Legal awareness is a noble ideal when juxtaposed with the realization of smart and good citizens in Indonesia. This study aims to interpret, systematically identify efforts to build legal awareness in Higher Education. The research method used in this research is the Mixed Method. The data were obtained from a questionnaire given to 116 students from the non-law department and non-PPKn department at Ahmad Dahlan University, Yogyakarta. The results showed that 1) Building legal awareness through the substance of Pancasila Education material, 2) Student opinion about building legal awareness and law-abiding behavior was that 79% said it was enough, 12% was not optimal. 3) The relevance of Pancasila Education material with efforts to build legal awareness is Pancasila as an ethical system, Pancasila as a philosophical system, the practice of Pancasila, Pancasila as the state ideology, 4) Assessment in Pancasila education is through tests, observations, assignments and projects.

This research focuses on the acceptance of Instagram users to the visual analogy of sexualitywith food by Instagram influencers when delivering sex education material that is stillconsidered taboo in Indonesia. By using a qualitative approach and a type of descriptiveresearch, this research focuses on the meaning received by the nine informants who haveparticipated. The research method used is Reception Analysis with in-depth interviews as datacollection technique. The literature review used is a visual analogy to explain the taboo aboutsexuality, sexuality in Indonesia, problems of formal sex education, symbolic construction ofsexuality in traditional media, and sexuality content that appears on Instagram social media.The findings of this study indicate that the informants interpret the visual analogy of sexualitybased on the concept of heteronormativity in everyday life. Then, stereotypes about sexualitythat develop in the community also become a reference when they answer questions. Theperception of the state of Indonesia as homophobic and transphobic country, but when facedwith a visual analogy in the form of food, the informants did not object to the existence ofLGBT groups or to the concept of homosexuality

The Article Relevance. In order to build the state of law and civic society, it is necessary to increase legal education of all citizens of the state in the field of human rights and freedoms, forms and methods of their protection. It is especially important to involve young people in this process actively, instill in them the desire to know more about their rights and show more interest in the legal field. The aim of the study is a systematic analysis of the legal consciousness of young people and the forms of organization of legal education of young people. Research methods: as a research method, a questionnaire survey was used as a method of collecting primary information, which allows determining the level of development of the legal consciousness of students. Research results: the article analyzes the forms of organization of young people’s legal education; recommendations on the use of forms of organization of young people’s legal education are developed.

Purpose. Change in educational standards and technology of entering high education lead today, with all other results, to deformation of a professional profile of a graduate of a university. The practice of transition to a three-tier system of higher education (bachelor’s, master’s, post-graduate) and, in turn, the rejection of a specialty, testifies to the intention of government institutions to form a qualitative model of stage-by-stage vocational education. At the same time, individual components of the general educational function of the state are neglected: the ratio of the number of professional programs in higher education institutions and their pedagogical potential, the level of qualification skills of the teaching staff, the interrelationship of production and higher education institute. Methodology: dialectics, formally legal method, synthesis, analysis, economic-legal and psychological-legal methods. Conclusions. Firstly, in spite of the changes in educational policy in line with the market economy, the transition to the Bologna (European) standards, the introduction of other innovations and rules, the result does not agree with the expectations of the society and the demands of employers. Here you can observe the transition from the real quality of education to the number of graduates of law schools with conditional superficial knowledge, which can be designated as inflation of higher legal education. Secondly, the state must propose to the society the variability of the implementation of educational policy in this way guarantee the citizen the opportunity to use the dynamics and efficiency in the selection of advanced, promising forms of pedagogical and scientific activity. From this perspective, government agencies should continue letter of accreditation and other monitoring arrangements in relation to universities that accomplish training legal personnel (judicial personnel) to the subject of compliance quality characteristics and prospects of operation. Thirdly, concernment causes socio-legal status of high school teacher starting from the level of remuneration of labour, respect for this category of blackcoated proletariat from the society as a whole, ending with condition of legal guarantee of the rights, legitimate interests of this group of people and also availability of corresponding privileges and preferences. Scientific and practical significance. Undertaken study allows defining inflationary processes in the sphere of higher legal education as a scientific novella, which makes it possible to understand strategic miscalculations in educational policy. The authors sure that weakness and destructive tendencies in the development of the system of higher legal education could reduce the efficiency of the functioning of the public authority system and organizational management behaviour of non-governmental structures. The conclusions of this study can be used to change (reform) the general architecture of educational policy, to discuss its parameters at the level of scientific seminars and conferences.

This article discusses questions about the discipline of Psychology, taught in many law schools in the region of the state of Ceará and surroundings of Cariri region. While retaining certain tradition, almost unchanged in terms of teaching methodology, a situation which, in a way, paralyzes its didactic, not always allowing an evolutionary bias of the legal postpositivism and transdisciplinary. Both salutary to survival and necessary changes to an adjustment to the labor market and the contemporary higher graduation academies. The exercise of the function does not dispense with critical view of legal epistemology. That, even though incipient in our institutions of higher education, as in many cases, it requires "knowledge by heart" in many cases. The results indicate the need for greater investment in crosscutting legal education, where psychological science has a key space; although in reality only take part in a minimum of 1.78% percentage of class hours, on average, a total 4,500 class hours in undergraduate courses.

Peran negara yang mulai diminimalisir oleh sistem pemerintahan yang menganut ideologi neoliberalisme. Dimana peran negara yang telah diminamalisir  dan saat ini lebih banyak menyerahkan wewenangnya pada sektor swasta. Metode penelitian yang digunakan adalah kualitatif deskriptif eksploratif. Teknik pengumpulan data dengan mengunakan teknik dokumentasi. Hasil Penelitiannya adalah bahwa paham neoliberalisme ini membuat bergesernya peran negara. Neoliberalisme menyusupkan kepentingannya melalui produk hukum di Indonesia seperti UU No. 25 Tahun 2007 tentang Penanaman Modal Asing dan UU No. 20 Tahun 2003 Tentang Sistem Pendidikan Nasional yang tentu bersifat sistemik pada program-program turunannya pada tataran kebijakan yaitu pertama, Badan Hukum Milik Negara; Kedua, Sekolah Bertaraf Internasional; Ketiga, World Class University; Keempat, PP No. 77 Tahun 2007 Tentang Bidang Usaha Terbuka dan Batas Kepemilikan Asing; Kelima, Vokasionalisasi Pendidikan Tinggi; Keenam, Manajemen Berbasis Sekolah; dan Ketujuh, Badan Hukum Pendidikan. Dimana program-program tersebut menyebabkan komersialisasi pendidikan. Kesimpulannya bahwa terdapat produk hukum yang telah dipengaruhi neoliberalisme sehingga menciptakan kesempatan komersialisasi pendidikan di Indonesia. Kata Kunci : Peran Pemerintah, Neoliberalisme, Komersialisasi. The state role began to be minimized by a system of government that embraces the ideology of neoliberalism. State Role has been minimized and currently, domination of authority lay on private sector. Research method which used was explorative descriptive qualitative. Technique of collecting data was by using documentation technique.  Research results was that the notion of neoliberalism made the  shifting of state role. Neoliberalism smuggled their interests through law or regulation in Indonesia such as Law No. 25 in 2007 concerning Foreign Investment and the Law 20 in 2003 concerning National Education System which was in systemic in derivative programs at the policy level: first, the State Owned Legal Entity; Second, the International School; Third, the World Class University; Fourth, PP 77 of 2007 concerning Open Business and Foreign Ownership Limitation; Fifth, Vocationalisation  of Higher Education; Sixth, the School Based Management; and Seventh, the Board of Legal Education, where these programs led to the educational commercialization. In conclusion, that therewere laws that have been affected by neoliberalism thus creating commercialization opportunities of education in Indonesia Key words: State Role, Neoliberalisme, Commercialization

The present study aims to investigate the implementation of halal as a competitive distinction for Islamic higher education in preparing the Muslim millennials at the State Islamic Institutes. This research employed both quantitative and qualitative (mixed method) by administering questionnaires to final semester students and conducting interviews with the campus program planners. The data were descriptively analyzed by using statistical computation before being interpreted. The finding showed that 72,9% of the students had studied halal concept, 83,3% of them had known halal products from MUI labels, and 45,8% of them understood the maqasid shariah. The results of interviews revealed that the institution is continuing to prepare the establishment of halal study center by collaborating with other institutions.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Keywords: Metode, fatwa, istinbat, usul al-fiqh, maqasid al-shari’ah ABSTRAK Dalam disiplin penyelidikan hukum Islam, kekuatan pendalilan dan kaedah istinbat yang jelas merupakan tunggak utama dalam pembinaan hukum Islam berasaskan kepada aplikasi ilmu usul al-fiqh dan maqasid al-shari’ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah. Abstract This research focuses on the issue of state-minority contestations involving transforming and reconstituting each other in post-independent Sri Lanka. This study uses a qualitative research method that involves critical categories of analysis. Migdal’s theory of state-in-society was applied because it provides an effective conceptual framework to analyse and explain the data. The results indicate that the unitary state structure and discriminatory policies contributed to the formation of a minority militant social force (the Liberation Tigers of Tamil Eelam – The LTTE) which fought with the state to form a separate state. The several factors that backed to the defeat of the LTTE in 2009 by the military of the state. This defeat has appreciably weakened the Tamil minority. This study also reveals that contestations between different social forces within society, within the state, and between the state and society in Sri Lanka still prevail, hampering the promulgation of inclusive policies. This study concludes that inclusive policies are imperative to end state minority contestations in Sri Lanka.
