The article considers the problems management of efficiency of use of production and technological potential of rolling stock of rail transport. It is investigated that to improve the efficiency of functioning requires a comprehensive solution of many problems, with the rational use of labor, material and labor resources. A set of many tasks aimed at improving and ensuring the level of efficiency of rail transport facilities and systems is considered. It is investigated that in order to achieve the required level of efficiency of rolling stock operation it is necessary to improve the management process by system model of the set of problems of efficiency of use of production and technological potential of work of rail transport.As a result of solving the problema mathematical model of the set of problems was proposed, which became the basis for building a system model of the set of problems. The decomposition method and AllFusion Process Modeler software were used to build the system model. The paper considers the task of ensuring the required level of efficiency in the use of production and technological potential of rolling stock and the proposed ways to solve it. There is also a comprehensive review of objects, systems and processes, which involves their identification, providing a formalized description. On the basis of which a model and method of diagnosis were proposed, which inopen the possibility of interaction between the management of the subsystem of diagnostics and planning of work of objects and systems of rolling stock on the basis of the actual technical condition. The solution in this way will increase the indicators of the main aspects of production and technological potential, which is the purpose of this work.

Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

To ensure uninterrupted power supply to consumers, maintenance of the electrical networks in a working condition is today carried out through the use of a system of preventive maintenance. In the general case such a system allows building equipment repair schedules based on repair cycles for a long time predetermining the list of necessary material and labor resources in advance. However, in practice, the use of this system is rather difficult and not always effective. This is due to the need to change the repair schedule for emergency or urgent repairs taking into account the seasonality of work performed and the organizational structure of the production department of electrical networks and related departments as well as taking into account the specific features of the operation of specific equipment. Taking into account the current pace of development of electrical networks with a steady increase in the number of consumers (which also leads to a complication of the configuration of electrical networks) this is impossible without the use of appropriate mathematics and software that automates the planning processes for the maintenance and repair of electrical networks with a large number of factors. The minimum equipment downtime was taken as the main criterion for optimality, as a factor that largely determines the reliability of power supply. A planning algorithm has been developed that takes into account the ranking of works in order of importance, the possibility of their shift in time and the likely adjustment of the schedule based on the results of assessing the technical condition of the equipment. A method for minimizing the downtime of repair crews by using them in adjacent areas as well as a technique for identifying a set of equipment that may be under repair in the same period of time are proposed.

The publication of documentary materials reflects the history of the organization and conducting of the retreat of the units of Admiral A.V. Kolchak’s Eastern Front and the evacuation of civilian refugees from Omsk and other cities in Siberia in November 1919 – January 1920. The article considers the issues of the technical condition and operation of the TRANSSiberian railway and, in particular, the functioning of the rolling stock. Those aspects for the history of the Civil War in the East of Russia to this day remain poorly studied. Evidence is provided on the state of the military, refugee and civil trains, and about the situation of passengers. Consistently and with the involvement of documentary material, the stages of the preparation and implementation of evacuation measures are described, and the reasons for the failure of planned decisions are analyzed. The article presents evidence on the consequences of full-scale disaster with the railway accident that became part of the Civil War history in Siberia. The materials from the State Archives of the Russian Federation that have not been widely used in scientific research and have not been published yet, as well as some previously published documentary evidence, were used. The study of that aspect of the Civil War history in Siberia allows to get an idea of not only the military, but also of the political importance that the TRANS-Siberian railway played in the absence of developed transport communications in the East of Russia.

Objective: To develop the method to monitor the technical condition of the railway track. Me-thods: A strain-gauge wheel pair is used for continuous recording of vertical and lateral interaction forces in a dynamic wheel–rail system. Results: Stability margin factors of a wagon relative to de-railment have been determined and the defective (prone to derailment) sections of a railway track have been identified with the exact identification of their location (GPS coordinates) on the map using navigation devices. Practical importance: The developed monitoring method makes it possi-ble to promptly re¬gister and eliminate railway track defects

Through additional processing of the modern movement parameter recorders data of the DC electric locomotive 2ES6 the article first presents the results of the actual consumption of electricity for own needs and the proportion of these costs from the consumption of trains traction is determined, which in terms of operational depot is difficult to implement. The estimation of influencing factors on the energy consumption for own needs of 2ES6 series electric locomotives is made. As a result it was found that the internal energy consumption is influenced by such factors as rolling stock mass, axle load and environment temperature. Statistic models were made to normalize internal electricity consumption and their quality estimation was fulfilled. It is found that the remainders of the multiple regression equation, which take the above factors into account, obey the normal distribution law, indicating the adequacy of their further use to assess the energy efficiency of the 2ES6 series DC electric locomotives auxiliary equipment. The use of regression models will allow to identify electric locomotives with auxiliary equipment with low energy efficiency and to send them to unscheduled repairs in time to restore the required technical condition.

The authors present a method of modeling pantograph cooperation with a catenary system by means of a computer program based on a pantograph discrete model with two degrees of freedom and a catenary system model as a focused mass that in the dynamic state has variable stiffness along the span. After performing the appropriate tests, the validation was carried out according to the proposed method in the PN EN 50318:2019-02 standard required in the Technical Specifications for the interoperability of the subsystem “Energy” and “Rolling stock -locomotives and passenger rolling stock” of the trans-European rail system in Europe.

The article deals with the procedures for certification of private locomotives in order to grant authorization for their operation on certain public railway lines. The special feature of the certification is that, as a rule, locomotives belonging to departments, enterprises and organizations that are not within the management sphere of JSC "Ukrzaliznytsia" and were not previously used on public railway lines of Ukraine, but are now presented for participation in the project, can be of several types, different years of construction, have different diesel operating hours (SMU hours), different degrees of wear of the mechanical part of load-bearing structures, wheelsets, trolleys, couplings, braking equipment, different technical condition of measuring instruments, safety devices and air tanks, devices security, etc. Therefore, the article presents the provisions of certification schemes (models) that can be used by the certification body for the certification of single locomotives and batches of private locomotives, and their aspects. The paper also presents the basic normative documents according to which certification procedures are carried out. The key aspects of existing certification testing of locomotives are specified. The scope of work on technical diagnostics of locomotives for certification is described. The procedure and duration of the direct certification process are given taking into account the analysis of documentation, technical inspection, provision of expert evaluation, selection and identification of a sample (samples) of a representative item from the batch submitted for sampling, certification testing, processing and registration of test results, comprehensive conclusion on compliance of the locomotive with the requirements of regulatory and technical documents, decision-making on the possibility (or impossibility) of issuing a certificate.
