The publication of documentary materials reflects the history of the organization and conducting of the retreat of the units of Admiral A.V. Kolchak’s Eastern Front and the evacuation of civilian refugees from Omsk and other cities in Siberia in November 1919 – January 1920. The article considers the issues of the technical condition and operation of the TRANSSiberian railway and, in particular, the functioning of the rolling stock. Those aspects for the history of the Civil War in the East of Russia to this day remain poorly studied. Evidence is provided on the state of the military, refugee and civil trains, and about the situation of passengers. Consistently and with the involvement of documentary material, the stages of the preparation and implementation of evacuation measures are described, and the reasons for the failure of planned decisions are analyzed. The article presents evidence on the consequences of full-scale disaster with the railway accident that became part of the Civil War history in Siberia. The materials from the State Archives of the Russian Federation that have not been widely used in scientific research and have not been published yet, as well as some previously published documentary evidence, were used. The study of that aspect of the Civil War history in Siberia allows to get an idea of not only the military, but also of the political importance that the TRANS-Siberian railway played in the absence of developed transport communications in the East of Russia.

Objective: To develop the method to monitor the technical condition of the railway track. Me-thods: A strain-gauge wheel pair is used for continuous recording of vertical and lateral interaction forces in a dynamic wheel–rail system. Results: Stability margin factors of a wagon relative to de-railment have been determined and the defective (prone to derailment) sections of a railway track have been identified with the exact identification of their location (GPS coordinates) on the map using navigation devices. Practical importance: The developed monitoring method makes it possi-ble to promptly re¬gister and eliminate railway track defects

Through additional processing of the modern movement parameter recorders data of the DC electric locomotive 2ES6 the article first presents the results of the actual consumption of electricity for own needs and the proportion of these costs from the consumption of trains traction is determined, which in terms of operational depot is difficult to implement. The estimation of influencing factors on the energy consumption for own needs of 2ES6 series electric locomotives is made. As a result it was found that the internal energy consumption is influenced by such factors as rolling stock mass, axle load and environment temperature. Statistic models were made to normalize internal electricity consumption and their quality estimation was fulfilled. It is found that the remainders of the multiple regression equation, which take the above factors into account, obey the normal distribution law, indicating the adequacy of their further use to assess the energy efficiency of the 2ES6 series DC electric locomotives auxiliary equipment. The use of regression models will allow to identify electric locomotives with auxiliary equipment with low energy efficiency and to send them to unscheduled repairs in time to restore the required technical condition.

The paper is dedicated to the task of improving of regenerative braking of a DC train with the series-wound DC traction motors. It is proposed the schematic solution for the trains with DC motors, which is based on the storing of recovered energy by the on-board supercapacitor storage system and extending the speed range of regenerative braking. The scheme is described by expressions which allowed to build the time dependences of main values. In addition, the experimental researches with the multiple-unit train were performed to find initial data for calculations and verification the results. The transient processes of charging are analyses for different cases of storage capacitances, residual voltages and initial speed of braking. It was proved, that the scheme allows to increase the value of recovered energy up to 40%, but its value strongly depends on the initial conditions and parameters of the system.

The article deals with the procedures for certification of private locomotives in order to grant authorization for their operation on certain public railway lines. The special feature of the certification is that, as a rule, locomotives belonging to departments, enterprises and organizations that are not within the management sphere of JSC "Ukrzaliznytsia" and were not previously used on public railway lines of Ukraine, but are now presented for participation in the project, can be of several types, different years of construction, have different diesel operating hours (SMU hours), different degrees of wear of the mechanical part of load-bearing structures, wheelsets, trolleys, couplings, braking equipment, different technical condition of measuring instruments, safety devices and air tanks, devices security, etc. Therefore, the article presents the provisions of certification schemes (models) that can be used by the certification body for the certification of single locomotives and batches of private locomotives, and their aspects. The paper also presents the basic normative documents according to which certification procedures are carried out. The key aspects of existing certification testing of locomotives are specified. The scope of work on technical diagnostics of locomotives for certification is described. The procedure and duration of the direct certification process are given taking into account the analysis of documentation, technical inspection, provision of expert evaluation, selection and identification of a sample (samples) of a representative item from the batch submitted for sampling, certification testing, processing and registration of test results, comprehensive conclusion on compliance of the locomotive with the requirements of regulatory and technical documents, decision-making on the possibility (or impossibility) of issuing a certificate.

Currently, digitalization, being implemented in all spheres of human activity, including transport processes, requires efficiency in obtaining and processing information, as well as timeliness of decisions made on its basis. The modern system of operation of railway traction rolling stock is characterized by the lack of online information about the current technical condition and the residual life of its components for decision making.The article proposes to solv e the problem by implementing an adaptive system for remote online monitoring of technical parameters of operated objects into the field of traction rolling stock operation. The adaptive system contains software related to recommendation decision support systems. A distinctive feature of the system is the presence of elements of artificial intelligence, which self-learns by combinatorial processing of the historical database on operation of this or a similar technical object and current performance indicators corresponding to them.The proposed information processing algorithm is versatile and, in principle, can work with a variety of data sources, including existing traction rolling stock safety devices. Online monitoring of technical parameters of operated objects can be extended to both cargo-passenger rolling stock and related auxiliary machinery and devices (track machines, cranes, hump retarders, etc.). Based on the analysis of the information received, the software generates and transmits recommendations regarding current urgent actions for managing staff and maintenance personnel.In addition, the proposed technology makes it possible to predict indicators of accidents at operated objects in real time, providing an opportunity to facilitate the diagnostic process, optimize organisation of maintenance, reduce the cost of maintaining rolling stock, and increase safety of the transportation process.The adaptive system of remote online monitoring of operational safety of technical objects, considered in the article, through a risk-based approach, is a unique development that has no analogues.

The value of the life cycle of rolling stock wheels is determined by the frequency of maintenance, in the process of which the turning is carried out to restore the profiles of the rolling surfaces, or the replacement of completely worn wheels. Traffic safety depends on the technical condition of the wheels of locomotives and wagons. Maintenance and repair of wheelsets accounts for about 30% of all costs of Ukrzaliznytsia's rolling stock repair units. Wheel repair technologies are based on the complete restoration of wheel profiles by turning, using which, their life cycle is reduced, and costs increase by 20% or more. The railways of Ukraine use an outdated, unreasonable, inefficient system of control over the formation of rolling surfaces in operation. Therefore, there is a need to create a scientifically sound approach to methods of extending the life cycle of the wheels of locomotives and wagons while ensuring the safety of railway rolling stock. According to the proposed scientific approach, the wheel profile is restored to optimal parameters, which provides an extended life cycle of wheelsets. As a result of the developed scientific approach the life cycle of wheel pairs will increase by 15… 25% and the expenses of the railway for their repair will considerably decrease.

In the article was noted the importance of the study of the conditions for the carriage of goods by rail transport when executing the railway transport examination, and the main points of such studies are given. One of the causes of the onset of a railroad accident (hereinafter referred to as RTA) with damage to the rolling stock, infrastructure elements, loss of life and loss of cargo through damaged packaging, the integrity of the car body may be a mismatch of the cargo weight with established weight standards, unsatisfactory the technical condition of the rolling stock in which the cargo is transported, improper securing of the cargo in the car, disorder of attachment on the route or interference of unauthorized persons to the cargo itself (theft). As a part of the railway-transport expertise, experts investigate cases of derailment of railway rolling stock, spontaneous movement of cars from the parking lot, followed by their collision, and other cases. Upon the occurrence of an RTA, the compliance of the actions of the railway employees involved with the requirements of regulatory documents, the causal link and the immediate technical reason for its occurrence is investigated. Experts carrying out research within the examination regarded various possible discrepancies that could cause the occurrence of RTA. The inconsistency of the mass of the cargo with the established weight standards for transportation by rail is considered by experts, precisely as a possible discrepancy that could significantly affect the occurrence of the accident. This direction of research requires detailed consideration from the position of forensic expertise. The article discusses individual issues of this type of inconsistency. These points are considered in more detail in a research work devoted to a study of the main transport characteristics of the goods transported and their packages, with an assessment of the possibility of their influence on the causal relationship with the onset of the RTA as part of the railway transport expertise. Each type of faults (inconsistencies) identified during the carriage of goods by rail is investigated as part of the implementation of forensic railway transport examinations and requires the formation of detailed expert approaches. The presented work confirms the relevance of developing a methodology for assessing the impact of cargo transportation features on the onset of railway accidents.
