The educational services provided to applicants for higher education in accordance with the Law of Ukraine on Education and the Law of Ukraine on Higher Education are analyzed in the article. The provision of educational services as a separate type of commercial activity, where the leading role is played by the quality of educational services as a key point of competitiveness is defined. The general approach and a kind of organizational design of institutions of higher education which corresponds to the necessary commercial character of their activity is offered; the content and structure of organizational and information design of technical institutions of higher education are determined; the role of each structure in the coordination of the functioning of higher education institutions and the differences in the coordination mechanisms used by them (information links) are analyzed; it is shown that one of the differences in terms of organizational design of technical institutions of higher education from ordinary commercial organizations is the presence of legally defined collegial and advisory authorities at all hierarchical levels of the organizational structure; it is proposed on the basis of these authorities to create a new coordination mechanism that allows the transformation of existing information links into a single information flow of decision-making, thus eliminating contradictions in their approaches, which will coordinate the activities of all departments to maximize the achievement of expected learning outcomes. The general structure of organizational design of technical institution of higher education and the simplified example (variant) of the coordination mechanism of activity of the specified structures are given. Further development of the proposed approach to the organizational design of institution of higher education is the study of the quality of processes that provide coordination mechanisms (information links) and the development of methods for estimating their quality and quality of educational services.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

This article is about the essence of the concept of «educational service», its specific features and differences from other types of services. Particular attention was paid to the classification of services provided by higher education institutions. Taking into account all the specificity of the education market, services provided by institutions of higher education can be divided into educational, scientific and educative institutions. The essence of educational, scientific and educative services provided by institutions of higher education was considered. It was determined that the acquisition of higher education is one of the main directions of intellectual, cultural, spiritual, social and economic development of society. The legislative regulation of providing paid services in institutions of higher education of Ukraine was analyzed. It was determined that modern development of market relations is closely connected with the formation of the educational services market. The world experience of educational establishments activity clearly proves that the provision of high-quality scientific and educational services and skillful management of them are the guarantee of successful activity of higher educational institutions in modern conditions. The ability to form modern educational programs, to navigate the difficult and unstable conditions of market competition, to develop management mechanisms which aimed at the efficiency and quality of the educational process, allows implementation of the marketing concept of higher education institutions in practice. Nowadays it is known that marketing tools are the most effective ways of defining and researching social needs,demands and requirements. This suggests that the process of marketing incipience in education area is one of the main steps towards more qualitative and professional provision of educational services to the consumer, as well as to the market success and competitiveness of educational organizations. There are few unresolved aspects of the problem of services development in the education area left today despite the fact scientists paid a lot of attention to this problem. This leads to the study of the current state of the services market that provide institutions of higher education, the development of a modern model of cooperation in the labor market and education services market. Also, should be improved the economic mechanism of regulating the educational services market and the management system for this market.

Theoretical and methodical aspects of rating performance appraisal of academic workers of higher educational institutions are the object of research. The purpose of the article is to study peculiarities of the functioning of institutions of higher education and to improve processes of rating assessment of employees as a part of the development of professional careers. Methodological basis of research consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. Results are obtained through the use of methods: statistical and economic – to determine the peculiarities and trends of the development of institutions of higher education in Ukraine; economics and mathematics – to study the impact of the main indicators of activity and performance of higher education institutions and purchasing power of the population on the total volume of gross domestic product; abstract-logical – for theoretical generalization and formulation of conclusions. The results of the conducted research testify to the necessity of introducing a set of measures for optimization of labour costs for scientific and pedagogical workers of higher education institutions without worsening the quality of provided educational services. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of higher education institutions in the market for educational services in general. To maintain the existing intellectual potential justified the introduction of an organizational and economic system for optimizing labour costs, which should consist of the following five main stages: collecting information, processing information received using expert and econometric and mathematical models, calculating the predictive values of factors and productive indicator, development of measures and directions of optimization of labour costs, development of a system of planning career development of personnel. With the introduction of a rating assessment of the activities of academic workers and its attachment to the development of professional careers, it is necessary to avoid possible professional burnout due to overload. A further study of the mechanism of determining the optimal predictive model, taking into account the influence of the shadow sector on the official statistical indicators of the development of the economy and the educational sector, in particular, deserves further study.

The provision of high-quality educational services is a mandatory objective for Higher Education Institutions (HEIs) nowadays. Consequently, HEIs implement Quality Management System (QMS) process frameworks. A core managerial activity conducted in these QMS is decision making, which impacts the overall quality of the provided HEI's educational services. This managerial context found in HEIs demands an adequate and reliable managerial decision-making support. In this article, we elaborate a new Process-Task-Decision scheme for HEIs based on a relevant international QMS process framework (ISO 9001 IWA 2:2007), and we survey selectively DMSS and HEI literature in the 1996-2016 period. We found that DMSS have been used in a variety of Process-Task-Decision situations in HEIs from early periods to the present, but their utilization is still scarce and partially deployed. Thus, open opportunities to apply them in HEIs and relevant knowledge gaps still exist to be further researched.

Abstract Abstract. The main purpose of the article is to form a consistent and clear mechanism for neutralizing internal and external threats to financial security. Financial security at any level always implies a state of security against the impact of threats. Terms such as «risk», «call» and «danger» are often used. The article establishes the essence of the concepts of «financial security of higher education institution», «danger», «risk», «challenge» and «threat». Classification of threats into internal and external ones is carried out, their sources and factors are identified. The methods used to assess risks, their advantages and disadvantages are defined. It is offered to carry out an estimation of risks of financial security of higher education institutions by means of SWOT-analysis and expert methods, and using point marks to establish a generalized estimation of one expert of influence of factors of strong and weak sides of activity of higher education institution on assistance to use of possibilities and protection against threats taking into account probability of their occurrence. The generalized result of activity of higher educational institutions is calculated, which showed insignificant prevalence of internal strong factors in activity of higher educational institutions on quality of educational services provided by them and provision of financial security. Weaknesses of activity of higher education institutions on which management of quality of educational services for the purpose of maintenance of financial security should be focused, and also those strong sides of activity which potential should be used for achievement of the set goal are established. Based on the results of the study, it was identified the main weaknesses that the management of the quality of educational services should pay attention to in order to ensure the financial security of higher education institutions. It is necessary to take into account that the results of this assessment are quite variable in time, because according to the circumstances may change the system of factors, and step their influence. The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

Abstract During the last two decades or so we have witnessed unprecedented growth and expansion in higher education not only in the high income countries but in middle income and low income countries as well, Pakistan being no exception. In 2002 a new apex body, Higher Education Commission was established to manage affairs of higher education which adopted measures to improve the quality of higher education in the country. The HEC adopted a new framework and policy towards higher education and made strenuous efforts not only to bring quantitative expansion but to improve the quality of higher education in the country as well. Consequently, the academic community has witnessed an unprecedented expansion in higher education in terms of number of higher education institutions and its enrolment. One of the goals of Higher Education Commission was to develop research culture within the country and enhance research productivity of the universities and higher education institutions to help achieve the objectives of knowledge economy. This paper attempts to analyse the available data to assess the research productivity of Pakistani institutions of higher education, trends over the last decade or so in the number of articles produced and their citation index and to see what factors have contributed towards increasing the number of research articles, enhancing the visibility of research produced by Pakistani universities and identifying the most productive institutions in this regard. Results of the study may help in framing a policy and developing a strategy increase the research productivity of Pakistani institutions of higher education and improving its visibility and impact.

Problem setting. Modern global challenges have significantly changed the landscape of higher education and intensified the process of its internationalization, the consideration of which has become one of the most discussed scientific problems in the field of higher education. Socio-philosophical understanding of the internationalization of higher education allows us to present it not only as an effective tool for improving the competitiveness of universities, but also as a basis for their social responsibility, a significant factor in improving the quality of higher education. This is extremely relevant to the study of the process of internationalization of higher education in a globalized world. Recent research and publications analysis. The study of the problems of internationalization of higher education belongs to the sphere of scientific interests of both Ukrainian and foreign scientists. Among modern domestic researchers who deal with theoretical and methodological issues of internationalization of higher education and analysis of the peculiarities of internationalization of higher education in Ukraine in the context of global challenges should be noted such scientists as Boychenko M., Verbytska A., Voronkova V., Gorbunova L., Debych M. , Zinchenko V., Kiykov A., Krasovska O., Kurbatov S., Mishchenko M., Nitenko O., Sbrueva A., Sikorska I., Stepanenko I., Terepyshchy S., Shipko O. and others. Despite the fact that the scientific literature has widely reflected the understanding of various problems of internationalization of higher education, still remain debatable a number of issues that need to be constantly considered. Paper objective. The aim of the article is to study the essence of the concept of internationalization of higher education in modern socio-philosophical discourse; consideration of methodological approaches to the analysis of internationalization of higher education; identifying the prerequisites for the development of internationalization of education in a globalized world; disclosure of the national strategy for the internationalization of higher education in Ukraine. Paper main body. The development of modern higher education takes place in the context of global challenges, among which the most important, as stated in the founding document of UNESCO "Higher Education in a Globalized Society", are: the growing importance of the knowledge society / knowledge economy; development of new trade agreements, which include, inter alia, trade in educational services; innovations in the field of information and communication technologies; the growing role of the market and market economy. To date, according to many scholars, the most comprehensive and scientifically sound of the existing definitions of the internationalization of higher education is the definition given by H. de Wit and F. Hunter. According to them, the internationalization of higher education is a deliberate process of integrating the international, intercultural or global dimension into the purpose, functions and methods of higher education in order to improve the quality of education and research for all students and staff and make a significant contribution to society. Experience shows that in the field of internationalization of higher education there are two institutional models: traditional and complex. The first model includes components such as academic mobility; internationalization of the curriculum; international cooperation in the field of scientific research; partnerships with foreign higher education institutions. The comprehensive model of internationalization of higher education includes academic mobility; internationalization of the curriculum; international cooperation in the field of scientific research; partnerships with foreign higher education institutions; international educational programs of joint / double / multilateral diplomas; branches abroad; online / electronic training courses. Currently, the main ideas of the strategy of internationalization of the market of educational services in Ukraine are: 1. strengthening international competitiveness in higher education and research; 2. active participation of Ukraine in the development of European higher education; 3. expanding the opportunities of Ukrainian higher education institutions to enter the European educational market; 4. positioning Ukraine as a leader in the international market of educational services; 5. expanding opportunities for improving the system of higher education and research infrastructure of universities; 6. development of cross-border higher education. Conclusions of the research. For leading Ukrainian universities seeking to become competitive members of the global education market, internationalization has already become an imperative and has become one of the most important tools for innovative development of higher education in Ukraine, its successful integration into the European and global educational space.

In the institutions of higher education around the world, libraries are important institutions for dissemination of knowledge and promotion of the researches. Due to the continuous development and advancement of modern science and technology, the content and quality of services provided by the libraries should also be constantly optimized in order to better meet the growing needs for the development of higher education and university science. This places increasing demands on the quality of librarian training. The article analyzes the current situation with personnel management in the libraries of universities of the PRC, discusses the strategy for optimizing library activities, and assesses the effectiveness of work.
