Abstract The development of technology and industrialization in the economy today are two things that contradict the preservation of the world's environment. The concept of sustainable development is one of the efforts to preserve the environment. Indonesia is one of the countries that supports the implementation of the concept of sustainable development, one of the steps being the concept of blue economy. As a maritime country, Indonesia has considerable biodiversity, so the Blue Economy concept is seen as more efficient. because it tries to offer solutions to the challenges of the world economy with a system that tends to be exploitative for patterns of management in the marine and fisheries sector that can currently be recognized as still not optimal. This article uses the concept of blue economy theory with descriptive qualitative research methods. The implementation of the concept of blue economy in community empowerment in coastal areas is carried out by revitalizing sustainable development by using the concept of aquaculture digitalization to support food independence and maritime security through the development of downstream fisheries products that are competitive and innovative to support Indonesia's sustainable national development.

The primary goal of the present study is to use cross-national data on labor-force structure to examine the manner in which the international system shapes the character of national development, and the consequences of variation in development strategy for the growth and distribution of national income. A complementary goal is to illustrate the use of residual plots to overcome the “black box” character of cross-national studies, and thereby provide a bridge to case-study research. Multivariate analyses and residual plots provide results congruent with both world-political-economy and developmental perspectives, and indicate that the world economy may be used by lesser developed countries to obtain more rapid and equitable economic growth, although this was not a natural outcome of the world economy in the 1960s and 1970s.

ABSTRACT Taxation principles were applied as early as 4000 BC in Sumer. The formulation of recognized taxation principles commenced formally with Adam Smith in 1776. He called them the four maxims of taxation. The principles formulated by Smith were grounded in his observations and personal experiences of the world. After Smith, several individuals, committees, and reviews added their ideas to the principles of taxation. The question discussed in this paper is whether these principles formulated through the years are scientifically grounded. In order to ground the principles scientifically, three qualitative research methods were conducted. Method 1 is a thematic analysis of taxation history. Method 2 applies a qualitative research design called an Interactive Qualitative Analysis. Finally, Method 3 uses a single question in writing, sent to taxation experts from various countries. The question asked in Methods 2 and 3 is: What are the fundamental principles of taxation that are essential to taxation internationally as a discipline? The findings of the three research methods were triangulated in order to propose a set of six fundamental principles of taxation. The six proposed principles are: efficient and effective administration and communication; certain, neutral, understandable legislation; equity influencing different levels of society; taxpayers' duty to contribute to society versus the government's duty to strike a balance between taking too little and taking too much; benefits to the public through taxation; and change unwanted social behavior. Public educational policies, together with the university, expand subsidies to civilizational progress and national development. Around the world, universities began to participate in actions aimed at meeting the goals of Sustainable Development driven by initiatives supported by the United Nations. This article aims to identify, through scientific bibliography, the implementation of the theme: sustainable development in higher education institutions in several countries. This is an integrative review, carried out on the databases: Web of Science and Scopus. The descriptors and strategies used to search the databases were: sustainability AND universities AND sustainable development AND higher education; the terms translated into English and the Boolean 'OR' were used for all descriptors. After evaluating the selection criteria, a total of 34 articles were selected for the study. The results have shown that the practice of including the theme develops slowly and progressively in higher education institutions. It is concluded that sustainable development is a theme that requires multidisciplinarity, transdisciplinarity, and interdisciplinarity since it adds the need for knowledge and attitudes that enhance work between managers and teachers in the academic scenario. The partnership between universities, government, and companies can be an essential factor in the integration of sustainable development in higher education institutions, mainly in developing countries, and that many studies and advances are necessary for sustainable development to be carried out within a dynamic conception in universities.
