Cost-benefit analysis of adopting the solar photovoltaic water pumping system: A case of Rajasthan

Rajasthan, the largest state in India, occupies 10.5 per cent of the total geographical area of the country, although about two-thirds of its area is arid. The state has a predominantly agrarian economy, and agriculture is the mainstay of about two-thirds of the workforce. Interestingly, only 28 per cent of the net cultivable area in the state is irrigated, compared to the national average of 49.8 per cent. With the aim to improve irrigation facilities and increase agricultural productivity, the state government implemented the solar photovoltaic water pumping system (SPVWPS) in 2008-09 as an appropriate alternative to grid-connected water pumping. The aim of this paper is to assess the costs and benefits of adopting the SPVWPS using data from a field survey of 126 households. The findings show that use of the SPVWPS offers substantial benefits to adopters in the long run. In addition, government subsidy plays a major role in determining the payback period of adopters' investment in the scheme. The paper suggests that, alongside timely implementation of the scheme, the government should facilitate domestic manufacturing of solar cells and panels to fully harness social benefits of the SPVWPS.

These books are numbers 4 and 5, respectively, in the series "Studies in the Economic Development of India". The two books are interesting complements to one another, both being concerned with the analysis of projects within national plan formulation. However, they treat different sorts of problems and do so on very different levels. Marglin's Public Investment Criteria is a short treatise on the problems of cost-benefit analysis in an Indian type economy, i.e., a mixed economy in which the government accepts a large planning responsibility. The book, which is wholely theoretical, explains the many criteria needed for evaluation of projects. The work is aimed at beginning students and government officials with some training in economics. It is a clear and interesting "introduction to the special branch of economics that concerns itself with systematic analysis of investment alternatives from the point of view of a government".


Punjab has emerged as an important rice-producing state in the country. The state with 1.53 percent of the geographical area of the country produces more than 11 percent of total rice production in the country. The production of rice in Punjab increased more than 10 times due to an increase in area and yield. The growth of a rice crop at such a high rate over 20 years in Punjab is indeed a rare phenomenon in the history of agricultural development in the world. Due to extensive cultivation of rice in Punjab, the state has been over-exploiting the groundwater, more than its recharge. Most of the tube-well dominated districts of the state, witnessed the fall in water table more than 20 to 30 cm per year. To dispose of the paddy straw, the farmers of Punjab generally opt for burning it. This practice of burning of paddy straw besides nutrient loss is posing a serious problem for the public health and transportation system. Rice has now become a problematic crop for Punjab state due to its ill effects on its natural resources, that is, the water and soil environmental degradation. The Punjab Agricultural University experts and other committees estimated that the total groundwater recharge from all sources can sustain/support only 16-17 lakh ha of paddy in Punjab. The area under the crop increased to 29 lakh ha which was unsustainable in the long run. The area under rice in Punjab should be stabilized at 16-17 lakh ha and the remaining paddy area should be shifted to other crops like pulses, oilseeds, maize, fruits, and vegetables, etc. requiringless water, to achieve proper water balance. Thus diversification of some area from paddy is in the interest of Punjab farmers, State government and the Central government for long term food security on a sustainable basis.

We aimed to provide a prioritized list of preventive, diagnostic and therapeutic procedures and their appropriate classification based on a cost-benefit analysis. Functional benchmarking was used to select a rationing model. Teams of qualified specialists working in community hospitals scored procedures from CPTTM according to their cost and benefit elements. The prioritized list of services model of Oregon, United States of America was selected as the functional benchmark. In contrast to its benchmark, our country’s prioritized list of services is primarily designed to help the government in policy-making with the rationing of health care resources, especially for hospitals

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.

This article views section 4 of the Patents Act 57 of 1978 against section 25 of the Constitution of the Republic of South Africa, 1996 and Article 31 of the Agreement on Trade-Related Aspects of Intellectual Property Rights of 1994 (hereafter TRIPS). The purpose is to find a suitable framework for the state/government use/utilisation of patented products or processes for public purposes. A comparison is done with the Crown use provisions in United Kingdom, Australian and Canadian law to find a suitable approach to questions relating to remuneration for state use, the prior negotiations requirement set by Article 31 of TRIPS, and the public purposes and exclusive patent rights that would be included under state use. The COVID-19 international pandemic has caused a state of national disaster in South Africa, which is exactly the kind of situation of extreme urgency envisioned by the exception in Article 31 of TRIPS, which permits the state use of patents without requiring prior negotiations with the patent owner. In the battle against COVID-19 and its concomitant fallout, the South African government (and authorised private parties) would be permitted to utilise patent rights without explicit authorisation from the patent owner and without prior negotiations, but subject to the payment of reasonable remuneration by the government and other terms and conditions as agreed upon or as determined by a court. This may include making (manufacturing), using, exercising, and importing patented products (for example, personal protective equipment, pharmaceuticals, ventilators and diagnostic tests) deemed necessary in the fight against COVID-19. Foreign jurisdictions considered in this article indicate that section 4 of the Patents Act 57 of 1978 may certainly benefit from an update to provide detailed guidance on the state use of patented products or processes for public purposes. In the interest of a timeous offensive against the COVID-19 virus, the patent provisions need a speedy update to allow state use compliant with TRIPS and the Constitution of the Republic of South Africa, 1996.

The domination of the state (government) and Corporate (PT LBI) in the oil and gas resource management lead Lapindo mudflow disaster that caused misery to the people. This study aims to assess the forms of domination and injustice by the state (government) and the corporation in the case of Lapindo mudflow disaster, and how Lapindo mudflow disaster victims negotiate (resist) against the state (government) and corporations in an effort to fight for their rights. This study used a qualitative approach with case study. Subjects and informantsresearch include: (1) Lapindo mudflow disaster victims; (2) group coordinator of Lapindo mudflow disaster victims; (3) Public figures Siring village, Tanggulangin, Renokenongo, Jabon, and Jatirejo, Porong district, Sidoarjo; (4) Representation of the corporation (PT. LBI); and (5) Representation of BPLS. The data collection process using the in-deepth interviews, observation, focus group discussions, and review documents. Stage processing and data analysis includes the coding process, memoing, and concept mapping. The results showed that the government (the state) and the corporation (PT LBI) action dominating the oil and gas resource management in the area of Porong district, Sidoarjo regency, East Java, resulting misery for the victims (people). Forms of injustice felt by residents Lapindo mudflow disaster victims not only related to the issue of compensation for land and building assets alone, but more than that, including various dimensions. Through a variety of collective action, such as demonstrations and negotiations, Lapindo mudflow disaster victims filed various charges, such as demands for payment of compensation for land and building assets destroyed.

<p>Solar photovoltaic systems convert energy of light directly into electrical<br />energy. This work presents, a process to compute the required size of the<br />stand-alone solar photovoltaic generator based water pumping system<br />for an existing area. In addition solar photovoltaic generator is<br />connecting voltage source inverter fed vector controlled induction<br />motor-pump system. Perturb and observe are used for harvesting<br />maximum power of PV generator in between buck-boost DC converter<br />and inverter system. In this paper system result is validated by fuzzy<br />logic system and compare with variable frequency drives based PI<br />controllers, driving motor-pump system. The operational performance<br />at 60 m head, VFD based controllers in terms overshoot and setting time<br />and also analysis performance of motor-pump set under different<br />weather conditions. By assessment of system we find that speed and<br />torque variation, overshoot and settling time is more with PI controller,<br />Fuzzy logic controller (FLC) performance have dominance to VFD<br />based PI controller.</p>

This paper investigates the impact of tube wells on the discharge and water table of the Quetta Valley aquifer and conducts a financial analysis of the solar photovoltaic water pumping system (SPVWP) in comparison with a typical pumping system for the Water and Sanitation Agency of Quetta’s (WASA) tube wells. Quetta Valley is dependent on groundwater as surface resources are on decline and unpredictable. The population of this city has exponentially increased from 0.26 million in 1975 to 2.2 million in 2017 which has put a lot of pressure on the groundwater aquifer by installing more than 500 large capacity tube wells by WASA and Public Health Engineering (PHE) departments in addition to thousands of low-capacity private tube wells. The unprecedented running of these wells has resulted in drying of the historical Karez system, agricultural activities, and the sharp increase in power tariffs. There are 423 tube wells in operation installed by WASA in addition to PHE, Irrigation and Military Engineering Services (MES), which covers 60% of the city’s water demand. The results will be beneficial for organizations and positively impact the operation of these wells to meet public water demand. For the two zones, i.e., Zarghoon and Chiltan in Quetta Valley, recommendations are given for improved water management.

This Paper Presents Novel DC-DC Converter Based Closed Loop Control of BLDC Motor for SPV fed Water Pumping System Solar Photovoltaic (SPV) Array fed Water pumping System Utilizing Buck-boost DC-DC Converter in order to extract the maximum available power from Solar system. Solar energy has the greatest availability compared to other energy sources. For such solar PV systems, maximum power point tracking control is preferred for efficient operation. This concept is dealing with INC method which is one of the MPPT methods. This study deals with a buck–boost converter controlled solar photovoltaic (SPV) array fed water pumping in order to achieve the maximum efficiency of an SPV array and the soft starting of a permanent magnet brushless DC (BLDC) motor. The current sensors normally used for speed control of BLDC motor are completely eliminated. The speed of BLDC motor is controlled through the variable DC-link voltage of a voltage-source inverter (VSI). The VSI is operated by fundamental frequency switching, avoiding the losses due to high-frequency switching, in order to enhance the efficiency of the proposed system.
