Risk-oriented economic control and supervisory activity (CSA) consists in the fact that the objects of the economy under the supervision and control of the state are differentiated by the degree of probability of causing harm to human life and health, as well as material damage to the environment. The reform of the legislation affected the existing system of the CSA, including the procedure for implementing the CSA. Thus, the priority in conducting the CSA is directed towards measures to prevent violations and provide guarantees to economic entities in interaction with employees of executive authorities. The existing methodology for assessing the efficiency of the activities of executive authorities, to assess efficiency activities of executive authorities in terms of the efficiency of budget spending, trends in indicators of living standards, social and economic development of the region, as well as the degree of implementation of methods and principles of management at on level. At the moment, there is a need to develop indicators that characterize the efficiency of a particular executive authority, including the field of ensuring technosphere security. To select the indicators that characterize the efficiency of the activity, first of all, it is necessary to select the goals that the activities of the executive authority are aimed at.

At the moment, there is a need to develop indicators that characterize the effectiveness of a particular executive authority, including in the field of ensuring technosphere security. To select the indicators that characterize the effectiveness of the activity, first of all, it is necessary to select the goals that the activities of the executive authority are aimed at achieving.

The report reflects the research of two-year practice of using such an instrument of development and attracting investments as Advanced Social and Economic Development Areas (ASEDA) in mono-profile municipal entities of the Russian Federation. The study, which employed the data available from open sources, involves an analysis of 36 operating territories with ASEDA status. The territories were classified according to 1) the number of permitted activities, 2) the time period between the moment of obtaining the ASEDA status and the registration of the first resident, 3) tax preferences granted to the registered residents (regions can set rates within the established range, e.g. 0 to 5% income tax). The paper features formats and methods employed by regional and municipal management teams to attract investors. The author describes experience in preparing the necessary regulatory framework and promoting this status. The research reveals the best practices and explains why some ASED areas fail to reach the parameters declared in the applications. A quantitative and qualitative analysis of 102 registered ASED residents has been carried out. Taking into account the experience of already existing ASED in single-industry towns, the author gives a number of proposals on how to increase the efficiency of work within the framework of the ASED status, as well as on making a number of changes to the current regulatory legal acts controlling the establishment of ASED in singleindustry towns.

The oil and gas complex of the Sakhalin region is the core of the island regional economy system, which is developed in accordance with Federal law No. 473-FZ of 29.12.2014. The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

On the base of the analyses the author has drawn the conclusion substantiating the current Russian statehood.

The current period of society social and economic development is characterized by an increasing number of technosphere objects for various functional purpose. The study subject is emergency situations related to fires at Baikal region’s technosphere objects, which types and number have been presented. Based on fire monitoring, and using methods of social and mathematical statistics, in this paper have been presented indicators for fires effect in general, as well as on all basic types of region’s technosphere objects: in amount of fires, di-rect damage, death and injury of people, destroyed buildings. Based on existing methods and data from analytical studies of fires, an assessment of such integral fire risks as fires break-out, buildings destruction, direct material damage, death and injury of people on the basic types of Baikal region’s technosphere objects has been given for the first time. It has been established that the current state of technosphere objects’ fire safety does not meet the regulatory requirements.

At the end of Mao's life farmers still accounted for some 80 per cent of China's population. Its declining share in GDP notwithstanding, agriculture continued to carry a heavy developmental burden throughout the Mao era. The production and distribution of grain – the wage good par excellence – held the key to fulfilling this role. But despite a pragmatic response to the exigencies of famine conditions in 1959–61, state investment priorities never adequately accommodated the economic, let alone the welfare needs of the farm sector. Thanks to the mechanism of grain re-sales to the countryside, the Chinese government's extractive policies were less brutal in their impact than those pursued by Stalin in the Soviet Union. Even so, a detailed national, regional and provincial analysis of grain output and procurement trends highlights the process of rural impoverishment which characterized China's social and economic development under Maoist planning.

In the paper the current state and the prospects of development of Krasnoyarsk Region economy is analyzed. Dynamics of key indicators of social and economic development of Krasnoyarsk Region in comparison with the Russian Federation is presented. The main problems of economy of Krasnoyarsk Region are allocated. The main results of economic and social development of Krasnoyarsk Region for 2016 are made. The analysis of performance of expected indicators of social and economic development of Krasnoyarsk Region for 2016 is carried out and compliance of planned and actual results of implementation of the development plan for Krasnoyarsk Region is certain.

The ability of regions to the competition in the international market to use of modern approaches to social and economic development, defines a vector of intensive advance of the Russian economy. Existence of worthy infrastructure and its full functioning become a guarantee of successful development of economy and social sphere of the country and particular regions. Therefore, for its updating and full functioning implementation of infrastructure projects is necessary. The specificity of implementation of infrastructure projects has been designated: excessive capital intensity, long payback periods, increased complexity and large scales (including territorial scales). Conditions of limited budgetary financing of infrastructure predetermine the need of attracting private investments. So, the mechanism of public-private partnership in the concept of long-term social and economic development of the Russian Federation up to 2020 is designated as one of priority tools, which emphasizes the importance of a problem. The potential of expansion of opportunities for implementation of infrastructure projects at the expense of mechanisms of public-private partnership has been studied. Special attention is paid to the practice of implementing infrastructure projects in the territory of the Astrakhan region. There have been presented practices of such projects, mainly in the form of concessions, strategic priorities of development of public-private partnership on the territory of the Astrakhan region for implementation of infrastructure projects. The Astrakhan shipbuilding production association is taken as an example of successful realization of public-private partnership mechanism. The leading shipbuilding and ship repairing plants of the region make its basis. There has been given the rating of the Russian regions in terms of the development of public-private partnership during 2017. Since 2015 there has been stated positive dynamics of development parameters of public-private partnership in the region. As of 2017, in the region there are realized eighteen projects, among which one project is of a regional level, and seventeen projects are the municipal events.
