Strategi Pengembangan Kawasan Transmigrasi di Wilayah Perbatasan (Studi Kasus: Kabupaten Natuna)

Selama ini wilayah perbatasan dikelola dengan mengedepankan pendekatan keamanan (security approach) sehingga pembangunan sosial ekonomi dan kesejahteraan masyarakat menjadi terabaikan dan terjadi ketimpangan wilayah. Hal ini mengakibatkan wilayah perbatasan di beberapa daerah menjadi daerah yang tidak berkembang dan masyarakat di wilayah perbatasan pada umumnya masih dikategorikan sebagai masyarakat menengah ke bawah. Salah satu program pemerintah untuk menjaga kedaulatan negara dan memberikan kesempatan kepada rakyat agar dapat mengelola sumber daya alam secara baik di wilayah perbatasan adalah Transmigrasi. Kabupaten Natuna yang berada di perbatasan pernah melaksanakan program transmigrasi pertama kali di Kawasan Transmigrasi Harapan Jaya pada tahun 1981-1983 yang menorehkan beberapa permasalahan. Kajian ini bertujuan untuk mengidentifikasi rancangan pengembangan kawasan transmigrasi, menganalisis model pengembangan kawasan transmigrasi, dan menganalisis strategi pengembangan kawasan transmigrasi yang efektif diimplementasikan di wilayah perbatasan Kabupaten Natuna agar bersifat berkelanjutan.Penelitian ini menggunakan pendekatan penelitian kualitatif yang dilakukan dengan kombinasi antara studi literatur dengan pengumpulan data sekunder. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, yang mana memberikan gambaran atau uraian yang bersifat deskriptif yang dijabarkan secara deduktif. Teknik analisis yang digunakan pada penelitian ini yaitu menggunakan teknik analisis data (content analysis) dan analisis SWOT .Hasil penelitian menjelaskan bahwa pengembangan kawasan transmigrasi perlu dilakukan dengan berbasis kawasan. Namun, di Kabupaten Natuna hingga saat ini belum ada penetapan kawasan transmigrasi. Padahal penduduk eks transmigran di Desa Air Lengit dan Desa Harapan Jaya sebagian besar setuju adanya pengembangan program transmigrasi di wilayah mereka. Solusi ideal untuk meminimalisir permasalah dalam pengembangan kawasan transmigrasi di wilayah perbatasan ke depannya adalah dengan Green Transpolitan yang mengedepankan konsep kemitraan Pentahelix yang dikembangkan menjadi model pengembangan kawasan transmigrasi. Identifikasi dan perumusan strategi pengembangan kawasan transmigrasi di wilayah perbatasan Kabupaten Natuna dilakukan dengan menggunakan analisis SWOT yang dijabarkan pada hasil temuan.Kata Kunci: transmigrasi, perbatasan, pengembangan wilayah, Natuna

The background of this research is the fact that the management of improving teacher‟s professionalism is still not effective. The role of teacher as planner, implementer, and developer of curriculum is also not optimal. Management of teachers is needed because teachers have a significant role in the success of learning process. This research was aimed at knowing Guardian Angel‟s concept of teacher management suggested by Munif Chatib and how it develops according to him. The implementation of Guardian Angel model of teacher management was presented through a testimony and direct interviews with Guardian Angel‟s trainees. This research used qualitative approach by studying Munif Chatib‟s books and direct interviews. Data were analyzed with content analysis, which included: (1) literary study of Munif Chatib‟s books, (2) description of Guardian Angel model of teacher management by Munif Chatib. This research found that (1) the concept of Guardian Angel teacher management uses humanistic approach, especially in regard to schedules of consultation, teaching strategies, and assessment through four kinds of teacher reports, including reports of morals, creativity, lesson plan, and student‟s learning results; (2) the basis used is the cornerstone of the scientific human resources and philosophical foundation that teachers carry out the work of teaching, which includes planning, teaching, evaluating, and learning. The first three points are teacher‟s obligations, while the last is their right. Penelitian ini dilatarbelakangi adanya keprihatinan manajemenpeningkatan profesionalitas guru yang belum berjalan efektif. Peranan guru sebagai perencana, pelaksana dan pengembang kurikulum yang belum optimal. Manajemen guru diperlukan mengingat bahwa peran guru amat signifikan bagi setiap keberhasilan proses pembelajaran.Penelitian ini mengungkap tentang manajemen guru Guardian Angel menurut Munif Chatib. Penelitian ini bertujuan untuk mengetahui konsep manajemen guru model Guardian Angel menurut Munif Chatib, dan berkembangannya Guardian Angel dalam pemikiran Munif Chatib. Implementasi manajemen guru model Guardian Angel dihadirkan melalui testimoni dan wawancara langsung dengan peserta pelatihan Guardian Angel. Penelitian ini menggunakan pendekatan kualitatif, dengan melakukan kajian terhadap buku - buku karya Munif Chatib dan wawancara langsung. Teknik anaisis data content analysis. Analisis meliputi: (1) kajian pustaka buku-buku karya Munif Chatib, (2) mendeskripsikan manajemen guru model Guardian Angel dalam pemikiran Munif Chatib.Hasil penelitian menunjukkan bahwa: (1) konsep model manajemen guru Guardian Angel menggunakan pola pendekatan manajemen humanis, terutama dalam jadwal konsultasi, strategi mengajar dan penilaian melalui empat rapor guru, yaitu rapor akhlak, rapor kreativitas, rapor lesson plan dan rapor hasil belajar siswa (2) landasan yang digunakan adalah landasan keilmuan sumber daya manusia dan landasan filosofi bahwa profesi guru mengemban pekerjaan manajemen, yaitu perencanaan , mengajar dan mengevaluasi dan belajar. Tiga hal pertama difahami sebagai kewajiban, sedangkan belajar dimaknai sebagai hak bagi seorang guru (3) Guardian Angel sebagai manajemen quality control yang meliputi: lesson plan, konsultasi, observasi dan umpan balik.

The purpose of this research was to analyze ten covers of 2019 best-seller fantasy novels through multimodal. The research method used was qualitative research. The objects in this research were ten book covers of 2019 best-seller fantasy novels. The instruments used were documentation that aimed at obtaining data, including relevant books, study, activity reporting, relevant research data. Content analysis was used to obtain the data. This study used five phased cycles in analyzing the data; compiling, disassembling, reassembling, interpreting, and concluding. The result of analyzing the novels is emphasized in two focuses, including representation and interactive function. Several novels have a narrative aspect, while others contain conceptual interpretation, which is part of a representative function. It was very challenging to interpret some implicit meaning of the symbols in some of the novels as it requires mythical knowledge. Therefore, it is expected that understanding the implicit meaning comprehensively will make readers easier to understand the story outline of the novel.

Abstrak: Penelitian ini berujudul Hegemoni Kekuasaan Dalam Novel Hujan Karya Tere Liye dan Relevansinya Dalam Pembelajaran Bahasa Indonesia di SMA. Penelitian ini bertujuan untuk mndeskripsikan formasi ideologi, bentuk hegemoni kekuasaan, dan relevansi penelitian dengan pembelajaran Bahasa Indonesia di SMA. Jenis penelitian ini adalah deskriptif kualitatif. Sumber data penelitian ini adalah novel Hujan karya Tere Liye. Data penelitian berupa kata, frasa, atau kalimat yang memuat formasi ideologi dan bentuk hegemoni dalam novel Hujan karya Tere Liye, serta relevansinya dalam pembelajaran Bahasa Indonesia di SMA. Teknik pengumpulan data menggunakan baca dan catat. Teknik analisis data menggunakan content analysis. Validitas dan reliabilitas menggunakan validitas semantik dan intrarater. Hasil penelitian ini antara lain: 1) Pertama, Formasi ideologi dalam novel Hujan karya Tere Liye. Formasi ideologi yang ditemukan dalam novel Hujan karya Tere Liye yaitu otoritarisme, feodalisme, kapitalisme, liberalisme, sosialisme, serta vandalisme. Otoritarisme merupakan formasi ideologi yang paling banyak muncul dalam novel. 2) Kedua, bentuk hegemoni kekuasaan terjadi dalam masyarakat sipil dan masyarakat politik. 3) Ketiga, Relevansi penelitian dengan pembelajaran Bahasa Indonesia di SMA. Penelitian ini relevan dengan KD. 3.8 Mengidentifikasi nilai-nilai kehidupan yang terkandung dalam kumpulan cerpen yang dibaca. Melalui novel Hujan karya Tere Liye, siswa dapat mengapresiasi karya sastra sehingga menambah pengalaman, pengetahuan, dan wawasan yang dapat digunakan sebagai media untuk membentuk kepribadian diri. Kata kunci: formasi ideologi, hegemoni, relevansi pembelajaran, novel Abstract: This research entitle “The Hegemony of Power in Novel Hujan by Tere Liye and Its Relevance in Indonesia learning at High School” has aims to describe the ideology formation, term of hegemony power, and the research relevance with Indonesia learning at high school. This research is a qualitative descriptive with data source is Npvel Hujan by Tere Liye. Research data are words, phrases pr sentences which has ideology formation and hegemony term and also the relevance with Indonesia learning at high school. Read and write were used to collect the data. Content analysis was used to analyze the data. Semantics and intrarater were used to test the validity and reliability. The reserach findings were : 1) the ideology formations were authoritarian, feudalism, capitalism, liberalism, socialism, and vandalism. Authoritarian was dominant in the novel, 2) the term of hegemony happened both in civil society and political society, 3) the relevance of this research with Indonesia learning at high school. This research was relevant with basic competence 3.8 (identify the life values in a short story. Novel hujan brught student to appreciate the literatures to enrich their experience, knowledge and insight to create the personality.  Keywords : Ideology formation, hegemony, learning relevance, novel.

A systematic review of articles using qualitative methods to generate questionnaire items identified in MEDLINE and PsycINFO from 2000 to 2014 was carried out. Articles were analyzed for (a) year of publication and journal domain, (b) qualitative data collection methods, (c) method of data content analysis, (d) professional experts’ input in item generation, and (e) debriefing of the newly developed items. In total, 371 articles were included and results showed (a) an acceleration of published articles, (b) individual interviews and focus groups were common ways of generating items and no emergent approach was identified, (c) the content analysis was usually not described (43% of articles), (d) experts were involved in eliciting concepts in less than a third of articles, (e) 61% of articles involved a step of further submission of newly developed items to the population of interest. This review showed an insufficient reporting of qualitative methods used to generate new questionnaires despite previous recommendations.

Umar Ibnu Ahmad Barjah adalah seorang yang mempunyai Kepandaiannya dalam karya tulis, beliau menguasai bahasa Arab dan sastranya, ilmu tafsir dan Hadits, ilmu fiqih dan tasawuf, ilmu sirah dan tarikh. Ditambah, penguasaan bahasa Belanda dan bahasa Inggris.  Salah  satu  karya  besar  beliau adalah  kitab  akhlakul  lil banin, secara khusus menyoroti tentang pendidikan akhlak kepada anak, kitab yang sering di jadikan rujukan pada dunia pendidikan terutama dunia pondok pesantren. Berawal dari inilah peneliti melakukan penelitian ribrary research dari kitab akhlakul lil banin dengan menggunakan teknik analisis data, content analisis yang terdiri   dari   reduksi   data,   coding,   inductive   and   deductive approaches to coding in qualitative content analysis. Yang mendapatkan kesimpulan tentang pendidikan akhlak perspektif Umar  Ibnu  Ahmad  Barjah  dalam  kitabnya  akhlakul  lil  banin, yaitu:  Pendidikan  akhlak  menjadi  hal  yang  wajib  ditanamkan kepada anak sejak kecil, di mulai dari pendidikan Akhlak kepada Allah, Akhlak kepada Nabi Muhammad SAW, Akhlak kepada kedua orang tua, Akhlak kepada saudara, Akhlak kepada tetangga, Akhlak kepada guru.

The topic of the article refers to expressions used to address the psychosocial risk linked to the workplace violence. The article bases on the Polish-French comparison, using analysis of definitions, legal acts and public statistics. The purpose is to show social differences, in the context of mobbing and “harcèlement moral”, that surface from ratified definitions of these phenomena and public statistics. The final conclusions are the effect of a compilation of results of analysis and available literature. The choice of the two European, diverse areas of comparison for the diagnosis - Poland and France - is the result of selection of the method of data content analysis, chosen by the author because of the availability of the scientific resources essential for the article and accessible during an academic stay in Centre d'Etudes de l'Emploi in France.

The article presents the study, the purpose of which is to reveal the experience of social pedagogues and social workers when promoting positive behaviour in children at day-care centres. The qualitative type of research was chosen when applying the method of semi-structured inteview. The data of the study were processed by applying the method of data content analysis. 3 social pedagogues and 5 social workers, who work at children day- care centres, participated in the study. The data of the study revealed that when promoting positive behaviour in children at day-care centres social pedagogues and social workers create positive relationships with children and strengthen positive interrelationships between children, have individual conversations with children. Meaningful use of children’s leisure time plays an important role when promoting positive behaviour in children. In this case, it is important that the activities, which are organised for children, would be personally and socially meaningful, that they would encourage independence and responsibility in children and humane relationships. When promoting positive behaviour in children social pedagogues and social workers encourage the culture of teamwork and cooperation in order to maintain partnership relationships with parents of the child and other specialists by sharing their experience and rendering assistance to other.

This paper is part of a qualitative research focused in vocational education & training (VET) about the expectations of students’ families on their future employment. It has been accepted till not so long that VET was the best way to get a job quickly. The current economic crisis may has altered this belief. So that we have interviewed some families from the South of Spain to better know what they think about their children’s decisions of being enrolled in VET. The data content analysis shows that they agree with their children academic choices (VET), and that they are worried about their future access to an employment. They criticize current politics and disagree with young people emigrating to other countries in order to get a better job.

The article considers the experience of functioning of personal farmsteads in the agro-industrial region in the context of a pandemic, based on the theoretical positions of outstanding Russian agricultural economists. Based on statistical data, content analysis of regional media and comparative results of the 2016/2021 survey. The main positive phenomena in the development of this sector of the agricultural economy are identified: stable dynamics of development, including at the level of relations between institutional entities. The main problems associated with the lack of awareness of the rural population about the institution of personal farmsteads, the role of cooperation are identified. The obtained results allowed us to draw a conclusion about the need for the work of state and municipal authorities in terms of not only direct state support for personal subsidiary farms, but also education of the rural population.
