The author states, that the theory of economic security of the state as a scientific discipline today is at the beginning of its new stage of development. A marked surge of interest in this topic is expected in the nearest future, that will intensify research activity in this scientific field. To meet these expectations scientific community needs a strong methodological platform, which should be based on universal and coherent categorical apparatus. However, a set of essential methodological problems may deteriorate a rise of the economic security of the state. One of the key problems is a significant number of scientific schools within the discipline. Most of them has developed their own categorical-conceptual apparatus. The author draws attention, that terminological chaos in the theory of economic security of the state as one of a serious problem for its institutionalization and development as an independent scientific discipline. It makes impossible to create a common methodological framework for discipline and undermines constructive scientific discussion between representatives of different scientific schools in this field. The huge differences between scientific schools are observed already at the stage of defining the basic definition of this scientific discipline - “economic security of the state”. A plenty of various approaches can be identified withing this scientific community. The differences between defining concept of “economic security of the state” are very deep indeed. This is a significant obstacle to create a common platform for numerous groups of scientists, who are working on various aspects of this topic. To resolve this problem and find common solution the author has analysed a majority of approaches of various scientific schools and individual scientists regarding the definition of the concept of “economic security of the state”. Their advantages and disadvantages have been identified. Based on knowledge obtained the author has proposed his own definition. According to it, “economic security of the state” should be treated as a state of the economy, that is intentionally and purposefully adjusted by public authorities in order to ensures the state's resilience to external and internal systemic threats and aggressive actions undertaken by other states. The author has justified the practicability of using this definition in the scientific research as well as policy-making.

The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The article discusses the priorities of the state policy of peacebuilding and strengthening the economic security of the state. Monitoring of measures was carried out, aimed at reintegration of the temporarily occupied territories, minimization of the negative impact of risks and threats of military and hybrid aggression to maintain the trajectory of sustainable holistic socio-economic development of the country and its regions. Institutional and legal support of the policy of reintegration of the temporarily occupied territories was systematized and analytical evaluation of official transfers of local budgets of Donetsk and Luhansk regions. The adopted State Target Program for Restoration and Peacebuilding in the Eastern Regions of Ukraine was studied, deoccupation Strategy, and reintegration of the temporarily occupied territories. The issues of restoration and integration of housing infrastructure of Donetsk and Luhansk regions into the general state transport and logistics infrastructure were studied. A number of advantages and disadvantages of the state policy of peacebuilding in Ukraine are proposed and define their consequences for ensuring the reintegration of the occupied territories. The key obstacles to peacemaking in Donetsk and Luhansk regions at the present stage of development have been identified: slowdown in GDP growth; small export volumes; limited external and internal investments, opacity of sources of their attraction; high levels of hidden unemployment and insufficient employment of the population, intensification of external labor migration processes, business and intellectual capital migration; presence of manifestations of corruption, raiding and insecurity of private property rights; insufficiently high level of quality of life of the population and a significant share of internally displaced persons. The priority directions of public policy in the Strategy and a number of guiding documents are studied, which indicate the main benchmarks. The issue of operational and tactical activities of authorities of different levels in terms of peacekeeping has been studied, strengthening the economic security of the state with tools of economic stimulation of reintegration and ensuring the socioeconomic development of conflict territories.

The article focuses on specifics of the development of the theory of economic security of the state in Ukraine. Firstly, the ecosestate as a discipline in Ukraine is characterized by a high level of fragmentation and disintegration. Indeed, a lot of scientific schools have emerged and are actively developing in the country, each of which has a well-developed methodological base of research and its own system of scientific principles and values. On the one hand, this is its significant advantage, because the scientific knowledge has been upgraded all the time that increases their practical value. On the other hand, existing a lot of absolutely different concepts results in methodological chaos in this discipline. The author presented his own approach to the systematization a large number of Ukrainian scientists’ concepts in order to sort various scientific schools out. This approach is based on the principle of historicism, according to which each concept is valid in the relevant historical period of Ukraine, which is characterized by particular conditions and circumstances. Three periods were identified and every period has been studied scrupulously to find out main factors that cause very specific trends in economic security of the state in Ukraine. Secondly, ecosestate is characterized by a high pace of evolution in Ukraine. The author explains, that is a very important sign of its validity. Ukrainian scientific community of ecosestate has to deal with rapid dynamic of transformation of Ukrainian state, as well as conditions in which it operates. It naturally requires constant verification of scientific knowledge in terms of their compliance with new realities. Thirdly, unlike most countries, where ecosestate is actively developing, Ukraine has its own specific context – a hybrid conflict with another subject of international relations, which continues to be aggressive towards the state. This naturally transforms not only Ukrainian reality, but also Ukrainian scientific community. Based on the considerations outlined in the article the author states, that domestic scientific community has a unique experience, so the methodological achievements of Ukrainian experts in certain aspects more advanced than ones of scientific schools in other countries.

The article considers the essence of customs policy as a set of measures taken to ensure the most effective use of instruments of customs control and customs regulation of foreign economic activity, aimed at maintaining a positive trade balance of the country and the development of the national economy. It is noted that the state's customs policy is designed to promote the country's economic security, which will guarantee a sufficient level of socio-economic and defense existence, as well as the political independence of its economic interests in relation to possible external and internal threats and influences. In this context, the author emphasizes that the profound political, economic and social processes taking place in Ukraine today have determined serious changes in the understanding of the role and importance of the state's customs policy. It is studied that at the present stage of development of the national economy, customs policy as an integral part of public policy has a pronounced fiscal nature. Accordingly, it is emphasized that this definition of priorities is primarily caused by the problem of acute budget deficit, which is complicated by the problems of tax evasion, significant external debt and the state of social guarantees of the state. As conclusions, it is stated that the basis for the transformation of customs in Ukraine should be the transition from the customs service as an exclusively fiscal body that provides most of the tax revenues of the state budget to the controlling body, whose main purpose is to ensure compliance with Ukrainian legislation on customs. At the same time, it was emphasized that the role of control in modern conditions will be not only in a comprehensive assessment of the sphere of taxation of foreign economic activity, but also in identifying additional sources of filling the budget through effective management decisions. However, it is emphasized that the fiscal orientation of the customs service of Ukraine today is primarily due to the state of our economy. Therefore, fundamental changes in the conduct of customs affairs of Ukraine and its tasks are possible only with a corresponding change in the economic situation in the country.

The author argues that the theory of national economic security is on the rise again and the qualitatively new phase of its development will be characterized by an increase of scientific and applied interest to various aspects of this field. This trend is consistent with the escalation of internal and external threats to socio-economic stability in major countries, the growing turbulence in the global economy, intensified global competition for natural resources and human capital and the emergence of new types of threats to national economic security, including environmental crises, uncontrolled migration and the coronavirus pandemic. In the near future, the scientific community will face a number of important research tasks, including the need to shape an updated methodological base, verify acquired knowledge and outline new research priorities. These tasks will be difficult to complete without a set of comprehensive definitions in the field of national economic security. The ongoing capsulation of scientific schools and their gravitation toward their own conceptual frameworks is a serious problem for the institutionalization and development of national economic security as an independent scientific discipline. This problem makes it impossible to create a common methodological framework for the discipline and undermines constructive scientific discussion between representatives of different scientific schools in this field. The author attempts to streamline the conceptual apparatus to solve the aforementioned problem. The scholarship of several scientific schools and prominent experts is analyzed to identify and systematize the most important terms and their definitions within the field of national economic security. Based on the data obtained a number of comprehensive and coherent definitions is introduced. The current stage of the evolution of national economic security is characterized by a weakening of neoliberal ideas and an increased impact of economic concepts within neorealism in the scientific community. These developments need to be reflected in the conceptual apparatus of this discipline. In this regard, the system of current basic definitions requires a significant update.

The purpose of this article is to address current issues of doctrinal and legal security of economic security of the state with the actualisation of issues concerning the relationship between the concepts of “economic security” and “economic sovereignty” in their relationship and mutual understanding. The authors pay attention to the analysis of existing in the national legal doctrines of individual countries scientific approaches to the definition of “economic sovereignty”, clarify its main features, analyse the scientific approaches of domestic and foreign researchers to define the concept of “economic security” and on this basis own vision of the instrumental content of these definitions. It is argued that the concept of “economic sovereignty” is primary in relation to the concept of “economic security”. The article examines the national systems (models) of economic security of the state, including, in particular, American, Japanese, Chinese, models of institutional entities (in particular, the EU), models typical of countries with economies in transition. The authors found that Ukraine is characterised by a system (model) of economic security of countries with economies in transition, which is fragmented and inconsistent in its construction, which ultimately affects the state of economic security of the state as a whole. It was found that the main goal of Ukraine at this stage of its development in the context of building a national model of economic security is to create an effective system of means to overcome or minimise existing or potential threats, especially in the context of globalisation of trade and economic relations. The paper emphasises the need to borrow positive foreign experience of legal support of relations for the creation and implementation of national systems of economic security of the state to gradually transform Ukraine into an important participant in the processes of international economic security

The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

В результате исследования разработан бизнес-процесс реализации цифровых инициатив, про-веден конкурентный анализ его преимуществ и недостатков перед традиционным подходом к обучению. The article discusses the possibility of forming in the banking business an environment in which employees will be able to in-dependently implement digital initiatives for the development of the company and self-learning. The necessity of its presence is grounded. The analysis of compliance of the problem with the trends in Russia and the world based on the study of Federal programs and ratings agencies. To attract new staff with the necessary knowledge, banks have a number of tools - business classes, sponsorship programs, mentoring, hackathons, man-agement fights, case-championships, etc. It has been revealed that new professionals with technical skills can solve complex problems and generate products. But it’s difficult for them to dive into the banking sector, study its features and offer their own solutions to problems. It was also revealed that the company is interested in product results that are practice oriented. Com-bining product results and training is only possible by creating an environment in which they can discuss their ideas, find sup-port and implement them. As a result, a business process for the implementation of digital initiatives has been formed, a competi-tive analysis of its advantages and disadvantages over the tradi-tional approach to training has been conducted. strategies. The leading method of research is the definitions according grouping to the principles of the matrix method. It was revealed that the economic security concept is disclosed using factors freely com-bined into three groups (includes: sustainability, protection of interests, ensuring sovereignty), and the most common definitions are built using words-markers: state, security, advantage, process. One of the main study results is an algorithm for constructing the definition of the economic security concept, which allows to model and refine the definition of the concept based on the initial categories, consider-ing the economic context. The author's definition is also formulated, which reflects the interrelation of such components as the protection of interests, the impact of threats, the stability preservation, inde-pendence, ensuring development, self-adaptation and self-reproduction.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security.
