Historical aspect of interaction of subjects of legislative initiative with public authorities and judicial government in UkraineУ статті проведено історичний аналіз взаємодії суб’єктів законодавчої ініціативи з органами державної влади та суддівського врядування в Україні, на підставі якого визначено певну формулу такої взаємодії. Визначе- но, що, з одного боку, законодавча влада визначає правові засади організації та функціонування органів судової влади, зокрема органів суддівського врядування, а з іншого – органи суддівського врядування мають вплив на законотворчий процес Верховної Ради України. Такий вплив нині проявляється в наданні Вищою радою право- суддя консультативних висновків щодо законопроєктів із питань утворення, реорганізації чи ліквідації судів, судоустрою і статусу суддів. Звертається увага на те, що суб’єкти законодавчої ініціативи беруть безпосеред- ню участь у формуванні Вищої ради правосуддя. У статті зауважується, що, окрім іншого, Вища рада право- суддя вносить подання про призначення судді на посаду, а значимість такого повноваження продемонстровано через представлення статистичних результатів діяльності органу щодо прийняття рішень із цього питання. В аспекті вивчення історичного досвіду регулювання питання взаємодії суб’єктів законодавчої ініціативи з орга- нами державної влади та суддівського врядування в Україні в роботі зауважується, що до створення Вищої ради правосуддя повноваження щодо внесення подання про призначення судді на посаду мала Вища рада юстиції. Акцентовано, що Вища кваліфікаційна комісія суддів України не має прямих форм взаємодії із суб’єктами законодавчої ініціативи. За результатами дослідження питання історичного аспекту взаємодії суб’єктів законодавчої ініціативи з органами державної влади та суддівського врядування в Україні зроблено спробу вио- кремити три історичні етапи розвитку такої, спираючись на зміни в нормативно-правовому регулюванні цього питання.

The paper is a partial result of the research on importance and scale of constitutional consciousness, in the context of citizen’s participation in power, particularly in law making process. It has been based on the assumption, that the institution of citizens’ legislative initiative provided in the Constitution has become a significant tool of civic participation in power in a democratic state of law. Such institution, in turn, assumes a liaison, a deliberation between the citizens and the authorities which is truly available only if a society is interested in participating in public life. Deliberative democracy becomes real under twofold condition: the citizens are conscious of their constitutional rights and also aware of the changes needed at the political and economical level. The most valuable benefits from citizens’ legislative initiative are: running an election campaign (getting signatures for a petition); passing the information about the project; exchanging views and opinions in a discussion (also through the media). The paper points out lacks and week-points of currently binding legislation that may limit the effectiveness of such institution. What is more: the final content of the legislation depends on the political factors – the parliament. Regarding the low trust-level for public authorities and politicians, the citizens’ participation in the law making process is hardly significant. Nevertheless, the general potential of citizens’ legislative initiative to manifest the constitutional principles of rule of law and sovereignty in practice – is undeniable. Modern democratic state of law shall strengthen the citizens’ consciousness and empower them to implement the constitutional right for citizens’ legislative initiative. The paper leads to the conclusion, that the lone consciousness is not enough and it shall be followed by communication and interactions between citizens and political decisional bodies

The current stage of development of the Ukrainian state is characterized by increased interest in the problems of public authorities. The organization and activities of all state bodies, including the prosecutor's office, are built in accordance with the principles that determine the specifics of the legal status of each of these bodies and thus allow to individualize the status of each of them. It is on their basis that the competence of the prosecutor's office, the powers of prosecutors are determined, and the legislation on the prosecutor's office is developed. In this regard, the principles (principles) are the basis, the foundation of the prosecutor's office and all areas of its activities. It is established that the study of the principles of organization and activity of the Ukrainian prosecutor's office is impossible without the scientific-historical aspect of the origin of these principles and their development at different historical stages. The dialectic of the development of social life is such that the present and the future do not exist without the past, without a definite history. The historical origins of the origin, formation of the concept and development of the system of principles of organization and activity of the prosecutor's office are studied. It is proved that the principles of organization and activity of the prosecutor's office in the conditions of its reform become extremely important both for science and for practice. The provision is substantiated that the knowledge of the principles as the basic ideas that became the basis for the reform of the prosecutor's office, allows not only to know the essence of this reform, but also to identify shortcomings and weaknesses of the reform. The origin and development of the principles (principles) of organization and activity of the Prosecutor's Office of Ukraine are studied; the meaning and content of the principles of organization and activity of the prosecutor's office are revealed. The principles of law are the criterion of legality and legitimacy of actions of citizens and officials and under certain conditions are of great importance for the growth of legal awareness of the population.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

Our conference is the first project of Student Science Association, which was restored in our University in 1998. The main peculiarity of the conference is the student organizing committee. The conference was attended by representatives of Russia, Belarus, Sweden, Poland, Bulgaria, Armenia, Azerbaijan, Czech Republic, Lithuania, Latvia, Georgia, Iran, not mentioning hundreds of Ukrainian participants. We’re happy with the fact that our conference allows students to discover new information, which they wouldn’t find in training courses manuals; contrariwise businesses and organizations can get direct access to young and qualified staff. We believe that events like our conference are useful for the young scientists and also for the public authorities and businesses. Conference "Ecology. Human. Society "is a part of feedback between universities and market participants. The conference has overgrown limits of being simple educational process element. Today, it is a serious recruiting resource for state institutions and businesses - an important part of a mutually beneficial dialogue.

The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

Abstract This paper presents the events meant to promote Sibiu as a European Gastronomic Region. The collection of data from local public authorities and operators from traditional local gastronomy was carried out. The participation in three gastronomic events organized in the countryside allowed us to observe the number of locals involved in events, exhibitors and visitors. Local gastronomy products have also been identified. The sociological survey among 48 visitors allowed us to pinpoint the profile of people who participate in such events.

Subject. This article discusses the issues related to public finance. Objectives. The article aims to identify the determinants, indicators, and priorities of the public finance flow in contemporary Russia. Methods. For the study, I used the methods of statistical, neural network, and cluster analyses, and the systems approach. Results. The article identifies and describes the determining indicators of the main aggregates and balances of public finance, sources, and the use of funds. It establishes a link between the main aggregates and balances of public finance, defining the form and content of Russian capitalism. Conclusions. Understanding the issue and problem of public finance flow in contemporary Russia helps identify the reasons for the inability to transit to a capitalist socio-economic formation. The provisions of the study expand the scope of knowledge and develop the competence of public authorities to make management decisions on the distribution and redistribution of the value of a public product and part of the national wealth.

Subject. This article considers the issues of provision of supplementary education services for children and methodological tools for the formation of educational environment. Objectives. The article aims to assess the level of development of the system of supplementary education of children in Krasnoyarsk and offer a methodological approach to improving the management decision-making procedure in the formation of a portfolio of supplementary education services at the municipal level. Methods. For the study, we used the methods of theoretical, empirical, and logistic analyses, and sociological studies. Results. The article offers concrete solutions to the lack of a methodological approach to providing supplementary education services, considering one of the micro-districts of Krasnoyarsk as a case in point. It also offers tools that can be used by public authorities to organize educational space at the municipal level. Conclusions. A unified methodological approach should be used to provide a system of supplementary education, taking into account financial means, as well as differentiation in the distribution of educational facilities throughout the area. The relevance of the set of supplementary education services and consumer preferences should be taken into account, as well.
