The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing. The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30 %, 22.31 %, 13.48 %, 9.56 % and 7.34 %, respectively, of 100 % S. The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. The problem of supporting scientific and educational institutions is considered. A method of selective financing of scientific and educational institutions that create innovative technologies taking into account their investment in innovative developments is proposed. On the basis of statistical data on the indicators for assessing the activities of scientific and educational institutions and the indicator of the innovative potential of a scientific and educational institution from the production of innovations (PNn), their rating was calculated. The essence of PNn is to compare the indicators of the volumes of income of the special fund Dsfn and the volume of expenditures of the scientific and educational institution Vn. In order to stimulate scientific and educational institutions to create innovative technologies, it was proposed to introduce targeted investments. The problem of quantifying the rate of premium on the basis of an integrated approach in terms of indicators of innovative potential from the production of innovations and the rating of a scientific and educational institution for 2 institutions (namely: K and H) has been solved. Institution K will receive a large increase, and institution N will receive a smaller increase, the value of which will be 56.23 % and 43.76 %, respectively. The results showed the independence of the indicator of the innovative potential of a scientific and educational institution from the production of innovations from the previous rating of a scientific and educational institution, or vice versa. The proposed methodology has been tested by an experimental method, targeted investments have been determined based on an integrated approach in terms of indicators of innovative potential and the rating of a scientific and educational institution. This study is of practical interest to government authorities and grantors when allocating funds according to the vector of selective financing of scientific and educational institutions through targeted investments in the development of innovative technologies, and theoretically – to researchers dealing with issues of financial security, protectionism and public administration

It has been substantiated that personnel is the driving force of innovative development of enterprises. The interrelation of the components of the formation of innovativeness of the company’s personnel, such as innovative potential, the innovative activity of employees, and the effectiveness of their innovative activity was demonstrated. A comprehensive approach to assessing the innovativeness of the company’s personnel, which consists of six stages describing the procedure of such evaluation, was proposed. It was proved that it is appropriate to evaluate the innovativeness of the company’s personnel in the areas of innovative activity of employees and the effectiveness of their innovative activities. The systems of partial, integrated, and general indicators of innovativeness of the company’s personnel and criteria for assessing its level were proposed. A system of indicators of innovative activity of personnel based on qualimetric assessment of their innovative potential was offered. The procedure for assessing the level of innovative activity of employees was improved by introducing a partial indicator of personnel’s desire to carry out innovative activities. A system of indicators for assessing the effectiveness of innovative activities of personnel, including two groups, was proposed. The first group of partial indicators characterizes the effectiveness of innovative activity of the company’s personnel, the second group focuses on the effectiveness of commercialization of innovative products. To determine the level of innovativeness of the company’s personnel, a matrix that combines assessment of the levels of innovative activity and effectiveness of innovative activities of employees was proposed. The results of the study make it possible to determine the level of innovativeness of personnel, to develop an effective strategy for the creation and commercialization of innovative products of an enterprise.

Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Innovation plays a decisive role in the long-term perspective of an enter-prise. The relevance of the research topic is determined by the need for knowledge and understanding of the theoretical foundations and patterns of formation, structure, sources of increase, assessment methods and directions for the effective use of innovative potential. This knowledge will make it possible to evaluate and develop new areas of innovative activity of the enterprise. Also form an effective strategy for the innovative development of the enterprise. This is a prerequisite for its competitiveness. The purpose of the study is to determine the components of the innovative potential of an enterprise and analyze approaches to assessing the innovative potential of an enterprise in order to effectively manage its development. Innovation potential is the main category that reflects the state of the innovation component in the development of any enterprise. The author's approach to defining the components of the innovative potential of an enterprise is presented. The review of the factors influencing the formation and development of innovative potential is carried out. Assessment of innovative potential is a complex task that requires an integrated approach. The purpose of assessing the innovative potential is to obtain complete and objective information about the state of internal subsystems, which is necessary for the successful innovative development of all enterprise subsystems. A review of modern methods for assessing the innovative potential of an enterprise is carried out. There is no consensus on the issues of assessing and predicting the level of innovation potential and the effectiveness of innovation activities of enterprises. When considering the techniques, the general disadvantages inherent in most theories were highlighted. The conclusion is made: when assessing the innovative potential, it is necessary to take into account the innovative capabilities and the current level of innovative activity of the enterprise. The information processing process is the final stage of the analytical work to assess the innovative potential. Information processing techniques and techniques are important elements in conducting an assessment.

In the context of the digital economy formation the level of innovative development of the enterprise is a marker of the readiness of the economic system for digital transformation. Digital transformation makes it possible to digitize all the aspects of the business that generate interfaces for interacting with clients and then digital technologies are used to obtain results through the implementation of innovative strategies and the production of innovative products. The results of the study in which the subject is the methodological aspects of assessing the level of innovative development of an enterprise are relevant. The article formulates the necessary conditions for ensuring the economic efficiency of enterprises of various industries and fields of activity (the availability of innovative potential, a sufficient level of innovative development, high readiness to develop and implement a leader’s strategy). The scientific hypothesis is the assumption that it is necessary to use a methodological approach based on the phased implementation of assessment procedures and the use of assessment methods corresponding to each stage. An algorithm for assessing the level of innovative development of an enterprise is proposed, the concept of innovative potential is clarified and its structure which takes into account the digital transformation of the economy is determined. The indicators of assessing innovative potential and the level of innovative development of the enterprise are substantiated. The proposed methodological approach was tested using the enterprises in the field of housing and communal services of the BFA Group management company.

The article presents a methodology for assessing the impact of spatial environment on the socioeconomic development of municipalities. It relies on existing tools for assessing the state and potential of the geographical location of municipalities. An integrated approach allows to determine the potential of the interaction of the municipality with the neighbors of the first and second order. The methodology was tested on statistical data on the Blagovarsky municipal district.

The global COVID-19 pandemic has caused a transformation of virtually all aspects of the world order today. Due to the introduction of the world quarantine, a considerable share of professional communications has been transformed into a format of distance interaction. As a result, the specific weight of traditional components of the investment attractiveness of a region is steadily going down, because modern business can be built without the need for territorial unity. It should be stated that now the criteria according to which investors decide if they are ready to invest in a region are dynamically transforming. The significance of the following characteristics is increasingly growing: the sustainable development of a region, qualities of the social environment, and consistency of the social infrastructure. Thus, the approaches to evaluating the region’s investment attractiveness must be transformed. Moreover, the investment process at the federal level involves the determination of target areas of regional development. Despite the universal significance of innovative development, the region can develop much more dynamically when a complex external environment is formed that complements its development model. Interregional interaction, as well as an integrated approach to innovative development, taking into account not only the momentary effect, but also the qualitative long-term transformation of the region, will significantly increase the return on investment. At the same time, the currently existing methods for assessing the investment attractiveness of the region are usually heuristic in nature and are not universal. The heuristic nature of the existing methods does not allow to completely abstract from the subjectivity of the researcher. Moreover, the existing methods do not take into account the cyclical properties of the innovative development of the region, which lead to the formation of a long-term effect from the transformation of the regional environment. This study is aimed at forming a comprehensive methodology that can be used to evaluate the investment attractiveness of a certain region and conclude about the lines of business that should be developed in it as well as to find ways to increase the region’s investment attractiveness. According to the results of the study, a comprehensive methodology was formed to evaluate the region’s investment attractiveness. It consists of three key indicators, namely, the level of the region’s investment attractiveness, the projected level of the region’s investment attractiveness, and the development vector of the region’s investment attractiveness. This methodology is based on a set of indicators that consider the status of the economic and social environment of the region, as well as the status of the innovative and ecological environment. The methodology can be used to make multi-dimensional conclusions both about the growth areas responsible for increasing the region’s innovative attractiveness and the lines of business that should be developed in the region.

Purpose This paper aims to analyze the superior economic sector by looking at its contribution to the gross regional domestic product (GRDP) of East Kalimantan Province, the economic base, the multiplier effect and the strength of inter-sectoral linkages. Design/methodology/approach This study was designed through two research approaches, namely, quantitative and qualitative method. This is intended to complement the results of the phenomenon under study and to strengthen the analysis. Secondary data were analyzed by the level of contribution of the economic sectors to the GRDP, and the base sector was determined through the location quotient approach. The two methods of calculation helped to reveal the dominant economic sectors in East Kalimantan Province. The Input Output (IO) Table in 2016 was made up dated from the 2009 IO Table to be used as a basis for building Social Accounting Matrix data or known as the East Kalimantan Regional Socio-Economic Balance System (SEBS) (a matrix of 49 × 49 sectors) in 2017 by using the RAS method. To be consistent, these SEBS data are then aggregated so all commodities are combined into economic sectors used to determine the leading sector on the East Kalimantan Province SEBS in 2016 (a matrix of 41 × 41 sectors). Findings Based on the assessment by scoring of the criteria for determining the leading economic sectors in East Kalimantan, i.e. the contribution of the economic sector to GRDP, the economic base, the multiplier effect (income, production factor, and output) and the linkages between sectors, both backward and forward linkage, shows the ten leading sectors as follows: the trade; paper and printed goods; financial institutions and other financial services; fertilizer; chemical and other rubber products; hotel and restaurant; general government; fisheries; excavation; and mining without oil and gas. Originality/value Similar research has never been done before in East Kalimantan; this is one of the originalities of this present study. No previous study has comprehensively studied the mediating effects of tourist value perception on the determination of economic sector, especially in Kalimantan, Indonesia.
