METHODOLOGICAL BASES OF DEFINITION OF ECONOMIC DEVELOPMENT IN REGION AGRARIAN AND INDUSTRIAL COMPLEX IN THE CONDITIONS OF DIGITAL ECONOMY

Статья посвящена формированию методологии разработки и реализации стратегии институциональных преобразований промышленных комплексов в условиях цифровой экономики. Предложены авторские определение и структурно- содержательная схема методологии. Сформирована методологическая матрица, систематизирующая категориальный аппарат, принципы, подходы, методики, методы и модели построения стратегии по уровням научного знания. Разработан алгоритмизированный методологический подход к созданию и реализации стратегии институциональной трансформации промышленного комплекса в цифровой среде. The paper is devoted to creating the methodology and to the topical issues of developing and implementing the strategy for the industrial complexes institutional transformations under the conditions of the digital economy. The paper investigates general scientific and economic understanding of the methodology notion, shows its specific characteristics. The definition of the methodology for developing and implementing the strategy for the industrial complex transformations was proposed. It is an integrated set of principles, approaches and tools, united by a common logic of construction and the relevant categorical apparatus, that allows to solve theoretical and conceptual, organizational, economic, managerial and other issues of institutional strategy, digital innovations and enterprise transformation. The methodological matrix, which systematizes categorical apparatus, principles, approaches, methods and models of the strategy development according to the levels of scientific knowledge was generated. The structural scheme of the methodology and algorithm-based methodological approach to the development and implementation of the strategy for the industrial complex institutional transformation in the digital environment were developed. The content of each stage of the methodological approach was substantiated. The means of the investigation included the general-scientific and special methods: analysis, synthesis, structuring and description, systems and process approaches. The results of the investigation can be used as a theoretical and methodological basis for the formation and implementation of the strategy for the industrial complex transformation in the digital economy.

The article considers the digital transformation as a main factor of modern economic development. It has given rise to the simultaneous co-existence in the conceptual field of scientific research of two related terms: innovation economy and digital economy. In order to differentiate their essential characteristics, the different approaches to the definition of these concepts are considered. Based on a critical analysis of existing interpretations of the innovation economy, the main elements of its definition are highlighted. The article presents the genesis of the term “digital economy”, reveals the content of resource-oriented, reproductive, socio-economic, epistemological and transformational approaches to its determination. In addition to the existing ones, an innovative approach is proposed and its essential characteristics are revealed. In order to establish the nature of the relationship and interdependence of the categories under consideration, two hypotheses reflecting the relationship between the innovation and digital economy are formulated based on the approaches prevailing in the scientific literature. The first of them assumes the integration of the digital economy into the innovation economy with the assignment to it of the functionality of industry intensification and information and communication support for innovative development. According to the second hypothesis, the digital and innovative economies are considered as two relatively independent and at the same time intersecting in terms of information components of the definition. There has been established the terminological subordination of the concepts of digital economy and innovation economy: from the perspective of the innovation paradigm of post-industrial society, the digital economy appears to be a new, more advanced form of innovation, which is facilitated by the systematic application of digital methods, technologies and tools. The digital economy, on the one hand, is considered as an integral part of innovation, on the other hand, the gradual loss of the digital tools of innovation status leads to a partial exit of the digital economy from the field of innovation and the formation of a relatively independent level of economic development

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

The paper examines various approaches to the definition of the term «digital economy» in the scientific and business environment along with factors and forms of its development in different countries taking into account the specifics of the current stage of the Russian economy, which is a matter of particular importance in seeking new sources of the world economy growth. The subject of the research is opportunities and threats inherent in the process of digitalization of economies and their impact on the operation of international and national markets as well as the development of the world economy as a whole. The purpose of the paper was to analyze the practical experience in the formation and development of the digital economy in foreign countries and Russia and identify the changes it brings to the activities of state institutions and business structures, established rules of market exchange, the process of promotion and use of innovations. All the above made it possible to determine the country-level specifics of the digital economy evolution reveal the contradictory nature of its manifestations and justify the necessity for active participation of the state in stimulation and support of potentially promising digital innovations in various sectors of the economy. It is concluded that the level of the digital economy development depends on the real-sector performance, the maturity of markets, the state of the national economy. It is highlighted that the criteria for a comprehensive assessment of the results of the economy digitalization must be developed.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

New conditions, technological capabilities and development prospects of the geodetic industry in recent time are characterized. The directions and strategy of the developing the industry, aimed at increasing its national importance by expanding the field of activity from the level of geoinformation to the level of its widespread use are substantiated. The solutions and tasks for the transfer of geo-information activities to a digital basis are listed. The definition of the geospatial activity’s concept is given. The conceptual structure and essentially new directions of geospatial support development of territories taking into account the perspective are offered. They are creating a single territorial geo-information space, designing and developing geo-cognitive technologies for forming geospatial knowledge, developing geo-cognitive technologies for preparing geo-spatial solutions to ensure territorial development and management. The technological levels of formalization and use of geospatial knowledge at preparing spatial solutions are considered. The forecast of expected efficiency received from geospatial activity in the digital economy is given. The scientific and technical directions for the successful geospatial supporting the spatial development of the country and solving tasks of transition to the digital economy are listed.
