The article reveals the important role of culture as the basis of national security. The key components of cultural policy that form the basis of national security are identified, the main vectors of cultural policy that should be developed and implemented in the national security system are analyzed as a priority. The directions of improvement of cultural policy of Ukraine in the conditions of global transformations and challenges at this stage are offered. It is determined that the key indicators of the effectiveness of cultural policy and measures in the national security system should be the level of protection of citizens.

The article is devoted to the study of the development of national legislation on ensuring the functioning of the economic security system of Ukraine in the period of independence. Attention is drawn to the necessity and expediency of acquaintance and analysis of key normative legal acts of different legal force, which are directly or indirectly related to the economic component of national security. It emphasizes the need to identify the major historical events that have served as a prerequisite for building a national economic security system and those that, at appropriate times, have influenced its improvement. Political and economic factors have been determined, which made it expedient to adopt (approve) the basic acts for ensuring the state’s economic security system. The role of the Constitution of Ukraine is defined as the fundamental document that laid the legal basis for the development of the state’s economic security system. In the context of scientific research, particular attention is paid to the laws of Ukraine “On the basics of national security” and “On national security of Ukraine”, as the basic normative legal acts to ensure the system of economic security of the state at different times. Key backgrounds for each of them have been identified and their role in building and improving Ukraine’s economic security system has been improved. A number of acts, which were of significant importance for the development and systematic improvement of Ukraine’s national economic security system in the conditions of independence providing protection of the domestic economy and promoting its necessary development. You are looking at this year’s second issue which is dedicated to the Slovenian national security system, the role of the armed forces within it, and their future. The authors of this issue primarily come from the areas of the military and defence. It may be a coincidence, but the Slovenian national security system, the Slovenian Armed Forces and their future seem to play a less important role in times of solving other more challenging issues and situations. The need for rationality, economy, innovativeness and the achievement of maximum possible impact with minimum resources used is understandable, yet the national security system, as an integral part of international security, may thus become very fragile and vulnerable. The French economist and statesman of the 17th century, Jean-Baptiste Colbert, believed that trade was the source of finance, while finance was the vital nerve of war. Is it possible to assume that the lack of trade, and thus finance, may lead to social unrest and, consequently, the destabilisation of the national security system? Constant cuts in the defence budget should not hinder thinking and writing about the future of the Slovenian national security system and its individual elements which include the defence system and the Slovenian Armed Forces. What are the challen- ges and opportunities? In the introduction, Lieutenant-General Ştefan Dănilă, Chief of the General Staff of the Romanian Armed Forces expresses his views on the Role and use of the armed forces in the future. His thoughts are published at the beginning of this issue to give readers the impression of how the future of the armed forces is viewed in the country about ten times larger than Slovenia. Pavel Vuk, Sašo Nacevski and Renata Vrtovšek address the Defence strategy in the hierarchy of strategic documents on national security of the Republic of Slovenia by carrying out a comparative analysis of defence strategies of six countries and pre- senting guidelines for the preparation of a new defence strategy of the Republic of Slovenia. Gregor Garb devotes his attention to the Role of financial resources in the imple- mentation of a modern security paradigm regarding defence in selected countries. He describes and compares guidelines for the funding of defence systems in five countries – the Republic of Slovenia and its neighbours. Ivan Žnidar acquaints readers with Transformation challenges to safety and security at Slovenian sea. He states that comprehensive approach, cooperation, coordination and integration of various services for safety at sea present some of the answers to the question of the rationalisation of the modern security environment. Boris Rutar presents the Human Terrain System in the case of Afghanistan. He informs readers of achievements and applicability as well as new opportunities for NATO members. Blažka Erznožnik writes about the Importance of security forces training for the stabilisation of Afghanistan: NATO literacy project and the role of the Slovenian Armed Forces. She believes that the elimination of illiteracy presents a perfectly obvious means of support that significantly contributes to the long-term stability of Afghanistan and exposes the social usefulness of the armed forces. To conclude, a country’s stability depends on its financial situation, which in turn affects its defence capability.

It is an open, dynamic, social system, the main purpose of which isto integrate efforts of the individuals, society and the state for the realization of nationalinterests, ensuring the integrity of the social organism and the ability of thestate to defend these interests.It is noted that the issue of intellectual property is an integral part of the nationalsecurity system of Ukraine, as they are present in all objects of the national securitysystem of Ukraine, and their non-compliance or violations pose a threat to these objects,including national interests in the defense sphere of Ukraine.Theoretical aspects of the national security system of Ukraine, components (elements)of this system and their relationship, the main tasks and functions of strategicsubjects of the national security system are considered. The influence of intellectualproperty on the system of threats to national security and defense capabilities ofUkraine is studied. The need to define the system of intellectual property protectionas a component of national security and defense of Ukraine and to take into accountintellectual property issues in the development of national security state policy, aswell as the importance of further research on the role of intellectual property in nationalsecurity and defense of Ukraine are defined.The structural scheme of the national security system of Ukraine is proposed. Itincludes the objects of national security; subjects of national security; threats to nationalsecurity.Insufficient attention is paid to the study of the role of intellectual property in thefield of national security, as well to the identification of threats to state security inthis area. Therefore, there is a growing need for theoretical research that would conceptuallydefine and substantiate the role of intellectual property in the field of nationalsecurity and defense.

The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.

The article is devoted to understanding the place of the penal system in the implementation of certain aspects of national security. Through the analysis of the regulatory framework, the role of the penitentiary system as a modular component of the unified state security system is demonstrated and generalized, including on the basis of its basic tasks and functions. Various aspects of the category "security" in the activities of the penitentiary system are considered." Special attention is paid to various theoretical, legal and applied issues of implementing security functions in the activities of individual divisions of the Federal Penitentiary Service. As a conclusion, it is noted that it is necessary to build a clear algorithm for the activities of the criminal executive system to counteract crime and effectively interact with other elements of the state system of public security.

This article examines the complexity of managing the innovative development process. The author demonstrates that the main role of change management belongs to the state, and the management system of innovative modernization must be organized only through the innovative security system. It is noted that only the innovative national security system, based on existing capabilities, structure, methods and tools, can objectively manage innovation development. As the practice of developed countries shows, based on the complexity of modern innovative development processes, the main role of change management belongs to the state. According to the author, in order to ensure national security in the conditions of innovative development and the formation of an equally innovative economy, it is necessary to form an innovative security system, which under these conditions is the basis of national security. Only in the context of innovative security is it possible to identify the factors that hinder the formation and development of an innovative economy, which makes it possible to develop an effective strategy for ensuring national security in the context of innovative development. At the same time, innovative security should not be an absolutely isolated phenomenon, but should find its place in the national security system and, together with economic, scientific and technical, scientific and technological security, ensure security throughout training and development cycle. of an innovative economy, reforming the whole society.
