Peran negara yang mulai diminimalisir oleh sistem pemerintahan yang menganut ideologi neoliberalisme. Dimana peran negara yang telah diminamalisir  dan saat ini lebih banyak menyerahkan wewenangnya pada sektor swasta. Metode penelitian yang digunakan adalah kualitatif deskriptif eksploratif. Teknik pengumpulan data dengan mengunakan teknik dokumentasi. Hasil Penelitiannya adalah bahwa paham neoliberalisme ini membuat bergesernya peran negara. Neoliberalisme menyusupkan kepentingannya melalui produk hukum di Indonesia seperti UU No. 25 Tahun 2007 tentang Penanaman Modal Asing dan UU No. 20 Tahun 2003 Tentang Sistem Pendidikan Nasional yang tentu bersifat sistemik pada program-program turunannya pada tataran kebijakan yaitu pertama, Badan Hukum Milik Negara; Kedua, Sekolah Bertaraf Internasional; Ketiga, World Class University; Keempat, PP No. 77 Tahun 2007 Tentang Bidang Usaha Terbuka dan Batas Kepemilikan Asing; Kelima, Vokasionalisasi Pendidikan Tinggi; Keenam, Manajemen Berbasis Sekolah; dan Ketujuh, Badan Hukum Pendidikan. Dimana program-program tersebut menyebabkan komersialisasi pendidikan. Kesimpulannya bahwa terdapat produk hukum yang telah dipengaruhi neoliberalisme sehingga menciptakan kesempatan komersialisasi pendidikan di Indonesia. Kata Kunci : Peran Pemerintah, Neoliberalisme, Komersialisasi. The state role began to be minimized by a system of government that embraces the ideology of neoliberalism. State Role has been minimized and currently, domination of authority lay on private sector. Research method which used was explorative descriptive qualitative. Technique of collecting data was by using documentation technique.  Research results was that the notion of neoliberalism made the  shifting of state role. Neoliberalism smuggled their interests through law or regulation in Indonesia such as Law No. 25 in 2007 concerning Foreign Investment and the Law 20 in 2003 concerning National Education System which was in systemic in derivative programs at the policy level: first, the State Owned Legal Entity; Second, the International School; Third, the World Class University; Fourth, PP 77 of 2007 concerning Open Business and Foreign Ownership Limitation; Fifth, Vocationalisation  of Higher Education; Sixth, the School Based Management; and Seventh, the Board of Legal Education, where these programs led to the educational commercialization. In conclusion, that therewere laws that have been affected by neoliberalism thus creating commercialization opportunities of education in Indonesia Key words: State Role, Neoliberalisme, Commercialization

Abstract: Reforming the national education system is a priority of public policy and guarantees development. In this regard, any state will give priority to policy in this regard. The complexity of the matter is that this policy does not always yield the expected results. But countries around the world are striving to implement effective higher education reforms. There is a similar trend in our region. In this article, we will focus on the higher education system in Kazakhstan. The presence of modernization in the world of Islamic education seems to be a necessity that cannot be avoided. The birth of reformer figures in the Islamic world who came from the Middle East and Indonesia became a separate impetus to accelerate the pace of renewal of Islamic education. This research uses library research type (library research) which is carried out using literature (literature) in the form of books, notes, and research reports from previous research. Sources of data can be obtained from documents or document studies. Document study, namely looking for data about things or variables in the form of notes or transcripts, books, newspapers, magazines, and other documents needed for research data. This research proves that the flow of renewal in Islamic education finds momentum when the Indonesian government is able to synergize with Muslim figures. Likewise, the accommodative and cooperative attitude displayed by some Indonesian Muslim leaders and Islamic community organizations has contributed to the government's belief that advancing Islamic educational institutions is not something that is scary but will add stability to the condition of government and politics in Indonesia. It is at this stage that the reform of Islamic education is ultimately integrated into the national education system.

The history of endocrine surgery in Poland begun later compared to the rest of the world. The first confirmed endocrine surgeries in Poland were performed in the XIXth ceuntry. The surgical center in Krakow had a lot of merit in that field, especially surgeons such as: Mikulicz, Rydygier and their successors. Blooming development began after the II World War – in the 70’s and 80’s of XX century. Achievements of professors such as Tadeusz Tołłoczko, Witold Rudowski, Kazimierz Rybiński and others and their successors led to a situation where the state of Polish endocrine surgery is at a world-class level.

This article is the latest in a series of publications on international comparative educational studies of the structure and content features of different national models of training for tourism. Based on the analysis of the degree of knowledge of the structure and content of tourism education, its specific features, especially foreign models, the basic methodological concepts and content of comparative educational research the article proves the conclusion about the necessity of applying the principle of accounting for processes of globalization as a leading principle of comparative pedagogical analysis for tourism education. Globalization processes affecting the socio-economic development of all countries are treated today as a catalyst for the development of world tourism, which is probably more than any other branches of economic activities develops in a constant mainstream development of advanced technologies and innovations. The degree of integration of national tourism in the world tourist area, and the level of development of the world standards of basic tourist services determine its competitiveness in the world. Thus, training for the tourism industry to a greater extent is aimed at studying the development of technology and quality standards recognized at the global level. Studies of professional education in the context of globalization processes have been carried out by many scientists, however, for the first time in this article fundamental accounting for processes of globalization in tourism education is suggested: national education system has integrated into the global education space [11] at the level of standardization of the structure, and this provision applies to the formation of any professional field; professional education in tourism, along with integration at the level of the structure has all the prerequisites to synchronize to a large extent the content of education as it relates to technology and organization of tourist services and the tourism product development.

This research uses an ex post facto design because researchers only took data from the Education Budget from in 2013-2019 which was subsequently concluded to be a conclusion. This research uses data collection with documentation techniques. Information can be obtained through facts stored in the form of documents. This research was conducted for 6 months, namely January-June 2019. Posture of APBD in Kota Kupang shows two different paradigms, namely the period 2013-2016 shows the proportion for indirect expenditure (apparatus expenditure) is higher than direct expenditure (expenditure for the public), while the 2017-2019 period shows that direct expenditure on society is greater than indirect expenditure for apparatus. Then the posture APBD of Education for the period 2013-2017 shows that alignments government to expenditure public are still very weak because indirect expenditure is greater than direct expenditure, but the period 2013-2017 showed a significant increase in direct expenditure compared to indirect expenditure. Likewise, the commitment of Kota Kupang Government to the implementation of the National Education System Law shows that the support Kota Kupang Government in the 2013-2017 period against the provisions Law tends to weaken because of the proportion of the education budget from the total APBD in decreased significantly from 42.36% to 25.75%. While the 2017-2019 period shows the existence of the government's partiality towards the world of education where Kota Kupang Government in addition to increasing the direct expenditure budget that oriented to reduce the burden on the households of its population also increases the education budget posture from 25.75% to 29.56%. In general, factors of leadership and commitment to development of public welfare have more influence on the preparation of budget postures in APBD Kota Kupang.

The disappearance of religious phrases in the temporary draft of 2020-2035 National Education Roadmap (PJPN) caused various reactions including religious leaders, mass organizations, politicians, society and culturalists. It is because the draft of 2020-2035 National Education Roadmap (PJPN) contradicts with the 1945 Constitution, the National Education System Law, Government Regulations and Pancasila. This study aims to analyze the important meaning of religious phrases in the temporary draft of the 2020-2035 National Education Roadmap (PJPN). The current Educational Roadmap is designed to create religious, pious and moral students. The research method used in this study is a literature study. The results shows that religion has important position as a source of value and part of national education. Religious education plays an important role in developing students potential to have religious spirituality, noble character, and good personality. The position of religion in national education is very important in establishing human character and morals.

The purpose of this article is the analysis of Information and Communication Technologies - ICT in legal education according to the reform of the Russian national education system. It is observed how the creation of digital education in Russia contributes to its integration into the global educational environment. The regulatory framework for analysing ICTs in legal education, e-learning and distance education is used as a starting point. A critical analysis methodology is used to model the possible implementation of problem-based learning using ICT and using the "contract builder" simulator as an example. It is concluded that the introduction of ICT in the educational process requires a systematic approach, a state policy for the development of this area, additional funding and training of teachers.

Facing continuous global changes, the Indonesian government views that acentralized curriculum is incapable of accommodating the development of knowledge andcommunity needs in the local, national, and global levels. A competence-based curriculumis constructed with an expectation that in the national education system graduates havecompetitive and comparative advantages. The Indonesian Language subject equipsstudents with awareness that the language is the national identity that unifies Indonesianpeople as a nation and simultaneously the subject develops their linguistic andcommunicative competence. Teachers’ understanding of the scope of the competencecontents and theoretical perspectives in instructional materials development affects thelevel of the competence attainment. Abstrak: Untuk mendukung pembangunan ekonomi, Kementerian Pendidikan Nasional membuat kebijakan yang signifikan tentang proporsi jumlah siswa SMA dan SMK dari 57,85%:42,15% pada tahun 2007 dan menjadi 30%:70% pada tahun 2014. Kebijakan tersebut diharapkan mendukung pertumbuhan ekonomi dan mengurangi pengangguran. Kebijakan tersebut hanya didasarkan atas asumsi dan bukan data. Tujuan penelitian ini untuk: (1) menemukan proporsi jumlah siswa SMA dibanding siswa SMK tahun 2007 dan tahun 2014; (2) menemukan besarnya dukungan perbanyakan jumlah siswa SMK terhadap pertumbuhan ekonomi; (3) menemukan kontribusi ekspansi jumlah siswa SMK terhadap pengurangan pengangguran; (4) menyusun konsep proporsi jumlah siswa SMA dan SMK yang selaras dengan kebutuhan pembangunan ekonomi. Metode penelitian yang digunakan adalah diskriptif kuantitatif. Hasil penelitian ditemukan bahwa: (1) proporsi jumlah siswa SMA:SMK pada tahun 2014 adalah 51%:49%; (2) peningkatan jumlah siswa SMK tidak mendukung pertumbuhan ekonomi; (3) peningkatan jumlah siswa SMK menyebabkan tingkat pengangguran lulusan SMK makin tinggi; dan (4) idealnya, proporsi jumlah siswa SMA dan SMK didasarkan atas kebutuhan tenaga kerja. Kata kunci: proporsi, konstribusi, pertumbuhan ekonomi, dan pengagguran THE CONTRIBUTION OF POLICY OF INCREASING THE NUMBER OF VOCATIONAL STUDENTS TO ECONOMIC DEVELOPMENT IN INDONESIA Abstract: To support economic development, The National Education Ministry made significant policy regarding the ratio of general secondary school students to vocational secondary school students from 57.85%:42.15% in 2007 to 30%:70% by 2014, supposedly. It is expected that the policy can support economic growth dan reduce unemployment. This policy change was decided based on assumption only and not based on accurate labor information. The objectives of this study were to find out: (1) proportion of general and vocational school students in 2007 and 2014; (2) the support to economic development from increasing the number of vocational secondary school students in 2007 and 2014; (3) to find out the contribution of increasing the number of vocational school students to unemployment reduction; and (4) the concept of link & match between vocational school and the world of work in terms of quantity.The research method used to achieve the objectives of research was descriptive quantitative. The research found that: (1) the ratio of general and vocational secondary school students was 51%:49% in 2014; (2) increasing the number of vocational school students did not support economic growth; (3) increasing the number of vocational school students increased unemployment of vocational school graduates; and (4) ideally, proportion of general and vocational students must be based on the needs of labor.
