the public apparatus represented by executive bodies of regional authority. Through fundamental functions of the theory of management the article provides recommendations aimed at upgrading the present mechanisms of managing social and economic development of tourism in the region. The author comes to the conclusion that raising the level of social and economic development of the region on the basis of tourism requires assessment of tourism impact on regional development, shaping new economically efficient organizational forms and models of management in the field of recreation and tourism.

Dushan county, Guizhou province, is located in the southernmost tip of Guizhou province. It belongs to the temperate climate of the subtropical region and is one of the centers of the karst east Asia area. The total area of the county is 242220 hectares, of which 169142 hectares are rocky desertifi cation or endangered desertification state. At present, the problem of rocky desertification has seriously affected the ecological environment of the county, which is one of the important factors that restrict the local social living standard and economic development. Therefore, it is of great significance to promote the social and economic development of the county by investigating and analyzing the spatial differentiation rules, present situation and harm of rocky desertification in Dushan county.

The introduction of fiscal policy transparency practices in the contemporary local financial management system is one of the prerequisites for increasing the socio-economic development of regions. Creating a transparent budget environment contributes to a faster and more effective solution to the region’s current problems. The lack of a sufficient level of budgetary transparency is a consequence of poor public interest consideration, which impedes the people’s realization of their own democratic aspirations and freedoms.The article is aimed at developing scientific and methodological approach to assessing the state of social and economic development of a region and comparing the estimates with the regions’ transparency levels for 2016–2018. Integral assessment of socio-economic development consists of four stages. It has been found out that the level of socio-economic development of regions does not correlate with the transparency level of regional policy. Public finance transparency assessment of Sumy city has shown that its population needs a higher level of information disclosure, use of the latest information channels, and creation of convenient forms of involvement in the budget process. The transparency evaluation results in the areas of budgeting, public procurement, disposal of property of the territorial community, etc. have been investigated. Besides, directions for improving Sumy local authorities’ information policy are proposed to increase its transparency.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia’s contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.
