Relevance. The reproductive health of dairy cows is one of the top priorities in dairy farming. Viral diarrhea, a disease of mucous membranes in cattle, is one of the causes of impaired reproductive function on farms. The disease is widespread throughout the world and causes significant economic damage, which consists of a decrease in productivity, lack of offspring, impaired reproductive function of the broodstock, costs of treatment and specific prevention. The viral diarrhea virus has an immunosuppressive effect. Diagnosis is complicated by a “blurry” clinical picture due to the association of the virus with other respiratory-intestinal viruses and the addition of a secondary bacterial infection, as well as the presence of a persistent form of infection. The diagnosis requires the analysis of clinical and epizootic data, pathological changes and a combination of several methods of laboratory diagnostics. An important link in the prevention and recovery of herds is the conduct of epizootic monitoring and analysis of its results.Methodology. The assessment of the epizootic situation for viral diarrhea, a disease of mucous membranes in cattle in the Russian Federation for 2020, was carried out based on the results of the analysis of information obtained from annual reports provided by state veterinary laboratories in the FSBI CNMVL in the form of 4-vet (annual).Results. Based on the results of the epizootic monitoring, it can be concluded that the viral diarrhea virus is widely circulating in the livestock farms of the Russian Federation. In 2020, positive results were recorded in all federal districts of the Russian Federation (in 33 subjects), except for the Far Eastern Federal District. The most difficult epizootic situation is in the North Caucasus Federal District and the Central Federal District (38% and 29% of the total number of positive results, respectively).

AbstractBovine viral diarrhea virus (BVDV) is an important infectious disease agent that causes significant reproductive and economic losses in the cattle industry worldwide. Although BVDV infection is known to cause poor fertility in cattle, a greater part of the underlying mechanisms particularly associated with early reproductive losses are not clearly understood. Previous studies reported viral compromise of reproductive function in infected bulls. In females, BVDV infection is thought to be capable of killing the oocyte, embryo or fetus directly, or to induce lesions that result in fetal abortion or malformation. BVDV infections may also induce immune dysfunction, and predispose cattle to other diseases that cause poor health and fertility. Other reports also suggested BVDV-induced disruption of the reproductive endocrine system, and a disruption of leukocyte and cytokine functions in the reproductive organs. More recent studies have provided evidence of viral-induced suppression of endometrial innate immunity that may predispose to uterine disease. Furthermore, there is new evidence that BVDV may potentially disrupt the maternal recognition of pregnancy or the immune protection of the conceptus. This review brings together the previous reports with the more recent findings, and attempts to explain some of the mechanisms linking this important virus to infertility in cattle.

Relevance. Currently, rabies is registered in almost all countries of the world and is included in the list of dangerous viral diseases. According to WHO estimates, more than 50,000 people die from hydrophobia in the world every year. The urgency of the problem is also associated with the huge economic costs of prevention and antiepizootic measures. Annual rabies monitoring is an important link in the chain of epizootic situation improvement. Based on its results, a further strategy for the prevention and control of rabies is being built.Methods. The assessment of the epizootic situation in the Russian Federation for rabies in 2020 was carried out based on the results of the analysis of data from annual reports in the 4-vet form provided by state veterinary laboratories to the FSBI CNMVL.Results. Annual rabies epizootic monitoring is carried out throughout the territory of the Russian Federation. In 2020, 1517 positive results were obtained. Of these, 47% of cases are in pets (dogs, cats), 43% — on wild animals, 9% — on agricultural animals. Unfavorable items were recorded in 61 constituent entities of the Russian Federation. The most tense epizootic situation has developed in the Central Federal District and the Privolzhskiy Federal District (603 and 505 positive cases respectively).

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

The Federal Compulsory Medical Insurance Fund created the system of a monitoring of medical aid provided for the oncology patients, which allows realizing control over execution of the treatment guidelines on every stage. Changes been made in the governing documents, aimed at development of patient-specific records of provided medical aid at suspicion on the malignant tumors or in proven case of the malignant tumors. The article presents the data on control and expert activities demonstrating positive results of that work.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.
