The development of modern science and technology as well as the popularization of information technology have exerted a profound impact on human civilization. The alternation of knowledge is accelerated and the difficulty of management is unprecedented, which is an arduous challenge for the library. The birth and development of wisdom library is the inevitable choice to respond to this challenge and solve the realistic demand. The construction and operation of wisdom library cannot be made without the librarians with corresponding core literacy. How to improve the core literacy of librarians, and who can better adapt to the development of wisdom library have become the focus of research. By interpreting the development and connotation of wisdom library, this paper clarifies the unique characteristics of wisdom library, compares the changing needs of personnel ability, and explores the promotion path of librarians’ core literacy in wisdom libraries.

AbstractThis paper introduces some of Georg Simmel's neglected reflections on modern science and technology and their implications for the understanding of the development of technology in modern societies in general. Using Simmel's perspective on the production of side effects via accumulating non-knowledge as a touchstone, this paper suggests how unexpected occurrences can be incorporated into a model of scientific and technological development that includes the re-cursive handling of "surprises." Simmel, therefore, outlines his understanding of progress as an innovative crisis, where unexpected occurrences—both positive and negative—are positioned at the core of modern science and technology and are not understood as mere side efiects.

<p>The main objective of the present study is to know the relationship between society and technology, where emphasize have been put on development process under modern science and technology and its perspectives. Technology has completely revolutionized present era in every aspect of life especially dealing with society. Technology has transformed the methods of education, communication, business, art and literature, and has resulted in the enhancement in the core spheres of life, before this blessed gift the knowledge regarding the above mentioned spheres was limited because of the restricted methods and methodologies etc. Due to blessings of science and technology we are now able to check the advancement of every department working around our society with a single click of internet. It is technology which helps us to differentiate about the development process of all sections of society and help us to maintain the development process. Technology has brought our society close to each other where we can take any initiative about any social issue or discuss any matter of concern regarding the society by sitting in our homes like using video or audio conferencing. This paper will elucidate all over development process of our society under the shades of science and technology.</p>

As the first wave of Corona Virus Disease 2019 (Covid-19) was being experienced in Kenya since 13 March 2020, when a 27-year-old Kenyan woman became the first person to be diagnosed with it, some Anglicans in Kenya were contrariwise overcoming the shock, that went with it, as they undertook noble intellectual activities. As numbers went on soaring, and as some celebrated artists, scholars, clerics, and other cadres of society became early casualties of Covid-19, an Ecclesia Anglicana was boldly entering the ecclesiastical market-place with new rhythms hitherto unknown in Kenya’s historiography. In other words, a theo-ecclesial creativity was cooking in an African pot, and cooking well from the nethermost depths of the Ocean floor, rather than from the top stratums. While the revolutionary trigger was set on 6 August 2017, it had to await the worst pandemic since the Spanish Flu of 1918-1919 before it picked up its momentum. Put it differently, the momentum picked up astoundingly during Kenya’s Covid-19 lockdown, as two major conferences were successfully held during this chilling moment. The first major webinars’ conference was held on 26 August 2020; while the second one was held on 16 September 2020. Characteristically, the two conferences made a bold attempt at understanding the Anglican ecclesiology by cooking it from the local resources and spiced it up through the modern science and technology. Was it a protest against theo-intellectual lockdown cutting across the continent, a phenomenon where a casual observation shows that social and ecclesial leadership has largely attracted the less intellectually-inclined sons and daughters of the land? Methodologically, this article seeks to explore, and indeed make a survey of Ecclesia Anglicana and attempt to understand it beyond the founders’ perspectives, after interviews with some of them, and make an informed analysis. Second, this article will attempt to show how Ecclesia Anglicana is ushering in a new rhythm, as it beats the drums of science and technology, modern communication and social media platforms, and hopefully change the status quo for the better. It appears that nothing will slow down this rapid tempo; for if the pandemic has not, what else can do so? Third, the article will focus more on the 16 September 2020 webinar conference which, in my view, was the most climactic moment for Ecclesia Anglicana since 2017 when the idea was mooted and subsequently released to the public square for broader consumption. Will Ecclesia Anglicana help in building a more informed and/or an intellectually engaging Kenyan Anglican society?

The conference was jointly organized and sponsored by Shaanxi Juxing Exhibition Co., Ltd and Juneng Electronic Technology Co., Ltd. Called by Dr. Youqiang Xing from Department of Mechanical Engineering, Southeast University and researcher Shuanghua Yang from the Engineering College, Southern University of Science and Technology, the conference invited scholars and experts in the fields of information technology and mechanical engineering from various universities to participate in the review and guidance of this conference. The conference focuses on the latest research fields such as “information technology” and “mechanical engineering”, and aims to provide an international cooperation and exchange platform for experts, scholars and business managers in the fields of information technology and mechanical engineering application to share their research achievements, discuss the key challenges and research directions of the development of this field, and jointly promote the industrialization cooperation and continuous innovation of international academic achievements. This collection of Proceedings compiles oral and paper presentations submitted by the authors and scrutinized by the Special Committee. The conference was scheduled to be held on April 29-30, 2021 at Marco Polo Holiday Hotel, Hangzhou, Zhejiang, China. In view of travel restrictions and indoor activities related to COVID-19, we were forced to move the conference online. Attendees were notified one month in advance that the on-site conference was changed to an online conference, and the time and order of the conference were determined. The online conference was held on the video conferencing software Tencent Meeting. The video conference was held on the original date, but due to the large number of attendees, we extended the Meeting for 2 days. Due to the wide coverage of this conference and the large number of attendees, we divided the conference into main venue and sub-venue. The opening ceremony was held in the main venue and a speech was delivered by the invited speaker. After the main venue, we divided the invited 154 authors into 3 groups. Each author spoke for about 10-15 minutes on detailed material in the slides, with the same amount of time set aside for questions and discussion. The format of questioning and discussion was that after each author’s introduction, the conference chairman and committee members asked and answered questions. At least one attendee could ask questions that will be answered by the speaker. This conference has brought together many excellent works and the latest ideas and concepts. New ideas have been provided in the fields of information technology and mechanical engineering applications. For this, we have set up three awards, which were won by six authors. Due to the large number of attendees and the instability of the video conference software, we edited and retained part of the conference speech pictures and videos after the video conference. We put some screenshots of the conference on the official website for display. Although most attendees expressed regret that we had not been able to have the informal face-to-face discussions that usually take place between conferences, the virtual conferences had been surprisingly successful. The organizing and editorial committee of the ITME2021 hopes you enjoy the reading of this volume of the JPCS. Besides, we wish to thank all authors and participants for providing their valuable contributions for this proceeding as well as the reviewers for their constructive recommendations and criticism aiding to improve the presented articles. Likewise, we are confident that this issue will serve as a reference for experts, scholars and enterprise managers in the fields of the information technology and mechanical engineering. Science and Technology Studies (STS) by the very act of showing the multiplicity, contingency, and context-dependence of scientific knowledge and practice, provincialized modern science. Postcolonial interventions within STS have pursued this goal even further. Nevertheless, Euro/West-centrism continues to inflect not only scientific practices and lay imaginaries, but also sociological and historical analyses of sciences. In this article, drawing on my own training within STS – first under J.P.S. Uberoi, who was concerned with structuralist analysis of modernity and science, and thereafter under Andy Pickering, when we focused on material agency and temporal emergence and extensively engaged with Actor Network Theory - I emphasize the continuing role of Euro/West-centric discourses in defining the “self” and the “other” and in impacting epistemological and ontological interventions. More broadly, building on a concept of Michael Lynch’s, I call for excavation and analysis of discursive contextures of sciences. In the second section of the article, through a brief analysis of embryonic stem cell therapy in a clinic in Delhi, I show how with shifting transnational landscape of technoscience certain discursive contextures are being “deterritorialized” and left “stuttering.”

Dyeing &amp; Weaving Weekly (1935-1941) is a scientific and technological periodical which has been published for a long time and has never been interrupted in the field of textile in modern China. The journal publishes a large number of the latest achievements in textile science and technology, and is an important historical material and typical case for the study of modern science and technology dissemination. Rich in content, Dyeing &amp; Weaving Weekly focuses on solving practical problems in the textile industry and guiding the direction of scientific research, which not only promotes the dissemination of textile science and technology but also contributes to the development of the textile industry. Therefore, from the perspective of science and technology communication and the history of newspapers and periodicals, this paper examines the practice and communication strategies of Dyeing &amp; Textile Weekly, in order to prove that Dyeing &amp; Textile Weekly has a positive impact on science and technology communication in modern China, and also provides experience reference for the development of contemporary science and technology periodicals in China, which has certain reference significance.
