The production and export of Peruvian mandarin to the market of the Russian Federation has been presented as a business opportunity due to the veto of that country to European imports as well as to the mandarin produced in Turkey, allowing a rise in exports, for example, in 2011 was exported 1,742 MT to increase 2017 to 6,996 MT.   For this reason, this work aims to study the relationship between the production and export of Peruvian mandarin to the Russian market, as a business opportunity, 2013-2017 period, in addition to analyzing the constraints for the development of international business. The investigation took as population all the elements of the production and export of Peruvian mandarin in the period 2013-2017, from which was extracted the sample of the ordered and systematized quantitative data published by diverse organisms, like: TRADEMAP, MINAGRI, CCL, AGRO DATA PERU, MINCETUR by means of a random sampling that had as unit of analysis each metric ton produced and exported and the value FOB US$ of the export. In general, the results show some competitive advantages and favorable conditions, such as: the seasonality of production, the relative increase of hectares for production, domestic and international market demand, a rise in relative production, the favorable evolution in exports during the last five years where the increase in shipments to Russia is located (+170%).

The article is devoted to the problems of public placement of companies on the Russian stock market. The arguments proving necessity of raising capital through public offering in the Russian Federation have been presented. Foreign and domestic researches of the influence of the time factor during public offering have been considered. The necessity of taking into account the time factor when making a decision on the company’s IPO has been identified and justified. The Russian stock market and its main trends have been analysed, the possibility of applying foreign experience on the Russian market has been assessed. Based on the conducted research, it has been proposed to promote the creation of favorable «Windows», which will help eliminate weaknesses, as well as provide evidence-based regulation in order to create favorable conditions for IPO.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

The Constitution, as the main universal and comprehensive legal document, establishes fundamental principles and defines the legal basis for development of public and state life in all politically significant spheres, serves as a guarantor of legitimacy and order, gives a boost to the development of society. The special political and legal nature of the constitution, the issues of its operation and the mechanism of its implementation are of great importance. In accordance to the authors’ approach, the mechanism of implementation of the Constitution of the Russian Federation includes the following components: 1) entry of the constitution into legal force; 2) its functions; 3) constitutional algorithm of unity and differentiation of public authority; 4) forms of implementation; 5) ways of implementation; 6) subjects of implementation; 7) objects of implementation; 8) institutions for modernization; 9) guarantees of implementation. The authors conclude that the modern scientific ideas of a rational mechanism of implementation of the Constitution of the Russian Federation contribute to solving the issues of economic and cultural development of the Russian society, help creating favorable conditions for proper law enforcement, strengthening legitimacy and order.

Статья посвящена анализу возможностей сетей связи для сокращения цифрового разрыва между регионами Российской Федерации. Основным результатом статьи является установление взаимосвязи валового регионального продукта и доли занятых в сфере информатизации и связи в общем числе занятых во всех отраслях. Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.

Abstract. The purpose of the research was to assess the duration of the length of productive life of Simmental cows. Methods. The research was carried out on Simmental cows bred in 14 regions of the Russian Federation, the total livestock was 8 832 heads. The calculation of the heritability coefficients and correlation (genetic and paratypic) was carried out by using the programs RENUMF90 and REMLF90. Results. A fairly strong relationship was established between the duration of a productive life (months) and the age of culling (lactations) r = +0.795, the length of productive life (months) and lifetime productivity within the range of +0.669…+0.714. However, the relationship between the age of culling (lactations) and lifetime productivity is moderate, from +0.261 to +0.316. A moderate negative relationship was obtained between the age of culling (lactations) and milk yield per first lactation from –0.472 to –0.486. The average relationship was found between milk yield per first lactation and lifetime productivity from +0.567 to +0.588. Cows of the Altai Territory (3.08 lactations or 61.6 months), the Republic of Mordovia (3.38 lactations or 62.4 months) and the Lipetsk region (3.40 lactations or 65.7 months) were distinguished by low age of culling. While the greatest length of productive life was noted in animals and Bryansk (5.48 lactations or 86.9 months) and Irkutsk regions (4.57 lactations or 77.1 months). Bryansk (23 630 kg of milk), Tyumen (18 156 kg) and Irkutsk (17 751 kg) regions occupied the leading positions in lifetime productivity of cows in the sample, while the outsiders were the regions of traditional cattle breeding - Altai Territory (12658 kg of milk), the Republic of Bashkiria (12 482 kg). Scientific novelty. For the population Simmental cattle of the Russian Federation, for the first time, an assessment of selection and genetic parameters of lifelong productivity and length of productive life of Simmental cows was carried out, depending on the breeding region.

The paper analyzes and systematizes the basic catego-ries related with threats to the economic security of the Russian Federation, and establishes the relationship of their components in accordance with Federal regulatory legal documents. It provides an overview of the ap-proaches contained in the works of different authors in relation to the formation of the composition of threats to the economic security of the state and the assess-ment of their relevance. As a result, it is concluded that it is necessary to improve existing methods for as-sessing economic security threats for the national economy. The author’s method of calculating an inte-gral indicator for assessing threats to the economic security of the Russian Federation, based on a system of indicators grouped into clusters, is proposed. The initial approbation of the methodology was carried out on the basis of the author’s estimates of threshold val-ues and significance levels of indicators of economic security threats.
