Purpose. Change in educational standards and technology of entering high education lead today, with all other results, to deformation of a professional profile of a graduate of a university. The practice of transition to a three-tier system of higher education (bachelor’s, master’s, post-graduate) and, in turn, the rejection of a specialty, testifies to the intention of government institutions to form a qualitative model of stage-by-stage vocational education. At the same time, individual components of the general educational function of the state are neglected: the ratio of the number of professional programs in higher education institutions and their pedagogical potential, the level of qualification skills of the teaching staff, the interrelationship of production and higher education institute. Methodology: dialectics, formally legal method, synthesis, analysis, economic-legal and psychological-legal methods. Conclusions. Firstly, in spite of the changes in educational policy in line with the market economy, the transition to the Bologna (European) standards, the introduction of other innovations and rules, the result does not agree with the expectations of the society and the demands of employers. Here you can observe the transition from the real quality of education to the number of graduates of law schools with conditional superficial knowledge, which can be designated as inflation of higher legal education. Secondly, the state must propose to the society the variability of the implementation of educational policy in this way guarantee the citizen the opportunity to use the dynamics and efficiency in the selection of advanced, promising forms of pedagogical and scientific activity. From this perspective, government agencies should continue letter of accreditation and other monitoring arrangements in relation to universities that accomplish training legal personnel (judicial personnel) to the subject of compliance quality characteristics and prospects of operation. Thirdly, concernment causes socio-legal status of high school teacher starting from the level of remuneration of labour, respect for this category of blackcoated proletariat from the society as a whole, ending with condition of legal guarantee of the rights, legitimate interests of this group of people and also availability of corresponding privileges and preferences. Scientific and practical significance. Undertaken study allows defining inflationary processes in the sphere of higher legal education as a scientific novella, which makes it possible to understand strategic miscalculations in educational policy. The authors sure that weakness and destructive tendencies in the development of the system of higher legal education could reduce the efficiency of the functioning of the public authority system and organizational management behaviour of non-governmental structures. The conclusions of this study can be used to change (reform) the general architecture of educational policy, to discuss its parameters at the level of scientific seminars and conferences.

The authors set a goal to analyze the problems of contemporary legal education in Russia in the presented research. The necessity of legal education in interdisciplinary and cross-sector interaction with other humanities are identified, and only when these connections are established, it is possible to get into inter-scientific relations. The most extreme issues of the activities of law faculties in various types of educational institutions - in departmental and multidisciplinary institutions were considered, using the example of the influence of various approaches to training future employees of the judiciary. The influence of the educational institution affiliation on the educational process and the issues of deployment the teaching staff are considered, the differences in teaching practical skills in these types of educational institutions are also demonstrated. The authors identified two types of problems - internal and external. Internal - the problems of the educational institutions themselves, external - the problems of implementing the educational policy of the state. Unfortunately, the authors state the unwillingness of the teachers themselves to change because of the rapidly modifying social relations. The absence of a critical attitude, first of all to oneself, causes a false illusion of normality and acceptability. Resulting from the analysis of the entity of the problems, the necessity of initiating changes from the educational institutions and teachers is understood, and not from the state.

The purpose of the student scientific society is to organize student research, promote the quality of scientific and practical training of students, expand their general and professional worldview, meet other needs and interests, which is an integral part of the successful development of the institution. Therefore, students of the faculty are active participants in All-Ukrainian competitions of scientific works, student Olympiads, where they constantly certify a high educational, methodological, and scientific level of training, receiving victories and prizes. The purpose of the study is to cover and analyze the student scientific society in higher education and at the Faculty of Social and Psychological Education of PTUSPU, in particular, as the main centre of organization and involvement of students in research. Methodology. The features of the student scientific society have been revealed using methods of analysis, synthesis and generalization of regulations and documents, its research work at the faculty. Results and practical significance. It has been found that the activities of the faculty of the Student Scientific Society contribute to the intensification of the student's research work as one of the most important means of improving the quality of training with higher education and the development of scientific thinking and creativity. It is determined that due to the activity of the society students develop skills of independent scientific activity.

Goal. The aim of the study is to analyze the main forms and methods of counteraction of the state and society in the USSR to the youth subcultural movement in 1940-1960. The method covers a set of methods and logical sequence of their use, which was determined by issues and features of historical and legal research. Methods. The use of general scientific methods of analysis, synthesis and abstraction allowed to empirically study the youth subculture in 1940 - 1960's. Historical and legal method allowed to consider the youth subculture as a phenomenon of a particular era, taking into account the influence of economic, social and ideological factors. The comparative law method in our study was useful for comparing the measures applied to the youth subculture by party, youth organizations, law enforcement agencies and educational institutions. Results. The study found that the youth subcultural movement in the USSR was heterogeneous. It was found that, despite the apolitical nature of the movement, within the Cold War and confrontation with the West, it was seen as a threat to the existing social order and contrary to official ideology. This created the preconditions for combating it, which were carried out with the involvement of the party and Komsomol apparatuses. Scientific novelty. It was established that the main forms of struggle against the youth subcultural movement were extrajudicial, which provided for moral pressure, expulsion from the Komsomol, an educational institution, deprivation of a scholarship, and public humiliation. Practical significance. It is that the main provisions and conclusions set out in the study can be used: 1) in research related to the study of the features and legal principles of the repressive policy of the Soviet government; 2) in the educational process, during the teaching of sections relating to the state and legal development of Central and Eastern Europe.

In modern conditions, it is interesting to study foresight as an effective tool for identifying new strategic scientific directions. Its purpose is to develop an algorithm for conducting qualitative expertise in the application of the foresight methods with the ability to integrate forecast estimates. Currently, the vast majority of research activities results do not contribute to the innovative development of the state. To solve this problem, it is necessary to ensure a stable systemic relationship between specific sectors of the economy and higher education. The algorithm is developed on the basis of a systematic approach to the foresight methods and the use of the methods of bibliometrics, scientometrics, patent analysis and forecasting. The results and conclusions of this study are: an algorithm has been developed for conducting qualitative examination of the results of scientific activities in order to increase its practical significance, in which the authors propose the foresight methods as the most optimal tool for choosing priority areas of science and technology. Putting this approach into practice will make it possible to increase the efficiency of the foresight methods by both reducing time costs, and rationally using monetary and human resources.

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

The purpose of the work is to evaluate the potential of a high school teacher; the subject of study is employment potential and competitiveness of the university faculty member; research methods include analysis of statistical data and online-survey. The article presents the results of the research potential of the university teaching staff in the conditions of ongoing reforms in higher education and in connection with changing requirements to higher education institutions forfaculty members. It was determined that faculty members demonstrate high loyalty and commitment, but average engagement. It was revealed that the institution creates proper conditions for development and self-realization, creativity and communication. It was confirmed that university professors have a high scientific and innovative potential and willingness to conduct research. The conclusion is that the employment potential of university staff is not used to the full. It was determined that the majority of the teaching staff appreciates personal competitiveness. And only one out of five is aware of the need to develop their personal competitiveness in line with the new requirements. The results of the study may be useful for university governance within the management of human resources quality.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The article is devoted to the key subjects of educational policy, on which the quality of the educational sphere depends. One of these subjects is teachers of higher educational institutions as a special social group, which has a leading role in shaping the intellectual, professional and scientific potential of society. A lot of research is devoted to the problems of teachers, but the issues of their self-identification remain relevant and, at the same time, insufficiently studied. The capacity of narrow professionals to solve the complex tasks of social life is insufficient. Another key subject of educational policy is the state as a guarantor of quality higher education. In most European countries, the state, due to historical traditions and resources, remains the main guarantor of the national education system. In the article, on the basis of our own sociological studies conducted in one of Moscow universities among teachers and students, as well as a secondary analysis of sociological research data conducted in a number of regions and universities of the country, some problems were identified that prevent the creation of an effective management model in the field of education.

Purpose. Justification of the need to approve the nomenclature of scientific specialties in full by order of the Ministry of Science and Higher Education of the Russian Federation with state registration with the Ministry of Justice of the Russian Federation. Methodology: the formal legal method, the method of interpretation of the rule of law and comparative legal method. Conclusions. The article substantiates the need to approve the nomenclature of scientific specialties in full by order of the Ministry of Science and Higher Education of the Russian Federation with state registration at the Ministry of Justice of the Russian Federation, and not in any part of it. The authors of the article adhere to the current (current) model of approval and functioning of the nomenclature of scientific specialties for which academic degrees are awarded. Scientific and practical significance. Arguments are made for maintaining the current regime for making changes and the functioning of the nomenclature of scientific specialties for which academic degrees are awarded.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector.
